MASINDI PRESSURE GROUP DRAGS NFA TO COURT

By Yosam Gucwaki

in Masindi—
Bunyoro Kitara Reparations Agency (BUKITAREPA) has dragged National
Forestry Authority and the Attorney General to Masindi high court
accusing them of grabbing Bunyoro kingdom forests when it has never evoked
Article 26 of the constitution which says that government has to pay
before the acquisition of land.
Addressing journalists at court premises yesterday, Batwale Doviko the
chief Coordinator BUKITAREPA said that as  they have done thorough
research and discovered that the power of compulsory acquisition of
land was nullified by the constitutional court and the supreme court
in the case against Irumba VS the Attorney General and Uganda National
Roads Authority (UNRA).
He added that following the nullification of the compulsory
acquisition of land law, government and other organs have no mandate
to acquire land from the indigenous people without compensation.
Batwale also said that the forest cover in Bunyoro covers 3,110,996
square miles which is equivalent to 54% noting if Banyoro allows NFA to
grab their land without compensation the indigenous Banyoro will be
losing a lot.
He added that central government has been stealing Bunyoro’s
properties through its agencies noting that NFA  was put in place in
2004 by an act of parliament explaining that NFA has issued  licenses
on trees which have stayed for more than 100 years wondering why NFA
is issuing licenses on trees it never planted.
He also explained that they need court to cancel all the leases NFA
has offered to the people, timber licenses be revoked and to produce
evidence which indicates that they legally acquired the land where the
forests sit.
Efforts to get a comment from NFA were futile since they didn’t
respond to our phone calls.
Last year BUKITAREPA dragged all the seven district land boards in
Bunyoro  to court accusing them of issuing land titles on the land
they have never owned  and in may this year the Masindi High court
issued and interim order restraining them from issuing land  titles
until the main suit is disposed of.

In Kanungu–

315 teachers in Kanungu have received food relief from their umbrella organization; Uganda National Teachers’ Union UNATU worth 10 million Ugandan shillings, following serious hunger that has stricken the district.

Each teacher has received 10 kilograms of Posho and 5 kilograms of beans in addition to each school receiving 50 kilograms of Posho and 50 kilograms of beans.

The food relief was Wednesday July 5,2017 districted to all teachers in both primary and secondary government aided schools in sub counties of Nyamirama, Nyanga and Kihihi in Kanungu district, supervised and distributed by the UNATU General Secretary James Tweheyo, body’s chairperson Zadock Tumuhimbise supported by the Kanungu district branch Chairperson Florence Ntegyereize.

Tweheyo said that they were forced to secure the relief for the teachers after the government’s reliefs in the area last month, were only targeting the general public without considering the civil servants.

He also encouraged all teachers on government payroll who are not yet members of UNATU to join the union in order to work as a team in achieving the body’s objectives.

Zadock Tumuhimbise, the national Chairperson UNATU warned teachers against vices like alcoholism, being involved in sex acts and encouraged them to always have side investments for the well being of their families and communities.

The Kihihi Sub County LCIII Chairperson, Nelson Natukunda commended UNATU for its concern and consideration to the teachers in the area, revealing that some husbands in some families have started abandoning their families due to the incapability to cater for the hunger situation hitting the area.

By Barak Tukashaba

In Rukungiri–
Rukungiri district Remand home whose construction work started 15 years ago is yet to start operations.

The remand home which is located at Kagunga is meant to help in accommodating the juvenile offenders in the district and neighboring Kanungu.

The remand home was constructed in 2004 during Gabriel Kangwangye’s regime as the district chairman and is located in Kagunga cell in Western Division –Rukungiri Municipality.

In Uganda, children below 12 years are by law precluded from criminal responsibility but have continued to be charged.

Remand homes in Uganda are under the Ministry of Gender, Labour and Social Development.

Amos Byabagambi the district councilor Southern Division says he is still waiting to hear from the district executive committee on plans of opening the remand home.
Councilors from the former district council had earlier tasked the
chief administrative officer and the Chairperson LC 5 to follow up the issue the remand home.

