RESIDENTS RAISE ALARM OVER POOR STATE OF ACCESS ROADS IN KANUNGU DISTRICT

Residents in Kanungu are dissatisfied with the poor state of community access roads in Mpungu, Kihihi and Rugyeyo sub- counties.
Some local leaders said they had sent several letters to the district authorities giving a detailed description of the state of the roads but no action has been taken.
“We want Ms Josephine Kasya the LCV chairperson of Kanungu to tell us why she has abandoned us,” Byarugaba Martin, a resident, said.
Another resident, Ms Christine Kobusigye, said Hamurwa- Rugyeyo road Rugyeyo Sub-county, has become impassable because it was last rehabilitated nine years ago.
Jimmy Baheza, the LC1 chairperson of Rugyeyo, said farmers lack access to better market for their agricultural produce due to the bad state of the roads.
“Our leaders only come back to beg for votes when elections draw nearer,” he said.
The Kanungu district councilor for Mpungu Frank Byaruhanga identified some of the destroyed roads as Hamurwa, Rugyeyo- Kambuga road, Kanungu- Nyamirama, Bwambara – Rukungiri roads among others.
Dennis Magezi , Kanungu district engineer said the district did some grading but heavy rains that lasted for 2 weeks made the roads impassable adding that they are soon rehabilitating all community access roads in this financial year.
However, he acknowledged that some roads have not been rehabilitated because of limited funding.
Ms Josephine Kasya , the district chairperson, said her administration has budgeted Shs102 million this financial year for the rehabilitation of all community access roads saying that some roads will be rehabilitated by the sub- counties using road funds..

PROF. KAROORO WANTS MINISTRY OF EDUCATION TO KICK EXAMINATIONS CHEATING OUT OF SCHOOLS

Prof. Emmanuel Karooro the vice chancellor Ibanda University wants the Ministry of Education to work very hard and stop teachers who cheat exams for students.
Prof Karooro was speaking at the thanks giving of Ngyeya Preparatory primary school in Bushenyi District as they celebrated for 2019 PLE success on Sunday 9th Feb 2020 at Katungu Church of Uganda.

The Prof who is also the director Ngyeya Preparatory school noted that the habit starts with parents who pay schools so that their children can be cheated for.
Prof. Karooro vowed that he has never engaged himself in cheating and buying exams such that Ngyeya can do distinctions which are not for real.
He appreciated the ministry of Education for the newly introduced lower secondary school curriculum adding that it is a blessing to entrepreneurship since it will make students self reliant.
According to the school head teacher , out of 20 students who sat for their Primary Leaving Exams last year, 12 got division one with the best pupil having 4 aggregates and 8 got second division.
He advised the students who are joining secondary schools to join groups which they will be of help to them so that they keep the candle of Ngyeya Preparatory School burning.

Residents of Kalire Village in Katenga Subcounty Mitooma District yesterday received hoes from the government of Uganda through Minister Kahinda Otaffire .
While delivering the hoes at Kalire village in Katenga subcounty Mitooma district on 9TH Feb. 2020, Minister Kahinda said that he did not demand for them from the government but it gave them out to promote agriculture sector of Mitooma District.
He requested people of Mitooma to put back his ladder and his spanner if they want to see Mitooma shining again .
The Minister emphasized that the people of Mitooma vote him because he still has the ability to bring back the development of Mitooma citing out extension of electricity to the areas that are still in dark.
He revealed that he had a plan to construct the road from Kashenyi town to Rukungiri direct but the work was done half way ,promising to add on and also supply water to all villages of Mitooma .

BAMUGISHA, KIWATULE ROTARY CLUB DONATED AMBULANCE TO KABUSHAHO IS NOT POLITICAL, IT’S FOR ALL

The director of Bamugisha Community welfare Ms Annet Katusiime Mugisha has revealed that the ambulance donated to Kabushaho health centre III in Bumbaire sub county Bushenyi district is for all residents regardless of whether they support her or not in the next elections.
She said this over the weekend while handing over the Ambulance to the in charge and district leaders at the Kabushoho health III in Bushenyi district.
She added that supporters of her opponents can also get services of the Ambulance because its purpose is to save lives.

