NAKALEMA INVESTIGATES KASEKENDE, TWO CITY LAWYERS

www.mknewslink.com

In Kampala

The head of State House Anti-Corruption Unit, Lt. Col. Edith Nakalema is reportedly investigating outgoing Deputy Governor Bank of Uganda, Dr. Louis Kasekende, plus a host of other top officials and two city lawyers.

According to a source, the investigation concerns Shs478 billion. Auditor General, John Muwanga in his special audit report of the said amount discovered that only Shs200 could be explained how it was used while the balance of Shs279 was unaccounted for.

This website has also learnt that Col. Nakalema and her team are also interested why BoU allegedly paid over Shs20 billion as legal fees to two city lawyers. The lawyers are David Mpanga of A.F.Mpanga and Bowmans and Timothy Kanyerezi Masembe of MMAKS Advocates.

It is alleged that BoU recently released Shs4 billion as part of the balance on Shs20 billion to the lawyers. However, what is intriguing investigators is why paying that entire amount to the lawyers and yet some of the cases are jointly handled by BoU own lawyers.

Col. Nakalema is also reportedly investigating how old currency that is supposed to be destroyed is smuggled out by BoU officials who again return it into circulation.

“We want to establish whether they deserve that money or it is was a conduit whose other aims aren’t known to the public. Nevertheless, our team will find out” said a security source.

The investigators are also accessing the wealth of the top directors to establish whether their assets resonate with their declaration at the Inspectorate of Government.

Last year as the IGG intensified her investigations of toe top gurus at the central banks,  a  leaked document indicated that Dr. Kasekende had transferred 12 plots of land into the names of his driver Moses Musitwa in an effort to dodge the scrutiny of the Inspector General of Government (IGG).

The IGG among other mechanisms used the Leadership Code Act 2002, to catch senior public officials who may have involved in corruption to grow wealth. The officials are required by the Act to declare their properties for purposes of accountability and transparency.

Other directors of interests at BoU are director legal affairs and director banking.

Meanwhile www.mknewslink.com  has learnt five other directors at the bank whose contracts expired or are about to expire will not have them renewed. A source at the bank said this was part of the recommendations from earlier investigation to the appointing authority to retire senior staff at BoU in public interest due to the rampant corruption, overstay but above all, the bad publicity such officials have attracted for the central bank. According among the directors affected are those of legal services, human resources and director Financial Markets Development Coordination (FMDC).

The source further revealed that in less than a month, the governor will also make a shakeup of his troops to replace those that have retired but also make changes as recommended in the earlier report. According to the BoU HR script, the governor is entitled to making changes up the director level while the positions of governor and his deputy are reserved for the president. The changes are also expected at the board level.

This is a second time in less than a year that State House Anti-Corruption Unit is cracking a whip at the central bank.

A whistleblower informed the unit about loss of huge monies getting lost at Entebbe International Airport upon arrival from German where the said cash had been printed. Uganda’s currency, the shilling is printed in German.

Sources then revealed that about two months ago, a team from Bank of Uganda was dispatched to travel to German aboard a chartered airplane to ferry the printed cash to Uganda and upon reaching German, the Uganda team that was led by a one Dr. Barenzi who is the deputy director in charge of operations. Dr. Barenzi represented Charles Malinga Akol, BoU’s Executive Director Operations who was on leave to ferry the money.

As the saga unfolded, Mr. Malinga with a host of other BoU employees were paraded at Anti-Corruption court and charged with negligent of duty, they were remanded but later granted bail.

This website last year reported that BoU officials at their Mbale currency had been arrested with huge sums of money in sacks and yet the money was supposed to be destroyed.

Inside sources told www.mknewslink.com then that the scheme of smuggling out old notes had gone on un-noticed at all the currency centres for a while as it involved big shots at the bank.

DFCU CALLS FOR CRISIS MEETING OVER DEPARTURE OF MINORITY SHAREHOLDERS

DFCU Bank is yet embroiled in another crisis after the Bank’s minority shareholders asked the top management to source for an investor to buy their stake since they are no longer interested in the business.

An official in the bank who spoke to this website on condition of anonymity because he isn’t authorized to speak to the press, revealed that over the weekend DFCU Managing Director Mathias Katamba held a crisis meeting with his predecessor Juma Kisaame and lawyer David Mpanga who designed a plan to take over Crane Bank.

