ELIODA REPLACEMENT; NRM KICKS OFF NOMINATIONS FOR SHEEMA NORTH

NRM party basing on its headquarters Kyandondo Kampala has officially today started nominating candidates for Sheema candidates to compete in the party primaries.

All these are happening after the Minister for science technology and innovation Dr Elioda Tumwesigye who has been the MP representing Sheema north left the constituency for Sheema municipality.

On 27th July 2018, Dr. Elioda was elected as the MP for newly created Sheema Municipality and on 30th July 2018 the seat was announced vacant.

Since then Sheema north people have had no representative in the parliament of Uganda though the electoral commission ordered for new elections within a period of sixty days.

So far only three candidates have publically revealed their interest to stand in NRM primaries and among these are; Nuwagaba Guma former Mitooma district RDC and currently RDC Bundibugyo district, Ms Naome Kibaaju former defence ministry employee and started working with NRM party immediately after the bush in 1986 and Vianne director Vianne high school.

The exact date of these elections is yet to be set according to NRM electoral commission.

KABAROLE LEADERS, IRC UNITE TO EXTEND SAFE WATER IN DISTRICT

Kabarole District Leadership and International Water and Sanitation Resource Centre (IRC) have finalized plans to extend safe water to residents in Kabende Sub County a move aimed at fighting bilharzia and other water borne diseases.

Yesterday the District leaders led by the Chairman LC5 and a team from IRC visited the Sub County to assess the possible water sources.

The District earmarked 140m shillings to extend the water to Kabende and IRC has also allocated 140m on the same project.

Richard Rwabuhinga the District Chairperson asked the residents to be prepared to receive the water to fight the water borne diseases. He says the project is in line with the NRM core values of extending safe water, better roads and electricity to citizens.

BUSHENYI COURT OFFICIALLY WITHDRAWS CASES AGAINST ANTI- HASSAN BASAJABALABA MOSLEMS

Grade one magistrates’ court in Bushenyi presided over by his worship Paul Mujuni has today afternoon Aug. 08, 2018 officially withdrawn charges against the four accused anti-Tycoon Basajabalaba moslems.

The withdrawal of the cases followed a directive by the director of public prosecutions [DPP] Mike Chibita to Bushenyi chief magistrate that he no longer had interest in the cases.

His worship Paul Mujuni also released Mudafara Byagota who had spent three months in Nyamushekyera government prison.

Others who were charged alongside Byagota include; Umar Muhanguzi Deputy RDC Bundibugyo, Mr. Yasin Kyoota NRM chairman Ishaka division  and Isma Bacondoza a businessman and nephew to Tycoon Basajabalaba.

The four were accused of robbing millions of shillings from their rival’s shop, Muhammad Lukwago a close confidant to the tycoon.

The Ishaka moslem  fights emanated from a desire by Basajabalaba to take land where their main mosque in Ishaka is located. The fights have so far taken six months.

The mosque is still guarded by UPDF and Moslems cannot be allowed to hold prayers in it

IRYN NAMUBIRU SET TO THRILL COMEDY LOVERS

Legendary female musician, Iryn Namubiru is slowly returning to the scene after some time of missing in action.

The songbird who recently released a new audio with French lyrics titled,”J’vais” is going to be entertaining lovers of comedy at the weekly comedy store show this Thursday.

Comedy store made the announcement, “We’re thrilled to announce that one of the most prominent female artists in Uganda, @IrynNamubiru will be performing on #Comedystoreug this Thursday.” The “Nkuweeki” singer is also slated to headline the Miss Uganda UK function later this month.

CHAMELONE, PALLASO CLASH IN RWANDA

Sources say that their first show went down as planned but later they started fighting for supremacy at the second event that was held at Musanze Stadium. The major cause of the fight was Chameleone’s aggressiveness.

While Pallaso was on stage, Chameleone cut short his performance by unplugging the microphone from the controllers, leaving Pallaso unable to sing hence taking over stage amidst his brother’s performance.

It is reported that Pallaso and Weasel criticized their elder brother’s behaviour something he was not ready to take in. He started throwing words at his brothers, bragging how is a legend.

But this did not go well with Pallaso either as he took to his social media platforms to express his dissatisfaction.

