“YOU MUST REFUND YOUTH MONEY’’-JANAT MUKWAYA TELLS SANGA TOWN MAYOR

The Sanga town council mayor in Kiruhura district; Mr.Safari Mugyenyi is on

spot for allegedly having influenced technocrats to award him a tender
of supplying goats to youth in his area of Jurisdiction under youth
livelihood program.
The ministry of Gender, Labour and social Development in 2015 under
Youth livelihood program released over 10 million shillings to
Rwensheko Youth Tukwatanise group to enable them start livelihood
projects and create employment besides increasing their income.

However the Mugyenyi in connivance with sub county chief; Peter Acwamu
flouted the community procurement principles and resolved to procure
72 goats at a cost of Ug.sh.150.000- although they were different in
size and age.
Their action irked Gender, Labour and Social Development Minister
Janat Mukwaya who ordered for the refund of the money from the Mayor
and the Sub county chief.
Mukwaya discovered the anomaly during the monitoring and evaluation
exercise of youth livelihood projects and those of Uganda women
entrepreneurship program in the district.

When contacted for comment, mayor Mugyenyi denied having
supplied goats to any youth group adding that he even does not rear
goats at his farm. He said such allegations are meant to tint his
image politically, thus challenging the ministry to produce evidence against him.

OTADA’S CASE DISMISSED, AMIN’S NOMINATION STANDS

Masindi high court has today dismissed Hon.Sam Awori Otada’s case in which he was challenging the nomination of Tampoo Iddi Amin; as a candidate in the NRM primaries.

Last week, Otada through his lawyer Asuman Nyonyintono of Wagabaza and co. advocates rushed to Masindi  court to challenge the nomination of Tampoo Iddi Amin, claiming that he was wrongly nominated by the NRM electoral commission since grounds which were based on to nullify Tampoo’s election as MP Kibanda north were still standing.

Tampoo’s election was canceled by the court of appeal in May this year after it discovered that there was discrepancy in his names on his academic transcripts and those in the voters register.

Today Masindi high court which was presided over by the Masindi resident judge Albert Rugadya Atwooki dismissed the application on grounds that it was not supported by evidence.

Delivering the ruling, Rugadya also noted that Otada’s affidavits had a lot of issues which needed corrections and a lot of time.

Rugadya dismissed Otada’s application with costs but told Otada that he still had some chance to settle the issues and file a fresh application.

Commenting on the judgment, Otada conceded that his affidavits had issues noting that he was going to file afresh application by the end of this week.

Otada added that his lawyers also erroneously put the attorney General and not the NRM in the affidavit which was a big mistake on his side.

Otada also said that  something are being done to frustrate him such that he can leave his party saying that is the founder of NRM and no one will force him leave it.

He added that the nominations which are scheduled for 20th July 2017 by the electoral commission should go on but the NRM must present a proper candidate noting that they again present Tampoo Iddi Amin as a candidate another by- election in Kibanda North County should be predicted.

He also explained that the recent primary election was conducted in defiance of the court order which makes the primary elections of the NRM null and void.

LACK OF TRANSPORT AFFECTS KABALE YOUT FUNDS RECOVERY

Sub County Coordinators and Supervisors in the Kabale district Community Based Services Department are complaining of lack of transport means which they say has affected monitoring and recovery of some project funds in the district.
According to Moses Akampurira, the Kabale district focal point person Youth livelihood program, all Sub County coordinators and supervisors of the two programs of Youth livelihood and Women Entrepreneurship programs in Kabale district have no designed transport means.

Akampurira added that this has affected delivery of the youth livelihood funds in the district as of the Ug.sh.469,507,870 that was disbursed to 92 benefiting youth’s groups over the last two years in the greater Kabale district, only 152,077,182 Ugandan shillings has been recovered from only 81 youths in both the first and second phase of implementation.

John Bosco Namara, the Kabale district Youth Chairperson added that lack of transport means by the coordinators and supervisors at Sub County levels has hindered effective monitoring of the programs.

Namara added that the responsible ministry of Gender, Labor and Social development should provide adequate transport means if the programs are to achieve their set objectives.

