KYADONDO EAST BY-ELECTION KICKS OFF TODAY

 As Kyadondo East parliamentary by-election kicks off today CCEDU calls for calm during and after the polling day; and further urges tolerance and speedy post election reconciliation as a sure way of sustaining political stability and social cohesion in the Constituency.

 According the Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) coordinator; Crispin Kaheru, forty five (45) trained observers have been deployed ahead of the today’s 2017 Kyadondo East Constituency by-election.

The election is as a result of a Court ruling that nullified the February 2016 election of FDC’s Mr. Apollo Kantinti on grounds that the Electoral Commission did not comply with electoral laws then.

CCEDU election observers monitored the pre-election period including: candidates’ nomination, update of the voters register, the display of the voters’ register, and campaigns. The observers met with various stakeholders, including Electoral Commission, Uganda Police Force, candidates, political parties, civil society groups, religious institutions, among others.

CCEDU has today stationed observers in all parishes to cover at least 50% of the 93 polling stations in Kyadondo East Constituency.  There are nine (9) parishes in the Constituency; these include: Bulamu, Gayaza,Katadde, Kabubbu, Kiteezi, Masooli, Nangabo, Wampeewo and Watuba.  Polling day observation will focus on: opening, voting and closing processes.

CCEDU notes with satisfaction that the Electoral Commission (EC) carried out voter register update for eligible voters aged 18, in order to maximize enfranchisement.  The Commission also successfully undertook candidate nominations.

CCEDU however notes that FDC candidate; Apollo Kantinti is not a registered voter in Kyadondo East Constituency.  While he is legible to stand and be voted for within the constituency, he will NOT be able to vote for himself to day.

Mr. Kantinti is reported not to have participated in EC’s voter register update and display exercises and thus did not transfer his voting status from Mukono Municipality constituency where he is originally registered as a voter.

CCEDU observed that the campaigns were competitive, largely peaceful and took place unimpeded and in a celebratory atmosphere, in spite of isolated incidents of violence in some parts of Kyadondo East Constituency.

The distribution of money and gifts by candidates, especially from the National Resistance Movement, a practice inconsistent with section 68(1) of the Parliamentary Elections Act 2005, was widely observed by CCEDU observers in Kyadondo East Constituency.  It was evident that the NRM dominance and resources were much greater than those of the opposition and independent candidates.

Whilst the pre-electoral environment was generally peaceful, some stakeholders expressed anxiety with regard to the role of unidentified persons in Nangabo and Kiteezisub countieswho were seen photographing voters’ Identification cards, distributing between Ushs 2,000 and 50,000 per person and asking those that had received the money not to turn up for the voting exercise on 29 June.

BUSHENYI SUB-COUNTY LEADS IN DOMESTIC VIOLENCE.

The Bushenyi District Gender officer; Faith Betega has decried escalating domestic violence in the district.

Betega said that Bitooma Sub County is leading in domestic violence and this has hindered the development in the area.

She revealed this yesterday while marking berated fathers’ day at Bitooma sub county head quarters in Bushenyi district. This program is meant to sensitize boys and men to stop gender based violence in homes.

Betega further noted that, the sub-counties of Nyabubare,Kyamuhunga and Kyabugimbi are leading in Domestic violence in the district.

The function was organized by Reproductive Health Uganda Bushenyi branch.

The reproductive Health Uganda project coordinator for Prevention +; Lydia Bamutya says 200 people received services and 120 of them tested for HIV while 51 for family planning and 25 tested for cervical cancer.

Among 120 people who tested HIV only 3 were found positive.

BUSHENYI SERVICE COMMISSION SAGA DEEPENS AS JAFARI BASAJJABALABA BLOCKED FROM ACCESSING HIS OFFICE

The Bushenyi district service commission saga has been taken to another level where by local residents yesterday morning locked all gates of the district administration block, blocking Jafali Basajjabalaba from accessing his office.

The local residents who have been pressurizing Basajjabalaba to allow the district service commission execute it’s duties woke up early Wednesday and locked all the gates that lead to the district administration offices, leaving  there posts reading “We want the District Service Commission”

 

 

All services at the district were paralyzed for two hour which forced police to come and break the padlocks, allowing the district workers to enter their respective offices.