The 65 million worth ambulance was donated to the health facility by the Rotary club of Kiwatule in Kampala and Bamugisha community welfare.
Bamugisha contributed 35% whereas Rotary club of Kiwatule contributed 65%.
According to Rotary Club of Kiwatule president, Dr. Vicent Bagambe, the Kabushoho health centre III and Bushenyi local government should ensure that the Ambulance is used properly as per the memorandum of understanding.
The chief guest at the function who is also the Bushenyi district chairman Jafari Basajabalaba assured residents that the district will recruit a driver for the Ambulance and pay him a monthly salary.
He warned the management of health facility not to charge a lot of money for fuel. He said that fuel is cheap. He said what is expensive is hiring the ambulance.

MASINDI HEAD TEACHER ALLEGEDLY ARRESTED FOR SOLICITING MONEY FROM PARENTS EXONERATED

The Masindi head teacher who was arrested for soliciting money from a parent has today resumed work after being exonerated by his chairman Parents Teachers Association Hassan Mboona.
The school head teacher Kisindi 2 Primary School in Pakanyi sub county Masindi district Ajileo Byenkya and his primary one class teacher only identified as Jannefer were allegedly arrested for soliciting money from parents on Monday this week on orders of RDC Masindi.
Mboona told www.mknewslink.com on Monday at the school that the issue of collecting money was agreed upon by all parents adding that he Byenkya and his team were implementing parent’s resolution.
He said that because of the contribution, the performance of the school has greatly improved and asked parents not to listen to the rumors but to bring their children saying the school is operating normally.
The school head teacher Agileo Byenkya whom reporters found at the school doing his work normally confirmed that he is back to station.to do his work.
He said that he was not arrested as alleged but was called and the issues were handled amicably without making any formal statement at Police.
Byenkya condemned the act of arresting head teachers who are doing their delegated work and vowed to take up legal actions against anyone who defamed him saying his legal team is still analyzing the issue.
He however did not reveal whom he is going to sue.
The RDC Masindi Godfrey Nyakahuma confirmed that the issue was handled and resolved amicably.

TEACHERS WARNED AGAINST ALCOHOLISM

Teachers have been warned against alcoholism if they always want success at their respective schools.
The warning was on Sunday 9th February 2020 sounded by Monica Tumusiime, The Managing director of Ishaka Preparatory school while celebrating the success of their 2019 Primary Seven Pupils at the school
The director said though she has not observed such cases in her school but teachers in other schools should avoid over consumption especially during working days in order to concentrate on their work.
The Chief Guest John Tumusiime Kada also the chairman board of directors advised workers to always sharpen pupils from Primary one if they want the best results in Primary Seven.
According to the 2019 PLE Results, Out of 29 pupils who sat for the Examination, 27 passed in Division I and only 2 passed in Division II with both pupils scoring 13 aggregates.
Ishaka Preparatory school, according to grading was ranked the best in Ishaka Division, Second in Bushenyi Ishaka Municipality and 76th in the country.
The head teacher Ogwal Etik Nelson, Teachers, Pupils, Old Boys and Girls plus parents were also in attendance

RUKUNGIRI: WOMAN KILLS HUSBAND AS HE WANTED TO CHASE HER OVER EXTRA MARITAL AFFAIR

Police in Rukungiri are holding a 23 year old woman for allegedly killing her husband with poison.
Christine Musiimenta is alleged to have poisoned and killed her husband Jackson Mutareba 52 years as he prepared to send her out of his home over extra marital affair.
According to Twebaze Wilson the chairman LCI Garuka cell, Kikarara parish, Bwambara sub county Rukungiri district, the deceased had informed him to come to his home on 9th Feb.2020 at 2:oopm as a witness while he sent away his wife.
Twebaze revealed that Jackson alleged that Christine was having an affair with another man known as Ivan Arinaitwe.
He noted that however minutes to the time he had been told to be at Jackson’s, he received news that he was found dead behind his house after vomiting.
Police visited the scene and transferred the body to Rwakabengo health centre III while the wife is in police custody to help in investigations ,Elly Maate the Kigezi region police spokesperson told www.mknewslink.com