However, last week during the monitoring visit by the minister for Gender, Labor and Social Development, Janat Mukwaya, for the two programs of Youth livelihood and Women Entrepreneurship, Happy James Tumwebaze, the National manager Youth livelihood Program said that the ministry has budgeted to provide motorcycles to all focal point persons for the two programs in this financial year to enable easy monitoring.

BUSHENYI LEAD ACTIVIST KAKONGE IN POLICE CELL

The Bushenyi lead activist Apollo Lee Kakonge has spent two nights in police cells at Bushenyi Central police Station over charges of assault.

Kakonge who is the Chief Executive Officer West Ankole Civil Society Forum is accused of assaulting a Bushenyi based local journalist; Abraham Muganzi.

Kakonge’s troubles stem from a court case he filed against the district council over failure to appoint service commission.The high court presided over by justice Dancan Gaswaga ruled in his favour and ordered Jafari Basajjabalaba and CAO;Elias Byamungu to appoint the district service commission.

After the service commission members were appointed, Abraham Muganzi who had been supporting Jafari Basajjabalaba; found Kakonge in Bushenyi town and attempted to punch him.

In self defense, Kakonge pushed Muganzi against the wall and thereafter Muganzi reported a case of assault at Bushenyi police station.

Kakonge became more popular when he formed a pressure group codenamed “Make Bushenyi Great Again” that forced Jafari Basajjabalaba to appoint the district service commission.

The district had spent two years without service commission until recently when high court ordered Jafari Basajjabalaba to allow the commison commence work.
According to a police officer who preferred anonymity, Kakonge is to be taken to court today for mentioning of his case.

KABAFUNZAKI BRIBE CASE IN COURT TODAY

Anti-Corruption Court Judge Margaret Tibulya is assigned to hear the bribery case against suspended State minister for Labour Herbert Kabafunzaki.
Kabafunzaki will today first plead to the corruption charges against him before the hearing opens.
The Rukiga County MP is charged with soliciting and receiving a Shs5m bribe from Aya Group chairman in order to help the latter receive media publicity clearing him of the sexual harassment allegations that had been brought against him by his former female employee at Hilton Hotel.

Kabafunzaki is jointly charged with Brian Mugabo, his political assistant and Bruce Lubowa, an interior designer from Wakiso District.
The minister faces two counts of corruption and two counts of conspiracy to commit a felony.
He was committed to the High Court’s Anti-Corruption Court by the lower magistrate’s court about a fortnight ago.
The prosecution said police had completed investigations into the case.
Prosecution states that Kabafunzaki committed the offence on April 6, at Aya Hotel in Kampala.

QUARANTINE IMPOSED ON KISORO ANIMALS OVER RINDERPEST

The Kisoro District Veterinary Office has imposed quarantine on animals in the district as a way to stop the spread of PPR disease in the district.
A ban has also been slapped on sale of animals and their products in a measure to control the deadly and contagious disease.

Pestes des Petits Ruminants (PPR) also known as Ovine Rinderpest is a severe, fast-spreading disease of mainly domestic small ruminants. It is characterized by the sudden onset of depression, fever, discharges from the eyes and nose, sores in the mouth, disturbed breathing and cough, foul-smelling diarrhea and death.

According to the Kisoro District Veterinary Officer; Herbert Ngabo
Bubasha, the ban shall help reduce on the spread of the disease in the district.

Ngabo revealed that at least eleven cases of the disease have been reported in the district, adding that disease shall be contained by putting the ban on the animal sales and movements.
The disease was lastly reported in Rubanda district last month.

TYCOON BASAJJABALABA TO BE TAKEN TO COURT FOR DEFAULTING TAXES

Bushenyi-Ishaka Municipal council has finalized the legal process to take tycoon Hasan Basajjabalaba to courts of law for defaulting 250million Uganda shillings as property tax.
Talking to the www.mknewslink.com editors today at his office, the deputy town clerk Bushenyi-Ishaka municipality;Mr.Fednand Katundamukuru revealed that after making several tries to collect the money from the tycoon and failed in each case, they opted to take him to court.
Katundamukuru says anytime Basajjabalaba will be taken to court to explain why he exempts himself from paying property tax.
He further explained that Basajjabalaba has never paid even a single coin in respect of property tax since 2007.
He adds that the town clerk has several times written to Basajjabalaba, reminding him to pay the money but all in vain as he turned a deaf ear.
Basajjabalaba has a number of commercial buildings in Bushenyi-Ishaka municipality where the authorities say he doesn’t bother to pay the property tax.
Efforts to get a comment from Basajjabalaba were futile as he failed to answer our repeatedly telephone calls.