Bushenyi district has spent two years without operational service commission after the district boss Jafali Basajjabalaba refused to sign appointment letters for three members of the Commission instituted by the former district chairman Willis Bashasha.

Towards the end of his office term, Bashasha proposed Lydia Rwakishaya, Julius Ishungisa and Nathan Behangaana to be on the district service commission who were later approved by the Public service commission.

 However, when Jafaali took over the office in early 2016, he rejected the commission saying he doesn’t want to work with the commission instituted by Willis Bashasha.

Since then the permanent secretary in the ministry of public service;

Catherine Bitarakwate Musingwiire has several times written to the Bushenyi district Chief Administrative Officer, asking him why the three members of the District Service Commission cannot commence work.

The district local residents led by Apollo Kakonge filed a case in court against Bushenyi district council and Chief administrative officer for refusing to allow the District service Commission commence work.

When asked about the matter, the police spokes person for Greater Bushenyi,Martial Tumusiime, told the www.mknewslink.com editors that police patrols will be put in the district to prevent the local residents from locking the district administration offices again.

BOBI WINE EMERGES WINNER IN KYADONDO EAST BY-ELECTION

In Kampala–

Independent Candidate Robert Sentamu Kyagulanyi (Bobi Wine) has won Kyadondo East By election and is waiting for declaration.

Bobi wine defeated all his rivals in 90 polling stations during the counting of votes which started at 4pm as planned.

Magere Polling Station where Bobi Wine cast his vote in the morning, he garnered 268 votes while his closest contender and NRM candidate Sitenda Sebalu garnered only 53.

At the Saza Polling Station, Bobi Wine got 290 votes while NRM’s Sitenda came out with 30 and FDC’s Paul Kantinti had 12.

At Kitegombwa, the independent Bobi was leading with 248, followed by Sebalu with 30 votes while Kantinti had 17.

Candidates Muwada and Kayongo here had 1 and zero votes respectively.

At Kabanyoro Farm, Bobi Wine had 319 votes, Ssebalu 126, Kantinti 19 others had nothing.

Earlier during the day, the three major camps (FDC, NRM and Bobi Wine) gunning for the seat were confident their candidates would emerge victorious.

 

The NRM publicist Rogers Mulindwa while speaking to reporters expressed confidence that this would be their day, having won 5 of the seven by-elections held countrywide.

Meanwhile, early celebrations have commenced in different townships in Kyadondo East Wakiso district as supporters of Kyagulanyi take to the streets on motorcycles and cars chanting Saawa (clock) the symbol he was using on the ballot.

 

Kyadondo East constituency parliamentary seat fell vacant after the FDC’s Paul Kantinti’s victory was declared null and void by court.

KANUNGU PEOPLE DIDN’T DIE OF HUNGER- DR.BARYOMUNSI

The state minister for housing and urban development who is also the MP for Kinkiizi East;Dr Chris Baryomunsi has refuted reports that  15people in the district died to famine that has hit the area.

Baryomunsi says although famine has hit the district, people died as a result of pre-existing health conditions which he believes worsens as a result of insufficient food in the body.

He adds that children are compelled to get into early marriages just for survival as family heads end up abandoning them for failure to provide them food.

He was responding to his fellow MP Kinkiizi west Hon.James Kaberuka who said 15 people in Kanungu district have starved to death since February 2017 due to famine that has hit the district. Majority of them were women and children.

The legislators revealed this on Tuesday when President Yoweri Museveni was in Kihiihi sub-county Kanunga district to provide a lasting solution for the hungry people in the area who are experiencing famine as
a result of prolonged drought.

Kihiihi which is a low land zone that lies along the western rift valley
was hit by the drought for two years hence causing 60 per cent crop
failure. Most cereal crops maize plants, beans, rice, sweat potatoes
were badly hit living people with almost no food to eat at all.

Frank Byaruhanga said that the prevailing food insecurity situation is
now forcing people to migrate to the neighbouring country of
Democratic Republic of Congo where some amount of rain fall is still
received.
Dr TumwesigyeAlosius the Kanungu district acting production officer
said most of the soils found in Kihiihi are sandy and can easily be
affected when there is limited rain.

Dr Chris Baryomunsi said although famine in Kanungu is now compelling
young children to get into early marriage just for survival heads
families end up abandoning them for failure to provide them what to
eat. He however refuted reports that those who died was due to
starvation saying they could have died as a result of pre-existing
health conditions which he believes worsens as a result of
insufficient food in the body.

