KABALE MAN STABS BOY TO DEATH

Police in Kabale are hunting for a man who disappeared after allegedly murdering a 17 year old boy.

The suspect Bahati Kwesiga a resident of Kaburara trading centre Mwendo parish Kitumba sub county Kabale district is alleged to have stabbed Segiyunva with a knife.

Elly Maate, the Kigezi region Police spokes person told www.mknewslink.com that the suspect met the deceased in a company of another person, drew his knife and stabbed him in the right side of the chest leaving him to die.

He added that Kabale police headed by District Police Commander Brian Ampeire visited the scene and took the body to Kabale referral hospital mortuary for postmortem as inquiries are initiated.

Maate confirmed that efforts to trace for the suspect and establish the cause of the murder are being made.

The case was registered at Kabale Central Police station on reference number CRB 131/2020.

KABALE STADIUM PUBLIC TOILET IN SORRY STATE

The only public toilet at Kabale Main stadium in Kabale Municipality in Kabale District is in a sorry state.

The public toilet serves over 100 locals especially Ballers, hookers, Christians during Conferences and Boda Boda operators from the nearby taxi stage and travelers.
The members of public pay Shillings 300 to access the public toilet.

Residents interviewed by our reporter expressed concern about their safety, saying the public toilet is in a very sorry state.

They observed that the area is likely to face cholera and dysentery outbreak due to the unfavorable conditions of the toilet.

They also said that the situation has been alarming especially when the stadium hosts functions..
They further complained about paying Shillings 300 to use such a dirty facility, saying it isn’t worth it.

The situation wasn’t any different with the public toilet at Kabale yard in Kigongi Ward Kabale municipality among others.

Kabale district has around 10 public toilets in the Municipality, but most of them do not have separate cubicles or space for women.

Andrew Beija, the Kabale Municipal Health Officer on A phone interview admitted the sanitation challenges, saying they are struggling to improve but noted that the toilet has an attendant responsible for its sanitation.

By the time of compiling this report, it was futile for our reporter to get a comment from an attendant of that public toilet because he was nowhere to be seen.

Kabale municipality is one of the municipalities that were gazzeted by parliament in 2000’s.

AUDITOR GENERAL’S REPORT EXPOSES OVER UGX 800 BILLION LOSS BY BOU IN 2019

A report from the Office of the Auditor General for December 2019 notes that Bank of Uganda lost more than ugx 800 billion last financial year.

According to the report, the Auditor General scrutinized the performance of government corporations and entities.

From the report, Bank of Uganda, Uganda Development Corporation (UDC) and Uganda Air Cargo Corporation are some of the entities that made losses.

The central bank in particular lost Shs 855 billion last financial year which contrasts sharply with the Shs 424 billion profit they registered in 2018.

Last year, Bank of Uganda asked Parliament to approve Shs 484.9billion to enable it recapitalize its operations, meaning they were running in losses.

Uganda Development Corporation made losses of Shs17 billion.

Uganda Electricity Generation Company, Uganda Property Holding and Civil Aviation Authority registered profits.

According to the report, other companies that recorded losses were Capital Markets Authority (Shs 43 million) and the NEC Tractor Project which lost Shs 380 million.

TWO CYCLISTS KILLED ON SPOT IN KISORO ACCIDENT

A fatal accident claimed lives of two cyclists at Muchingo village along Kisoro- Bunagana road on 23/01/2020 at about 1940 hrs.

The accident that involved motorcycles Reg. No UEL123S and UET684C Bajaj killed their riders.

The deceased are; Robert Harerimana a rider of  M/c Reg No  UET684C resident of Gahiza village,Buhozi parish in Bunsanza  Sub county Kisoro district and another rider of m/c Reg No UEL123S  whose identity is yet to be established.

Elly Maate, the Kigezi region police mouth piece told www.mknewslink.com that both cyclists died on spot.

He added that bodies were taken to Kisoro hospital mortuary for postmortem, motorcycles are parked at police and inquiries have commenced.

Local council committees in Kanyamabona and Katakondwa in Ishaka   Division Bushenyi Ishaka Municipality have requested government to give them security in their area.

This comes after recently a lady fell into the hands of criminals who raped her, then cut off her arm leaving her alongside the road in the midnight at Kanyamabona.