KABALE MUNICIPALITY COUNCILLORS REJECT PRINCIPAL ASSISTANT TOWN CLERK

Councilors and other political leaders in Southern division in Kabale municipality have rejected the reinstatement of the embattled principal assistant town clerk James Twinamatsiko.

On 6th August 2018, the Kabale Municipality town clerk Joseph B. Monday transferred Twinamatsiko to southern division from central division replacing Alex Beingana, who was transferred to central division. Annet Mbabazi, the Treasurer for Central Division was transferred to Northern Division while Rose Arinaitwe was also transferred from Northern Division to Central Division as the Treasurer.

James Twinamatsiko served as the Principle Assistant Town Clerk for Southern Division from July 2015 to April 2016.   But, the announcement about his reinstatement has left political leaders in the division angered.  Leaders have rejected his reinstatement accusing him of being uncooperative, harsh, non-transparent, incompetent and corrupt.

Yesterday councilors held an emergency meeting and rejected Twinamatsiko accusing him for swindling councilor’s allowances worth 7million shillings during his term of office, which forced former councilors to drag the division to court. They also accused Twinamatsiko for failure to handover motorcycle registration number LG 010213, when he was handing over in 2016.

However, Twinamatsiko said that all the accusations raised by councilors are baseless. He added that he has been using the motorcycle because it’s Kabale municipal council property.

The Kabale town clerk Joseph B. Monday said that he has not received a complaint from southern division councilors.

GEN. MUNTU PRAISES WINNIE KIZZA

Former FDC President Gen Mugisha Muntu has opened up for the first time on the contentious shuffle of the opposition parliamentary leadership, by his successor Patrick Amuriat Oboi.

Last week, the changes which continue to threaten dissecting the leading opposition party, saw Kasese Woman MP Hon Winnie Kiiza dropped as Leader of Opposition.

All MPs who did not support Mr. Oboi’s party presidency — save for Opposition Whip Hon Semujju Nganda — lost their positions in the shadow cabinet and parliamentary committees.

Gen Muntu in a brief statement today, praised the work of the outgoing leadership, for the great work done under his leadership over the years.

Muntu particularly praised Mrs Kiiza, who he said, outperformed all the past Leaders of Opposition in terms of boldness, and working towards unity.

He said that Hon. Winnie Kiiza took over the LOP post at a time when many questioned the importance of it.

“With great poise and charisma, she rallied opposition MPs around common goals. Her leadership has without doubt been the most successful when it comes to bringing together members of various political parties, including those in the ruling party. She was bold enough to stand for the people.”

Muntu noted that as the first woman to occupy this position post-independence, Hon. Kiiza has not only demonstrated to Ugandans the capacity women have to govern well, but is also  a proof that our country is not short of able, democratic and people-centered leaders.

Muntu went on to praise his other appointed opposition leaders Cecilia Ogwal, Sumujju Nganda, Reagan Okumu, Abdu Katuntu, Angeline Ossege, Hon. Gerald Karuhanga and others for their hard work and  contributions towards the furthering of democracy, justice and the rule of law in the country.

NATURE FEARS CHANGE: ELLY RUKIRA GIVES OPINION ON FDC RESHUFFLE

My appeal to FDC Members is that they should accept change and discuss weakness in it not to happen again. If you look at Nature, Man, animals and even plants, they all fear change, it being good or bad especially where there is need to predict the future. Look at Jesus, even when he was the son of God he feared death that was to transform him from physical human being to spiritual being. An animal once you attempt to change it from one farm to another even a better one, it will first try to escape or if you capture it from the bush to a home it will struggle to go back.  Museveni is not greedy for power largely but he fears change which he cannot predict. Geographically we are fearing the desert to come to the tropical world yet those who live in desert countries are richer than those in the tropical world. Accept that change and improve on it for a better FDC.

MBARARA COURT ADJOURNS BESIGYE, AMURIAT CASES

Hearing of criminal cases where former Presidential candidate Dr Kizza Besigye together with Patrick Amuriat  the FDC party President and Ingrid Turinawe the Party  Secretary for Mobilization as well as Kawempe North MP Mubarak Munyagwa are accused of assault , inciting violence, and malicious damage did not take place at Grade one magistrate court in Mbarara town.