BUSHENYI HIGH COURT OPENS TO HEAR 40 CASES

The newly appointed principal judge Flavian Zeija is expected to visit Bushenyi magistrate’s court in March for pre-bargaining.
This was revealed by Joyce Kavuma the Mbarara resident judge as she opened high court today at court premises.
According to Kavuma, 40 cases will be heard in this session which will last for a month.
She noted that cases to be heard are; 21 cases of murder, 13 cases of aggravated robbery, and 6 cases of defilement beginning today 10th Feb 2020.

SUSPECTED LOCUSTS INVADE RUKUNGIRI DISTRICT

Panic has gripped residents of Kahengye cell in Eastern ward, Kebisoni town council in Rukungiri District after suspected locusts invaded some tree species in the farm of the late John Jones Biretwaho located at the overhead of kahengye water camp.
According to district councilor, Leonard Muhunguzi Tiberondwa, they were shocked to see a swarm of suspected wild locusts feeding on leaves on the tree species locally known as Kasenene and Kawere.
Muhungizi ran and sought advice on the strange insects from the office of the District Entomology and results are still pending.
Lillian Kukunda Twine, the Rukungiri district entomologist stated that the samples of insects have been collected though in a young stage (nymph) which makes it hard to simply determine the type of insect.
Kukunda stressed out that what residents say is controversial to characteristics of locusts is that they move during the day and feed at night.
She said that they are yet to confirm the type of insects that invaded the sub-county thus calling for calmness amidst suspicion.
This comes shortly after the state minister for Karamoja Moses Kazige on Sunday confirmed that the desert locusts had entered Uganda.

COMEDIAN KACHAINA SURVIVES DEATH IN HIGH WAY ROBBERY

Western Uganda’s finest and celebrated comedian Valentine Muhereza commonly known as Kachaina last night narrowly survived death after his car tyres were shot at by robbers.
Kachaina on his facebook page said that the public should not take it to be comedy as usual because it was real.
Kachaina a TV personality, comedian was driving between Itendero and Kashaka when armed robbers hijacked him but when he refused to stop they chased him with bullets until Kashaka.

KABALE: MURUNGU GOV’T AIDED P/S OPERATES IN MISERABLE STATE

Murungu public primary school in Rubaya sub-county Ndorwa west Constituency Kabale district is in a sorry state.
The government aided school, which has an enrollment of 166 pupils, operates in 2 dilapidated classrooms built by the community in 2000.
The lessons are disrupted whenever it rains forcing all pupils to converge in the only one block which is used as staff room, library, dining room and houses for two teachers.
The classrooms have broken windows, doors, cracked walls, dusty room floors and leaking roof. The school operates with broken pit latrines.
Teachers have abandoned their staff quarters due to a bushy environment.
According, Enock Twinomugisha, the head teacher Murungu public primary school, the situation at the school is alarming.
Twinomugisha noted that the school has only one toilet which is shared by males and females and the classrooms don’t have windows appealing to the government to come to their rescue.
Innocent Turyatunga, the school’s Management chairperson, said that they have severally raised their concerns to the district authorities but there is no positive response.
Bahebwa Stanly, a resident said it is embarrassing for the only traditional school in the sub-county to operate in dilapidated structures.
However, Moses Tumwijukye, the Kabale district inspector of schools, said that the district education departments don’t have funds to build and renovate the school.
Mean while a USA-based charity organization, Tukundane international, has donated scholastic materials and equipment to the school.

Over 166 pupils received scholastic materials from the charity organisation, such as uniforms, exercise books, crayons, erasers pencils, pens and bags, which are meant to boost the academic performance of scholars in the school.

