In kabale

Leaders of Southern Division in Kabale Municipality have petitioned the office of the Municipal town clerk over the appointment of James Twinamatsiko as Principal Assistant Town Clerk.

On Monday this week, Joseph Bagonza Monday, the Kabale Municipality Town Clerk, transferred Twinamatsiko to Southern from Central Division replacing Alex Baingana. Baingana was transferred from Southern to Central Division as the Principal Assistant Town Clerk.

In a petition, dated August 08th, 2018 signed by fifteen political leaders and addressed to the office of the Kabale municipality Town clerk, leaders said that Twinamatsiko’s deployment is uncalled for.

Leaders claimed that when he was principal  town clerk two years ago, Twinamatsiko was responsible for nonpayment of allowances and wages for staff and councilors totaling to seven million shillings.

In a petition, they also accused him of being non cooperative. They also claimed that during his tenure, Twinamatsiko failed to handover the division’s Honda Motorcycle registration number LG 010213 which used to help as transport means in revenue collection.

The Southern Division LCIII chairperson Macklin Batwaare said that she is also ready to follow the decision of the councilors since they are already claiming that Twinamatsiko is not cooperative and development starts with teamwork.

However in Monday’s response letter to the petition dated 9th August 2018,he noted  that the transfer still stands since all the councilors’ accusations are not verified.  He added that it is not the duty of political leaders to take a disciplinary action against a civil servant. Twinamatsiko had earlier denied all the allegations saying that an audit was done and he was cleared of any wrongdoing.

FDC SHAKEN AGAIN AS BOBI WINE, MUNTU RALLY BEHIND INDEPENDENT WADRI IN ARUA

www.mknewslink.com

In Arua

FDC is facing a tough time after Bobi Wine rallied behind firebrand politician and independent candidate Kassiano Wadri to take Arua Municipality in this Wednesday’s by-election.

Under their new political catchphrase ‘People Power’, Wadri’s team is backed by former FDC president Mugisha Muntu who campaigned for the former Terego County lawmaker last week.

The ‘People Power’ force humiliated the FDC candidate in the recently concluded Bugiri polls that saw Asuman Basalirwa emerge victorious.

Observers say the ‘People Power’ is disproving the widely held notion in opposition that one needs endorsement of big political parties such as FDC to defeat NRM candidates.

Addressing a mammoth rally in Arua on Sunday, Bobi Wine said as they take on leadership as young people, they must also tap into the wisdom and guidance of the elders that Museveni fears most like Kassiano Wadri.

He said voters should be guided by patriotic elders like Wadri although there are many others who continue to sell the people to the regime according to him.

Unlike FDC’s candidate Bruce Musema, the ‘People Power’ alliance attracted larger crowds that walked through the town, bringing business and traffic to a standstill.

Tens of thousands of cheering crowds lined the streets to catch a glimpse of Bobi and Wadri as they drove together to the rally.

Wadri said he was committed to the transformation of Arua and pledged to serve them better than previous legislators.

However, FDC leaders, Kizza Besigye, Patrick Amuriat and Nandala Mafabi had no kind words for Wadri, saying he should never have contested in the race.

While campaigning for Arua Municipality FDC candidate Bruce Musema on Sunday, Amuriat said Wadri should never have left his Terego County to divide the party’s vote in the by-election.

“Wadri is a very dishonest person. We were with him and other FDC members who agreed that the incumbent party candidate should serve for five years,” said Amuriat.

“Wadri is FDC candidate for Terego; Musema is FDC candidate in Arua Municipality. Why did he have to abandon his constituency and come to cause confusion in Arua?” he added.

Nandala Mafabi, the party general secretary, termed Wadri as dishonest and greedy.

Dr Besigye also said Wadri had made his contribution and should have left the municipality seat for Musema.

A divided opposition vote could work in the favour of NRM which recently swept the municipality and local elections with a landslide.

