KABALE MAN MURDERED IN LATRINE IN WEE HOURS

Police in Kabale are investigating circumstances under which a 63 years old man was allegedly murdered by unknown assailants.
. The deceased has been identified as Michael Besigye of Kashenyi village Kicumbi parish Kamuganguzi sub county Kabale district.
It’s alleged that Besigye move out at around 05:00 hours to ease himself but didn’t go return to the house only to be found in a pool of blood outside the toilet in the morning.
The police visited the scene, found out that the deceased had been cut on the throat, and recovered a panga from the toilet with stains of blood.
However the family had tampered with the scene, bathed him, washed his clothes which arose suspicion of murder although they claim that he could have committed suicide or otherwise.
Postmortem had already been done and inquiries were underway by press time.

POLICE IN RUBANDA HUNT FOR TWO SUSPECTS OVER MURDER BY ASSAULT

Police in Rubanda are hunting for two suspects said to have assaulted a 21 year old man and killed him instantly.
The two suspects are; Dismus Biryomumaisho and Ronald Mwembere both of Nangaro cell/ ward Hamurwa town council Rubanda district who assaulted Oscar Twinomujuni of the same address.
It’s alleged that the deceased was assaulted few minutes past midnight on 11/02/2020 just meters along the route to his home.
He was rushed to Hamurwa health centre IV and was referred to Kabale referral hospital where he died moments later.
Efforts to trace for the suspects who are on the run are ongoing and inquiries are underway to establish the cause of the fight.

The Mbarara deputy Resident District Commissioner Emmy Kateera Turyabagyenyi has warned leaders at all levels against corruption.

Kateera was yesterday speaking to www.mknewslink.com reporter at his office in Boma.

He warned all leaders in the district to stay away from the evil of corruption as President Museveni emphasized during the celebration of the 34th anniversary of National Resistance Movement that was held in Ibanda.
The RDC said that as the district security team, they are ready to battle with all corrupt officials.
Kateera’s warning comes at a time when the Mbarara District agriculture officer Vincent Mugizi is under investigations for allegedly swindling over ugx 94 millions that was meant for setting up a demonstration farm in Nyakayojo division.
Sources say that up to now, nothing has been put in place though the government through the ministry of agriculture did allocate the money to Farmers in Mbarara to develop themselves.

MBARARA BUSINESSMAN SET TO CONTEST FOR PRESIDENT IN 2021,BEGINS CONSULTATIONS

Mbarara businessman Ambrose Kyomukama has declared his intentions to contest for president and the independent electoral commission of Uganda has granted him permission to carry out country wide consultative meetings.
Kyomukama, a shoe vendor in Mkhanising market while on phone told www.mknewslink.com reporter that he is set to start consultations in the Ankole sub region and then switch to other parts of the country.
When asked about the Public Order Management act, he said that for him and his camp they are ready to work with all security organs and obeying the guidelines set by the electoral commission.
Kyomukama’s consultative meetings come at a time when the people power presidential aspirant Hon. Kyaguranyi Robert is being tormented by security organs for disobeying the controversial Public Order Management act.

BUSHENYI RESIDENTS URGED TO TEST FOR BLOOD GROUPS

Residents in Bushenyi have been called upon to test their blood and know their blood group.
This was said today 13thFeb.2020 by Tedson Rutaro from Blood bank Mbarara region during the process of donating blood in Bushenyi Town.
Dr. Rutaro urged people to donate blood adding that there is shortage of blood in the hospitals.
He noted that they also test for HIV, hepatitis B, hepatitis C, Syphilis and one’s blood group then bring back results in 14 days to those who have donate their blood .
Rutaro emphasized that people should always seek proper medical attention to know their health status and again to use food stuffs which will not destroy their health citing out oily /fatty foods