RAJIV RUPARELIA SEEKS FOR CORPORATE’S SUPPORT TO BUILD MORE GHETTO TOILETS

The Managing Director of Ruparelia group who is also one of the trustees of the foundation, Rajiv Ruparelia, has promised to continue giving a helping hand to the ghetto community and urged corporate companies to come on board with a supporting hand.
Rajiv made the remarks on Friday February, 8, 2019 while appearing on a talk show at 88.2 Sanyu FM where he promised to at least build more five modern toilet systems every year in each Kampala slum in the coming five years.
He requested other corporates to get involved in the project because with this, one is positively impacting the environment and creating infrastructure.
“Just by building one toilet in a Ghetto, you are saving thousands of people, and we want to use the same thing to build schools, build drainages, better hygiene for the Ghetto,” Rajiv said.
“We’ve got a plan that we tried to develop and put on paper and roll out because for us we want to have a long term sustainable plan and to have stake holders on board. We only use 50 bags of cement in the whole project, which is about 1.5m, all we are asking for is a good partner to come on board and say we are donating you with 10 toilets or 5 cements you require,” he added.
The Ghetto Research Lab constructs community toilets using empty bottles of mineral water and kaveera [polythene bags].
When asked about Kampala Parents School, Mr. Rajiv revealed that management pulled out some structures where, one teacher takes on a pupil for two years, from P6 to P7 such that one is accountable of the Children’s performance he’s been teaching for two years.
“We’ve done a lot of these strategic things that have helped Kampala Parents, we’ve also managed to get a lot of young new teachers because teaching is constantly and evolution, you are learning every day, In a school, the way we were taught 15 years ago is not the same way my kids are going to be taught at the University, the world is constantly evolving. We brought in new young teachers with new teaching tactics who are attached with the children” he said.
Rajiv Ruparelia is a young, dynamic, vibrant Entrepreneur, Businessman and Passionate Promoter of Victoria University Kampala, Kampala Parents School, Kampala International School and Delhi Primary School.
He is also the Managing Director of Crane Management Services a Large Property Management form with over 450 Properties under its wing. He plays a key role in property management in the Country.
Since 2010, Rajiv is a member of Grace Children’s Village, Kabale in which he is helping design, build and finance a sustainable orphanage unit.

Rukararwe partnership workshop for rural development in conjunction with investors from German has provided two water harvesting tanks to Bushenyi Ishaka municipality.
This was revealed by Executive secretary for Rukararwe Partnership workshop for rural development Chris Mugasha who led a team of investors from German as they toured the project at Municipal head quarters today 11th Feb. 2020.
Mugasha said that the two municipalities of Bushenyi -Ishaka and Klohoshagan in German made a relationship which helps them to develop their societies.
He added that the partnership have tried to bring a project of rain water harvesting tanks such that people can harvest water in their homes since piped water does not reach every home.
They encourage people to construct gutters and tanks on their buildings such that they can harvest water

