MINISTER MUKWAYA ORDERS ARREST OF NTUNGAMO COUNCILOR FOR STEALING YOUTH CASH

Minister of Gender Labour and social Janat Mukwaya has ordered for the arrest of Ntungamo district councillor for grabbing over 12 million shillings from a youth group.

Muhumuza Denis Savimbi the councillor for Itojo Sub County in Ruhama County reportedly formed a youth group and later on accessed funds under youth livelihood program in 2013 to start up a piggery project on his land and create employment besides increasing their income.

But Savimbi instead diverted the money and warned group members which he had named Mugono piggery youth project never to go back to his land in follow up of the project.

He is also reported to have threatened area focal person for youth livelihood program and district leaders when they attempted to intervene in the matter.

The shade constructed for piggery remained abandoned for long time when the minister who is on a monitoring and evaluating exercise of youth livelihood projects and those of Uganda women entrepreneurship program went at the project site.

His home was abandoned and house locked and there was no anyone from his family in the vicinity

JAFARI BASAJJABALABA FOUGHT US BUT WE ARE READY TO WORK— NEW SERVICE COMMISSION MEMBERS

Following the swearing in of the embattled Bushenyi district service commission last week, the chairperson district service Mrs. Lydia Rwakishaya and the two members have vowed to work with the  district chairman who blocked their appointments for a year and two months.

In an exclusive interview with www.mknewslink.com  today afternoon, Rwakishaya and Team told this website that they are willing to work with anyone in the district for the betterment of people of Bushenyi as well as the entire district.

They revealed that the reason why they didn’t sue the district chairman for blocking their appointment, they knew that the truth would come out at one point and indeed it came out last week. “We were approved by the public service commission and we were sure that the truth would come out and it did last week” Rwakashaya and team observed.

Mrs Rwakishaya together with Julius Ishungisha and Nathan Behangana assumed office last week following the high court ruling that ruled in favor of the three amidst protests by many of the district councilors and Chairman Jaffari Bassajjabalaba.

On the issue of vacant posts in the district, they said the job advert will be out soon but  they are waiting for the town clerks and the Chief Administrative Officer to submit in vacant positions in the district and municipality.

BUSHENYI SERVICE COMMISSION SAGA: KARASI’S REMAINING CASE DISMISSED

The last application in high court demanding the removal from office the three members of Bushenyi district service commission was today morning dismissed by the trial judge, Duncun Gaswaga.

The application was filed by Emmanuel Karasi against Bushenyi local government and the attorney General demanding that the old district service commission chaired by Ldyia Rwakishaya be disbanded and a new one be instituted by the district chairman Jafari Basajjabalaba.

During his ruling, Justice Gaswaga told the applicant, Karasi that he had entered into a consent judgment last year over the same case and even he was paid five million as part of the consent judgement.

Justice Gaswaga dismissed the application with costs. This means that Karasi is supposed to pay costs to Bushenyi local government and the office of the attorney general. The amount of costs will be determined by lawyers from two defense parties.

Today’s judgment confirms that the Rwakishaya commission is valid and can do its work comfortably well unless Karasi or any other person goes back to court to challenge them again.

Last week, the same judge forced Bushenyi district chairman Jafari Basajjabala through a mandamus application by Appollo Lee Kakonge to have the Rwakishaya service commission work.

AGE LIMIT SAGA:MUSEVENI’S DEATH MOCKERS REMANDED IN MBARARA

Grade one magistrate’s court in Mbarara yesterday remanded three people who were caught red-handed with a coffin labeled with some words mocking president Museveni;s death.

Court presided over by Magistrate Susan Abinyo heard that on Friday of July 7, 2017 while in Mbarara town, Rogers Asiimwe commonly known as Omunyibanda ; a journalist working with link FM ,Max Muhumuza the spokes person for shadow Ankole Kingdom,and Albert Nangumya ; a student at Bishop  Stuart University were allegedly found with a coffin bearing president Yoweri Museveni’s portrait and words reading “Rest in peace Museveni”.