Residents around Kanyamabona say that this is not the first case on the same scene, revealing that last year the chairman LCIII from Mitooma Jackson Kaginda and a boda boda cyclist were both killed from the same place where a lady was attacked.

According  to  chairman Local council one Kanyamabona  cell Dezi Muramuzi ,Youths in the area don’t  want  to  work  but wake up  early only to abuse drugs ,play cards and  during the night, they start breaking padlocks to steal others people’s  property .

Speaking with Journalists at his home in Kanyamabona cell, Muramuzi advised people to ensure that they go back home early at night and deploy patrols as local councils in order to maintain safety.

He requested the government to provide the area with at least a police post such that they can be protected from such criminals.

NRM CONCLUDES DELEGATES CONFERENCE MEANT TO AMEND PARTY CONSTITUTION

NRM party today concluded the national Delegates conference held at Namboole stadium which was preceded by National Executive Committee and Central Executive Committee.

Over 15,000 attended today’s delegates conference which was meant to amend the NRM constitution to allow among others voting by lining up, appointing dates for NRM primaries.

NRM leaders at different levels from districts, parliament, ministers and NRM secretariat converged at Namboole today to discuss the above amendments.

From today’s national delegates conference, NRM members will know when they will vote for their flag bearers to compete with other parties in 2021 Feb.

Today’s national Delegates conference was second conference where constitution of NRM was amended. The first one was 2014 when the constitution was amended to appoint the secretary general, deputy secretary general, treasurer, deputy treasurer then the chairman electoral commission.

This was done to weaken John Patrick Amama Mbabazi who was then the secretary general since he had declared his interest to stand for president in 2016.

FORMER TANZANIAN PRESIDENT JAKAYA KIKWETE HAILS MUSEVENI FOR LIBERATING UGANDA

The former president of Tanzania from 2005 to 2016 has yesterday hailed president Yoweri Museveni for his efforts made to liberate Uganda from the former leaders.
Kikwete was speaking to thousands of NRM supporters from across the country who thronged at St. George’s demonstration primary play ground in Kagongo division, Ibanda district to celebrate the liberation day for the soldiers who fought the bush war that lasted for five years.
He noted that Uganda is peaceful under the leadership of Yoweri Museveni.
He revealed that he first met Museveni in Tanzania when he was a student at Dar-es-Salaama University and became his mentor with clean records.
Kikwete commended Yoweri Museveni that he has been a mentor to many presidents in the world and is still continuing to be his closest friend.
President Yoweri Museveni pointed out that Africa has become the origin of man in the history. The early man has contributed many things like fire, iron, crops, hand hoes that have developed Africans.
He asked the people of Ibanda and other areas to practice the modern agriculture by growing more produce for their homesteads and the surplus for sale in the markets.
“I urge you to grow more food but not only for stomach,” Museveni advised the residents of Ibanda district.
On growing food, Museveni said only 60% homesteads produce Bananas, maize, beans, but advised them to pull up their efforts to reach 100%
He commended the residents of Ibanda district for working hard by constructing the permanent residential houses and commercial buildings, and urged them to double their efforts to buy clothes and textiles for their families and educate their children.

CDC SELLS ITS DFCU SHARES TO IFU

British Fund Development Finance Institution (CDC) has sold its remaining shares in Uganda’s Dfcu Bank to a Danish Fund known as Investment Fund for Developing Countries (IFU)

CDC officially announced on Friday that it will be selling its entire 9.97% stake in Dfcu Limited (“DFCU”).

CDC made the initial investment in DFCU in 1964 as a founding partner to the bank.

It has over the years made a number of equity and debt funding advancements to the bank, which is now the second-largest in Uganda.

However, the British Fund started getting rid of its shares in the bank over the last six years – from 60% to 15% in 2013 and then to just under 10% in 2017

“Our partnership with DFCU has perfectly demonstrated our credentials as a provider of patient capital. And I am delighted that in IFU, we are passing the baton to a like-minded investor that, alongside Arise, the largest existing shareholder in DFCU, will be as equally committed to DFCU’s long-term stability and success,” said CDC’s Chief Executive, Nick O’Donohoe

“DFCU is now a stalwart of the Ugandan economy so we felt it was the appropriate time to deploy our capital elsewhere. Uganda is an incredibly important country for CDC and we look forward to the opportunity to reinvest the proceeds from the sale of our DFCU stake into other businesses here.”