NAKALEMA INVESTIGATES TWO BOU DIRECTORS FOR ALLEGEDLY BRIBING CITY LAWYERS

Two directors at Bank of Uganda are under investigations by State House Anti-Corruption Unit for allegedly paying Shs6 billion to two city lawyers.
The two directors are Benedict Ssekabira of Financial Markets Development Coordination (FMDC) and Margaret Kasule, director legal services.
According to sources, the two directors are alleged to have sanctioned the payment of Shs6 billion to Timothy Masembe Kanyerezi and David Mpanga.
Sources further allege that although this money was released as legal fees, however, its intended purposes is to cover all the legal loopholes in the case of Crane Bank Limited takeover and subsequent during receivership.
The two lawyers represented BoU and the payment for their services has been ongoing until parliament probing Committee on Commissions, State Authorities and State Enterprises (COSASE) that investigated BoU over the controversial sale of seven commercial banks between 1993 and October 20, 2016.
In December 2017, the Commercial Court disqualified city lawyers Mr Kanyererezi Masembe and Mr. David Mpanga from the Sh397 billion Sudhir Ruparelia’s case against Bank of Uganda (BoU), also citing conflict of interest.
In his ruling delivered on December 21, 2017, the head of the commercial court division, Justice Wangutusi stated that Mr. David Mpanga of A.F. Mpanga Advocates and Timothy Masembe of MMAKS Advocates acted in violation of the Advocates (Professional Conduct) regulations.
Last month, it was alleged that BoU released Shs4 billion as part of the balance on Shs20 billion to the same lawyers. However, what is intriguing investigators is why paying that entire amount to the lawyers and yet some of the cases are jointly handled by BoU own lawyers.
Sources say that the payment could be part of the ploy to falsify accountability in the case of Shs478 billion.
Auditor General John Muwanga carried out a special Audit on the Shs478 billion injected into Crane Bank Limited by Bank of Uganda. The report it pinned the central bank officials for failure to account for Shs478 billion it injected in Crane Bank Limited (CBL).The audit was carried out as ordered by COSASE on December 20, 2018.
The BoU officials during their exit meeting with COSASE failed to account for Shs478 billion they say they spent as liquidity support and other intervention costs on CBL receivership between October 20, 2016 and January 25, 2017.
Muwanga in the report says out of Shs478 billion injected into CBL, a sum of Shs157.9 billion had been recovered from Dfcu bank and CBL Non-Performing assets leaving an outstanding balance of Shs320.8 billion at the time of writing the report. CBL at the time it was sold to Dfcu bank at Shs200 billion only needed about Shs157 billion to remain afloat.
Sources further say that because of the above inquiry State House Anti-Corruption Unit, several meetings have been ongoing between several people pinned in the AG report. It is alleged that former executive director in charge of supervision Justine Bagyenda and former deputy governor, Louis Kasekende ordered the two directors to release money to the two lawyers.
Dr. Kasekende told COSASE that the money was spent as; telegraphic transfers (TTs) and LC payments, Real Time Gross Settlement (RTGS), clearing and cash requirement requests.
An extra Shs12.2 billion was also spent on service providers including MMAKS Advocates who pocketed about Shs4.2 billion. The latest report on Shs478 billion spent on CBL did not however audit the Shs12 billion paid by BoU to service providers, reasoning that it was extensively dealt with by the MPs.

ACCIDENT VICTIM’S BURIAL TURNS CHAOTIC AS MOURNER CLAIMS MIN. KAROORO SENT UGX 10,000 AS CONDOLENCE

Accidents in Bushenyi district are on rise, police has revealed.
This was revealed by the Greater Bushenyi Police spokesperson Martial Tumusiime while speaking to press yesterday (Tuesday) afternoon at Bushenyi Central Police Station.
SP Tumusiime said accidents are being caused by reckless driving and other people who drive under the influence of Alcohol. Martial said all these offenders will be taken to courts of law and charged
He cited out the recent accident on Saturday when a Tipa driver UAW 501 X caused double accidents in Ishaka town and Butaare in Kyamuhunga killing one on spot.
The deceased has been identified as Osbert Tumwekwatse, a resident of Ryeru in Kyamuhunga Subcounty Bushenyi district who was buried at his ancestral home on Monday.
However, there was drama at his burial when one Nuwe Sura gave out shs 10,000 claiming it had been sent by the Bushenyi district Woman Members of Parliament office and it was later proved a lie.
The office of Hon Mary Karoro Okurut has since confirmed the condolence message was given by Sura as an individual who just wanted to tarnish her name.

Body of unidentified man was yesterday discovered floating on Katunga Crater Lake in Akachenche cell, Katunga Parish in Kakanju Sub County.
The body which had started peeling off was of an adult aged around 30 years.
According to Bushenyi Regional police spokes person SP Martial Tumusiime, the body had no injuries and it was taken to Kitagata hospital for post mortem.