“Among the issues discussed are; the pull out of minority shareholders, downsizing of the business, crane bank and Katamba’s ambition for Bank of Uganda top job,” said a source on Monday morning.

Katamba as the MD of the business told Mpanga and Kisaame that unlike them he has a future ambition of working in Bank of Uganda either as Deputy Governor or Governor.

“Therefore Kisaame and Mpanga should better handle their mess with BoU since they were at the center of Crane Bank acquisition,” added a source.

Katamba plainly said he will not involve his face in a matter that he never participated in which he believes could dent his image at some point when he quits DFCU.

Succumbing to Katamba’s pressure, Kisaame and Mpanga contacted Bank of Uganda director of legal Margret Kasuule who is perceived as their ally.

“The purpose was to inform her to find a way of handling Crane Bank mess once and for all since the illegal purchase has been haunting DFCU management as it continues to lose business, reputation and clients,” said a source.

Ms Kasuule is currently on leave, she promised to begin documenting legal files that will legitimize/cover up Crane Bank sale and also end the crisis DFCU has been once she resumes duty next week.

Also DFCU management discussed a possible downsizing of the business by closing a number of branches across the country as a means of cutting costs.

Katamba reportedly told the weekend meeting that because the minority shareholders are quitting the bank, its imperative for DFCU to begin a strategy to restore trust both on their shareholders and clients by plugging all the loopholes first forward by tackling the issue of Crane Bank.

It must be remembered that last year, DFCU returned buildings which formerly belonged to Crane Bank that the bank had occupied falsely.

This website has learned that in the process of downsizing DFCU has planned to lay off 20% of the workers who will be labelled unemployed.

This development further threatens the future of DFCU after one of their biggest shareholders Commonwealth Development Corporation (CDC) Group last year pulled out their investment from the bank.

Whereas CDC couldn’t give a valid reason for quitting the bank, source say their departure stems on the decision to acquire DFCU which the investors vehemently protested.

OPINION: THE MIGHT NRM DELEGATES CONFERENCE SHOULD ADDRESS THE “WE ARE DIRECTED” SYNDROME!

In Bushenyi

My evening!!Yesterday was brightened by a round table corporate discussion on politics in our country and zeroed more on my district. The analysis went deeper in the NRM primaries ahead and how meaningless they would appear if the “we are directed” syndrome is not addressed.

My elite contribution based on the key election fundamentals as well as the constitution almost attracted me canes as colleagues urged that this NRM.

With a lot of consternation, I looked at the level of hopelessness already in our minds being expressed early and wondered whether we are children of a lesser God that we have no ability to shape our own politics.

The entire discussion was occupied by “NRM will direct who should occupy which seat”. “……has support from all over but we have the victory as long as “He” directs”!! Typical African.

Comrades ladies and gentlemen, we can never have better leadership if we continue being stuck in the status quo. Times have changed and our people must be left to exercise their right of choice for they know who they are and what they are going through. Allow new entrants to present their manifestos and incumbents who are still interested to personally account based on their previous promises.

Open the space for each to reach out to the people and let the people decide on who to lead them as per Article 1 of the constitution of our country.

The already paraded pesterers in the game should lay down their tools for all we need are better leaders chosen out of will.

For those moving to the NRM delegates conference at least for once make a difference. It’s not a platform for clapping and singing; it’s a platform for meaningful engagement on issues that can better our country and in particular put the party in order. Address the issue of directing. Let there be uncensored participation and let the space be open to all NRM members within the party.

The party actions will most likely shape the direction of forthcoming general elections and so everyone within the party must trade with care for the good of our country during this period.

Bunyoro Kitara Kingdom’s royal Samuel Nyaika is demanding for compensation from the Administrator General of Uganda for not benefiting from the share which was left by his father Sit Tito Winyi.

Nyaika says that in 2013 he sued the Administrator general, His royal highness Solomon Gafabusa  Iguru the Omukama of Bunyoro Kitara kingdom, Godfrey Magezi Kwirigira and Komukyeya Doreen the Estate administrator Musa Rugaba accusing them of conniving with administrator General’s office to get the power of attorney to manage the Kingdom’s properties without his knowledge and yet is supposed to know as a member of the royal family.