The ministry of Gender, Labour and Social Development passed a policy to have all remand homes in the districts be taken care of by their respective district local governments.
Cleophus Tiwaitu the district community development officer says that it mainly the lack of funds that has put to halt the project for all these years.

He says “the remand home is incomplete, it lacks water,
electricity and staff, which he sees as the main challenge, ever since the government did a review in civil services structures and removed employments of remand homes at district level, it is hard for the local governments to recruit them”.

The remand house built at the western division headquarters cost over150million shillings while accommodation houses for the officials to look after the Juveniles remained incomplete.

The remand home currently houses police officers manning Kagunga police post and other government officials.

The children’s Act asks district local governments to have their own remand homes and financially support them but  due
to lack of funds  Rukungiri district has been taking the Juveniles to
Kabale remand home in Kabale district which is also currently under construction .

Currently Rukungiri and other districts in Kigezi region use Kitumba remand home in fort portal, Kabarole District. Rukungiri district has over 60 juveniles in the fort portal remand home.

Rukungiri district currently has between 100 and 150 street children.

TRANSFERS: LUKAKU TO MANCHESTER UNITED AT £75 MILLION

By Brian Akampwera

Mknewslink.com has learnt that Manchester United have agreed to sign Everton striker Romelu Lukaku for £75 million while reportedly ending their interest in Real Madrid’s Alvaro Morata.

The Europa League winners have swooped to tee up a transfer for the long-time Chelsea target and have ended their interest in the ex-Juventus man Lukaku had seemed destined to move to Chelsea this summer but United have swooped after the Blues struggled to make headway on a deal.

United boss Jose Mourinho is hopeful that the transfer of Lukaku will be completed in time for the Belgian to fly out with the firstteam squad for the summer tour of the USA on Sunday. Meanwhile, the Reds have reportedly pulled out of negotiations with Real Madrid for 24- year-old Morata.

They had reached favorable terms with the player’s advisers but Goal reported on Wednesday that United’s final €80m offer had been rejected by the European champions, who value Morata at €90m.

Lukaku will be reunited with his former Chelsea boss Mourinho if the transfer is completed, although the 24-year-old only played three games under the Portuguese in 2013-14 before being sent on a season-long loan to Everton. He was then sold to the Toffees the following summer for £28m.

United have already added Benfica defender Victor Lindel to their squad this summer but Lukaku’s signing for the second-largest fee in the club’s history would be their most high-profile move yet in 2017.

In Ntungamo

The Deputy General overseer Full Gospel Churches Of Uganda; Rev. Emmanuel Kalibala has challenged all clerics to be true servants of God and His flocks,  saying that they are the farmers and their farms belong to God.

Rev. Kalibala noted that religious leaders who have been in the ministry for long time should not grumble in the farm with new entrants because the garden does not belong to them but to God.

He made remarks on Friday July 7,2017 while officiating at the graduation of 8 pastors who completed a 2 year course in Bible studies and awarding of certificates and gifts to 8 heroes who started the Full gospel in Kabale region including Ntungamo District held at Rubaare Full Gospel Church in Rubaare Town council , Ntungamo District.

Rev. Kalibala warned clerics to desist from owning the church, pride and malice noting that they are called by grace to harvest the flocks of God.

The principal of Bible study Kabale; Rev. Benon  Mugisha asked the pastors who graduated to always seek  the knowledge from Bible teachings in order to move from the  false gospel to real word of the Lord.

Rev. Mugisha said that most self-styled pastors are not trained enough thus misleading the people.

In Sheema–

Members of parliament have been warned to ensure president Museveni comes back as a single presidential candidate in 2021 elections if the country is to remain stable.

President Museveni and two sons of the late Bigirwas at the coffee factory yesterday July 08, 2017

The warning was yesterday sounded by Vianney Muhwezi who is the Sheema district councilor for Kyangyenyi sub-county.He was receiving president Yoweri Museveni at Bushenyi wet coffee processors factory at Kanyamatambara in Sheema municipality; Sheema district.