The four politicians including one Fred Kato, Besigye’s driver, allegedly committed the offences as they moved in a procession through Mbarara town on 14th November 2017 to hold a campaign rally for Patrick Amuriat at Kakyeka stadium. He was then contesting for FDC party presidency with Major Gen Mugisha Muntu, Moses Byamugisha  and Dan Matsiko.

They were arrested and taken to court but grade one magistrate Sanyu Mukasa granted them bail. Hearing of criminal cases against them was supposed to commence today but the state witnesses did not turn up and this forced the defence lawyer Erias Lukwago to ask court to discharge his clients urging that there is no proof indicating that state indeed had summoned the witnesses to give evidence the accused persons.

But the trial Magistrate Sanyu Mukasa adjourned the case to 19th October in order to give ample time for both parties to be ready for the court hearing session.

Dr Besigye later told Journalists that the government’s intention is to undermine their finances, keep them away from their work and harass them as well. He warned that if judicial officials continue behaving the same way they will also decide not to come to court unless arrested.

He added that such attempts will never distract them from their legitimate struggle to challenge and remove what he called bad a Government.

GOVERNMENT SUSPENDS BAN ON AIRTIME SCARTCH CARDS

Government has accepted to suspend the ban on sale of airtime scratch cards as had been ordered recently.

Last month, government phased out scratch cards replacing them with electronic airtime attracting an outcry by members of the public especially in rural areas.

On Thursday, Members of Parliament put to task the Minister for ICT and National Guidance Frank Tumwebaze to explain why government didn’t consult the public before phasing out the scratch cards.

The legislators accused government of only looking at the side of telecom companies and making money but leaving out consumers who are the end users.

However, in response, Tumwebaze accepted that the phasing out of scratch cards should be gradual to reduce the inconveniences to people.

“We agree that there is a problem of accessibility of electronic airtime and there isn’t a need of forcefully banning scratch cards, but we will allow it to be phased out by the market forces of demand and supply.” Tumwebaze said.

On July 31, all telecom companies phased out airtime scratch cards in favour of electronic airtime.
Tumwebaze recently defended the move to ban scratch cards saying that the decision had been made by cabinet in March as one of the ways to improve security and also reduce fake scratch cards.

He explained that with the electronic airtime in place, it would make it easy to trace criminals in case of any crimes committed which according to Tumwebaze was not the case with scratch cards.

The minister added that it will improve revenue assuarance by the government since URA can determine the amount of airtime sold by telecom operators.

UN EMPLOYED YOUTH ATTACK RDC TUGURAGARA

A group of unemployed youth in Lyantonde District, have  stormed the office of the RDC, Sulaiman Tuguragara Matojo protesting the failure by a private company to send them abroad to work.

According to their leader Joseph Mukasa, the youth allegedly paid money to the managers of Six Star International, a private job placement firm, to secure jobs for them in Afghanistan to work as security guards, maids and cashiers in Afghanistan.

The stranded youth allege that they paid between Shs1 million and Shs2.5 million to the company to facilitate their visa applications among other travel requirements.

They accuse Matojo of protecting the proprietors of Six Star International to defraud them because one year later, he has not bothered to intervene.

The youth said they are seeking a refund of their money since the jobs are not available.

However, Matojo said he doesn’t know what is wrong with company directors because the youth paid the job placement money in November last year. He thus advised the youth to file a civil case against the company directors and promised to be a key witness.

“I have opted to report a civil suit before Lyantonde Grade One Magistrate and I am ready to be a key witness in the case,” Matojo said

Earlier, Ms Eva Birungi the company manager had said that the company got some problems and asked the affected youth to be calm, since arrangements are underway to facilitate their travel to Afghanistan.

Parliament has directed fresh elections in Sheema North constituency following the swearing-in of the area MP, Dr. Elioda Tumwesigye, who ceased representing the constituency and switched to Sheema Municipality.

The vacant seat was declared by the Speaker of Parliament Rebecca Kadaga after witnessing the swearing in of Tumwesigye and reporting to parliament that Tumwesigye resignation letter from Sheema North was received by the office of the Speaker.

Kadaga said that the clerk to parliament should declare the Sheema North vacant to allow a by-election to be conducted.