MP KARUHANGA’S MOTHER BURIED AT NIGHT AFTER BURIAL TURNS INTO POLITICAL PLATFORM

The mother to MP Ntungamo municipality Gerald Karuhanga was yesterday buried at night after the burial turned into a political platform for most of the politicians.
Many politicians castigated the government for failing to deliver services to the Ugandans.
The late Jova Kyomugisha mother to Karuhanga who is also the wife to Ntungamo municipality mayor Jacob Kafureeka was the first person to be buried at night according to residents.
The burial was attended by over 30 MPs and other politicians such as Mwesigwa Rukutana, Dr Kizza Besigye, People Power movement leader Robert Kyagulanyi, aka Bobi Wine, and Maj. Gen. Mugisha Muntu among others.
President Yoweri Museveni who sent a condolence message through the minister of state for labor, employment and industrial relations Mwesigwa Rukutana revealed that the government is making plans to construct a centre where all cancer patients will be diagnosed and treated in the country instead of going abroad.
He thanked the late Jova for being an NRM pillar in Ntungamo Municipality, and being supportive to her husband in all his duties.
The president contributed 10m shillings towards the burial expenses.
However, other leaders decried what they termed as the country’s sick healthcare system that has left many Ugandans dead.
The leaders wondered why the government continues to fund political activities at the expense of the building and equipping hospitals.

MINISTER KASAIJA SUMMONED TO PARLIAMENT OVER DELAYED REPLACEMENT OF DEPUTY GOVERNOR

The Speaker of Parliament, Rebecca Kadaga, has summoned the Finance Minister, Matia Kasaijja to explain why government has not appointed the deputy governor of Bank of Uganda to replace Louis Kasekende.
According to Kadaga, it’s only Emmanuel Tumusiime Mutebile taking on all the responsibilities of the governor yet he is supposed to have a deputy
“I am concerned about this crisis, therefore, I hereby order the Minister of Finance Matia Kasaijja to appear before Parliament to tell us when the deputy governor is going to be appointed,” Kadaga said.
This comes after Igara County East Member of Parliament Michael Maranga Mawanda raised an issue of national importance in parliament tasking government to appoint a deputy governor for central bank.
“Madam Speaker, I am here to raise an issue of national importance, I am currently working on the Bank of Uganda amendment bill 2019.But madam Speaker as I speak now, we don’t have a deputy governor for the Bank of Uganda, and the position is vacant. Can government explain to me why they are not appointing a new person?” Mawanda said.
Former Bank of Uganda deputy governor Louis Kasekende contract expired on January 13 and he subsequently handed over his office to the governor after President Yoweri Museveni declined to renew his contract.
Kasekende is one of the bank officials who witnessed dubious selling of seven defunct banks. Teefe in (1993), International credit Bank Ltd in 1998, Greenland bank (1999), The Co-operative Bank (1999), National bank of commerce 2012, Global Trust Bank (2014) and the dubious sale of Crane Bank Ltd to Dfcu bank in 2016.

FORMER PRESIDENTIAL CANDIDATE BIRARO TO BE BURIED ON SUNDAY IN ISINGIRO DISTRICT

The burial of the former presidential candidate Maj Gen Benon Biraaro has been set for Sunday 16th February 2020.
Maj Gneral Biraro succumbed to colon cancer on Wednesday 12th February 2020 at Kampala Hospital where he had been admitted on 6th February 2020.
Arthur Tumwiine, a cousin to Biraro has told press that the army has admitted to burry Maj. Gen. Biraro with military respect and honor.
Tumwine said, “The Commander-in-Chief has graciously allowed UPDF to bury the deceased with military honors.”
UPDF spokesperson Brig Richard Karemire said there will be an “official eulogy” from the army.
As a major general, he will get gun salute and his casket will be carried by the pall-bearers at the rank of major general.
There will be a funeral service at 4pm at All Saints Cathedral Nakasero, Kampala, today and family members plus friends are all expected to attend.
After the service, the body will be taken to Isingiro District for another funeral service on Saturday at the church he built in his village,” Mr Tumwine said.
Maj. Gen. Biraro was born on March 1, 1958 in Isingiro District. In 1982, he graduated with a Bachelor of Arts in political science at Makerere University Kampala.
He Joined bush war from Makerere University on June 7, 1982. He served in several capacities until he became Secretary to High Command and National Resistance Council 1984.
He deputized Museveni’s Principle Private Secretary in 1986 before becoming the Kitgum District Special Administrator from 1986 to 1987.
He also served as the Deputy Commandant Kyankwanzi Political School. He was also the Commanding Officer 97 Battalion in Eastern Uganda that ended the insurgency in Samia, Teso.
He was also the commander Military Police as well as the military representative in the IGG’s office
Gen Biraaro was the director of training that led the Uganda contingent to DRC in 1998.
He later became the commander of the Infantry Division in western Uganda. He was also assistant Chief of Staff, UPDF
While still in the active military, he served as the commandant of the Uganda Senior Command and Staff College in Kimaka, Jinja.
During his presidential campaigns, Gen Biraaro accused Mr Museveni and his NRM party of failure to address poverty, adding that his presidency would treat it with urgency.
He had also promised to reduce on the size of Parliament, a process which he said would begin with the scrapping off army MPs saying they are supposed to be neutral.