KinkiziDiocesean Bishop Dan Zoreka promised to mobilize and donate
food to the affected families in Kihiihi and asked the president to
enforce environment law and evict people who are degrading wet lands.

The president later on promised to use solar powered water pumps to
pump water from river Ntungwa so as to help people access water for
irrigation as a permanent solution to the problem is being worked by
the government.

He gave the fast growing and drought resistant seeds to plant besides
giving them relief food items which 10.000 kilograms of beans, 50.000
kilograms of rice and 55.000 kilograms of posho as well.

MILK VENDORS WARNED AGAINST USING PLASTIC CONTAINERS

The state minister for Animal husbandry and Industry, Joy Kabastsi has warned milk vendors against keeping their milk plastic containers.
Kabatsi sounded the warning Thursday 29th June 2017 while presiding over the milk month celebrations held at Masindi booma grounds.
She asked milk sellers to partner with Dairy Development Authority (DDA) such that it can be able to provide them with Cans noting that people who are dealing in milk vending should desist from selling contaminated milk to the people.
The milk month is always celebrated in June every year and it was celebrated under them: Adopting technologies to enhance milk production and consumption.
Speaking during the same function, Joy Zaribwenda the Executive Director, Dairy Development authority, explained that the essence of bringing the celebrations to Masindi was to create awareness to the people in th e district on milk handling adding that as DDA they had got
information that milk sellers in Masindi, sell milk using Jerrycans.
She advised the area residents to embrace the water collection milk which was established in Masindi by Dairy Development Authority.
Kassimu Kabagonza, the Vice chairperson Masindi district, pointed out challenges affecting the livestock industry in Masindi citing foot and mouth disease as the major problem they are facing.

He added that all neighboring districts are battling with the disease now.
He also asked the Ministry of Agriculture and Animal Husbandry to increase on the staff in the veterinary office saying that the ones they have now are very few for the district.
During the same celebrations, Fresh dairy gave out milk to the seven schools in Masindi municipality and they include Masindi Army Barracks primary school, Masindi army day primary school, Biizi primary school, Karujubu primary school, Kigulya primary school, Masindi town model
primary school and Kabalega primary school.
Vincent Omoth, from fresh dairy explained that they did this as one way of giving back to the community adding that they targeted the young generation such that they can have good health by teaching them the importance of milk on human life.

BUSHENYI PARISH PRIEST IN TROUBLE OVER ROAD FUNDS

Fr.Charles Ndagijimana; a priest at Kyamuhunga parish In Bushenyi district is in trouble for allegedly diverting shs73m/= compensated to Ryantede sub-parish church.

It is alleged that Ryantende sub-parish church was compensated sh 73million after allowing  Mota Engil Construction Company to use  the church  land for three years.

The Portuguese Mota Engil construct company which was contracted to work on Ishaka-Kasese Road entered into an agreement with Roman Catholics of Ryantende Church to use the church land for three years and later build a new church structure on the same land in addition to a compensation of sh.73million.

According to the petition by the church members which the www.mknewslink reporter has seen, Fr.Charles Ndagijimana allegedly pocketed the money and later deposited it on his personal bank account.

In the meeting in which the chrisitians were demanding for accountability which sat on 17.6.2017 and was lead by Chairman of the parish Varelian Bamuhiga and Stella Kyohairwe told the Christians that the money was to be divided between Kyamuhunga  parish and Ryantende Center but each of them disagreed with the idea.

According to former parish chairman Emmanuel Muhebwa,who signed memorandum of understanding with Mota engil company the money was budgeted to reconstruct the church the structure and a pit latrine since the company demolished the church structure.

He further revealed that sh.70m, was budgeted to build the church while sh.3m was meant to be subscribed to the diocese but Fr. Ndagijiimana did none of both.

43 GET SERIOUS INJURIES IN MASAKA ROAD ACIDENT

In Masaka–

At least 43 people have been admitted to different hospitals following two separate accidents.

The first accident happened on Kampala-Masaka highway while the other happened on Kampala-Mityana road.