KAMPALA PARENTS SCHOOL CELEBRATES PLE VICTORY

It was all joy and smiles as Kampala Parents School as administrators, teachers, students, parents and well-wishers on Friday gathered to jubilate the performance of the school in the 2019 Primary Leaving Examination (PLE) examinations that had all the school’s candidates pass to join secondary education this year.

The celebrations had gatherers enjoy eats, drinks, games and entertainment as the school that admits pupils from all classes of society remains one of the best performing in the country year-in-year out.

Young singer, Patrick Ssenyonjo aka Fresh Kid a pupil at the same school admitted on the compassionate grounds through the school’s corporate social responsibility, thrilled the guests with his songs.

Speaking at the thanksgiving ceremony held at the school’s premises in Naguru, Rev Canon Michael Mukhwana, the Vicar at St. Andrews Church, Bukoto said:  “It’s so important to celebrate the victory and any milestone we achieve in life but not forgetting that all successes come from the Lord.”

The reverend attributed the school’s performance to God’s intervention given that the candidates were presented to the Almighty before they sat for examinations.

They passed in Division 1 and Division 2. The school registered 172 First grades while 54 attained Division 2. 15 scored 4 aggregates, 16 had five aggregates and 22 candidates got six aggregates.

“I am so glad that the school could organize this thanksgiving for the children and parents to able to celebrate the victory that God gave them. It is very important that we celebrate our victory,” said Canon Mukhwana, who urged other schools to appreciate students who excel in academics and co-curricular activities to motivate others.

Rajiv Ruparelia, the school director, attributed the good academic performance to God’s great mercy, dedicated teachers, highly disciplined and God-fearing pupils and an enabling academic environment provided by the school where all facilities are available.

Rajiv urged the students joining Senior One this year to remain positive and keep the school’s spirit “You have embarked on a new journey. Keep yourselves positive. Keep the great KPS spirit and when you join your new secondary schools, keep all the positive things Kampala Parents’ School taught you. Go become a Kampala Parents’ School ambassador,” said Rajiv.

He also said the school would introduce more co-curricular activities this year.

He also appreciated the school Principal, Daphine Kato, teachers and parents for keeping it a top school in the country.

The new minister of local government Raphael Magyezi has assured residents of Kizinda town council in his constituency of Igara west that their town council will not be taken away by the ministry.

“Am now the minister of Local government, am in charge, Kizinda town council is not going anywhere,” Magyezi assured residents.

He said this yesterday while presiding over the end of under 17 tournament held at Kizinda play ground in Kizinda town council Bushenyi district.

There were rumors that Kizinda town council would be disallowed then taken back to Nyabubare Sub County but Magyezi came out clearly that it won’t happen.

He revealed the advantages of having a town council such as a government health centre III, secondary school among others.

The tournament was won by Kashozi and all the four final teams were given prizes by the minister.

HEAVY POLICE  DEPLOYMENT IN KABALE  AS FDC CELEBRATES 15TH ANNIVERSARY

Forum for Democratic Change (FDC) party members have held a public rally at Kabale main stadium in Kabale municipality Kabale district amidst heavy police deployment.
Dozens of police officers on foot and motorized patrol deployed this morning at Kabale main stadium to disperse FDC members on allegations that the organizers did not get clearance from the inspector general of police Martins Okoth Ochola.

The public rally was an attempt to celebrate the party’s 15th anniversary. FDC marked 15 years in existence on December 16, last year.

A group of FDC leaders in Greater Kabale led by Jack Sabiiti, the former Rukiga county Member of Parliament, Lydia Turyahumura, the Kabale District FDC Chairperson, the Buhweju Member of Parliament Francis Mwijukye, Dr Nicholas Kamara aspirant Kabale Municipality Member of parliament 2021, and other leaders were meant to address their supporters at the rally.

Brian Ampeire, the Kabale District Police Commander, said that the deployment was aimed at ensuring peaceful Rally and to respond to emergencies.

Party members in Kabale had planned to hold district belated celebrations of the party’s anniversary but police blocked them to access the stadium until the Buhweju Member of Parliament Francis Mwijukye reported in the district.

Mwijukye who presided over the event at Kabale main stadium in Kabale municipality said that the freedoms largely enjoyed by Ugandans today have come from the pressure FDC and its leadership has put on the rulling government.

