In Kampala—
Early this week, Kyagulanyi announced he would be returning to Uganda to start from the US where he had travelled for specialized treatment.
Police spokesperson Emillian Kayima on Wednesday told journalists that they had learnt of ill motives by Kyagulanyi’s group but said they ought to follow the Public Order Management Act.
“We have got intelligence information of country wide mobilization of different groups of people who are being distributed with Red T-Shirts and posters calling upon them to participate in processions and assemblies to receive the Hon. MP,”Kayima said.
“No member of his family has worked out a mechanism for these intended processions and assemblies as provided for in the law.”
Flanked by AIGP Asuman Mugyenyi, the police director in charge of operations, Moses Kafeero, the Kampala Metropolitan Area police commander and Norman Musinga, the Kampala Metropolitan Traffic Police Commander, Kayima in a press conference where questions from journalists were not entertained said Bobi Wine, his supporters and family ought to adhere to police guidelines in regards to his return on Thursday.
“On his arrival, Hon.Kyagulanyi will be received at Entebbe International Airport by his immediate family only and will be availed security from the airport to his home.”
Like what they did to FDC and opposition strongman, Dr. Kizza Besigye in 2016, police will take Kyagulanyi straight to his home from Entebbe airport in a bid to avoid contact with his supporters.
The police spokesperson warned that any activity that entails a public gathering must be in conformity with the provisions of Public Order Management Act 2013.
“The Hon. MP is expected to comply with the traffic laws and regulations,” Kayima added.
In a video recording posted on his social media accounts on Tuesday, Bobi Wine said he would be returning to continue with the struggle for what he described as a better Uganda.
“I am coming back this Thursday and I encourage citizens to continue struggling for a better Uganda. The people we are scared of are actually very scared of us,” he said.
On Monday, government spokesperson Ofwono Opondo said the Kyadondo East legislator was free to return because no one had sent him away from Uganda.
“We don’t consider Bobi Wine’s absence as a much ado.

We shall provide, as a government, the usual security and protection guarantees that we provide for all travelers and leaders of his level and if need be to be escorted to his destination,”Opondo told journalists at the Uganda Media Centre in Kampala.

BUKITAREPA TO TAKE BUNYORO DISTRICTS TO INTERNATIONAL COURTS

In Masindi—
Masindi high court has today dismissed the interim application filed by Bunyoro Kitara Reparations Agency (BUKITAREPA) whereby they were asking court to restrain all the seven district land boards from issuing land, effecting evictions among others.
Last year, BUKITAREPA sued all the seven district land boards in Bunyoro accusing them of issuing land titles on the land they have never owned.
However none of seven land boards filed the defence which provoked the then Assistant registrar Masindi High Court Julia Acio to give an ex party judgment in favour of BUKITAREPA restraining the district land boards from doing any activity.
The lawyers of the seven Land boardslater re- instated the case and presented their defence which made the case to start afresh.
This forced BUKITAREPA to apply for an interim order restraining the seven district land boards from issuing land titles, effecting evictions transfer titles among others.
On Tuesday court presided over by the Masindi High Court Assistant registrar; Simon Kintu Zirintusa dismissed BUKITAREPA’s application indicating that they did not present any threat to court accruing from their activities.
However, Doviko Batwale, the Chief coordinator Bunyoro Kitara Reparations agency explained that they are not satisfied with the registrar’s decision saying that they are going to appeal to higher courts adding that they are also going to resort to international courts since the local courts are being influenced by the leaders who have their own interests.
He added that they are going to use the judgment to the international courts to prove that the courts in Uganda are not independent.