By Friday afternoon, wailing parents were still swarming Masaka Regional Referral Hospital to check on their children who got injured in the Friday morning accident on the outskirts of Masaka Town. At least 35 pupils got injured and at least seven are in critical condition.

The victims, who are all pupils of St. Andrews Primary School in Matete, Sembabule District, were travelling on a Fuso truck Reg.No.UAP 653B which failed to climb the hill and overturned thus injuring the pupils.

Some of the teachers who were onboard escaped unhurt. The driver jumped out of the ill-fated truck and took off, leaving the pupils helpless.

The accident took place just a few metres off Kampala- Masaka highway as the truck climbed Kako hill on their way to West Buganda Diocese headquarters to take part in the music, dance and drama competitions organized by the diocese.

However, some parents have withdrawn some of the victims from Masaka Regional Referral Hospital and taken them to private clinics around Masaka Town, claiming they will not get proper treatment at the facility.

According to Ms Deborah Kalanzi, one of the teachers who were travelling with the victims, a total of 85 pupils were onboard and 50 of them survived without any injuries.
Mr Lameck Kigozi, the southern regional police spokesperson blamed the school administrators for risking the lives of the pupils by transporting them on a truck.
Meanwhile, eight people were seriously injured in an accident that occurred along Kampala -Mityana highway on Thursday night. The accident occurred at Kiwawu Village, about twenty kilometers from Mityana Town. The accident happened when two vehicles, a saloon car Toyota Premio Reg. No. UBA 275 T collided head-on with a commuter taxi Reg.No.UAZ959 L. The occupants in the premio were injured most. Victims were rushed to Mityana where they are receiving treatment hospital.

REVIEW OF 72 YEARS OLD UN CHARTER, A LONG STANDING MEDICINE FOR UN CHALLENGES LIKE, WORLD REFUGEE CRISIS.

“Political Solutions, NOT, Military, ICC and Tribunals, will end world refugee crisis, illegal Immigrants, and Endless wars to create peace, security and Human rights for all.

 

BACK GROUND

It maybe strange for an individual in his or her own capacity to raise such concerns to an organization like UN, however, the UN Universal Declaration of human rights, Article I states;“All human beings are born free and equally in dignity and rights. They are endowed with reason and conscience and should act towards one another in spirit of brother hoods”.

 

I therefore base my writing on this article.

 

I have witnessed, red, heard in electronic media, unjust practices, torture and degrading human treatment against others especially those in Anthony which all contravene UN Universal declaration of human rights as the world watches and spectators in silence as people suffer or die one by one.

 

The Purpose

If the 2 main GOALS of UN are PEACE & HUMAN DIGNITY, then there is a need to review the greatest stumbling block that hinders World people from realizing UN Goals.

 

UN Article 2 clause 7 states, “Nothing contained in the present charter shall authorize the UN to intervene in the matters which are essentially within the domestic jurisdiction of the state or shall require the members to submit such matters to submit such matters to settlement under the present charter, but this principle shall not prejudice the application of enforcement measures under Chapter II.

 

The 72 years old UN Charter Article 2 clause 7 is very old. It was instituted at the inception of UN in 1945 when many current members were marry current members were under colonial rule.

It therefore protected colonialists in their colonies and the article did not predict the post independence situation.

 

It has been capitalized on by greedy and self seeking leaders especially in Africa who cling on to power for decades and brutally suppress their opponents using state agencies like the Army police, Judicially and others. Contrary to Universal declaration of human rights articles 3,5,9,12 and 20.

 

This is clearly seen in the 31 years of Yoweri Kaguta Museveni of Uganda, Joseph Kabira,Nkurunziza of Burundi Kagame of Rwanda, Mugabe of Zibambwe, Jammy of Gambia  and many more others in Africa and World over.

 

Article 2 clause 7  needs to be reviewed or parallel resolutions  be passed to create equality, Liberty, Fraternity, Freedom and minimize torture to operationalize   Articles; 1,3,5,9,12 and 20 of Universal declaration of Human rights.

 

The Article has outlived its for relevance as its more of colonial frame not matching current events in the nations.

Effects of the current UN charter, article 2 clause 7

  1. Self seeking leaders in especially Africa organize fraudulent elections as a cover of clinging on to power and the effects are heart breaking wars and later refugees. Look at Gambia’s Yahaya Jammy examples of crack down on opposition in 2016, (BBC focus on Africa 2/11/2016 at 6:10pm E.S.T or  3:10 (GMT). The 22 years of Jammy with the disappearance of people and the same in Syria, without any question (Aljazira 7/11/2016.