He also stressed that their the function was done forcefully and Condemned police for always interfering with their activities, even when the party follows the law to hold assemblies as prescribed in the Public Order Management Act (POMA).

“I don’t understand why Mr [president] Museveni is moving around the country and we cannot. We cannot meet and yet we have a schedule that we have to follow ahead of our nomination in August. So how do we mobilize our own people if we’re not allowed to meet? This is very unfair,” Mwijukye noted.
While speaking to the media after the function, Mwijukye said that celebrating 15 years will aid party member to look back at the journey which the party has made, then bring memories of agony and ecstasy.

KEBISONI TOWN CLERK, TREASURER ON SPOT OVER MISSING FUNDS

The Rukungiri district local government public accounts committee (PAC) has tasked the town clerk Kebisoni town council Charles Najunwah and treasure Kenneth Byaruhanga to account for Ugx 50 millions that was meant for the construction of an administration block.

The two were tasked after they failed to explain the expenditure of this money forcing the committee members to exchange hot words a thing that made the town clerk to vacate the meeting room.

Kebisoni town council was created in 2016/17 financial year and given 100 millions as startup capital of which Ugx 50 million was to construct an administration block.

Since its creation, the town council has been operating in a small sized administration block that was constructed by Kebisoni sub- County.

Wilson Kamukungu, the committee chairperson said that the administration block is not on ground yet it is documented adding that as the committee they very much want to see the building.

Kamukungu told www.mknewslink.com  that the town clerk presented documents explaining the existence of a ghost administration block to the office of chief administrative officer last financial year.

He added that this prompted the councilors representing the town council in the district council to call for assistance from this committee (PAC).

Leonard Tiberondwa, councilor representing Kebisoni town council in the district council told our www.mknewslink.com  that he was surprised after seeing the chief administrative officer informing the district council that Kebisoni town council had finished constructing an administration block yet it was not on ground.

However, the town clerk did not comment much on this issue but said that he was going to ask former town clerks since he was not yet posted there by that time.

SUSPECT FAINTS, DIES IN VILLAGE COURT IN KISORO

A 64 year old suspect in Kisoro district yesterday fainted and died on spot during a community policing conducted by police.

The deceased Madame Robinah a resident of Ndakirye Village,Rwaramba Parish, Nyakinama Subcounty, Kisoro District was accused of assaulting her daughter in law Keren Uzamukunda of the same address.

The OC Nyakinama Police Post CPL Kyazike Esther decided to conduct policing in order to mitigate the way forward in the case.

According to Elly Maate, the Kigezi region police spokesperson a team of police detectives visited the scene and recorded statements from witnesses.

He added that the body was taken to Kisoro hospital mortuary for postmortem and inquiries have been instituted.

The minister for labor in the Forum for Democratic Change FDC Habibu Buhembo has cautioned Ugandans against fear in their hearts if they want to be successful in this country.

Buhembo was speaking at the 15th birth day for Forum for Democratic Change held at Rwakashoma play grounds in Kizinda town council Bushenyi District.

He cited out bringing financial debates on parliament, fighting for peace and unity as some of the areas that FDC has already tackled adding that Ugandans should stop being fear creators.

Buhembo who was the chief guest said Ugandans should first know where they came from and where they are heading with the party which is ruling them now.

RUKUNGIRI RDC WARNS CONTRACTORS OVER SHODDY WORK

The Rukungiri district leadership has launched a UGX 27M project for the construction of a primary school in Nyarwimuka Parish Ruhinda Sub County Rukungiri District.

The groundbreaking ceremony was presided over by Rukungiri District Resident Commissioner Dan Kaguta at the site in Kafuka village. The construction works were contracted to Kinombe Nyaruzinga Construction Company limited.

RDC Kaguta warned the contractor, against doing shoddy work and asked them to give value for money.

He also asked the contracted company to follow bills of quantities (BoQ) during this construction process and don’t be tempted to work against them.

Africano Kitooma, LCIII chairperson Ruhinda sub- County asked the residents and leaders to selflessly guard and monitor this project since it is for their own benefit.

Elias Byamungu, the Rukungiri district Chief Administrative Officer cautioned the contractor to grant workers some time to visit their families to avoid them involving in irregular affairs with area residents.