BUSHENYI PRIMARY HEAD TEACHERS WARNED AGAINST INVOLVING IN POLITICS

Primary school Head teachers have been warned against politicizing their schools.
The warning was sounded yesterday Tuesday 11th February 2020 by Dan Mugyengyi, the Bushenyi Municipality Principal Education Officer at Ishaka Preparatory school as he addressed a headmasters’ meeting.
The meeting which was attended by both municipal education leaders and Primary school head teachers aimed at laying foundation for schools success for the academic year 2020.
In his speech, Mugyenyi said if head teachers engage in politics, they end up losing support from parents and stakeholders leading to the collapse of the school.
On a further note, he congratulated the entire municipality for the great performance in the 2019 PLE examinations but encouraged them to put much effort and maintain the performance or if possible make an improvement.
Bushenyi Municipality was ranked the best performing Municipality in Uganda.

Former Presidential candidate Maj Gen Benon Biraro has passed on at Kampala Hospital.
According to Kampala hospital, he succumbed to advanced cancer of the colon at 12pm.
Benon Biraaro (born 1 March 1958) is a retired Ugandan Military Officer.
He is remembered for extra ordinary performance in the two presidential debates that were held in Kampala before Feb.2016 general elections.
He is a former high-ranking commander in the (UPDF).
While still in the active military, he served as the commandant of the Uganda Senior Command and Staff College in Kimaka, Jinja.
In 2016, he ran for President of Uganda on behalf of his Farmers party.
Biraro will be buried in Masha Isingiro district on the date that will be announced by the family

GOV’T BUYS 370 HA OF LAND FOR OVER 2000 RESIDENTS IN KABAROLE

The government through land commission has bought about 370 hectares of land to over 2000 occupants of Busokwa Karambi sub county Kabarole district that were threatened to be evicted by one Christopher Winyi.
In 2009, Christopher Winyi who claimed to be the land lord of plot 75, block 7 totaling to 158.7 acres threatened to evict people from his land that attracted some activists and leaders from Karambi and Kabarole district to intervene.
This forced Winyi and other land lords to apply to the land commission for the government to compensate them.
In a letter read to the residents in a meeting that was held at Busokwa trading center by the district chairperson Richard Rwabuhinga, the government bought at least five land lords from Karambi and others in Burahya county in the year 2011and 2015.
Among the land lords are Christopher Winyi, Rwagira Peace,Kiiza Asiimwe,Kantu Destiny,Mwesige George Sharp Ziwaliya Katwire.
Rwabuhibnga disclosed that none of these people are allowed to charge Obusuru(tax) from the tenants since the government has already bought the land for them.
Rwabuhinga stated that the land commission is remaining with demarcations, and
processing land tittles.
Rwabuhinga further commended the activists who fought for the people and promised that no one is going to evict people following the president’s directive.
Meanwhile, Joseph Mashuhuko the district councilor for Karambi told the district chairperson that some people have refused to sell their land to government thus hindering development of the area.

THREE OTHER SUSPECTS ARRESTED FOR RAPING, CUTTING OFF WOMAN’S ARM AT KANYAMABOONA

Police in Bushenyi district have in detention three other suspects alleged to have raped and cut off a woman’s arm at Kanyamabona in Bushenyi Ishaka municipality.
The suspects have been identified as Godfrey Twinamatsiko 21 commonly known as Sitane, a resident of Ishaka, Andrew Atukunda 18 a resident of Ibanda and Peter Ainebyoona 28 commonly known as Sama a resident of Kigoma in Bushenyi district.
According to SP Martial Tumusiime, the Greater Bushenyi Police spokesperson, the three were arrested on Tuesday and their file has already been submitted to State Attorney so that they appear in court.
SP Tumusiime was speaking to our reporter on phone on Wednesday 12th February evening.
It is alleged that on Tuesday 21st January 2020 night, the suspects together with others intercepted Jackline Tumuhimbise 38 at Omukayenje in Kanyamaboona who was walking from Kashenyi to Ishaka town, raped her and later cut off her arm plus cutting her on the several parts of the body including shoulders and legs.
Police had on Wednesday 22nd January 2020 already arrested two suspects including Barnada Muhumuza and Amos Nsasirwe who have already been charged.