“This morning I received a letter of resignation from honourable Elioda Tumwesigye, I therefore direct the Clerk to declare the seat of vacant so that a by-election can be held,’ Kadaga said.

Tumwesigye, who is also the minister of Science and Technology, was voted in Sheema Municipality without resigning the seat as MP for the Sheema North.

He said however that the law didn’t require him to do so.

So far only three candidates have publically revealed their interest to stand in NRM primaries and among these are; Nuwagaba Guma former Mitooma district RDC and currently RDC Bundibugyo district, Ms Naome Kibaaju former defence ministry employee and started working with NRM party immediately after the bush in 1986 and Vianne director Vianne high school.

MUSHROOMING CRIME RATE CALLS FOR COLLABRATION WITH LOCAL LEADERS

The Deputy RDC Kabale Denis Nzeirwe has called on local leaders to collaborate with the district security Agencies in order to curb down the crime rate that is mushrooming in the district.

Nzeirwe sounded on Thursday afternoon presiding over the swearing in of 26 local council one and two chairpersons of Northern division in Kabale Municipality.

He said that as security they register cases ranging from mob justice, domestic violence, theft of livestock and motorcycles, and house breaking among others.

He said that if leaders register all residents from their area and report suspected criminals it would eliminate criminals. He also emphasized that the residents should report visitors and also be monitored by leader.

The Mayor Kabale Municipality Emmanuel Sentaro Byamugisha warned local leaders against corruption saying it frustrates service delivery to the people. He called upon leaders to focus on service delivery other the bribes from self seekers if justice is to prevail.

The Chairman LCIII Northern division Isaac Mucunguzi Rushoga asked government to increase allowances for local council chairpersons. Currently each chairperson gets 120,000 shillings annually from government, saying that if it’s increased it will improve on moral of local leaders and hence service delivery.

Airtel Rising Stars Season 7 has today kicked off at Bushenyi Stadium in Bushenyi District, South Western Uganda.

Airtel Uganda a telecommunication company started this Football Campaign in 2011 and it is done annually where teams with players under- 17 years from Uganda face each other.

Bushenyi District Sports Coordinator, Mr.Kwerebera Bashir told www.mknewslink.com that the main aim of this tournament is to discover and develop talents among the Ugandan citizens.

Some of the players on national team whose talents were discovered via this campaign include Farouk Miya, Paul Mucureezi, Tumwesigye Frank Zaga among others.

Sixteen Teams from Kigezi, Tooro, Bunyoro and Ankole have registered and turned up for the biggest event.

Ruyonza [Host], Ishaka Rhinos, Unique School, Lions Ntungamo, Kigezi, Mbarara Sports Academy, Ibanda, Brokhen, Friends of Soccer and HOFOCAM have already arrived and some of the results of matches played so far; Lions beaten Ruyonza 1-0, while Kigezi eased to great victory past Ishaka Rhinos in a 3-0 thrashing.

This tournament will take three days where the finalists shall represent this region on National level in Fortportal Later this month.

Speaking to Manchester United’s own TV station following a 1-0 defeat by Bayern Munich on 5 August, Jose Mourinho said his side would face “a difficult season” unless they signed at least one more player.

Thirty-six hours before the 2018-19 Premier League was set to begin – United welcome Leicester to Old Trafford on Friday night – Mourinho was asked if he had the “tools to compete” with Manchester City and Liverpool.

“I know the words you want me to say,” he said. “I think by the end of November, December you won’t need words, you will see by then which teams are candidates to win the Premier League.”

Does that mean there is trouble ahead for Manchester United?

.The confidence Mourinho expressed about United getting an additional signing on 31 July during the club’s pre-season tour of the United States was based around multiple targets.

They ranged from Leicester’s Harry Maguire to Barcelona’s Yerry Mina (who subsequently joined Everton), via seasoned internationals Jerome Boateng and – briefly – Godin.

United have the money to do big deals. They were prepared to do exactly that to get a top player. Executive vice-chairman Ed Woodward would not have flinched had he been told £100m, a sum that would have smashed both United’s club record transfer fee and the world record for a defender, was the price to be paid for for the right man.

