In Masindi

Cosmas Byaruhanga , the Masindi district LCV chairperson and his brother Fred Bahemuka have been dragged to court for fraudulently acquiring over 20 acres of land from one William Bitamazire a resident of Balyeijukira Village in Bwijanga Sub County Masindi district.

According to Bitamazire, the duo rented 8 acres of land in 2014 with the aim of planting sugar cane for three harvests at a fee of 5 million Uganda shillings and the contract was to expire in 2017.

Bitamazire adds that when their contract expired in 2017 the duo refused to vacate the land. He also adds that by that time he had acquired a loan worth 5 million Uganda shillings from centenary bank and he had mortgaged 16 acres part of the land he had rented out to the Cosmas Byaruhanga and his brother.

He says he cleared the loan in 2017 and there is no one demanding him at all adding that he is wondering to see  his 16 acres of land and more 8 acres being bought by Cosmas Byaruhanga and his brother Fred Bahemuka.

He also accuses Byaruhanga of conniving with centenary bank to also attach other 8 acres of land which was not part of the land he rented out to Byaruhanga nor the land he mortgaged to centenary bank.

He explains that in April 2019 he sued Masindi centenary bank Masindi branch for illegally selling his land measuring 24 million at a fee of 20 million without his knowledge and yet he had no debt with them.

According to the land sale agreement seen by our reporter, Centenary sold the land with all the developments including the house mortgaged by William Bitamazire to pay the outstanding loan arrears which had accrued from the 5 million loan he had acquired from centenary bank Masindi.

But Bitamazire maintains that the 8 acres of land which was included on the 16 acres he mortgaged in centenary bank was not part of it. He says that was where his house was and his gardens.

He says right now he has nowhere to sleep, he has no food and yet he has a family of over 20 people.  He also explains that his 2 acres of banana plantation were destroyed and his residential house demolished.

He adds that through his lawyers of Luzige,Lubega Kavuma & CO Advocates dragged  Cosmas Byaruhanga, his brother and centenary bank to court in March 2019 such that court could compel them  return his 24 acres of land which were acquired fraudulently also pay the losses he has gone through.

Biatamizire adds that in in October last year Masindi grade 1 magistrate first referred the matter for mediation but it never materialized since Cosmas Byaruhanga and his team never turned up.

Today the case was supposed to take off at Masindi grade one’s court but it never preceded since the magistrate wasn’t around. The clerk told the two parties to come back to court on the 17th oMarch 2020.

When contacted the LCV chairperson Masindi district Cosmas Byaruhanga explained that he is an innocent man but what he knows is that his brother bought land which was in the bank.

Ruharo heifer project SACCO members gave an ultimatum of one week to SACCO board to reveal how the 380million were swindled.

The SACCO members under their pressure group “Save Ruharo Heifer Project SACCO Forum” spearheaded by their chairman Aloysius Nshemereiewe yesterday in a meeting held in Ruharo trading center in Bushenyi- Ishaka municipality passed a resolution that the board comes out and tells bank members how the money was swindled.

Aloysius Nshemereirwe blamed boarder member for their arrogance which led to the collapse of SACCO worth 400million.

At the time of collapse, the SACCO had opened a branch in Nkanga, Kizinda town council Bushenyi district.

In 2013 president YK Museveni refinanced the SACCO with 120 million but to a surprise, the SACCO has only 178,000 shillings on their current account, 120 million as bad debts and 29 million as running debts

On 6th January 2020 SACCO member had a meeting with Bushenyi-Ishaka legislator Hon. Gordon Arinda Cowboy who said that the SACCO is a presidential project so he can’t keep quiet while the project is collapsing.

The former Vice Chairman of the SACCO Alex Nampa who led the SACCO for two terms said that the SACCO had 380 million on the account when he was still in office but one year later, the account had reduced to180 millions.

He added that the then manager of the SACCO Aurelian Byarugaba had swindled 170 million.

He was arrested and taken to anti-corruption court, he was later released but members were not highlighted on where the case ended from yet the losses in the SACCO are still accumulating.