BUSHENYI ACTIVIST KAKONGE REMANDED

The Bushenyi lead activist Apollo Lee Kakonge has this evening been remanded to Nyamushekyera government prison over charges of attempted murder.
Kakonge who is the Executive officer West Ankole Civil Society Forum and leader of Make Bushenyi Great Again appered before Bushenyi Grade one magistrate’s court where he was charged with attempted murder.
Prosecution told court that on 10th of July 2017 while in Bushenyi district attempted to kill Abraham Muganzi; a local journalist based in Bushenyi.
Kakonge was not allowed to enter plea since his case is only tried by chief magistrate’s court.
He was put on remand until 1st August2017 when his case will come up again for mention.
Jafari and Hasan Basajjabalaba have taken advantage of the case to revenge Kakonge for having led Make Bushenyi Great Again; a pressure group that forced Jafari Basajjabalaba to allow the district service commission commence work.
When Jafari Basajjabalaba was ordered by high court to sign appointment letters for the service commission members, h e used one Emmanuel Karasi again to sue the district council challenging the legality of the commission.
Kakonge’s case which started as assault was later changed into attempted murder awarding him a two week remand in Nyamushekyera government prison.

BUSHENYI ACTIVIST KAKONGE FINALLY SECURES COURT BAIL

The Bushenyi lead activist; Apollo Kakonge has finally been released today from government prison on court bail after spending two nights.
Kakonge who was remanded to Nyamushekyera government prison on Tuesday was today released on court bail after presenting three substantial sureties in Bushenyi chief magistrate’s court presided over by a magistrate sent from Mbarara.
Kakonge who is charged with attempted murder is to reappear in court on 1st August 2017 when his case will come up again for mention.
After obtaining his freedom, Kakonge and his supporters from Make Bushenyi Greay Again pressure group made a procession from court premises in Bushenyi to Ishaka.

FEACES SCARE NEW MBARARA CENTRAL MARKET VENDORS

Traders in the new relocated Mbarara central Market at the independence park were this morning shocked after finding one of their friends lock up smeared with human feaces.

The lock up that was smeared with feaces belongs to Penelope Kamusime and is located at Liberia house lockup number 18.

Kamusime heads the committee which was put in place by the member of parliament for Mbarara Municipality, Michael Tusime to investigate the messes that were done by the construction committee led by Alex Mutambi . So trouble for her started on Sunday when she was hosted in a radio talk show and spilled all the hidden secrets in the newly relocated market.

This angered the old management and some of them threatened her that she was going to lose her lockup.

During the talk show, she revealed how some councilors have given themselves all the lockups in the market leaving those who had lockups outside.

She said that a number of traders who were operating in the old central market lost their lockups during the process of migration and to make matters worse they found out that those lockups were taken by councilors from Mbarara municipality.

When contacted, the chairman of Mbarara central market, Nyombi Mohamed said that he suspected the feaces to have been brought in by some individuals whose secretes were spilled during the talk show .

108 ILLEGAL IMMIGRANTS ARRESTED IN KISORO

A total of 108 illegal immigrants from the neighboring Countries of Rwanda, Kenya and Democratic Republic of Congo were on Monday after noon arrested as they entered Uganda through Kanaba and Nyiragakoro illegal entry points in Kisoro district.
The Kisoro district Resident District Commissioner Hajji Shaffiq Ssekandi said that they were forced to carry out the operation after they received information that the section was illegally entering the Country on Monday.
Of the netted 108, 19 were netted at Kanaba while 89 were arrested from Nyiragakoro illegal entry points at 1pm as they headed to Kampala and other areas. Two of the arrested were Kenya nationals while others were from Rwanda and DR Congo who were all still detained at Kisoro district main prison by press time.

Ssekandi blames the continued influx of illegal immigrants in the Country to weak immigration and emigration laws and low enforcement and implementation of the existing laws by some authorities.

He added the illegal immigrants are becoming a security threat to the people in the area as well as the country at large a point he used to express the need for action on the vice in order to end its diverse negative effects.
Similarly, on Friday last week, other 110 illegal immigrants from Democratic Republic of Congo and Rwanda were deported back to their respective countries over the same offences of illegal entry in Kisoro district.