Nyaika adds that the Administrator General has been mismanaging Bunyoro’s restituted properties by giving them to a few individuals without giving accountability, the will and the inventory and yet there are people who have the letters of administration and are supposed to be contacted first.

He also accuses the Administrator of not fulfilling his duties explaining that when his father Sir Tito winyi died, the Administrator General was supposed to take care of his life, accord him good education, feeding, among others but all in vain.

Nyaika says among the estates which were mismanaged is the one square mile of land located at Kyesiga in Bugahya county Hoima district. He says that the land was allocated to an individual who is not a member of the royal family and yet it is a kingdom’s property which is supposed to benefit everyone in the royal family.

He adds that he has never benefited from any property left by his father Sir Tito winyi and yet he is supposed to.

He says that he wants the Administrator General to compensate him for the damages and the losses he has incurred adding that it is only him who has been affected but also the other family members.

He explains that he went to court such that it can determine what should be paid to him saying that right now he cannot determine the amount he is supposed to be paid since it is a lot of money and it needs time to determine it.

According to Nyaika, he filed the case in 2013 in the family division at the high court in Kampala but it was transferred to Masindi high court on Omukama’s request.

Yesterday the case was supposed to be heard by the Masindi High court  resident  judge, Paul Gadenya Wolimbwa, but none of the accused  surfaced in court which forced the judge to adjourn the matter to 24th/February 2020.

Nyaika was flunked by his sister Joan K Gafabusa to court. Gafabusa  told our reporter that on the 22nd of  June2019 three people from the royal family including; Solomon Gafabusa Iguru the Bunyoro’s king, Joan K Gafabusa and Harrison Kintu Gafabusa  secured letters of administration which will help them administer all Bunyoro’s restituted properties.

She adds that no one in Bunyoro has authority to sell any kingdom property without their consent.

She also warns residents of and nonresidents of Bunyoro to stop involving in any transaction of the Kingdom’s property without consulting them.

Bank of Uganda (BoU) has dropped David Tibamwenda a son to the Director of Human Resource of Bank of Uganda Dr. Jan Tibamwenda.

Tibamwenda junior (David) who works with DFCU bank had recently participated in the ongoing recruitment exercise of 40 banking officer’s jobs in Bank of Uganda. The recruitment though undertaken by a hired firm was and is supervised by Dr Tibamwenda.

When media broke the story recently, the public expressed anger complaining that Dr. Tibamwenda is caught by conflict of interest to be supervising an exercise where his son is competing with others for a job causing the bank to drop him.

The Bank has also dropped Agaba Moses Edmond son of Charles Mwesigwa a retired BoU deputy Director in the department of procurement.

Issues were raised over the qualifications of the two sons of the Bou directors although Kelvin Kizito Kiyingi the BoU deputy director of communications told the www.mknewslink.com that they possessed the required qualifications.

Indeed the two appeared on BoU‘s long list from which a shortlist has been made and their names are missing which confirms that they have been dropped.

Kiyingi has also denied allegations that other directors had sneaked in their children in the recruitment.

Kiyingi also explained that some applicants who were called to the Human Resource department were to present their academic documents for vilification.

Some members of the public have demanded to look at the list of the successful candidates to confirm whether Bou directors and bosses will recruit their children or not.

We are waiting for the successful candidates to see if they are children of the BoU directors” a parent stated.

“We are yet to establish the exact number of pigs that have so far died in the past one week, the disease has also been reported in neighboring districts of Kabale, Rukiga and we are working jointly with authorities to contain it,” he said during an exclusive interview with our reporter over the weekend.

He said the disease is dangerous since it causes sudden death of the animals.
Dr.Ninsiima explained that, an infected pig shows signs of high fever, loss of appetite and labored breathing.

“Between two to three days, the animal completely loses strength to stand due to paralysis in the legs,” he added.

He said that they have deployed a surveillance team of veterinary extension workers to sensitize the affected communities.
John Rwebitooga, one of the affected farmers in Bwambara Sub-county, he has lost 49 pigs in a three days time warning fellow farmers against letting their pigs wander from village to village because they may contract the disease.