SPORTS NEWS:
Manchester City made an awful start to their Champions League campaign as they suffered a shock defeat at home to Lyon in Group F
Manchester City 1-2 Lyon
Maxwel Cornet and Nabil Fekir netted in the first half for Lyon. Bernardo Silva pulled one back with 23 minutes to go but City were beaten.
Manchester City paid the price for an error-strewn first-half display as they were beaten 2-1 at home by Lyon in their Champions League opener.
The Premier League champions lacked intensity and fell behind when Maxwel Cornet finished in the 26th minute.
Nabil Fekir, who came close to joining Liverpool in the summer, made it 2-0 when he seized on a defensive mistake and fired in from 20 yards before half-time.
City dominated possession in the second half but only managed to pull one goal back in the 67th minute through Bernardo Silva.
Pep Guardiola, who was watching from the stands due to a touchline ban, cut a frustrated figure as his side laboured, particularly in the first half.
They did go close as Fernandinho blazed over from the penalty spot and Aymeric Laporte headed against the post, but too many passes went astray and the defence looked susceptible to Lyon’s pace on the counter.
It was a City mistake that led to the opener as the ball was given away in midfield, Fekir broke down the left and Cornet finished well after Delph made a mess of his attempted clearance.
Wednesday Results:
Group E
Ajax 3-0 AEK Athens
After Nicolás Tagliafico turned in David Neres’s pass moments after half-time, Ajax continued to push and substitute Donny van de Beek made it two from Dušan Tadić’s centre. Tagliafico’s cross floated in near the end for the third.
Benfica 0-2 Bayern München
Robert Lewandowski shot Bayern ahead in the tenth minute and early in the second half Benfica youth product Renato Sanches, given a start against his old side, made it two after starting and finishing a fine move.

Bayern Forwards; Lewandowski and Renato Sanchez

Group F
Shakhtar Donetsk 2-2 Hoffenheim
Shakhtar twice came from behind to ensure the points were shared with the group-stage debutants. Florian Grillitsch chipped in early for Hoffenheim and although Ismaily equalised with a fine solo effort, Håvard Nordtveit headed the visitors into a half-time lead. The second equaliser came late when sub Maycon struck from distance.

Group G
Viktoria Plzeň 2-2 CSKA Moskva
The Czech champions looked set for a winning start thanks to two first-half goals from Michael Krmenčík, the second a brilliant flicked finish from an equally fine cross by David Limberský. However, Fedor Chalov pulled one back early and then, deep in added time, Nikola Vlašić converted a penalty after Jan Kovařík fouled Mário Fernandes.
Real Madrid 3-0 Roma
Madrid’s bid for a fourth straight title, but first of the post-Zidane and Ronaldo era, began with victory. Isco curled in a free-kick just before half-time, and close to the hour Gareth Bale ran onto a superb Luka Modrić ball and made no mistake. Near the end, sub Mariano Díaz – Ronaldo’s successor as Madrid No7 – produced an excellent finish for the third.

RealMadrid Hitman Gareth Bale

Group H
Valencia 0-2 Juventus
Cristiano Ronaldo’s European debut for Juve was ended by a 29th-minute red card, his first in the UEFA Champions League, but Miralem Pjanić converted penalties either side of half-time to ensure victory.

Pjanic saved the day with a Penalty brace as Ronaldo suffered a red card

Young Boys 0-3 Manchester United

The people power candidate Brian Katana Amanya who had come to be nominated as a candidate in the Sheema North by election, fainted in the nomination room after failing to be nominated due to late coming.
Brian reached in the nomination room at Sheema district headquarters ten minutes before 5 pm but couldn’t be nominated due to lack of lawyer’s signatures and nomination fee receipt.
He was asked to first clear them for him to be nominated which was too late for him since the official closure time had already clocked.
He fainted immediately after the district returning officer Ms Deborah Asiimwe declared the closing of nominations.
After like 30 – 40 minutes, Brian told Mk News link reporter that his failure to be nominated was behind some of government officials in the district whom he said that they bribed his lawyer not to sign on his documents.
“My lawyer kept on telling me that he is on his way coming to sign for me but up to now he is nowhere to be seen, even I reached in Stanbic bank to clear my nomination fee but they had refused to work on me, some district government officials were behind this,” Brian said.
On the same day Felix Mujuni was also nominated as an independent candidate. He refuted all rumours that he was bribed by Ms Naome Kibaaju as news circulated after failing to stand on FDC ticket as it was supposed to be, however he vowed to work for the people of Sheema North with whole his heart.