 

  1. For leaders clinging on to power has resulted into endless wars and their consequences. Look at Somalia Said Barre 22 years up to 1991- Somalia has remained unstable up to 2017.

Mobutu 31 years in DRC (Zaire)  Mubaraka’s 32 years in Egypt 42 years of  Gaddafi in Libya, Bashel of Syria and the list is endless. These wars have created a crisis of refugees.

 

  1. World refugees. Millions 6.6M people June 2017) of the World people suffer as refugees because of article 2 clause 7 since UN does not directly involve in domestic matters of the nations. UN only comes in to help refugees not the cause

 

  1. Illegal Immigrates especially millions who perish in Mediterranean see escaping bad condition in their countries as a result of bad leadership.

 

  1. Tension between World powers USA and Russia over Syria. Because the leadership has over stayed and UN has no authority by Article 2, clause 7. World powers fight proxy wars.

 

  1. Disagreements among European Union countries. Some refusing to accept immigrants.

 

  1. Humiliating election defeat by European leaders like in hormone local council elections when Angella Markle took responsibility for her party’s loss in local elections following her policy on immigrants.

 

  1. Reduced World development money for health, education and other developments is used to cater for refuges whose cause of existence could have been settled politically with a review of article 2, clause 7 of UN charter.

 

Solve the cause for existence of refugees not helping refuges to service.

 

  1. UN waits long before action it takes a long time for UN to recognize a problem, to declare it a World Peace disorder (Insecurity) like the Genocide of Rwanda 1994.

 

UN only comes with solution after a big problem like UN tribunal for Genocide in Rwanda which was stationed in Arusha.
Deeper investigations for the cause of that Genocide were not instituted for appropriate future occupancy mitigation.

 

 

  1. Individuals or a few people are not given attention. They have no rights or voice to UN.

There would be voices are their tormentors. Some people are killed on the hands of political leadership term policy that would limit leaders clinging to power.

Review Roman statute to strengthen ICC to reduce impurity of errant leaders.

AMERICANS BUY 14,000 BED NETS TO SAVE GREATER BUSHENYI PREGNANT MOTHERS

Americans led by Amy Williams have solicited funds and procured 14000 bed nets for pregnant mothers in Greater Bushenyi.

These bed nets have been distributed at their four health centers; Dr Belknap health centre based in Kyeibanga, Sheema district, Adina health centre in Kiyanga Mitooma district, Kitabi health centre in Bushenyi district and Beverly Health centre in Buhweju district.

Ms Amy Williams noted that each bed net costs them $10(Ug.sh 36,000=) from Europe to Uganda via Indian Ocean.

Amy Williams is the president of Bushenyi Alliance for Rural Health and Development (BARHD) an NGO based in America; a sister to Bushenyi Integrated for Rural Development (BIRD) in Uganda.

BARHD fundraizes money in America and feeds it to BIRD in Uganda to support orphans and vulnerable children in schools, pregnant mothers and unpreveraged people in health care.

Women of Kyeibanga parish in Kitagata sub-county in Sheema district after receiving bed nets yesterday.

She noted that when a girl child completes school, she produces averagely 4.4 children instead of 7.7 if she did not go to school.

For this matter therefore, the NGO sponsors 319 students in three secondary schools; Bishop McAllister Kyogyera, Kibingo Girls SS and Ryakasinga Centre for Higher Education all in Sheema district.

She further disclosed that they spend $400(1,440,000 =) on each student per year. They also provide full bursary for University students.

She says she fundraizes the money through Rotary clubs, Churches and women groups who sympathize with suffering Ugandans.

This year, they are celebrating 10 years of BARHD of America and BIRD of Uganda by organizing a series of activities that include a medical camp at Dr.B in Kyeibanga, Sheema district yesterday. They offered antenatal care, dental care, and high blood pressure testing.

The activities will continue to all three health centres; to other health cetres of Adina in Kiyanga Mitooma district, Kitabi in Bushenyi district and Beverly in Buhweju district.