The project will run for 3 months and Eng. John Mugisha of Kinombe Construction Company promised to kick off the works with immediate effect and undertook to deliver quality work.

SHEEMA: WOMAN, CHILDREN ARRESTED FOR STEALING NEIGHBOR’S PROPERTY

Police in Sheema district have arrested four family members for stealing neighbor’s house property.

Robinah Twinomugisha 52 years a resident of Nyakashambya cell , Sheema Central division in Sheema municipality was yesterday arrested with her son Govin Beinomugisha, daughter Jenina Ninsiima and daughter in law Scolla Kemigisha a wife to Govin on allegations of stealing house property.

DPC Sheema district Scovia Birungi told www.mknewslink.com  that the four named above were found with laptop, television,  mattresses, cupboards and other household property which they stole from Benson Tayebwa one of their neighbors.

Birungi added that Twinomugisha stole these items when she had just returned from Nyamushekyera prison over murder cases.

135 PUPILS TO GET AWARDS FOR GOOD PLE PERFORMANCE IN NTUNGAMO

A total of 135 pupils in Ntungamo district will be recognized and awarded for their outstanding performance in last year’s Primary Leaving Examinations (PLE) as one way of encouraging better performance.

Four best PLE candidates for 2019 from each subcounty, Division and Town council within Ntungamo district will receive assortment of prizes including mattresses, basin, pens, books, mathematical sets and sanitary pads for girls courtesy of Ntungamo District Woman Member of Parliament Beatrice Rwakimaari.

These were selected by the office of the District Education officer, Ntungamo based on the Uganda National Examinations Board (UNEB) results with few selected from Municipality and the rest from the district.

The awards code named Best PLE Performers Award 2020 has been in existence since 2001.

According to Hon Beatrice Rwakimaari the recognition and award is a move to motivate pupils particularly those below candidate classes.

Speaking to the media ahead of the event scheduled for Thursday 30th, January 2020 in the district council Hall at 9:00am, Hon Rwakimaari said that the move is aimed at reducing the burden on parents.

She said the donation will ensure that every child reports to school promptly.

Out of 9839 candidates who sat for last year’s PLE, 1056 passed in division one, 5094 in division two, 1918 in division three and 1072 in division four, 608 were ungraded while 91 failed to turn up.

In the just released PLE results Ntungamo Municipality was ranked one of the best performing municipalities in the country and Ntungamo District at 49th position.

The Ntungamo district Education officer Atamba Peace lauded the lawmaker for the initiative that will help many parents and guardians on scholastic materials.

OPINION: UNEB SHOULD FIX EXAMINATION SUPERVISION CHALLENGES

As we all know, the Uganda National Examinations Board (UNEB) is entrusted with the exercise of testing and measuring the quality and quantity of knowledge and skills by individual learners usually upon successful completion of a given level of education cycle.  In spite of the challenges, which I and others have pointed out before, UNEB has admirably done a commendable work. In fact let me congratulate UNEB for going through last year national examinations successfully with minimal examination malpractices compared to the past years. The innovations that were introduced including random numbers to ensure no detection of the school EMIS number and registration ensured there is no bias in the marking system. The high level of vigilance ensured that exam papers couldn’t leak.

With these visible and notable improvements, UNEB should not relax. There are still other areas of concern that can be fixed to ensure threats to the integrity of the examination system in Uganda are dealt with once and for all. The good thing is that UNEB is aware. In fact the UNEB Chairperson Prof Okwakol acknowledges the problem of bribing scouts and other officials like invigilators by the head teachers and school directors so the candidates can receive external assistance from their teachers. But I wonder whether UNEB is prepared to tackle the problem by identifying the root cause? I think this problem majorly stems from the lack of transparency by UNEB in the appointment of scouts, invigilators and district monitors. This lack of transparency can even be seen from the UNEB website. For example, the UNEB website does not provide much information as regards to how it functions. There is no exam supervision manual. There is hardly any information showing how district monitors, supervisors and invigilators are appointed. The website is also lacking on feedback look or a testimonial section and therefore does not benefit from feedback from many visitors that could have helped in improvements of their systems and processes.