The president General of Uganda Liberal Teachers’ Union Evans Kaganizo Mutesasira has revealed that Ugandan Members of Parliament are ignorant about the new curriculum and that’s why they attempted to stop it.
He noted that majority of them are not teachers therefore they don’t internalize well teaching practices.
Mutesasira said this today afternoon 14th Feb. 2020 during a press conference held at Tuzza hotel in Bushenyi town to give his support to the new lower secondary school curriculum.
Members of parliament Wednesday 5th Feb.2020 anonymously voted to pave way for more consultations about the curriculum rather than rolling it out when actually all stakeholders are not ready for it.
Uganda Liberal Teachers Union is an organization of teachers that started recently and is recruiting members to start subscribing monthly from their salaries as how UNATU does.

PRESIDENT MUSEVENI MOURNS WIFE TO IBANDA UNIVERSITY DIRECTOR

President Yoweri Museveni has hailed the late Ms Maria Rwomushana, a wife to the one of the proprietor of Ibanda University Jeeb Rwomushana for setting an example and valuing the power of education.
The president’s message was delivered by Gen. Elly Tumwine at the burial of Maria Rwomushana at Bubaare hill in Ibanda municipality
Museveni said that the district has lost one of its leading entrepreneurs in the education sector and a mother to many.
“Ibanda district has lost one of its leading entrepreneurs in the education, a woman who has been supporting education, orphans and the needy to move into the right direction,” Museveni noted.
Mr. Jeeb Rwomushana praised his wife Maria as a woman who has supported many people and a friend to all.
She left behind four children among them the former aspirant for Ibanda municipality MP seat Arthur Nuwagaba Rwomushana.
Ms. Maria Rwomushana 68 who has worked in different schools as secretary died at Mbarara Hospital where she has been receiving treatment.

The Bushenyi Ishaka MP aspirant Marvin Baryaruha has promised to sponsor Parental Care nursery and primary School MDD choir for their forthcoming trip to Moroto
Baryaruha was today Friday 14th Feb. 2020 speaking during the function of awarding and giving gifts to the best perfomers in 2019 PLE examination at Parental care and Nursery school Bushenyi .
He also promised to give a laptop to the one of the students who got 4 aggregates.
Archdeacon Joseph Mweire while preaching at the function advised the pupils to fear God as one way of excelling in their academics.

Both students and teachers were awarded according to the distinctions that were got and each received one million Uganda shillings.
According to the head teacher out of 63 pupils who sat for the examination, 29 passed with 4 aggregates and they had 214 D1s and 32 D2s adding up to 252 distinctions.

Nshemerirwe Alivaidah ( Aunt Erie) director revealed that for long, English has been the leading subject but this time science has taken over.
She thanked the school, teaching and non teaching staff plus the pupils for the team work and cooperation that helped them register good performances.

