The property of the NRM secretary for finance Christopher Mulenga, popularly known Mutware has been confiscated by Stanbic bank after he failed to pay more than ugx 4.1billion since august 2014.

Stanbic bank through their lawyer Mugaya Eriya of Armstrong limited auctioneers claims that Mulenga received funds from the bank by the names of Mulenga and company in 2000’s and his loan limits ended 2013 August.

In 2014 Mulenga through his lawyers filed an appeal to Kabale high court to challenge the award saying the trial judge erred before it established the authenticity of the letter of offer and its execution but was finally ordered either pay money or to be evicted.

Mugaya noted that Armstrong auctioneers had already advertised property including little Liz bar and restaurant, Depoe of Pepsi alias as Mulenga house, Nyerere Avenue in Kabale municipality and a farm located in Karukara Hamurwa Sub county Rubanda district for sale.

Yesterday morning, Armstrong auctioneers escorted by Kabale district security team led by Brian Ampeire the District Police Commander seized properties including little Liz, Depoe of Pepsi leaving many tenants stranded in roads and corridors in Kabale municipality.

In Kabale

Two brothers to the governor of Bank of Uganda Emmanuel Tumusiime Mutebile have vowed to stand for Kabale Municipality Parliamentary seat.

The seat is currently under competition as the incumbent, Andrew Baryayanga, General Sabiti Mutebile, his brother Joseph Mutebile and more others have already shown interest to stand for it.

Maj Gen Sabiti Mutebile recently retired as the commander of the engineering Brigade in the Uganda Peoples Defence Forces to join politics.while his brother Joseph Mutebile a banker has contested and lost twice (2006 and 2011).

The Mutebile’s family is now divided sharply with two junior brothers intimidating each other over a parliamentary seat which none of them has hands on.

Our sources have it that the retired army General was recently left stranded after his campaign strategists left him over unknown issues.

Sources also told www.mknewslink.com that Maj Gen Timothy Sabiti Mutebile and his brother Joseph Mutebile, who are both younger brothers of Governor Mutebile, have already exchanged bitter words two years to the 2021 elections which is giving the incumbent MP higher chances of defeating them.

However, both claim that they are the rightful people to unseat the incumbent, Mr Andrew Baryayanga, an independent.

Maj Gen Mutebile claims his brother Joseph, should leave him the seat since he hardly raised 1% of the votes in the last elections.

However ,Joseph Mutebile says that if his brother thinks he has scored less than one percent, let him also step in the race and test the water; then he will in the end tell its temperatures.

In Masindi

In a bid to decongest prisons in the districts of Masindi, Bulisa and Kiryandongo, Masindi magisterial court has embarked on giving community service punishments to offenders who have committed minor crimes.

“Community service” means noncustodial punishment by which after conviction the court, with the consent of the offender, makes an order for the offender to serve the community rather than undergo imprisonment.

According to Moses Kule Lubangula, the chief Magistrate Masindi court, they are doing this to decongest prisons in the three districts which are too much overcrowded.

He adds that the ministry of Internal Affairs has deployed a district coordinator for community services by the names of Rachael Atuhura who will be spear heading and supervising the exercise.

He also says that the program has been ongoing but no much emphasis had been put on it adding that even the community members in the area have not yet embraced.

He also explains that when the offenders are given community service, some community members raise against them thinking that they may do the practice again.

Kule also notes that they are going to do thorough sensitization amongst the community members by conducting talk shows on the local radio stations such that members can understand its benefits.

Kule also says that at least every magistrate will be committing five offenders to community service every month.

By July last year, Masindi government prison had 1487 inmates and yet it supposed to accommodate 266 inmates.

MARIJUANA GROWERS, EXPORTERS TO PAY UGX 18.3 B AS MINIMUM CAPITAL

Individuals and companies seeking to grow or export marijuana for medical purposes will be required to present minimum capital of $5m (Shs18.3b) and a bank guarantee of Shs4b.

Investors will also be required to present a tax clearance certificate from the Uganda Revenue Authority, lists of employees and their job descriptions, a valid trading licence, evidence of value addition to cannabis and audited accounts.

The marijuana farms/sites must not be located near schools, hospitals and residential areas and in case of any associates/business partners, the details must be disclosed to government, including site designs, a robust security system with access control systems and intrusion systems in place.

The Narcotic Drugs and Psychotropic Substances Act, 2015, allows cultivation, production and exportation of medical marijuana and mandates the Health minister to issue written consent for medical marijuana.

However, Dr Ruth Aceng has since April last year kept the companies guessing due to absence of guidelines for the new industry.

Current practice

Growing of cannabis for treating severe medical conditions such as cancer, Parkinson’s disease, Alzheimer’s disease, arthritis and other neurological conditions is already happening in Uganda.

Industrial Hemp (U) Ltd is currently working with Pharma Limited, one of the biggest Israeli cannabis firms, in growing marijuana for medical purposes in Uganda. They have invested $360m (about Shs1.3 trillion) in Hima, Kasese.

The company is expected to export medical marijuana from Uganda in March.
Increasing need for pain management therapies and growing disease burden of chronic pain is also expected to boost demand. Scientific study of the chemicals in marijuana called cannabinoids has led to approved medications that contain cannabinoid chemicals in pill form.