Our efforts to get a comment from the current board members and management were futile as they harshly refused to talk to our reporter

JANET EXPLAINS WHY UNEB IS TO RELEASE PLE AT KAMPALA PARENTS SCHOOL

The Minister of Education and Sports Janet Museveni has explained to Parliament why her Ministry together with Uganda National Examination Board (UNEB) reached a decision to release Primary Leaving Examination (PLE) results at Kampala Parents Main Hall on Friday (Tomorrow).

An earlier communication by UNEB indicated how the event will be hosted at a school which is owned by businessman Sudhir Ruparelia.

Janet was tasked to explain on Thursday by Budiope West legislator Robert Musoke who queried the sudden change of venue from President’s office to Kampala Parents.

The first Lady, flanked by her junior ministers; John Chrysostom Muyingo (Higher Education), Rosemary Seninde (Primary Education) and Hamson Obua (Sports) was appearing before the house committee on education and sports to present the Ministry’s budget frame work paper for 2020/2021.

She told the MPs that the change of venue was caused by the damage of Air Conditioning system at President’s office hall which as a Ministry they think wouldn’t be convenient to host people in such an environment.

But at the same time, the Ministry wasn’t willing to pay for a venue anywhere in Kampala to release the results and that is how they found Sudhir’s school which has offered them a free space to conduct the exercise.

“Kampala Parents is a primary school it doesn’t charge us; we are paying anything to release the results there.

“We normally use the President’s office hall because we are strictly not willing to pay for halls when we have government halls. But it has had problems with its air conditioning and we can’t put people in a place that has no fresh air. So we were looking for other place where we can go and yet not pay that is how we got into Kampala Parents.

I don’t know the difference in government schools or private schools if we are not paying for our being there.

Members of Masindi District Youth livelihood Support Cooperative are unhappy with the president for failing to fulfill the pledge of 30 million he promised to channel to the cooperative.

In May last year during his tour in Bunyoro sub region, President Yoweri Museveni  promised to support Masindi District Youth livelihood Support Cooperative  with 30 million Ugandan shillings but up to today nothing has ever been seen.

Speaking to journalists on Wednesday at Masindi district local government headquarters, Joseph Wamani Ogaino the district male youth councilor also the youth cooperative’s chairman noted that following the delay, they have decided to write to the Resident District Commissioner Masindi, Godfrey Nyakahuma, requesting him to remind the president to effect the pledge.

He said that several attempts have been made through other relevant authorities like the district chairman Cosmas Byaruhanga and other state house officials but all in vain. He added that they want the money to come and be put into proper use such that the youths can also benefit.

He also said that in case the pledge is not affected it may cause political confusion amongst the youths in the district.

He also said that Balamu Barugahara also gave them Ugx 5 million prior to Empango celebrations adding that they used the money to open 10 up acres of maize at Kihonda demonstration farm in Pakanyi Sub County. He added that the maize is ready for harvesting.

Bunyoro parliamentary caucus has warned Masindi district local government leadership against internal fights.

The warning was made on Wednesday by the chairperson Bunyoro Parliamentary caucus also Bulisa county Member of parliament, Stephen Birahwa Mukitale, during a press conference at Kolping hotel in Masindi town.

He explained that the internal fights amongst Masindi district leaders will take it nowhere but impact negatively on the local people.

He advised the leaders to concentrate on discussing matters which will move Masindi forward and desist from fighting over irrelevant things.

He explained that there should be togetherness between the sub county, district leadership and the Bunyoro parliamentarians if Masindi district is to achieve big from government.

For the last three years Masindi local government under the leadership of Cosmas Byaruhanga has been embroiled in fights between the RDC’s office, Bunyoro affairs minister, Ernest Kiiza, the district council and the chief administrative officers.

Cosmas Byaruhanga, the chairperson LCV has always been accusing the RDC Godfrey Nyakahuma and the state minister for Bunyoro affairs, Ernest Kiiza of dividing his council.

Two months back Byaruhanga survived an impeachment which he attributed to the RDC’s office and the Bunyoro affairs minister. The district councilors wanted to impeach their chairperson accusing him of incompetency, abuse of office, corruption, implementing unlawful orders among others.

Masindi district chairperson has for several times tried to convince the district council to recommend for the transfer of the RDC but nothing has materialized.

Last year the same council passed a resolution recommending for the transfer of the then chief administrative officer, John Nyakahuma and recommended for the closure of his office which was implemented by the district chairman.