Museveni will address two rallies in the two divisions of River Oli and Arua Hill.

The election has attracted 12 candidates. They are: Ms Nusura Tiperu (NRM), Bruce Musema (FDC), Jaffar Alekua (Jeema) and Kennedy Madira (DP).  Others are Independents Kassiano Wadri, Francis Elton Nyero, Sunday Anguandia, Alfred Nyakuni, Jackson Atima, Simon Avutia, Safi Bavuga and Robert Ejiku.

AGE LIMIT: LAWYER MABIRIZI OFFICIALLY APPEALS IN SUPREME COURT, FILES PICK-UP FULL OF EVIDENCE

$

www.mknewslink.com

In Kampala—

Lawyer Male Kassim Mabirizi Kiwanuka has officially filed an appeal in the Supreme Court challenging the age limit judgment by the Constitutional Court last month.

The Constitutional Court sitting in Mbale in July upheld the amendment of article 102(b) to lift the minimum and maximum age limit from the constitution.

On Monday, almost three weeks after the Constitutional Court ruling, the youthful lawyer who represented himself during the petition filed an appeal with the Supreme Court registrar Godfrey Anguandia Opifemi.

“I have spent 17 days and nights trying to put together evidence which amounts to 30896 pages contained in 150 booklets, Mabirizi said.

Riding on the back of a mini truck full of his evidence, the lawyer jumped off before he began carrying the voluminous booklets to the office of the Supreme Court registrar.

Four of the five Justices of the Constitutional Court including Alphonse Owiny Dollo, Cheborion Barishaki, Elizabeth Musoke and Remmy Kasule upheld the amendment of the constitution to lift the age limit saying it was done in accordance with the constitution.

Justice Remmy Kasule in his judgment said that there is no backing in the constitution that states that when a president clocks 75 years of age, he must vacate office adding that ages comes to different bodies differently.

The judges however unanimously annulled the extension of the term of office for legislators from five to seven years saying it was not done in accordance with the constitution.

The no nonsense Justice Kenneth Kakuru described the legislators as being selfish when they unlawfully extended their tenure from five to seven years.

Speaking to journalists on Monday, Mabirizi said he was not contented with the Constitutional Court that ruled it was wrong for Members of Parliament to extend their term to seven years but the same court upheld the amendment of article 102(b) to lift the minimum and maximum age limit from the constitution.

“The president assents only one signature to the entire act .The entire act therefore needed a referendum and not only the part of extending the term of office for MPs,” Mabirizi said.

In his appeal, the lawyer argues that the court also erred in law when it failed to summon the speaker of parliament to explain her role in the chaos at parliament during the age limit debate last year.

Mabirizi in his appeal argues that the Constitutional Court sitting in Mbale erred when it failed to declare that he was inconvenienced during the age limit debate when he was stopped and almost arrested as he tried to access parliament to follow proceedings.

He says court ought to have found that many other people were inconvenienced in a similar manner during the debate.

“I want damages for the inconvenience caused to me .I had requested for the damages in the petition but the justices of the Constitutional Court didn’t consider it. I want the Supreme Court to address it,”Mabirizi told journalists.

He said he would be hoping for the matter to be expedited by the Supreme Court it is keeping Ugandans in suspense.

“I will now wait for the court to assign a panel of seven judges and after the pretrial, I will be ready for the main case.”

KABAKO SAYS THAT WEASEL MANIZO AND KING SAHA STOLE ‘MPA LOVE’ FROM RADIO’S MUSIC FOLDER

The showbiz industry is everyday getting interesting. Singer Roden Y aka Kabako of Team No Sleep has  again accused Weasel and King Saha of stealing songs from the late Mowzey Radio’s  music folders. With latest the song stolen is ‘Mpa Love’.

SINGER RODEN Y KABAKO

The ‘Sitani Tonkema’ hit star came out and revealed that he first listened to the ‘Mpa Love’ at producer Nessim’s record studio’s while voiced in Mowzey’s  tone.