NWSC, TOTAL UGANDA LAUNCH 20TH AFRICAN WATER ASSOCIATION CONGRESS

Total Uganda and National Water and Sewerage Corporation (NWSC) have launched their partnership in hosting the 20th African Water Association (AfWA) Congress and Exhibition at the Total Head Office on plot 48th street.
The bi-annual congress is held by the African Water Association as part of a mechanism to enhance exchange of ideas and seek for innovative solutions related to the water and sanitation sector.
The Congress is organised by AfWA in collaboration with the Ministry of Water and Environment and National Water and Sewerage Corporation on behalf of the Government of Uganda.
The AfWA Congress which will be officiated over by the President of Uganda, His Excellency Yoweri Kaguta Museveni, will focus on the new breakthrough solutions and innovations to address the current water and sanitation challenges in Africa It will be held at the Kampala Serena Hotel from 24th -27th February under the theme; “Breaking New Grounds to Accelerate Access to Water and Sanitation for all in Africa.”
Total Uganda has contributed $25,000 towards the activities and preparations of the AfWA Congress and will be hosting various activities for over 2,000 delegates and exhibitors.
Speaking during the launch, Obi Imemba, Total Uganda’s Managing Director said; “The importance of water and sanitation cannot be overemphasized. Total Uganda is guided by its goals to improve water and sanitation as a top priority in the communities we operate in.
Our partnership with NWSC shows our commitment to enhance the lives of people in our communities and ensure sustainable development. One of our main key focus areas is environmental sustainability and we believe that through our efforts, we can turn water and sanitation into a critical line of defence against climate change.”
Eng. Silver Mugisha, the Managing Director of NWSC said; “This partnership with Total goes to show that the concern in ensuring that there’s clean safe water for all is not only a government concern but that shared by the private sector too. This makes the drive to achieve the sustainable development goals come 2030 even more attainable.”
In the past, Total Uganda has been at the forefront of promoting health and sanitation in its areas of operation with donations to boost the fight against cholera in Hoima and Bulisa, aiding community health through donations of garbage bunkers and bins to Pakwach and Anaka towns and the rehabilitation of sanitary blocks destroyed by a storm at Kirama primary school in Bulisa district.

ULGA DEMANDS FOR BAN ON CREATION OF NEW DISTRICTS, LOWER LOCAL GOVERNMENT UNITS

The Uganda Local Government Association wants a ban on the creation of new districts and lower local government units to pave a way for effective service delivery. The call to the ban streams from the realization that some of newly created districts are grappling with lack of resources to run their planned activities.
Patrick Besigye Keihwa, the south western region association president told the annual western region meeting on Friday in Rukungiri that the central government should consider clear objectives in the creation of new districts.
He equally appealed to the communities to consider the advantages and disadvantages of creating new districts and lower local governing units because they have become a hindrance in service delivery.
Josephine Kushemererwa, the acting general secretary told the meeting that as an association, they have decided to devise means of advising the central government on operationalising the already existing administrative units other than coming up with new ones that cannot be funded.
The meeting delegates later agreed that parliament should formulate clear laws to guide creation of new district other than granting powers to any sitting president to create district status to appease people.
Already people of Rubabo County in Rukungiri district are demanding for creation of a new district as politics takes on the stage now.
Uganda local government association is an umbrella association of all districts and lower local government units in Uganda. Currently, the association covers 134 districts and over 2000 operational lower local governments.
The lower local government units are town councils and sub- counties.

LCIII CHAIRPERSONS TO RECEIVE MOTORCYCLES FROM PRESIDENT MUSEVENI

Sub county chairpersons and chiefs are set to receive motorcycles from president’s office to perform their duties effectively.
This was revealed by the Uganda Local Government Association (ULGA) chairperson for western Uganda Patrick Besigye Keihwa while addressing leaders at River side hotel in Rukingiri district yesterday in the ULGA annual meeting.
Keihwa revealed that some government programs haven’t been performed effectively because leaders do not have means of transport to reach rural areas.
He promised to take the message to the president such that every local chairperson and sub county chief gets a motor vehicle.
Keihwa said that even LCI and II are supposed to be provided with bicycles.
Josephine Kusemerelwa Kalege who represented the general secretary for ULGA promised that they will make a subscription for local revenue by amending the constitution of the association because the revenue collected from local government is sent to Uganda Revenue Authority in Kampala which has hindered independent decisions.
The meeting was attended by over 400 members from the regions of Rwenzori, Kigezi, Bunyoro and Tooro mainly to revise the aims of the association