WEST ANKOLE UNIVERSITY GETS NEW VICE CHANCELLOR

Mesharch Katusiimeh is to be installed the new Vice chancellor;West Ankole University tomorrow before the graduation ceremony takes palce at the University campus in Kabwohe, Sheema district.
At the same function, the bishop of West Ankole diocese;Rt.Rev.Johnson Twinomujuni also will be installed as the University new chancellor.
Mesharch Katusiimeh was born in Ngoma, Kagango Division Sheema Municipality, on May 26, 1977.
He is Married to Dianah Kemgisha Katusiimeh, with 4 children (Mischa Koburunga, Micah Mujuni, Martial Rwebiita and Milcah Katusiimeh. He has worked as Senior Lecturer at Makerere University and Uganda Christian University. He also previously taught Political Science and Public Administration at Makerere University and Kyambogo University. For more than ten years he was at Uganda Christian University, Kampala, Uganda, where he served as head of the Department of Public Administration and Governance. He has also served on Boards of various schools including being the current Chairperson Nganwa High School Board of Governors.

Mesharch W. Katusiimeh holds a PhD from Wageningen University, MA degree in Public Administration and Management and a Bachelor’s Degree in Social Sciences (Political Science) from Makerere University Uganda. With a research interest in local and urban governance, public private partnerships and the politics of African development, Dr. Katusiimeh has contributed chapters to academic books and articles to refereed journals. Dr. Katusiimeh has served as a consultant for the United Nations Research Institute for Social Development (UNRISD) as well as other national and international organizations resulting into working papers that have been published.

Dr. Katusiimeh has also worked as Academic Coordinator Master of Research and Public Policy (MRPP). The MRPP program is a Pan African academic program that is taught at 8 universities in Africa including University of Ibadan, University of Lagos, University of Dar es salaam, University of Botswana, Egerton University, University of Sierra Leone, among others.

He has been a Steering Committee Member for Partnership for Africa and Social Governance Research (PASGR) Education Wing (Based in Nairobi) 2012 – 2015. He also served as Assistant Academic Coordinator: Uogonzi Program (This is a leadership program of the University of Dar es salaam, Nairobi University and Makerere University) 2002 & 2003.
Dr. Katusiimeh has won research grants from leading research and professional organizations like OSSREA, CODESRIA, APSA, IPSA ETC.

KABALE WOMAM HELD OVER POISONING

Police in Kabale is holding a 50 year old woman for allegedly being behind the murder by poisoning Enid Kyita;the wife to George William Kanagizi;a prominent businessman.

The suspect in detention has been identified as Topista Busingye Basheija a resident of Kibungo cell Nkumbura parish Kaharo Sub County in Kabale district.
She is accused of poisoning Enid Kyita Kanagizi a
resident of the same area.
George William Kanagizi is a prominent businessman in Kabale town and the proprietor of Nkumbura Bus Company
Limited.
Kyita died on 9th July 2017 after developing stomach pain after she had returned from Kabale town where she had gone to visit her grandchildren at New Foundation day and Boarding primary school.
She died after midnight as family members were still preparing to take her to the hospital.

The Kigezi Region Police Spokesperson; Elly Maate says that the suspect is currently detained at Kabale Central Police Station and there after she will be taken to court and answer charges of murder.

ST.GERALD’S TEACHER SURVIVES STUDENTS’ FIRE

Police is investigating to identify students at St. Gerald’s SS Nyakibale in Rukungiri district who burnt down one of the teachers’ hostels and the administration blocks, leaving everything in school office destroyed on Thursday night.

According to a teacher who was on his duty at the school when the incident occurred; Elias Kiiza, the administration block was set ablaze at around 12:40 AM in the night.

Police identified the teacher whose house was set on fire as Longino Amutuhaire, who the students accused of being brutal to them.
However, luckily, he was helped by a group of sympathetic students that came in and managed to break in and rescue him.

Nazarious Byaruhanga, the school head teacher who was not at the school by the time of the fire say he called Police fire brigade from Rukungiri Police Station who came and put out the fire before it could spread to the whole school. He described the incident as very unfortunate.