FARMERS REJECT GOATS SUPPLIED BY MASINDI MUNICIPAL COUNCIL

Farmers from eight groups in Masindi municipality have rejected eight goats which were procured by Masindi municipal council under the discretion programme on grounds that they are of poor quality.

Sulait Mugume; a member of Kusiima joint group, says they cannot accept the poor quality goats procured by the municipal authorities and yet they were promised exotic breeds from South Africa.

He adds that he is a senior farmer who has reared goats for many years noting that he can differentiate between an exotic breed and the local breed.

Janet Byaruhanga, from Karokarungi women’s group, explained that as women they can’t accept goats brought to them saying that they are in poor condition adding that some of them are even sick.

“We cannot take goats which are going to infect our goats with other diseases, how can you bring us such goats, Is there value for money”,Byaruhanga noted.

Ismail Harunah, the member Natural resources committee, said that they budgeted for 4 million for the goats   adding that he is wondering to see such goats each costing 350,000 shillings. He added he cannot sit back and see farmers take poor quality goats yet they were bought using tax payers money.

He added that they had budgeted the money in the financial year 215/16 but the money first got lost adding that they have decided to do it hurriedly as the financial year closed yesterday.

When contacted for a comment, Proscovia Nambajja; the Municipal Production Officer explained that they were going to have meeting with the farmers and see how they would handle the matter.

POLICE HUNT FOR MBARARA UNIVERSITY STUDENT FOR DUMPING A BABY

Police in Mbarara is hunting for a student of University of science and technology (MUST) for allegedly dumping her one week old toddler.

Phionah Kanzira; a student pursuing  Bachelors Degree in planning and Economic Development   hails from Kazo Kiruhura  .

It is alleged that last week Kanzira gave birth to a baby boy but after realizing that she would not manage to look after the kid   on top of being a student, she secretly dumped the kid at the home of late Francis  Mucunguzi in Nyakayojo Rwampara.

Before his death, Mucunguzi is alleged to have been in an affair with Kanzira that resulted into unwanted pregnancy.

The following morning, when the relatives of late Mucunguzi woke up, they found  the toddler on the veranda and went to  Mbarara regional referral  hospital  to check whether they was a missing child and finally they went to police  where they  recorded a statement on reference number SD.REF 79/28/06/2017.

According to Dinavence Kyomugisha the sister to the deceased, after discovering the toddler, they suspected   Phionah whom they used to see her pregnant.

As Phiona’s phone number was not available, they called her father’s line,who is a resident of Kazo in Kiruhura ,but he denied having any information about Phiona’s whereabouts.

The interim chairmanof Make Bushenyi Great Again Pressure Group;Hajj.Umar Muhanguzi haz vowed that him and Bushenyi residents will not sleep until the district gets a service commission that will help people get jobs and crucial services.

Muhanguzi said this Saturday evening July1, 2017 at Ankole Resort Hotel in Bushenyi town in exclusive interview with the www.mknewslink.com managing editor.

Make Bushenyi Great Again Pressure Group has been born out of a conflict between the district chairman Jafali Basajjabalaba and the local residents over failure by the chairman to sign appointment letters for the district service commission members who were approved in May 2016.

On the last week’s incident when the unknown people locked the district administration block, said the pressure group did not sanction it but they have no problem with it because Jafali and hisand staff should not work daily when other people lie idle with their qualifications.

“Those who locked the district offices were right because Jafali and his staff should not work daily and earn while other qualified people are starving” he said.

He said the pressure group will call stake holders meeting soon to discuss matters concerning Bushenyi district and how it should be governed because they are tired of decisions taken by only Basajjabalaba instead of all Banyabushenyi.

On the petition they sent to President Museveni on 15th June 2017, Muhanguzi says the president directed officials of ministry of public service to handle the matter. He said after the stakeholders meeting, they will meet president Museveni and discuss the matters concerning service commission and Hasan Basajjabalaba who is personalizing the district.

Muhanguzi criticized the district MPs for supporting Basajjabalaba yet they know that he is in wrong and the district service commission is highly needed.

He said they fear to oppose Hasan Basajjabalaba because they need his political favour in 2021.

Muhanguzi said they will not allow Bushenyi district to hire Mbarara service commission when it has it’s own commission.

He added that the pressure group shall organize the locals in the district and deny Jafali Basajjabalaba a platform to address the public in he will be barred from public functions until the district service commission commences work.