RWENZORI REGION FACES INCREASED CASES OF FAMILY NEGLECT

Cases of men abandoning families in Bunyangabu and Kabarole district are on rise a problem which is affecting children’s growth and wellbeing.
Children from such families struggle to get school fees for themselves as early as at primary level which is affecting their education.
The Rwenzori west community liaisons officer Solomon Mugisa has disclosed that at least 30 cases of family neglect are reported to police in one month.
Mugisa said that most cases are men neglecting their responsibilities to women.
The common cases are failing to provide food for the children, paying school fees among others.
Mugisa attributed the increased cases to polygamy, alcoholism, and poverty.
Mugisa further explained that this has affected many children resulting to drug abuse, family break up, early marriages among others.
Nyakaisiki Annette of Kabarole district who did not want to use her voice, a single mother explained that her husband abandoned the family after producing two pairs of twins and one other child convincing them that he was leaving for work but till now he has never returned
According to her, life has been complicated for her and the five children after they were chased from the house where the husband left them due to debts.
Currently the family is at the mercy of a well-wisher who temporarily offered them house as they look for where to go which the mother says they don’t have.
Pan cakes business is the only source for the children’s school fees and all the children from the young one to the oldest participate in baking, frying and selling of pancakes to look for their school fees and other scholastic materials.
This is a daily routine for these children in holidays, weekends and sometimes in the evening after classes despite other home cores like fetching water.
The single mother cannot currently dig after getting stomach operation thus calling for good Samaritans interventions for the future of her children.

MIN. KAROORO SETS NEXT WEEK FOR FINAL LAUNCHING OF SKILLING PROGRAMME AT SUB COUNTY LEVEL

The minister for general duties in the office of the Prime Minister Mary Karooro Okurut has set next week for the final launching of skilling programme at the sub county level in Bushenyi district.
Karooro who is also the Bushenyi woman MP today 15th Feb. 2020 while speaking in a meeting at Motiver grand suites in Bushenyi confirmed that Coordinators will next week meet people who applied to study in skilling programme and those supposed to teach them at sub county level.
According to Karooro, this programme is from the government of president Museveni and it aims at equipping the youths with vocational skills in order to fight unemployment among them.
She called upon people to always engage themselves in government programs so that they can benefits from the government for development.
She added that sometime back through skilling programme 800 youths gained skills in different courses of; tailoring, building, motor vehicle mechanics and driving and other courses

MBARARA FARMERS GETS CERTIFICATES FOR PARTICIPATING IN LAST YEAR’S NATIONAL EXHIBITION

Farmers in Mbarara were yesterday awarded certificates for participating in the National agricultural show and exhibitions which took place in Jinja last year.
The ceremony which was organized by Mbarara district was meant to thank Farmers in Mbarara who participated in exhibitions and merged the national overall winners.
The chief guest, the deputy RDC Mbarara Emmy Kateera Turyabagyenyi told farmers to always work hard and practice commercial farming to gain more profits.
The chairman Mbarara District Farmers Association Francis Baryamwijuka warned farmers to be on alert following the invasion of desert locusts in Karamoja sub region.
The function was attended by farmers from different areas and institutions like Kamushoko, Bishop Stuart University, and Mbarara District Farmers Association

KABALE: TWO POLICE OFFICERS IN TROUBLE OVER SELF DEPLOYMENT, MALICIOUS DAMAGE

Kabale security operatives have launched investigations to identify two police officers who on Tuesday allegedly accompanied a section of over twenty thugs to attack and maliciously damage the gardens of Scovia Beitigita aged 74 yrs old resident of Kanyankwanzi cell Bukora parish Kitumba sub county Kabale district.
According to Beitigita and her son Frank Ntegyereze, a group of twenty assailants protected by the two law enforcement officers dressed in field force police (FFP) uniform army with guns, on Tuesday morning uprooted Beitigata’s two hectares of beans and maize and 1.5 hectares of sweet potatoes located in Kanyankwazi cell.
Beitigita suspected that the police officers and a yet to be identified thugs could have been brought by her former husband Geofry Ntegire whom they separated 8 years back since he was with officers and recently he wanted to sale off the land without any inquiry.
David Muhereza Kitumba sub county speaker also a resident of Kanyankwanzi cell said that when they tried to inquire from police officers, they threatened to shot them dead which forced them to run away and report a case to the police.
Muhereza identified one of police officers as Ahereza of field force police attached to Kabale district central police station.
However ,the Kabale District Police Commander Brian Ampeire stressed that none of security staff had been deployed in the area for above matter .

He revealed that the case of malicious damage of property was registered under reference number 58/14/2/2020 at Kabale police station as the hunt for the yet to be known officers commence.
Ampeire added that after identifying the officers, they shall be arrested, detained for disrespectful behavior and self deployment and taken to court on charges of malicious damage.
He also noted that police are also hunting for Betigita’s husband Ntegire to help them to trace the police officers.