The area Member of Parliament honorable Mugume Roland Kaginda while consoling the students and the entire school asked students to be calm not revenge incase of any gossip about the suspects who might have done the incident instead to settle and compete in academics
with other schools In the nation as investigation is ongoing.
Kaginda urged the police to provide enough defense and carry out serious investigations saying that those stupid unknown people may come back to disorganize the school.
The RDC Rukungiri District Mr. Martine Mugabe asked students not to see what happened as their last moment in their life and waste any time but be calm and concentrate on their books for future success.
Meanwhile, Fr. Kasigeire; the Nyakibale parish priest lashed out at those who burnt the offices, saying their main intention was to see the students in miserable life.

He asked the students to speak the truth in time so as to ease investigations.

ABRAHAM VERSUS KAKONGE SAGA: CASE WITHDRAWN

A Bushenyi based local journalist; Abraham Muganzi who claims to have been battered by Apollo Lee Kakonge; a lead activist, has made an additional statement at police station, withdrawing the case.
Muganzi who was last week discharged from Mayanja Memorial Hospital where he had been admitted after having a fight with Kakonge, says he decided to withdraw the case in order to open a room for reconciliation.
He said the enemies of Bushenyi district should not take advantage of his disagreement with Kakonge to disorganize service delivery in the district.
Kakonge who was yesterday released on court bail from prison, has shown willingness to reconcile with Muganzi for the betterment of Bushenyi district.
Reconciliation meeting between the two is in progress at undisclosed place in Bushenyi district.

MUSEVENI BURIAL MOCKERS DENIED COURT BAIL

The grade one magistrate’s court at Mbarara presided over by Sanyu Mukasa has denied bail to the three suspects who are on remand for mocking Museveni’s burial.

The suspects include Max Muhumuza the spokes person for the shadow kingdom, of Ankole, Albert Nangumya; the second year student at Bishop Stuart University and Rogers Asiimwe; the journalist who works with link FM.

These were arrested early this month in Kijungu; the suburb of Mbarara Municipality carrying the casket containing the word “RIP “His Excellency Yoweri Kaguta Museveni and that of Justice and constitutional Affairs Minister Kahinda Otafiire and some other members of parliament.
They were protesting the amendment of article 102(b) of the 1995 Uganda Constitution which says that for someone to be the president of Uganda, should be between 36 and 75 years old.

The security operatives bumped into the move and arrested the men carrying the casket. The suspects were taken to police custody before they were forwarded to court and thereafter remanded to Kyamugorani government prison.

When they reappeared in court yesterday, they applied for bail but magistrate Mukasa adjourned hearing of their application to 26th July when they will appear again.
It is alleged that the ruling party (NRM) wants it’s mojority in the parliament and amend the article 102(b),in order to allow president Museveni rule beyond 75 years of age .

’’VALUE OUR LIVES’’-MASINDI RESIDENTS TELL UWA

Residents from the seven districts neighboring Murchison Falls National Park have accused the Uganda Wild Life Authority (UWA) of valuing animal lives more than people’s lives.

Speaking during a stake holders meeting organized by UWA at country inn hotel in Masindi town, Ofoi Shaban, the LC3 chairperson for Panyimuru sub county in Pakwachi district said that many people have lost lives and crops to animals and the UWA does not respond positively something which makes people hate the park.

He added that when residents kill animals which encroach on their gardens they are always treated inhumanly, wondering why UWA considers animals to be more important than human life.
Ofoi added that the government must come out with inclusive programs that can make the communities co-exist with the animals in the park.

Edward Mapapale, the chairperson LC 3, Kiryandongo sub county in Kiryandongo district, explained that animals from the park invade their gardens and devastate them but nothing is done by UWA to help them recover their crops and the injuries inflicted on the people by te animals.

Mapapale added that there is a time when animals invaded Kijwabugingo parish and destroyed people’s gardens which forced the community members to impound the elephants and took them to the sub county headquarters something which brought about fear in the community.

Charles Ntairohoki, the chairperson LCV Kiryandongo district, asked UWA to invest more in animal control if they are to prevent the animals from roaming in people’s homes and gardens.

Ofoi Shaban, also noted that legislatures should speed up the making of the provision in the law which can allow compensation when someone loses life adding that though life cannot be reversed but these people leave behind orphans, widows and widowers who need help.