3 PERISH IN NTUNGAMO MOTOR ACCIDENT

At least three people have been confirmed dead following an accident along Ntungamo Kabale road Saturday afternoon.

 

The accident happened at Kamwosya; 7 kilometers off Ntungamo Rukungiri road after a Tipper Canter lorry Reg. No. UAM 856F had a head on collision with a commuter taxi reg. No. UAZ 062P at around 2:30pm.

 

Police and eyewitnesses say the lorry was trying to dodge collision with a stationary Fuso truck on the road side ramming into the oncoming taxi which was also at terrible speed.

 

Both drivers died on the spot while a passenger in the taxi died on the way to Itojo hospital. Other 8 passengers were seriously injured.

Cryton Byakatonda; an eye witness says the two vehicles were speeding and, the lorry that was coming from Kabale direction abandoned its course only to ram into the taxi.

The body of the taxi driver; Warren Turyomurugyendo was removed after some hours by police fire squad as it was trapped up in the wreckage.

 

The lorry driver yet to be identified died after falling off from the front windscreen following the deadly collision.

BESIGYE VISITS KANUNGU, BLAMES FAMINE ON GOVERNMENT

The former Forum for Democratic Change presidential candidate;Col. Dr Kizza Besigye has attributed the current famine cases in some parts of the country to the government’s negligence on the agricultural sector.

Besigye made the remarks yesterday Sunday of July 2, 2017 while speaking to the congregation during a fundraising mass at Nyabihoko Catholic Church in Kanyantorogo Sub County, Kinkiizi West in Kanungu district.

He said that despite agriculture being the back bone of Uganda, the government has not bothered to sensitize its citizens on the need for modern agriculture like use of irrigation methods in order to sustain yields for all seasons.

Besigye added that the government should allocate more funds to the agricultural sector, fund the construction of equitable water sources from where Ugandans can access water for irrigation in order to enable them grow crops even during dry seasons thus helping them to have food in all season.

He called upon the Ugandans to have a balanced allocation of their land for both cash and food crop farming and encouraged them to embrace other modern farming methods like use of fertilizers in order to increase their seasonal harvests.

ONE CONFIRMED DEAD IN FIRE ACCIDENT

One person has been confirmed dead following a fire that gutted
lockups at Kisiizi trading center Nyarushanje Sub County; in Rukungiri
district.

The dead has been identified as only by Ruth aged 21 a resident of
Kashambya in Kabale district.

The fire that gutted the lockups Sunday night July destroyed property including merchandise, hotel property worth millions of shillings.
The Kigezi police mouth piece; Elly Maate said the fire might have started by a result of a charcoal stove left behind in a hotel.

He adds “we are also holding one Evelyn Ampeire who is the employer to the deceased”.

It is alleged that Ampeire locked Ruth in one of the lockups and she
went out so when the fire started Ruth failed to save herself as she
was locked from outside.

Kasango ; one of the area residents says the deceased might have died due to suffocation.

POOR BOYS ENROLLMENT IN RUKUNGIRI SCHOOLS IRKS HON.TURYAHIKAYO

The Mp. Rubabo county in Rukungiri district  Hon. Marry Paula
Turyahikayo  has expressed surprise as to why the enrollment of boys in schools keeps lowering.

She asks Parents and guardians not to forget to educate a
Boy child despite the enormous call to educate a girl child in the
country.
Turyahikayo said this yesterday while presiding over a fund raising ceremony for the renovation of St. Peter’s senior secondary school Nyarushanje’s main hall held at the school grounds in Nyarushanje Sub County, Rukungiri district.

The Mp. Said that per now the enrollments of boys in most of schools
have lowered compared to that of girls due to massive call to educate
girl child across the country.
“most of the schools within the district the number of boys are few
compared to girls, it’s because they have continued alarming for only
a girl child putting out boys of their  mind and this has influenced
them” she said.
Former MP. Bunya County in Mayuge district also the permanent
secretary ICT Hon. Vicent Bagiire who was also at the function asked parents to invest in education if the country is to develop.

He thanked religious leaders for supporting the government in
improving the education standards in the country.