But he was later shocked to find that King Saha and Weasel are now playing and stealing songs from the fallen Mowzey Radio’s music folder.

Weasel and King Saha are now playing and stealing songs from the late Mowzey Radio’s music folder. I first heard that song ‘Mpa Love’ at producer Nessim records in Radio’s voice. But was surprised to these two chaps doing the exact song,

Kabako stressed.

The two have of late been the talk of town as the new duo with King Saha stepping up to take over the Mowzey role. LOCAL SPORTS:

Pilsner Super 8 Tournament:

Semi-final – Tuesday, 14th August 2018

KCCA Vs Nyamityobora

@Star Times Stadium, Lugogo – Kampala (4 PM)

The Pilsner super 8 tournament resumes on Tuesday, 14th August 2018 when Kampala Capital City Authority (KCCA) Football Club locks horns with Mbarara based Nyamityobora in the first semi-final clash.

This duel will take place at the Star Times Stadium, Lugogo in Kampala.

Addressing the media in the official pre-match press conference at Kati-Kati Restaurant in Kampala, the two sides’ tacticians expressed readiness to face each other.

Soft spoken James Odoch, a former Uganda Cranes star player now handling the newly promoted Nyamityobora stated that they are ready to play against KCCA at their own grave yard.

After we eliminated Kirinya-Jinja S.S, we have the confidence that we can also shock KCCA at their own home ground. The players have been training well and have the confidence. It is still an open game

His counterpart, Mike Mutebi believes they have a slight advantage against the opponents;

Nyamityobora traveled to Kampala on Monday and also held the final training session at Lugogo to acclimatize to the Lugogo astro turf ahead of the match.

They are expected to bank on the experience of former Lweza and Onduparaka wide man John Wesley Kisakye, who had a field day at office, against Kirinya-Jinja S.S during the first leg.

Kisakye will also be joined by other new recruits as goalkeeper Franco Oringa, holding midfielder Ivan Mbowa, Ibrahim Mpengere, tried and tested Bruhan Matovu, David Kizza, Lameck Ebong and Charles Ssebutinde among others for the much needed inspiration.

For starters, Nyamityobora ejected Charles Ayiekoh Lukula’s Kirinya-Jinja S.S 1-0 with substitute Mpengere, who previously played at relegated Masavu FC scoring the all-important goal at the stroke of full-time.

For KCCA, who held a training game on the eve of the match, against Kamuli Park – Wakiso Giants (ended one all), they will still experiment with new faces as Allan Kyambadde, Bernard Muwanga, Mike Mutyaba and the like.

The home team shall still miss the services of midfielder Abubakar Gift Ali and Julius Poloto who are nursing ailments.

KCCA eliminated Jinja side BUL 3-2 with Kyambadde, Muzamiru Mutyaba and Mustafa Kizza all on target for the 10 time Uganda Premier League winners before a late scare from BUL who scored their two goals through Uganda U-20 star player Hamis Tibita.

The winner between KCCA and Nyamityobora will face the second winner between Sports Club Villa and Arua based side Onduparaka.

The second semi-final will take place at the Green Light Stadium, Arua.

KCCA’s new signing Allan Kyambadde in action against Kamuli Park – Wakiso Giants on Monday. All eyes will be on him for his impressive start at the club

According to the DPC Bushenyi district, Ronald Lutaro, police received a complaint  and complied a file after Baguma 28 years claimed that he had been sodomized many times by the man of God.

However, what surprised many was Baguma to write an additional statement withdrawing the case he had too much interest prior.

Its not clear whether Rev. Komunda gave money to Baguma to withdraw the case which him and the  public especially Christians had too much interest in.

www.mknewslink.com editor also established through the Diocesan secretary Rev. Can. Arthur Atwiine that Rev. Komunda was immediately suspended from service after Baguma brought out the above complaint and is currently still on suspension.