The trio denied the case thus prompting the presiding magistrate to remand them to Kyamugoorani government prison until 20/7/2017 when they will appear again for mentioning of their case.

This incident occurred at the time when some legislators are calling for the removal of presidential age limit.

Protesters showed dissatisfaction  to the president that he is working with his cabinet as earlier said by justice and constitutional affairs minister  Gen. kahinda Otafiire   to change the constitution of Uganda especially article 102(b) which clearly indicates  the age limit of the president

.That anyone to become the president, he or she should be between the age of 35 and 75.

In 2021, president Museveni will be above 75. If the age limit is removed the current president will rule for ever.

KAWEESI’S MURDER:HAJJ.ABAS FAMILY STORMS MBARARA POLICE

The family of Hajji Abas Fikir, who was arrested on matters concerning the death of the former police spokesperson’ AIGP Andrew Felix Kaweesi have stormed the Mbarara police station demanding the where-abouts of their father.

According to Faridah Abas , the daughter to Abas said that on 7/4/2017, police invaded their residential area in Kisenyi Kakoba Ward, and arrested their father, Abas Fakir,his  wife Saudah Ayub and their son, before takin them to known place.

 

She says when they tried to ask for the reason why their parents were arrested; the security operatives said it was for security purpose.

She continued to say that police released their brother and remained with the father and their Mother. Fortunate enough, their mother appeared in Court and she is detained in Luzira prison.

But their worry is on their father who has never appeared in any court in Uganda.

Faridah says at the time of his arrest, their father was transporting Businessmen in markets using his Fuso vehicle registration number UEG 927C which the police of Mbarara impounded.

 

She adds that since the arrest of their father, now they are stranded with family as they have no money to cater for the school going children.

 

Abas was allegedly looking after 20 children and their source of income was the vehicle which the police impounded. Now they are demanding the police to give them their father’s vehicle  such that it can resume with the business and cater for the family.

 

Faridah said that she contacted the DPC Jaffar Magyezi for assistance but he has kept the deaf ear saying that their matter is very sensitive and he can’t handle them unless he first gets an order from above.

FOUR MEN DETAINED AT IBANDA POLICE STATION OVER CATTLE THEFT

Police in Ibanda district have in it’s custody four men who were arrested on Tuesday for allegedly stealing animals and selling meat in various hotels in the district.

The District Police Commander, Mr. Denis Ochama said four people have been arrested from Kagongo division with fresh meat, skins and offal of slaughtered animals hidden.

Police has indentified the gang leader as Medard Namara who told our reporter that they had formed a society to move in different districts buying animals at a giveaway price.

He disclosed that he is the head of the society while Matayo Gumisiriza is the treasurer, Mugisha and one Leonard are tasked to negotiate with herdsmen at night.

Namara explains that they steal animals and supply the meat in different hotels and muchomo centers in Kagongo, Rwengiri, Kigarama, Rugazi,Katooma and other areas.

He said most of animals are being fetched from Kazo and Kanoni sub counties in Kiruhura district, Rubindi, Kashare and Kagongi sub   counties in Kashaari county in Mbarara district while others transport the stolen animals from Kicence,Ntara and Nyabani in Kamwenge district.

The most stolen animals especially goats, cattle and sheep are transported on motorcycles or lorries.

MINISTER MUKWAYA ORDERS SACKING OF ISINGIRO CAO

Gender, labour and social Development minister; Janat Mukwaya has recommended for the sacking of Isingiro district chief Administrative officer Eswilu Donatch together with his chief Finance officer Innocent Byakagere for allegedly sabotaging Government programs in the area.

 

Janat Mukwaya accused the two most top civil servants in the district for refusal to transfer over 234 million shillings released by Government, to various active women group bank Accounts.

 

On 29th May 2017, the ministry of Gender, Labour and social Development under Uganda Women Entrepreneurship program (UWEP) released the money to district women project Account but since then no single group has received any amount of money.