www.mknewslink.com
In Kampala—-
The Kyadondo East MP Robert Kyagulanyi Sentamu alias Bobi Wine has been spotted at Jomo Kenyatta International Airport after touching down from Amsterdam, Netherlands.
As military and Police deployment at Entebbe Airport and some areas around the Kampala Metropolitan Area intensify, the controversial legislator is set to proceed to Entebbe.
There is still heavy deployment of security personnel from both Police and UPDF along Entebbe road as well as at the airport ahead of the return of Kyadondo East MP Robert Kyagulanyi aka Bobi Wine.
There is tight security check at the airport and people who are not intending to travel have been denied access into the airport.
Journalists too have been asked for accreditation from Civil Aviation Authority and those without it have been chased away from the airport checkpoint.
Bobi Wine who has been in America for close to three weeks seeking specialized treatment following his alleged torture, is expected to touch the ground at Entebbe International Airport at 12:45pm.
Journalists from different media houses who were still travelling from Kampala to the Entebbe Airport have been arrested and detained at Kisubi Police station.
A military helicopter has been deployed to patrol Entebbe and its outskirts.
Police had earlier in the day banned any processions for the MP’s homecoming and said they would pick him from the airport, offer security and deliver him directly to his home in Magere, Wakiso District.
In a written statement read by police spokesperson Emilian Kayima, the Force said they would only allow the MP’s immediate family to receive him on arrival and that no one has notified the Force for a crowd event as required under the Public Order Management Act.
“He will be availed security from the airport to his home. Police will further ensure law and order [for] all road users. There shall be no unlawful rallies, processions and assemblies,” Mr Kayima said.
However, shortly after the police pronouncement, Kyagulanyi, who was at the time at Schiphol Airport in Amsterdam, The Netherlands, tweeted and posted on his Facebook page messages denouncing the directive.
“I am wondering why these police officers allow themselves to descend so low. They now want to decide who picks me and where I go upon arrival! Well, for your information, no single family member will receive me at the airport; this impunity must stop now,” he wrote.
The MP’s lawyers Nicholas Opiyo, Asuman Basalirwa and Andrew Karamagi, at a separate press conference in the city’s upscale Kololo neighbourhood, announced that they would instead be at the airport in person to receive him because he is still a “suspect”.
Kyagulanyi’s supporters and relatives also said their parallel arrangements will go on as planned.
“We shall receive Bobi Wine at home [in Kamwokya, a Kampala suburb] and have a family meal together, pray and sing for him before we take him back to his home in Magere,” Fred Nyanzi, the lawmaker’s elder brother, said.
Under the original plan, the legislator, would upon arrival, be chauffeured to Najjanankumbi, on the Entebbe highway, to check on his ailing grandmother and head to Kamwokya for prayers and blessings before deciding whether to report to Parliament or head home.

In Rukungiri

Disputes over land ownership in Rukungiri district are escalating into violent episodes as more population scramble for the scarce resource.

As the rich and poor people continue to secure their plots of land by looking for land titles and producing children, the region has continued to experience increased competition over land ownership resulting into serious violence.

The most recent incident is between Hanura Kanyike Buni a resident of Kabale cell Kicwamba parish Ruhinda sub- county Rukungiri district and Posinano Ngabirano, the director Capital shoppers’ super market.

The disputed land measures approximately 1 hectare and it houses the family of Hanura who is said to have stayed on this land for 58 years. Hanura said that he was born from this land and the grave of his father and mother are also on the same piece of land.

Hanura a disabled who has 32 children and 4 wives told our reporter that he has been fighting for land since 2018 and he once reported this issue to office of the resident district commissioner but he was not assisted.