Before he was suspended, Rev. Komunda was serving at Nyamirima church of Uganda in Kyeizooba archdeaconry.

Yesterday Aug 13, 2018, the Diocesan Secretary told www.mknewslink.com  editor that diocesan leadership is considering reinstating Rev. Komunda since police and state attorney cleared him of homosexuality charges.

In 2010 Ugandan parliament enacted a law criminalizing homosexuality but was later outlawed by court after a short time. However police use the penal code act to charge the offenders.

In Arua—

Police in Arua on Tuesday afternoon released two NTV journalists on Police Bond after spending a night in detention.

Herbert Zziwa and his camera man Ronald Muwanga were arrested by operatives in plain clothes in Arua Municipality on Monday evening while covering a murder scene where Kyadondo East MP Robert Kyagulanyi’s driver was shot dead.

The duo was charged with inciting violence and malicious damage to properties.

This was all in the wake of the scuffle that marked the last day of campaigning ahead of the Arua Municipality MP by-elections.

SPORTS NEWS: REAL MADRID FACE ATLETICO MADRID IN UEFA SUPER CUP

Real Madrid start a new era without Cristiano Ronaldo along with head coach Zinedine Zidane when they face Atletico Madrid in the UEFA Super Cup in Estonia on Wednesday (kick-off 8pm BST).

Gareth Bale, Thibaut Courtois and Luka Modric in Real squad for UEFA Super Cup clash in Estonia

Julen Lopetegui has replaced Zidane but the only signings so far have been defender Alvaro Odriozola, goalkeeper Thibaut Courtois and Brazilian youngster Vinicius Junior.

All three of the new additions could make their competitive debuts against Atletico at the 15,000-capacity A. Le Coq Arena in Tallinn, Estonia.

Ronaldo’s departure could mean a bigger role in the team for Gareth Bale, who spent much of last season on the bench but has impressed in pre-season.

Real have won the Champions League three years in a row and Lopetegui is aware of the expectations.

Much of Real’s success in the Champions League in recent seasons has come at Atletico’s expense.

Diego Simeone’s side were beaten in the 2014 and 2016 finals by Real and also lost in the semi-finals in 2017.

But they won the Europa League last season and have strengthened over the summer with the signings of Thomas Lemar, Gelson Martins, Rodri, Nikola Kalinic and Santiago Arias.

CHELSEA MIDFIELDER TIEMOUE BAKAYOKO JOINS AC MILAN ON LOAN

Tiemoue Bakayoko leaves Chelsea to join AC Milan on season-long loan with option to buy on purchase option of £35.65m

The 23-year-old France international joined from Monaco last summer for £40m and started 25 Premier League games in his first season at the club.

Chelsea have boosted their midfield options this summer with the high-profile signing of Jorginho from Napoli, a player Sarri knows well, and Mateo Kovacic on loan from Real Madrid.

Bakayoko was not in the squad for Chelsea’s Premier League opener against Huddersfield as goals from debutant Jorginho, N’Golo Kante and Pedro secured a 3-0 win.

Milan have confirmed Bakayoko will be presented to the Italian media in a press conference on Friday afternoon.

NYAMITYOBORA FC SUFFER DEFEAT TO KCCA IN PILSNER SUPER 8 SEMIFINAL

Mbarara based club Nyamityobora FC yesterday fell to KCCA in a 4-0 humiliation at Star times stadium, Lugogo on tuesday.

Striker Patrick Henry Kaddu scored a first half brace with two second half goals from Allan Okello and a rare strike from substitute Lawrence Bukenya crowning the glowing evening before a relatively fair crowd that included Uganda Cranes head coach Sebastien Desabre.

Kaddu opened the scoring inside the opening twenty minutes after he lobbed the ball over goalkeeper Franco Oringa following a school boy mistake just outside the goal area before tapping in an empty net.