The chairman LCV Ntungamo District; Denis Singahache has chalenged all civil servants to be result oriented in order to succeed in their career for long time.

Singahache sounded the appeal yesterday 21st July 2017 while opening the one day induction training for the over 80 newly recruited staff in Ntungamo District in the financial year 2016/2017 held at Ntungamo Resort Hotel.

The induction training was intended to provide the basic knowledge, skills and attitudes regarding the public service as an institution an specifications of their jobs.

He said that they expect them to promote effective service delivery all sectors and able to serve all people regardless of their political and religion affiliations.

Singahache also tasked the recruited staff to have positive attitude towards work, focus on output and work as team if they are to be good performers in the civil service.

The deputy CAO Ntungamo District John Betunguura asked them to be persuasive, accommodative, delegate and consultative so as to build a winning team and motivated employees to attain the districts’ goals.
Betunguura warned some officers who do not respect their subordinates and general public they risk of being dismissed.
The District Principal Assistant Secretary Fedels Kiiza warned the new staff to avoid unethical and unbecoming behaviors if they are to foster service delivery in the district.

HIGH COURT TO HEAR KAHONDA BAIL APPLICATION TOMORROW

High Court is set to sit tomorrow and hear the bail application for Ruhinda county MP; Hon.Donozio Kahonda who is currently in jail at Kirinya government prison.

Jinja Chief Magistrate John Francis Kaggwa on June 7 convicted the embattled legislator and sentenced him to nine months in jail for forgery.
Kahonda later applied for bail and court fixed the hearing on August 16, a date he was not comfortable with.
A directive by Chief Justice Bart Katureebe is behind the fast-tracking of the bail application hearing for Ruhinda County MP Dononzio Kahonda.

Kahonda’s lawyer Caleb Mwesigwa says that before the MP moved to formally contest the August 16 date, his constituents petitioned the Chief Justice Bart Katureebe seeking his intervention in the matter.
Mwesigwa revealed that this petition prompted the Chief Justice to write to the Principal Judge Yorokamu Bamwine who later wrote to the resident Judge Jinja High Court, Justice Eva Luswata for action.
In a July 5 letter from the Chief Justice’s Chambers, his personal assistant, Aloysius Natwijuka, wrote to the Ruhinda Constituency petitioners explaining to them the actions taken so far.

He says the Chief Justice received the Ruhinda petition and acted upon it by writing to the Principal Judge who is the Head of the High Court to intervene.” reads in part, Natwijuka’s letter.
This administrative intervention comes at a time when supporters of the jailed MP continue to accuse Justice Minister Kahinda Otafiire, a political rival in Ruhinda County in Mitooma District, of using his office to harass Kahonda.

They recently camped at State House Entebbe demanding for Kahonda’s freedom. Kahonda trounced Kahinda in the 2016 parliamentary elections.
In a letter dated June 29, 2017 Chief Justice Bart Katureebe directs the Principal Judge Yorokamu Bamwine to identify another judge to hear Kahonada’s bail application as soon as possible.
Kahonda appeared before Court on Thursday last week for his bail hearing but this could not proceed due to the absence of a prosecutor to challenge his release as all state attorneys countrywide were on strike over low pay.
In the circumstances, Justice Luswata declined to preside over Kahonda’s bail application explaining that proceeding in the absence of a prosecutor would be a miscarriage of justice.
MP Kahonda’s bail application hearing was then adjourned to Monday July 24, 2017.

GUNSHOTS SHAKE KAMPALA AS BODABODAS BURNT TO ASHES

In Kampala–

Gunshots have rocked Wakaliga, a Kampala suburb as police fired bullets to disperse two rival factions of boda boda operators that were fighting today morning.
Traffic was paralyzed for several hours and anumber of boda boda operators were seriously injured following the Saturday morning scuffle.

Running battles between boda boda cyclists and police ensued after members of the Boda Boda 2010 Association led by Mr Abdul Kitata allegedly attacked members of Century Rider’s Association at their offices in Wakaliga where they were holding a meeting.
Members of both associations were seen armed with weapons including pangas, hoes, sticks, machetes, among others.

Police officers arresting Bodabodacyclists

They attacked Century Rider’s offices in Wakaliga as their counterparts were holding meetings. Several motorcycles were also burnt to ashes by the warring factions.