The office was opened with a court order which John Nyakahuma the then CAO secured from Masindi grade 1 magistrate. The fight resulted into the transfer of the CAO to Gomba district who was replaced by Yiga Mukasa from the same district.

Since this term began in 2016 Cosmas Byaruhanga has worked with four chief administrative officers.

Torrential rains and the poor mechanical conditions of the road maintaining equipments have left roads in Rukungiri district impassible.

This was revealed by the Rukungiri district roads and bridges committee chairperson Hon. Fred Turyamuhweza during the roads tour across the district.

Hon.Turyamuhweza’s comment comes after a section of residents from the sub- counties of Buyanja, Nyakishenyi, Bugangari, and Nyarushanje started threatening to stage peaceful demonstrations protesting against the poor conditions of the roads in their areas.

Hon. Turyamuhweza, the Member of Parliament Rujumbura County said that the road maintaining tractor has been down for two months and currently it is in Kampala being worked.

He also added that being a rainy season, it becomes difficult for the district to maintain roads across the district.

Rukungiri district has a road network of over 6000 Kilometers, only 100 kilometers is tarmac and the rest is murram that needs to be maintained after every financial year but due to financial hardships some even take 2 years without maintainance.

Some of these roads are maintained by Uganda National Roads Authority, others by the district and the rest by sub- counties but worst of all the conditioned roads are those that are maintained by Uganda National Roads Authority and the district.

Some of the worst conditioned roads are Kisiizi- kabisoni road that stretches from deep Rubabo to Rukungiri- Ntungamo highway, Rukungiri district- Kanungu road, Rukungiri town – Bwambara sub- county road among others .All these are maintained by both Rukungiri district local government using road funds and Uganda national roads Authority.

Alison Abenabo Twine of Uganda National Roads Authority Kabale station told our reporter that as a responsible body, they are aware of these roads saying that they had maintained some but due to heavy rains that were characterized by strong runoffs, the roads were made impassable.

She added that for Kisiisi- Kebisoni road the contractor is already at the site and maintaining process is in progress and rest of the roads are to be worked upon in the coming financial year

Panic has accumulated among residents of Ndorwa West in Kabale District after three of their colleagues were arrested in Rwanda.

Gordon Tugumisirize son of Bazunanurwa ,Zabulon Komunda son of Mbonabukya and Ms Simpi Beauty all from Bwaya village, Bulamba Parish, Rubaya Sub county Kabale district were arrested by Rwanda security officials on January 13 on Monday at around 11:00am.

It is said that the affected people crossed to Rwanda through one of the porous border points in Rubaya Sub-county to sale off their sorghum.

Relative to one of the affected people who preferred anonymity said that these people had taken sorghum to Kivuye market on Thursday after they had learnt that Rwanda and Uganda border is open.

They are currently arrested and detained at Kivuye Police Station in Rwanda.

Rubaya Sub-county chairperson Canon Enock Kazooba said that the arrest of the three Ugandans in Rwanda has increased fear among locals.

He however appealed to Ugandans to avoid crossing porous borders until the presidents of two countries open the boarder.

Rwanda closed its borders with Uganda in February to purportedly expedite the construction of the Single Customs Border post at Gatuna.

Truck drivers on the route were then advised to use the Kagitumba border via Mirama Hills.

But Rwandan President Paul Kagame later accused Uganda of abducting Rwanda nationals and locking them up in gazetted areas and advised its citizens against travelling to Uganda on safety grounds.

On November 3, 2019, two Ugandans; John Bosco Tuhirirwe and Job Ebyarishaga, both from Rukiga district were shot dead by Rwandan security forces at Tabarwe Sector in Nyagatare District, about 200 meters from the Ugandan border on allegations of smuggling tobacco.

Earlier, Mr Pierre Havugimana, a resident of Kabaya in Gishara Parish in northern Rwanda was shot on the left shoulder by Rwandan security officials for allegedly smuggling 50 kilogrammes of Irish potatoes from Katuna.

The Rwenzururu King Charles Wesley Mumbere has distanced himself from individuals pushing for the establishment of an independent “Yiira state and ICC petition

In a message that was delivered by her royal queen Agnes Ithungu Asiimawe, the King said that as a kingdom, they have no a gender of making an independent state which whoever wants to fight the kingdom has continued to use.