He added that Ngabirano is now hiring people to stone his house at night and threatening to take his life if he persists.

Dan Kaguta, the Rukungiri district resident district commissioner, told our reporter that he is aware of this issue saying that Hanura visited his office seeking assistance.

Kaguta added that he wrote a letter to the sub- county court to sit in Hanura’s issue advising him to visit his office again instead of demonstrating.

In May last year, Christopher Turyarugyoa was arrested by police over land issues under the orders of  Brain Niwagaba who had interests of grabbing the land for the blind which was donated by Uganda foundation for blind to act as a settlement scheme .

A 24 hectare land was given to the blind people to settle on and do their activities for survival by the Austrian government under Uganda foundation for the blind in 1960’s.

In February last year, Isaac Nabimanya grabbed 14 hectares of land that belonged to Buyanja sub- county local government.

This land is located on plot No.1553 Rubabo block at Nyakabungo Kyato in Buyanja sub- county Rukungiri district and has been in fights for over ten years between the sub- county leadership and tenant who leased the land from the sub- County for years at 500,000shs but later forged land titles.

A section of activists in the Kigezi region have accused Uganda security organs for being partisan in the ongoing public consultative meetings by incumbent leaders ahead 2021 general Elections.

While addressing the media at Kick Corruption out of Uganda Kabale branch in Kirigime ward Kabale municipality, Robert Kakuru, the Executive director for Kick Corruption out of Uganda (KICK-U) a local NGO, said that police of Uganda are working for political party but not serving the nation.

He added that Police are being used by a few politicians to violate the freedom of MPs and citizens who oppose the leaders of ruling party.

Kakuru was also quoted saying that police of Uganda are violating human rights because every Ugandan has the right to vote, to support and freedom of expression which are all being isolated hence hampering good democracy in the country.

Dorothy Kesiime, an activist from Forum for Women in Democracy Kabale (FOWED) said that government should implore leveled ground which favors all political parties such that every Ugandan enjoys all his rights.

She added that when police continue to harass opposition side, capable leaders will not contest for fear of being rudely treated during consultative meetings and campaigns especially those in opposition parties.

SCUFFLE AT BOU AS KASEKENDE EXITED AT END OF HIS CONTRACT

In Kampala

The outgoing Deputy Governor of Bank of Uganda Louis Kasekende had a hard time on Friday as he exited his office at BoU at the end of his contract.

According to sources from BoU, after cleaning his office of any personal belongings, Dr. Kasekende called one of his body guards and handed him a bag containing ‘personal’ documents but what was termed as personal documents were two critical files relating to some undertakings involving BoU and one of the files relates to the Office of Prime Minister (OPM) which saw the former Principal Accountant, Godfrey Kazinda imprisoned.

BoU and Ministry of Finance were heavily implicated in that scam. The second file is reported to be involving a scam to do with compensation in which BoU was put on spotlight.

However, as the body guard walked out on the second floor of the building, security asked him to search the luggage which he surrendered. As they opened the bag, the VVIP police detectives landed on the documents hence retaining the officer before calling the director security.

As the scuff ensued, Kasekende’s guard alerted his boss about the incident to which he responded fast and asked why his bag had been opened, the director security interjected and informed him about the security details of the bank.

However, it is said Kasekende couldn’t take any of the directives as he demanded that the two files taken away from him be returned. “He shouted at director in charge of security as if he is child as other staff looked on but we realized he was annoyed that his contract hadn’t been renewed nor extended”. The source said.

According to security replayed CCTV cameras from the point when Kasekende gave the body guard the luggage up to the security point at exit , the files had been inserted into bag by Dr. Kasekende himself. Security retained the two files before they handed over the other documents to his guard to proceed his way out of the bank.

Executive Director/Executive Assistant to the Governor Bank of Uganda Ms Joyce Okello, wife to State Minister of Foreign Affairs in charge of International Relations, Okello Oryem is one such person Kasekende will never forget in his life.