Mourinho warns of ‘difficult season’

But the right man never materialised. Over the course of a lengthy meeting between United and Real Madrid top brass in Miami last month, Raphael Varane never became a discussion topic because it was obvious the Champions League winners would not have sold him.

Talks about Maguire never progressed beyond the outline stage because, with no need to sell and secure in the knowledge the England man had four years left on his contract, Leicester were pushing the price upwards, to the level Liverpool paid for Virgil van Dijk.

Where does this leave Mourinho?

If Mourinho’s “difficult season” assessment is taken at face value, the Portuguese is heading towards a turbulent few months.

It is clear he has not got the players he wanted.

Mourinho has given youth a chance at Old Trafford but he is also of the view that if Manchester City’s dominance is going to be challenged, it must be with a core of experienced, top-quality players, who tend to be around 29 years of age with little resale value.

Those responsible for signing the cheques tend to look longer term. Paul Pogba, for instance, was bought at huge cost, £89m, and comes with an enormous social media following, 5.62m on Twitter alone. In the modern game, such things matter.

So, whether Mourinho wanted to or not – and there is no evidence he did – Pogba would not have been sold this summer, despite suggestions the Frenchman would be open to exiting Old Trafford for a second time.

United must also factor in market volatility in assessing their transfer dealings.

Neymar’s £200m move from Barcelona to Paris St-Germain 12 months ago might be dismissed as an exception. But it created a ripple effect that led to Barcelona signing Ousmane Dembele and Philippe Coutinho for £135.5m and £142m respectively.

Sir Alex Ferguson was ridiculed for saying there was “no value in the market” but United have to think seriously before adopting a “pay what it takes” stance.

Ultimately, Mourinho has at his disposal the same squad that finished runners-up last season, minus the retired Michael Carrick, and plus Brazil World Cup midfielder Fred and teenage full-back Diogo Dalot.

In addition, to his satisfaction but the chagrin of many United fans, Mourinho also has Marouane Fellaini, who ended months of speculation by signing a two-year contract at the end of June.

TWO MEN WANTED FOR MURDER  IN BUSHENYI  .

Police in Bushenyi are hunting for two yet to be identified men on charges of murder.

According to SP Martial Tumusiime the greater Bushenyi police spokesperson, Kansiime Beston a 32 year old resident of Nyamabaare LC1 Nyibingo parish,Ruhumuro subcounty Bushenyi district was  last night cut by the two men one only identified as Laban .

Martial revealed that the two men were carrying a stolen pig on a bodaboda and when Beston tried to inquiry about their identification, they used a panga they had to cut him all over his body.

He noted that the deceased was rushed to private clinic in Kyabugimbi trading centre where he breathed his last shortly.

He said that the police have picked his body for postmortem, no arrests have so far been made but they are still investigating.

AUTHORITIES WORRIED ABOUT EBOLA OUTBREAK; ONE SUSPECTED VICTIM PUT IN ISOLATION

In a bid to prevent public from acquiring the Ebola virus, public has been urged to be conscious.

Dr. Magumba Eridad Salongo from the disease surveillance department from the ministry of Health has urged people from Kabarole and other neighboring districts to be conscious after the out beak of Ebola in the DRC Congo.

According to Dr. Eridad, Kabarole district is among the districts that are at risk of contracting Ebola disease where he said that there many Congolese that pass through Bundibugyo and Kasese coming to Fort Portal and Bukuku Sub County has the heist number of Congolese.

He said that one suspected Ebola victim in kasese has been put in the isolation room after he started showing some signs of Ebola and samples have been taken to kampala for checkup.

Ebola is a disease caused by eating affected animals like bats, monkeys and among other animals.

It is spread through direct contact with the body fluids such blood, saliva, faces, vomit, urine, sweat of a person infected with Ebola and direct physical contact with bodies of persons who died from Ebola.

Ebola can be prevented by avoiding direct contact with affected person, eating bats, monkeys, washing hands with soap, water and jik and proper hygiene.

A pesron with Ebola is identified with signs and symptoms like vomiting blood, blood from Mouth eyes, ears and high fever and among others.

Kemigabo Catherine the health educator Kabarole district has disclosed that Kabarole is ready to stop the disease from entering the district and carrying awareness trainings to all health workers and civic education to the public.