 

Although the Assistant CAO; Alosius Gumisiriza said that the delay in transferring money was caused by group’s failure to acquire Tax Identification Numbers from URA the minister together with other ministry officials insist that such a condition should not be imposed on women groups since they are given money once.

 

Janat Mukwaya who is currently monitoring and evaluating youth livelihood projects and those of Uganda women entrepreneurship program in south western districts, said she will not fold hands and watch as civil servants derail such a good Government program that is intended to help women start up projects for purposes of increase their income and eradicate poverty at household level.

MASSA SURVIVES BULLETS IN KAMPALA

In Kampala–

The former Uganda Cranes Captain Geoffrey Massa has survived narrowly after police shot his vehicle and injured a woman he was travelling with.

The incident occurred last night of Wednesday, July 12, 2017, afew metres from Mandela National Stadium Namboole in Kampala.

In a statement issued today, police said their officers on night patrol found a car suspiciously parked on the Northern Bypass section near the stadium and when they approached to speak to the occupants the driver whom they later identified as Massa sped away.

Police chased and opened fire with the intent of deflating the tyres, said Emilian Kayima, the Force’s spokesman for Kampala Metropolitan. Instead, a bullet ripped through the body of the vehicle and injured 25-year-old Josephine Maliza, the female occupant in the car.

“Geoffrey Massa suddenly stopped, almost hit another motorist and allegedly hit his forehead on the windscreen, injuring himself.

He rushed to Gwatiro medical clinic in Bweyogerere according to the police statement.

Maliza got a bullet wound and is equally getting treatment at the same facility.

Police are yet to establish the condition of the two, although police say their injuries were not life threatening.
Detectives have opened a general enquiry file to gather information from the public and help piece the facts on the shooting incident.
The ex-Uganda Cranes captain retired from international football in March, this year.

TWO MEN IN RUKIGA ARRESTED OVER MURDER

Two men have been arrested by police in Rukiga district and detained at Kabale central police station in connection with the murder of a 46 year old man.

Police has identified the suspects in detention as Nelson Mutesigensi and Amon Nuwamamanya all residents of Rwamucucu Sub County in Rukiga district.

The suspects were arrested by police yesterday evening on suspicion of participating in the murder of James Mbabazi;  a resident of Nyangorongoro village in Rukiga district.

The deceased’s body was discovered early yesterday by locals who found it lying on his veranda with a deep wound on fore head and blood was all over the place.

The Kigezi Region Police spokesperson; Elly Maate says that police visited the scene with sniffer dog that helped them arrest the suspects. He adds that at the suspects place; the deceased’s clothes and the mattress with blood stains were recovered.

He says investigation is ongoing after which the suspects will be taken to court to answer charges of murder.

CAPT. KAHONDA’S SUPPORTERS STORM ENTEBBE STATE HOUSE

Hundreds of supporters of Ruhinda County MP Capt Donozio Kahonda have this morning pitched a camp outside State House in Entebbe demanding President Yoweri Museveni’s intervention in the case of the MP, currently jailed at Kirinya Prisons in Jinja.

Kahonda was sentenced to 9 months in prison after he was convicted on alleged forgery of academic documents which he used to join the army.

 

The MP’s application for bail was yesterday rejected by Jinja High Court Judge Eva Luswata, who cited the ongoing industrial action by Government Prosecutors.

The judge ruled that she couldn’t release the MP in the absence of the prosecution. The decision incensed hundreds of Kahonda’s supporters, many of who had travelled from Mitooma District.

Some of them think the MP is being denied justice, by the Justice Minister Kahinda Otafiire, who was defeated by Kahonda in the last parliamentary elections.

The supporters have now decided to camp outside State House, seeking the intervention of President Museveni in the matter.

One of them who is also Buhweju county MP, Francis Mwijukye says the group has vowed not to leave until they speak to the president.