Three minutes later, Kaddu finished from close range – thanks to Julius Poloto’s well laid ball inside the goal area.

The spicy dancing celebration after each of Kaddu’s goals told the detailed story-line and the euphoria from the rest of stands.

Okello who had relatively silent day in office poked home the third before Bukenya’s rare strike, a beautiful finish after substitute Muwadda’s teasing delivery on the right hand by-line.

KCCA will now wait for a winner between Onduparaka FC and SC Villa  whose match was postponed due to security reasons in Arua Municipality.

MUSEVENI BREAKS SILENCE ON ARUA VIOLENCE

Wednesday 15th August 2018

www.mknewslink.com

President Museveni has finally spoken on the Arua violence that left MP Robert Kyagulanyi’s driver, Yasin Kawuma dead and several others injured; saying the hind window of his damaged car was not armoured.

Museveni’s comments come against the backdrop of a heated social media debate on the security features of the presidential motorcade.

Ugandans argued on Facebook and Twitter that a stone could not damage the armoured windscreen of the President’s car.

In his statement issued on Wednesday morning, Museveni said that the stones thrown broke the rear glass window of the car where they transport luggage.

“That window glass is not armoured. There was no harm on the old man with a hat.” Museveni said

Museveni blamed elements of the Opposition, including Kassiano Wadri, Kyagulanyi (Bobi Wine) and others, who stoned his convoy, including his vehicle.

Museveni added, that his convoy did not react with fire in response to the attack noting that the only reaction would be live bullets. “This was because we were not equipped for anti-riots. Our intervention could have resulted into people’s death because we only had live bullets.”

Scores remain in jail as security services investigate the Arua incidents which officials say threatened the life of the president.

Museveni said the crowd which hurled stones at his car, “with a tinga tinga (a grader), apparently continued to the town where they attacked people who were coming from the NRM rally. They injured quite a number of people with stones. It was in those scuffles that one of the attackers was shot dead.”

Police spokesperson Emillian Kayima told press on Tuesday that it is criminal to obstruct and or attack the presidential motorcade as it contravenes the Traffic and road Safety Act as well as provisions in the Penal Code Act.

The President, who was in the area to campaign for NRM’s Nusura Tiperu ahead of Wednesday’s by-election, blamed the chaos on what he called ‘the weak management by the Police and the criminal behaviour of some of the Opposition leaders.’

He said it was a big shame to have such confused people who want to use violence to intimidate Ugandans.

“Nobody has a right to intimidate any Ugandan by word or action.” Museveni warned.

In Bushenyi

The Ishaka Bushenyi Municipality town clerk Edward Kiwanuka Gwavu, has given his verdict on cutting down of trees for timbers and logs in Kashenyi.

On Wednesday last week, chaos erupted between instructed field workers and Kashenyi leaders and locals over the cutting of trees.

According to the complaint letter dated 11th August 2018 addressed to the Bushenyi Ishaka Municipality town clerk Mr. Edward Kiwanuka Gwavu signed by the Kashenyi ward LCII Matia Katanako, the process of cutting trees took place without his consent as the area leader and his council.

Speaking to our reporter in his office, the acting town clerk Ishaka division Gilbert Boona said that the executive committee meeting that sat few weeks ago sanctioned the cutting of trees to enable the division fence Kashenyi health center land and establish a demonstration farm as it was directed by the ministry of Agriculture under the production department

Boona informed saboteurs of development that the executive meeting is
the highest decision making body of the division adding that the town
clerk and the division chairperson who are the custodians of the
division property are accountable to the municipal mayor and town
clerk.

According to the letter dated 14th August, Edward Kiwanuka, the Municipal town clerk forwarded the matter to the division chairperson LCIII Deus Mucenga Owoyesiga since it falls to his area of jurisdiction. Mucenga however said that the town clerk has no case to answer since the decision was taken from the executive meeting.