Speaking on Friday evening in Maliba Sub County, the queen said King Mumbere is calling for dialogue, peace and togetherness to his subjects, noting that dialogue is the only tool that was used to settle historical differences.

The Yira denouncement comes just a day after the king distanced himself from issues concerning the petitioning of President Museveni in the ICC.

The queen added that the king and the kingdom are in good relation with the central government, condemned individuals who are trying to involve King Mumbera in ICC petition.

The queen re-emphasized that whoever is trending the Yira state idea is speaking propaganda and is part of anti-Rwenzururu group.

Yira republic has been a word that caused chaos in 2014 in the entire Rwenzori. There were clashes on July 2014 in Kasese, Bundibugyo and Ntoroko districts which left about 90 people dead and over 200 in prison

In December 2016, a group of Members of Parliament from the Rwenzori sub-region petitioned the ICC to investigate the killings in regard to November 2016 clashes between government forces and supporters of Rwenzururu kingdom in which more than 100 people were killed.

Robert Centenary the MP for Kasese Municipality says as leaders, the ICC petition has nothing to do with the King and the Kingdom but rather individuals who lost their lives. He says once evidence is gathered, there is no one who will stop the proceedings of the court

The petitioners were led by Kasese Municipality Member of Parliament, Centenary Robert, Kasese Woman MP, Winnie Kizza and their Busongora North counterpart, William Nzoghu.

The Rwenzururu Royal Queen is touring the kingdom under the “meet my people” drive.

The purpose of her tour is to emphasis a message of peace, unity and development in the kingdom.

It’s her first time in the kingdom since 2016 following a joint raid by the army and other security agents at the Buhikira Royal Palace that left many lives lost.

Several leaders from seven sub counties that makeup Igara west have held a meeting as they prepare for 2021 general elections.

The meeting was held in Katojo village, Kahungye parish in Nyabubare, Bushenyi district last week.

Many National Resistance Movement (NRM) leaders, church leaders and voters also attended the meeting.

During the meeting, the people requested Dr Nicholas Karuhanga, whom they say has brought development in the society, to accept and represent them in Parliament in 2021.

Dr. Nicholas Karuhanga in his speech honored the request of the leaders and voters; he said he will stand for the parliamentary seat in Igara West in 2021. Many people welcomed his decision and cheered his name for several hours.

He was later blessed by church leaders who wished him well through his tough journey.

Igara West is currently represented by Hon Raphael Magyezi who is also the Minister for Local Government.

On several occasions, many voters have accused Hon Raphael Magyezi of neglecting their suggestions as people of Igara West.

In Ntungamo

The Seventh Day Adventist South Western Uganda Field (Diocese) Bishop Bernard Kakuru Bampata has called upon all church leaders in the diocese to reduce eulogies in order to save time for the word of God.

Bishop Kakuru expressed concern that in most cases people take long time listening to condolences messages and eulogies from various speakers forgetting that the mourners are standing in sun shine and others want to travel back to their destiny.

He directed the church leaders to harmonise the eulogies and reduce them to only three and no one should pass on the microphone to another because when the time of the word of the Lord comes, mourners start murmuring that the preacher is taking too long to finish yet the word of God is vital on burial ceremonies.

He noted that the importance of the church on burial ceremonies is to comfort the bereaved family and give them courage and hope all mourners that Jesus Christ is only the way, truth and life but not long eulogies.

Bishop Kakuru made remarks yesterday at the burial of late Kembuga Esteri in Ruguma Karegyeya Kikoni Ntungamo sub county Ruhaama county Ntungamo District.

The South Ankole Diocesan Bishop the Rt Rev Nathan Ahimbisibwe noted that it is right for the word of God to be given first priority saying that words of mankind shall not last but the word of God shall remain forever.

In 2017, the parish priest Kagamba Catholic church in Kajara county Rev Fr Alphonse Mukundane also banned many eulogies to only three whenever it’s Holy Mass led by the priest.

All children led by Ephraim Muhwezi and Agaba Gershom expressed happiness to God for burying their mother in a descent manner instead of her burying them.

The late Esteri Kembuga aged 85 years succumbed to multiple body complications and left 8 children, 31 grand children and 12 great grand children