Mwijukye says the group wants Museveni to “tell them why Kahinda is using his office as minister of justice to harasstheir Member of Parliament.”

As expected, the President’s guards did not allow the group to enter State House and they decided to sit along the road heading up to the main gate of the President’s residence.

BUSHENYI POLICE HUNTING FOR COUNCILORS FOR LOCKING CAO’S OFFICE

Four local councilors in Bushenyi district are wanted by police to explain why they illegally locked the district Chief Administrative Officer’s office.

Julius Muyambi,for (Kakanju sub-county),Adam Kyakuwa( Nyabubaare sub-county) ,Annest Kanzira (Ruhumuro sub-county) and Douglas Mucunguzi; representing people with disabilities.

The councilors while at Bushenyi district headquarters on July 10,2017 allegedly locked the Chief Administrative officer’s office for un known reasons.

Police has since opened a file and started hunting the councilors to give explanation as to why they locked the CAO’s office.

MASSA TO BE CHARGED WITH ATTEMPTED MURDER

Kampala Metropolitan Police spokesman Emelian Kayima said after recording a statement from Mr Massa, they are looking at attempted murder of PPC Alfred Gawaya and reckless driving charges.
“The file will soon be taken to the DPP who will advise us,” Mr Kayima said.

PPC Alfred Gawaya survived with injuries when former Uganda Massa allegedly rammed his Toyota Prado car into the policeman’s motorcycle.

TOWN CLERKS WANT SALARY INCREASE

Town clerks in Uganda are demanding for the increment of their
salaries to effectively serve the communities.

The Town Clerks raised the demand today during their consultative meeting organized by Urban Authorities Association of Uganda-UAAU at White Horse Inn Hotel in Kabale municipality.

Currently a town clerk of a town council earns a gross pay of 940,000 shillings and that of a municipality earns a gross pay of1.8million shillings. They say that they work but they don’t earn according to their workload.

Town clerk Namasala town council; Peter Emmanuel Ogwayu said that government increased the salaries of permanent secretaries and their subordinates last financial year but as accounting officers they were left out.

 

He said that their pay should be increased lest they do not get tempted to swindle the available money meant for service delivery.

The Kabale Municipality Town clerk Joseph Kimbowa said that they earn same money as division town clerks in Kampala.

 

However he says that the imbalance between them and executive directors should be bridged since they do the similar jobs and have same qualifications.

 

The Mbarara Municipality town clerk Edward Lwanga noted that as town clerks the money they earn do not meet the current economic crisis.

 

He however he asked his colleagues to consider the payment of other lower officers in other institutions before thinking about themselves.

RUKUNGIRI WETLAND INVADERS GIVEN 21 DAYS TO VACATE

Authorities in Rukungiri district have given a 21 day ultimatum for all the people who have encroached on wetlands in the district to vacate or else they risk being arrested.

According to the Rukungiri district Resident District Commissioner, Martin Mugabe, the order is intended to restore the environment generally the wetlands in the area, which he noted has attributed to the current famine cases in the Country.

Mugabe added that leaders at all levels who have planted trees in wetlands and near peoples banana plantations  should cut the trees quickly so that they become good example to the rest of the residents.

He said after the ultimatum, all those who shall have not vacated the wetlands shall be arrested.

The directive is a support to a move initiated by the president of the Republic of Uganda Yoweri Kaguta Museveni to stop people from encroaching on wetlands as a way of preserving the environment.