Sources at BoU reveal that Kasekende blames all his trouble of not being granted an extension/ renewal to Ms. Okello to whom it is claimed pushed hard to make sure he doesn’t remain at BoU.

Sources further say that Kasekende alleges that Ms Okello fought out in order to be appointed as his replacement.

Sources further reveal that at one time a fight almost broke out between a clique of senior staff who are pro Kasekende and another which is pro Mutebile/ Okello. The pro Kasekende clique that had some elements of disgruntled staff who were aligned to former Executive Director in charge of Supervision Justice Bagyenda wanted to rough up Ms Okello claiming she is responsible for misguiding the governor and sidelining Kasekende from getting information from his boss.

Kasekende tried without any success to have his contract renewed. He first sent former Minister of Finance, Gerald Ssendaula and other clerics to meet President Yoweri Museveni at his country home in Rwakitura with a view of requesting him to extend it. Subsequently he turned to Mr. Keith Muhakanizi, the Permanent Secretary/Secretary to the Treasury and Finance Minister Matia Kasaija persuading them to prevail upon President Museveni to have his contract renewed but the two didn’t do much as they feared it would backfire.

However, with no response, Kasekende shifted his lobbying to a top Catholic prelate in Kampala but the presidency handlers refused to enlist him with Kasekende for a meeting because their agenda wasn’t clear. Towards the second week of January, he allegedly tried the Vice Presidency but it did not yield fruits before he was crafted by two city lawyers to have him meet the Kabaka of Buganda so as to use the royal family lobby for him but his contract came to an end before any of the schemes could yield fruits for him.

Silvester Tumukurate, the Acting chairperson Mitooma district confirmed the interdiction and the setting up of the committee to investigate the allegations against the town clerk.

He said that the committee will investigate among other issues the alleged removal of the town engineer as signatory on the road funds account, the double receipt of released funds, failure to pay Ex- glacial to local council one chairpersons, and failure to show accountability for the financial year 2017/18.

Tumukurate said that the committee will take fourteen weeks to give back the report.

Nzeyimana blamed his interdiction and accusations on some civil servants he never mentioned who missed working for over fifteen days and connived with councilors that turned the issue tribal.

When our reporter contacted the chief Administration officer for a comment he refused to speak to us.

This is not the first time Mitooma district officials are interdicted and arrested over corruption, Last year three Mitooma District officials including the principal personnel in charge of district Service commission Amon Byamugisha was arrested by Mitooma police as he started his work in his office on charges of corruption and he later pleaded guilty.

In Ntungamo

The Ntungamo District speaker Elijah Atuhaire has today morning been sprayed with pepper by the unknown assailants who forced their way into his office at the district head quarters.

It’s alleged that two youths attacked speaker Atuhaire when he had just entered the office for the official duties to prepare for the council meeting that was scheduled for 11 am today.

According to Atuhaire, two people opened the door of the office swiftly and started spraying pepper and that’s when he lost the sight.

The speaker claimed that it is nothing else but a political attack after announcing to stand as district chairperson in forthcoming general elections 2021 with his former ally the district chairperson Dennis Singahache.

The drama came after the allegations that councilors are planning to table the motion aimed at impeaching the District chairperson Dennis Singahache from the office citing nepotism and corruption in the district.

The Rweikiniro sub county councilor Mupenzi Ashel condemned the act and blamed it on the rival, the district chairperson because he anticipated the censure motion in the council today.

The councilor for Nyarutuuntu and Ntungamo sub counties Naboth Mpireirwe alleged that the move was planned by the district chairperson son in law Joga Bright the town clerk Nyakyeera town council and the young brother Kazoora Venanciao the senior accountant Rubaare Town council.

When contacted on their known telephone numbers, they were off at the time of press.

However, the DPC Ntungamo, Katwesiime Damian when contacted said that two people from Rutunguru village Karagama town council Kajara County have been arrested for interrogation to ascertain their motive but he could not reveal the details.