The factory belongs to Sonny Bigirwa; son to the late Bennadet Bigirwa;the former woman MP Bushenyi district.

Muhwezi said it’s only president Museveni who is able to lead Uganda because he is capable in handling political issues.

When asked as to why Museveni should rule for another term when a number of youths are unemployed, Muhwezi said the president is still energetic and able to continue leading the country despite the fact that he is clocking the mandatory age of retirement.

He suggested that the unemployed youth can leave towns and go to their respective village to practice agriculture for a living.

However, when Muhwezi started talking about the sixth term, Museveni matched out of the tent and returned after the speech.

Muhwezi says he doesn’t see a reason as to why Ugandans should change the leadership.

President Museveni donated sh.80, 000,000 to the Bushenyi wet coffee processors and pledged a water pump to support irrigate the 100 acre coffee plantation that feeds the factory.

In his speech Museveni did not talk about his intention to retire or to participate again in 2021 elections.

However, it is alleged that a new bill intending to remove age limit is already in the Cabinet despite Ministers denying knowledge about it.

However, the minister of justice and constitutional affairs; Gen.Kahiinda Otafiire recently said the president will institute a constitutional review commission to amend many articles in the 1995 constitution which states that the Ugandan president must retire at the age of 75. Museveni is now 73 years old.

 By Deo Okoodi

In Kabale–

Youth leaders in Kabale district have resolved to suspend all youth activities until the ministry of gender Labour and social development reinstates their transitional grant.

Namara John Bosco the district Youth chairman said annual youth council meeting, monitoring of youth livelihood projects and creation of awareness campaign on HIV/AIDS are some of the activities to be affected.

Youths have been receiving transition grant of 1 million shillings quarterly from the ministry to help them sustain youth activities including organising district celebrations to mark the International youth day which is celebrated ever year but the grant has not been remitted for almost a year.

He put Gender, Labour and social Development minister Janat Mukwaya to explain why the grant which youth depend on as the only form of financial support was summarily scrapped without giving any explanation.

Although chief Administrative Wilson Tibugyenda sympathised with them and promised to pursue the matter, the minister advised them to forget about grant saying all money has been spent because the country is run on cash economy. She informed them that currently Finance ministry is running one grant for the social sector and this will cover all activities under Gender.

The minister was meeting youth and women leaders at Kabale district council hall as she completed her two day monitoring and evaluation exercise of the youth livelihood program in the district.

Youths also threatened to resign their leadership positions in protest against failure by the district to provide them with office space.

District youth chairman said that they are currently operating in the corridors of the district building and this disorganizes them a lot since they cannot have their documents kept in one place.

The bishop of Kinkiizi diocese; Rt. Rev. Dan Zoreka has described a proposal to amend Article 102(b) of the constitution of Uganda, to lift the Presidential age limit of 75years as untimely, un developmental and an injustice to the rights and powers of the Ugandans.

If the constitution is amended, President Yoweri Kaguta Museveni will be allowed to contest in 2021.

Preaching during a function to mark the golden jubilee of Kihiihi Primary School in Kihiihi, Kanungu district yesterday, bishop Zoreka said that the legislators should not defy the authority of the citizens of the nation and asked them not to mislead the Ugandans but have transparency in their leadership for a better Uganda.

He added that by amending the constitution’s article, it shall also be a clear indication of selfish leadership that is also not nationalistic and non democratic.

Article 102 clause (b) of the Constitution of the Republic of Uganda states that no Ugandan below the age of 35 or above the age of 75 is qualified to run for the presidency of the country.

The age-limit debate began in July 2016, after the Kyankwanzi district NRM conference passed a resolution urging party MPs to move a motion in parliament for the amendment of article 102(b) of the constitution that caps the age of an in- coming president at 75.

The chief guest James Ruugi Kaberuka, the Kinkiizi West Member of Parliament challenged parents to embrace education as the only way for a better Uganda.

Kinkiizi Primary School started in 1963 with its first head teacher Rev William Mburabukeyi.