Exam supervision is a position of trust. A supervisor must possess the qualities of integrity and vigilance to conduct the examinations in exact accordance with the rules and regulations. The rules ensure each candidate who sits an exam sits under equal conditions as other candidates. The purpose of exam supervision is to ensure that all candidates are under active surveillance for every moment of the examination. However, these have been established on paper and as already cited above; reports of bribing scouts and invigilators are common knowledge. Several supervisors have been used in malpractices in national examinations across the country and unfortunately, the majority of these walk free without anybody raising a finger at them including UNEB, the national examination managers. There are also reports that invigilators defy the stipulated procedures; appearing to the examination centers late, reading newspapers/books during examination session or abandoning the exam room for conversations with other teachers.

This has tempted candidates to get involved in examination malpractice tendencies such as copying or reading from fellow candidates’ scripts or from other unauthorized sources.

Over the past few years, UNEB has emphasized the importance of inspectors of schools as a key pillar in the fight against examination malpractice but facts on the ground indicate that it may not be working. School inspectors are not recommending field officers of integrity to supervise exams. They are instead appointing their friends, relatives and those who bribe them. They don’t inspect examination centres periodically and the stories generally about how distributors, supervisors and invigilators are recommended to UNEB are sickening. While UNEB recommends schools to have their gates open during the examination period, but many schools don’t. Teaching during the examination time is still going on. That is why there are reports of pupils answering in a funny way because the fake examinations that circulated apparently were taken seriously by some teachers who confused pupils.   At times these inspectors of schools are compromised by head teachers and school directors to post ‘favourable’ invigilators to allow exam cheating to take place in broad light. This is probably why at times supervisors are deployed to an examination centre for more than 2 consecutive times. Such occurrences culminate into the greatest threat to the validity and reliability of any examination which eventually undermines the goal of education of the country.

What should be done?

First, ensure transparency in the recruitment of district monitors, scouts and invigilators. This will ensure that well-experienced professionals (scouts) are hired to manage the UNEB examination system. Second, there should be impromptu visits to examination centres by senior members of the UNEB board to check if exams procedures are well operationalized. I would like to see the Minister of Education and Sports and her team of state ministers getting involved in these impromptu visits as well. Third, rethink the role of the inspectors of schools in the UNEB examination management system – I propose a professional committee charged with recommending people of integrity to work as supervisors be put in place and the Inspector of Schools acting as Secretary. And fourth, UNEB could conduct an integrity test for those recommended to be district monitors, scouts and invigilators. An integrity test is a specific type of personality test designed to assess an applicant’s tendency to be honest, trustworthy, and dependable.

CROCODILE INJURES 14 YEAR OLD BOY IN RUKUNGIRI

A 14 year old boy is admitted at Nyakibale hospital in Rukungiri municipality after he was bitten by a crocodile last week.

Glorious Tugumisirize, a resident of Kyabahanga cell, Bwambara parish, Bwambara Sub County in Rukungiri district says that his son Armlet Gumisiriza 17 years; a senior two student at Bwambara secondary school was bitten by a crocodile on 21st this month when he had gone to fetch water.

He was saved by a passerby when the he made an alarm. Tugumisirize is now wondering whether she will get the money to clear hospital bills.

Dr. Hope Atuheire who is working on the patient said he’s hopeful that the boy who was in comma by the time he was brought to hospital will be fine.

Dr .Hope confirmed to www.mknewslink.com that despite the boy having bruises on thighs and on his back, his backbone was not affected.

Meanwhile Gerald Ategyeka the in charge Uganda Wildlife Authority for Ishasha sector has blamed residents who knew earlier about the presence of crocodiles but were reluctant to inform them.   He however said he is going to visit the family at the hospital and he is connecting with his bosses to see how they will sort hospital bill.

He added that UWA will still go to Bwambara to trap these crocodiles in some days to come.

MAN ARRESTED FOR SODOMISING MINOR IN KANUNGU

Police in Kanungu have in custody a 25 year old man alleged to have sodomized an 11 year old boy.

The suspect identified as Saidi Muhammad is a resident of Zoroma Kiriga in Kambuga Sub County, Kanungu district.

According to the officer in charge of Kambuga police post Innocent Ayella where Said was first confined, the suspect met the minor on his way home, enticed him with 2,000 shillings, before committing the heinous act.

The minor told his parents immediately when he reached home and they ran to Kambuga police post to report and file the case.

Investigations into the matter are ongoing at Kanungu central police station.