Those backing marijuana also say the plant contains chemicals that may help treat a range of illnesses, particularly for people with intractable nausea and vomiting, chronic pain, spasticity and epilepsy.

More than 100 companies- foreign and local – have positioned themselves to grow and export marijuana in Uganda. The government has formed a committee chaired by the Internal Affairs minister, Gen Jeje Odongo, to screen the applicants with a view to kicking out “speculators” and recommending “serious companies and individuals” for medical marijuana licences.

Other committee members include the Permanent Secretary in the Ministry of Internal Affairs, Dr Benon Mutambi, and the police commissioner-in-charge of narcotics Mr. Tinka Zerugaba. The Health ministry is also represented on the committee.

The Narcotic Drugs and Psychotropic Substances Act, 2015, mandates the ministers to issue letters of consent.

NYAKAHONDOGORO CAVES, THE BEAUTY OF IBANDA DISTRICT

In Ibanda—–

Nyakahondogoro caves are an entrance into another World of the unknown. Several traditional amenities await people’s views. The whole place is a reception room inside the caves which are large enough to house more than 100 people or visitors.

Nyakahondogoro caves are one of the mysteries of little known secrets of Ibanda’s beauty situated below the hug hill of Bwahwa.

A lot of myths are behind the formation of Nyakahondogoro caves which are said to have been the homes of members of Bachwezi demi -gods dynasty who came from Sudan  and arrived in Northern Uganda by 1850’s.

These people later moved to Bunyoro-Kitara Kingdom, and finally moved to Ankole Kingdom and were welcomed by the Ankole kings.

History tells that the Bachwezi dynasty were demi-gods who looked like human beings, great herders men by grazing cattle, goats and sheep and used to move at night .They were heard making footsteps, lighting fire at night on mountains  and hills ,but could not be seen with the naked eyes. This could be strange to most people in Bunyoro-Kitara kingdom and even Ankole kingdom. These Bachwezi people are real and they perform miracles at night. Their trademarks are night fires which could be seen around inside the caves especially at Nyakahondogoro caves in Bwahwa hills in Ibanda district.

Jameson Tumwine, the leader of Ibanda traditional herbal research Obusingye co- operative society limited noted that Nyakahondogoro caves are regarded as a holy place for few individual ,because of its association as a shrine where hundreds of believers trek to see one of the world’s wonders.

These people from Ibanda district and other districts move on weed ends to pray their gods at night. Several students, tourists, old men and women across the country move on foot, bodabodas and vehicles to explore the beauty of Ibanda district as one way of its historical sites.

The area LC 1 chairperson Leo Babyeyaka also noted that the biggest challenge is that the sanitation is very poor. The visitors who trek to the area do open defecation on top of huge rocks, and when it rains, the whole place starts smelling and all the dirt flows in the valley into people’s homes.

The area around Nyakahondogoro caves is made of a rocky terrain which according to local leaders makes it expensive to dig a pit-latrine

“To make matters worse, around this place there is no clean water for drinking, restaurants or hotels, clinics, shops and lodges for visitors” Babyeyaka explained.

According to Babyeyaka,he has labored to sensitize the residents about  the importance of constructing more latrines, but he has been greeted with a myth  from the Bachwezi that there no need of using the pit-latrines only to use the bush.

Ms. Grace Tayebwa, a senior commercial officer, Ibanda district, said Nyakahondogoro caves are said to have been in existence for a long time with hundreds of years as any old local member remember of guess.

She explained that there are no activities taking place near the caves, only thousands of pilgrims to trek in the area to see one of Ibanda’s district historical sites.

She added that Ibanda district is planning to improve the place into a tourist attraction.

The allocation of the place starts from Mbarara town, one stops at Nyamirima trading centre a long Ibanda road a bout 60Kms. A murram road crosses several homesteads casting out foot paths. Bodabaoda riders have been instrumental in the development of the area. They transport the tourist  for from Nyamirima trading center up to the foot steps of Bwahwa hill a bout 2Kms where the Nyakahondogoro caves welcome the visitors.

“Inside the caves, there are three special rooms with an upper storage where the Bachwezi people used to keep their milk chums. These milk pots are seen  and they were left in one  of the rooms .All the three rooms are  kept clean and swart without dust .The inside cave extends to Buhweju district and the air is cool. The caves were used by the  Ankole kings to pass a way from escaping from the enemies” .Mr.Tumwine adds.

During 1985 -!986,Nyakahondogoro caves were used by the locals from Nyamirima,Nyabuhikye,Kabagoma and Igorora to hide in during a guerrilla bush war from the rebels of former Obotes government who were fleeing from NRA soldiers.

Nyakahondogoro caves strech out under the Bwahwa hill and over look Ibanda town, Mbarara,Kitagwenda, Kazo and Kiruhura districts and definetely gives one good company and make more  memories for a tour to this place. The air is fresh while the vegetation looks good and cool.

As one exists the caves, he or she sees another beautiful places of Kazo, Kitagwenda, Kashari,Kamwenge,Kiruhura and Rwampara. The inside milk pots  that were left inside the caves by the Bachwezi dynasty gives  one a good company to tourists.

Bwahwa hill where the caves  under the hiil whire the Bachwez are said used to grave their cattle at night and light fires.