Police in Kabale are investigating a case in which a journalist was kidnapped on Friday evening and later dumped in the neighboring district.

Wilfred Arinda Nsheeka , attached to watchdog Uganda for Kigezi region is living in fear after he was kidnapped by yet an unidentified thugs.
Arinda was allegedly kidnapped by the three unidentified men using black premio with registration number of Congo.
He added that the over speeding car set from highland boda boda stage in Kabale municipality passed Sykline now to Katuna road – Kabale university road connecting Nyakambu village via Kekubo and Nyabikoni finally to Rubanda -Kisoro main road.
Arinda noted that the unknown thugs later dumped him in Bubaare sub county near the late Batuma’s home in Rubanda district at around 11:50pm after taking his phone battery.
He alleged that they gave him a last warning threatening to kill him before they reached Bubaare sub county Rubanda district where he was dumped.

Speaking to our reporter, the Kabale District police commander Brian Ampeire said that they have already started investigations into the matter under reference file number SD 91/14/02/20/as the hunt for the suspects continues.

MBARARA UNIVERSITY STAFF CHALLENGE ADMINISTRATION IN COURT OVER RE APPOINTMENT OF VC

Court in Mbarara presided over by Justice Joyce Kavuma on Friday dismissed the application which was filed in by the Mbarara University Top Management led by its chancellor Prof. Charles Olweny.
The case involves the university chancellor Prof. Charles L.M Olweny (chancellor), vice chancellor Prof. Obua Celestine and the University council chairperson Dr. Warren Namara for undergoing an illegal process of reappointing Prof Celestine Obua whose term of office ended in July 2019.
It all started on July 30, 2019 when the Mbarara University of science and technology Academic Staff Association (MUSTASA) General secretary Mr. Julius Taremwa filed an application challenging the reappointment of the outgoing vice chancellor Prof Obua Celestine for next five years.
And on November 12, 2019, Justice Kavuma ruled in favor of the applicants that the matter stands and should go on for hearing.
However, Habert Mukwatiriri counsel for the 2nd respondent (Celestino Obua) submitted that the applicant (Julius Taremwa) never had the locus to challenge the matter before court since he was not among the aggrieved candidates vying for the vice chancellor seat.
He further filed in an application challenging the ruling in high court.
Yesterday morning, Justice Joyce Kavuma through the Mbarara High Court Deputy registrar Amos Kwizera dismissed the application of letting the applicants not to leave court as they had earlier submitted.
“The respondents had filed in an application to leave court to appeal against the ruling for the preliminary application and in her judgment justice Joyce Kavuma has dismissed the application and directed them to submit their defense within seven days on the main case” said Kwizera
The applicant, Julius Taremwa says the defendants are in for delaying tactics but they are assured of justice at the end of the matter.
Counsel for the applicants Hamza Sekidde of Wamala & Co. Advocates, confirmed that Friday was a ruling in an application that was made by the applicants where they thought for court’s leave to appeal to the high court.
He added that Friday’s ruling would sort them out to concentrate on the main case which was filed challenging the manner in which the current vice chancellor of Mbarara University of Science and Technology was put in office of the vice chancellor.
“Today’s ruling simply redirects our efforts and our next step to concentrate in the main application and determine the basic questions that were raised by Mr. Julius Taremwa where he is challenging the process and citing the university as having failed to comply with the basic and mandatory provisions of the law in regard to the way in which they were supposed to conduct the process of reinstating the office of the vice chancellor upon the expiry of the tenure of office of the previous vice chancellor” Sekidde said
He concluded that the ruling in the main case will decide as to whether the vice chancellor is in office lawfully or illegally and through dubious means as it was suggested by the applicant Mr. Julius Taremwa.
According to Taremwa, the application’s ruling indicates that the defendants have a case to answer in regards to the reappointment of the vice chancellor (Prof Celestino Obua whose term of office expired last year.
Taremwa says that as staff members, they are not worried of the delayed matter but hope for justice since justice delayed is justice denied.
We tried to engage the defendant’s side but Anthony Wameri of Wameri & Co Advocate jumped into his car and drove away while University council chairperson Dr. Warren Namara kept looking on.