OTADA RUSHES TO COURT OVER AMINI’S ILLEGIBILITY

Sam Awori Otada, the former MP for Kibanda County in Kiryandongodistrict, has rushed to Masindi high court challenging the circumstances under which of Amin Taban Tampoo was nominated.
In May this year court of appeal ordered for fresh elections in
Kibanda North County after it nullified the election of Taban Amin
over mismatch of names on his academic transcript and in the voters register.
Before Otada went to court of appeal, he first went to Masindi high

court and lost the case to Taban Amin which forced him to go to the court of appeal where Amin was challenged leading to the fresh elections.
Otada filed his application on 12 July, 2017 through his lawyer Asuman

Nyonyintono from wagabaza and co. advocates against Taban Amin and the NRM electoral commission after he failed to get redress when he complained to the NRM electoral commission. Taban Amin was represented by Alaka and co. advocates.
He said that after he waited for seven days without redress he rushed to Masindi high court where he filed an interim order seeking for the disqualification Taban Amin explaining that circumstances which led to nullification of Kibanda North parliamentary seat are still standing saying that Taban Amin has not done what court told him to do.

 

Yesterday Otada also applied for an interim order restraining the NRM electoral commission from conducting the primary elections which was granted to him Friday afternoon by Acio Julia the registrar Masindi high court.
In the order granted to Otada, Acio the status quo be maintained
pending the determination of the temporary injunction.
Otoda said that the court order stops all of them from proceeding with the election noting that there will be no winner because the process will not be complete.
However, by press time our reporter contacted the chairperson
electoral commission Tang Odoi he said that voting was moving on normally though it was marred by low turn up.

“I’M NOT STUPID LIKE KAHONDA SUPPORTERS”-KAHINDA OTAFIIRE

The minister for Justice and Constitutional affairs; Maj.Gen.Kahinda Otafiire has lashed out at Capt.Kahonda’s supporters calling them stupid who just talk what they don’t understand.

In an exclusive telephone interview with www.mknewslink.com editors, Kahinda dismissed allegations that he uses his office to trouble Capt.Kahonda and the people of Ruhinda constituency at large.

Kahonda was lected the MP for Ruhinda County in last parliamentary election, defeating Maj.Gen.Kahinda Otafiire who had been in the seat since 1994.

Kahonda is currently in Kirinya Government prison serving a nine month imprisonment following a forgery case filed against him by the state. However, he has appealed in high court and applied for bail which is to be heard on 24th July 2017.

 

Since Kahonda’s detention his supporters have been accusing minister Kahinda Otafiire of using his office to antagonize Ruhinda voters.

Friday morning over 300 people calling themselves supporters of Kahonda stormed Entebbe state house demanding President Yoweri Museveni’s assistance to secure Kahonda’s release.

However, they were denied access to the president hence pitching a camp at the state house gate.

 

Maj.Gen.Kahinda Otafiire was recently in Mitooma district where he allegedly boasted against the voters there saying that they voted wrongly.

TYCOON BASAJJABALABA’S AIDE, CRANE RADIO IN DANGER, TO PAY UG.SH 13BN

Crane Broadcasting limited; a local FM radio based in Bushenyi-Ishaka municipality is to pay 13bn as a compensation to the former Igara-East MP; Micheal Mawanda, Umar Muhanguzi, Faridah Mutambara and Apollo Lee Kakongo of West Ankole Civil Society Forum for defaming their reputation and abusing broadcasting rules.

Through Kirya&Co. Advocates Mawanda  and the above three wrote a letter of intention to sue Crane radio jointly with Mohammed Lukwago for defaming him and his colleagues.

It all started on June 17, 2017 at 8:00m when Mohammed Lukwago was hosted on Crane radio and started attacking Micheal Mawanda, Umar Muhanguzi,Faridah Mutambara and Apollo Kakonge, calling them conmen, thieves and robbers; the act that injured their reputation.

The letter dated 14th July 2017 gives  Crane radio and Mohammed Lukwago 7 days to pay the  13 bn/= to Micheal Mawanda,Umar Muhanguzi ,Faridah Mutambara and Apollo Kakonge as a compensation to the damage caused to their reputation.

Lukwago and Crane radio are tasked to make an apology to the complainants and assure them that they will not defame their reputation again.

On failure to comply with the lawyer’s letter, Crane radio together with Mohammed Lukwago will be taken to courts of law where they will pay damages and costs of the case.