This was during the Ebola preparing meeting held at Fort portal regional referral hospital board room today.

MBARARA WOMAN RAPED IN CUSTODY; POLICE DENY ALLEGATIONS

Police in Mbarara has rejected allegations claiming that a 55 year old woman was raped in police cells in Rubindi trading centre.

Night Kamukama, a resident of Rubindi Trading Centre in Kashari, said that she was raped by one Thomas Kateho Bahebwa, the LC 3 Chairperson of Rubindi Sub County in Kashari north constituency on 13 April, 2018.

Kamukama said that on the fateful night, at around 10:30pm while she was tending to her shop, a group of people including police officers barged in, grabbed and started bearing her up. She was arrested for selling marijuana and cocaine in the area.

Kamukama accuses police of ignoring her sexual assault case ever since then saying local police has refused to take up her case , to enable drag the offenders to court.

She also named some of the people she recognized among the assailants as Timothy Mbahebwa Kateho, former OC station Rubindi police post ASP Robert Nabeta and PC Kizza Alex.

However the Police Spokesperson Samson Kasasira refuted these allegations saying that Kamukama has never reported any case of rape to police.

Kasasira said if it is true that she was raped in police premises and examination was made, she should go to police and get justice.

However the spokesperson said that Kamukama did not follow the right procedures to enter her rape case in police records.

Kasasira added that if Kamukama is found guilty of pinning police officers in her rape case, fresh charges will be opened against her for defaming police.

20 VISITING JUDGES EMPLOYED TO OVER SEE JUSTICE, WELFARE OF PRISONERS

Uganda government prisons has put in place 20 visiting judges to carry out oversight role in 16 government prisons in the mid-western region.

The 20 visiting judges are retired civil servants who were selected from the six districts of Masindi, Bulisa, Kyankwanzi, Kiboga, Hoima and Kiryandongo and they will do the oversight role in government prisons like Masindi prison, Isimba prison, Hoima prison, Buseruka prison, Kigumba prison, Butaiba prison farm Biiso prison among others.

Speaking during the induction of the visiting justices James Emotu, the Assistant commissioner of prisons explained that the visiting justices’ role is to see whether prisoners in government prisons are accessing justice and better welfare.

He added that they are going to start work immediately since they have been inducted adding that they are supposed to compile reports and submit them to the Commissioner of prisons.

Emotu also explained that the visiting justices will sign three years renewable contract and will be visiting prisons twice a year.

He also added that their cardinal role is to advise and inform prison managers on how they can perform better in managing prisons.

Emotu also said that they expect them to perform diligently since they will be doing their work independently.

Henry Narwaluma the OC in charge Masindi government prisons said they are ready to cooperate with them saying that there will be no interference in their operations.

NRM candidates in Sheema North have kick started their campaigns in the party primaries for  Sheema North Parliamentary seat.

Sheema North seat was declared vacant, following the swearing in of their former representative Dr. Elioda Tumwesigye as an MP for the new Sheema Municipality constituency.

Launching campaigns at Kabutsye market on Friday, Ms Naome kibaaju, former defence permanent under secretary currently working with National drug authority noted that people delayed to elect  her to parliament and stuck on popular politicians who have instead been seeking guidance and advice from her.

She also advised people never to hate and divide themselves because of supporting different candidates saying that after elections candidates sit on the same table and they eat together.
“Never hate your neighbor or friend because of supporting different candidates, please it’s that person you hate who will save you first in any danger before I travel from Kampala to save you. Me and Hon Nyakikongoro who defeated me in 2011 elections are good friends then if we can laugh together, why not you ” Kibaaju

Airtel Uganda a telecommunication company started this Football Campaign in 2011 and it is done annually where teams with players under- 17 years from Uganda face each other.

The ARS was started in 2011 with the objective of providing a plat form to expose young talented boys and girls.

Bushenyi District Sports Coordinator, Mr.Kwerebera Bashir told www.mknewslink.com that the main aim of this tournament is to discover and develop talents among the Ugandan citizens.

Some of the players on national team whose talents were discovered via this campaign include Farouk Miya, Shaban, Paul Mucureezi, Tumwesigye Frank Zaga among others.