Earlier leading the mass,the chancellor Kabale Diocese Rev.Fr.
Luciano Twinamatsiko asked believers never to be curious, decide in
moments of anger and not to take shortcuts that may take their lives.
A total of 31.5 million shillings was collected in cash and pledges.

BUSHENYI SERVICE COMMISSION SAGA:JAFARI BASAJJABALABA DEFEATED IN HIGH COURT

The Bushenyi district residents are jubilating triumph after High court presided over by Justice Duncan Gaswaga today ruled in their favour by ordering Mr.Jafali Basajjabalaba to allow the service commission commences work with immediate effect.

The district service commission which was instituted by the district former chairman; Willis Bashasha, and approved by public service commission comprises of Ms Lydia Rwakishaya, Julius Ishungisa and Nathan Behangaana.

However, when Jafali Basajjabalaba took over became the district chairman in 2016 rejected the commission, trying to disband it and institute another.

When he proposed new names and forwarded them to public service commission for approval, they were rejected on grounds that there was already an approved commission. Since then the district has been working without a service commission.

Bushenyi residents led by Apollo Kakonge under their umbrella; Make Bushenyi Great Again  filed a case in High court against the district chairman Jafali Basajjabalaba and Chief Administrative officer; Elias Byamungu for failure to allow the Rwakishaya commission commence work.

Before Justice Gaswaga gave verdict on the matter today, Jafali and his lawyer conceded defeat and applied for a one hour adjournment to meet with Kakonge’s layers and negotiate costs.

After a one hour meeting, Justice Gaswaga came up with terms and conditions agreed upon between the two parties.

Jafali Basajjabalaba agreed to sign appointment letters for Lydia Rwakishaya,Julius Ishungisa and Nathan Behangaana and allow them commence their work meanwhile the district council proposing two names of new members who will join the commission.

In addition to this, Basajabalaba and the district council at large agreed to pay case costs and damages amounting to sh.7,000,000/= suffered by the petitioner; Apollo Kakonge .

Kakonge filed the case through his lawyer Julius Turinawe of Kamba&co.Advocates

After Justice Gaswaga read the verdict in a fully packed court, people started celebrating their victory against Basajjabalaba.

UNIDENTIFIED DEAD BODY FOUND IN RIVER RWIZI

In Mbarara–

Police in Mbarara is hunting for the unidentified people who killed a man and dumped the dead body in river Rwizi on the Mbarara- Kabale High way.

The body was not identified because no document was found on it.

The eye witness  who  passed by that place early today said that they first saw the jackets floating on water and thought that someone had just thrown in jacket  but  the suspicion raised high when the jacket was not moving since  it was light.

This caused the revelers to call the police to come and first crosscheck what exactly was in water.

 

When the police arrived, they find that it was a body of a person who is believed to be in his 30’s but having no document.

 

According to the  Mbarara District police Commander Jaffer Magyezi , the deceased could have been killed and the killers went way with his documents such that no one could identify him.

 

Magyezi called upon   everyone whose relative could have got lost to go and check with Mbarara Hospital Mortuary.

KABAFUNZAKI DEMANDS MORE FUNDS FOR RUKIGA ELECTIONS

The Rukiga County Member of Parliament Hon. Herbert Kabafunzaki is
demanding for the supplementary budget to assist electoral commission
hold elections in Rukiga County.

He sounded the demand yesterday speaking as chief guest at the launch
and handover of Rukiga district at Mparo Playground in Rwamucucu sub-
county Rukiga district. Rukiga district was curved from Kabale
district on 1st July 2017.

On 21st June 2017, Electoral Commission revealed that district Chairman and district woman member of parliamentary elections for Rukiga would not be held due to lack of funds for facilitation.

He said that he will ensure that parliament passes the budget and the
elections are held as mandated by the law. He also called on residents
to forego their political and religious differences for development of their district.

The Kabale district Woman member of Parliament; Hon. Catherine Ndamira appealed to the interim government to concentrate on tree planting in order to protect the environment especially on the bare hilly areas within the district.
The Kabale district chairperson Patrick Besigye Keihwa explained that
all civil servants that were posted to Rukiga District from Kabale
must commence work, adding that they will not allow any body to return to Kabale due to under performance.

The Rukiga district chairman elect Geoffrey Byamugisha pledged to
improve on the infrastructural development on roads, health centers
and schools to meet the dreams of Rukiga people.