AUSI MBAATA TO FACE TANZANIA’S MAGWILA

National Pro arm champion Ausi Mbaata is set to take on a Tanzanian Kick boxer one Magwila Mwishee in a continental title fight come 5th August this year.

Mbaata last fought in a non-title fight with Moses Golola in January
this year and lost in an unanimous point decision in all rounds at Agip Motel in Mbarara town.

Ausi Mbatta who is national pro light weight champion a title he held since last year is currently being taken through in various training drills by Abby Mukasa a new coach hire for him by his promoter Twaha Kashaka the Mbarara based business man.

Some of the drills which Mbatta is currently training include mountain climbing, jumping kicks, frog jumps, pad kicking, sit-ups, muscle building, sparing techniques and body stretching among others.

His new coach is a former professional taekwondo coach who has managed several teams that include the black dragon from 1970-1979, National Liberation Army team, National Resistance Army taekwondo team, Presidential Guards Brigade and Uganda People’s defense force kick boxing team hence winning three national titles before retiring from the Army.

He also trained several Kick boxers like Titus Tugume,JohnTumukunde, Flex Kalyango and KasimNyanzi who is currently in America.

BREAKING NEWS:THREE MEMBERS OF SAME FAMILY, DRIVER PERISH IN LWENGO ACCIDENT

Four people, a taxi driver and three members of the same family have been confirmed dead following a motor accident which left eleven others injured.
The accident occurred at round 5am on Sunday morning at Nkalwe village along Masaka-Mbarara highway in Kingo Sub County in Lwengo District when a taxi Reg. No. UAW 361S travelling from Kyankwanzi District heading to Kisoro collided with a Premio Reg. No UAY 613I which was travelling from Mbarara to Kampala.

The deceased and injured were all occupants of the taxi heading to Kisoro for a burial ceremony of their grandfather. All occupants of the premio survived with minor injuries.
Ms Annet Nirabanansi, who sustained minor injuries told www.mknewslink.com reporter that moments before the accidents, there was a speeding car coming in their opposite direction which tried to overtake the Premio and in the process, the (Premio) abruptly moved in their lane causing the accident.

“Some us told him to reduce on the speed but others insisted that he accelerates so that we arrive in time,” she added.
The injured who include a two-year-old boy only identified as Andress, Irene Nakazzi ( 9 months), Hekia Kabumulemi, Tumusiime Varence, Daphine Mbabazi, Musabimana Ventina, Alex Sserwadda, Rose Mary Namukisa, Kabingi Dewuzenge and a UPDF officer only identified as Ezra were taken to Masaka Regional Referral Hospital where they are receiving treatment.

The deceased include the taxi driver who has not yet been identified, Sirus Nkuluziza, Nafutari Sserugendo and unidentified boy all taken the Masaka Regional Referral Hospital mortuary.
The Southern Regional Police Spokesperson, Mr Lameck Kigozi cautioned drivers against reckless driving.

ISINGIRO RESIDENTS WARNED AGAINST MISTREATING REFUGEES

Gender, Labour and social Development minister Janat Mukwaya has warned people in Isingiro district against being misled by their leaders to mistreat Refugees.

The minister said such a practise is very bad because it might be used against them in case they also become Refugees.

Talking to district leaders at Isingiro council hall over the weekend, Mukwaya said Ugandans are lucky just because of the sacrifice security officials are making to protect them from both internal and external negative forces.

Janat Mukwaya was in the district to monitor and evaluate youth livelihood projects and those of the women funded under Uganda Women Entrepreneurship program.

There about 120.000 refugees currently settling on the over 70 square mile land.

Early this year a disagreement between security officials and the district chairman; Jerimaya Kamurari erupted over a threat he made to open up clear boundary line separating refugee settlement land and that of the locals in area.

But security insisted that Kamurari wanted to grab and redistribute part of Nakivale refugee settlement land to the local people.

The situation forced residents to stage the demonstration and pull down the Refugee sign posts and other property as well until police used tear gas to disperse the violent residents.
