MPs TAX EXEMPTION: KABALE RESIDENTS SIGN PETITION TO MUSEVENI TO SIGN BILL

Kick corruption out of Uganda a Civil society organization based
Kabale district has started collecting signatures to appeal to
President Yoweri Museveni not to assent to amendments in the Income
Tax Amendment Bill 2016 in which Members of Parliament voted to exempt
their allowances from tax.

According to the approved budget estimates of 2016/2107 financial
year, the projected expenditure on MPs is 239,590,669,000 shillings.
Of this 178,133,905,000 shillings will be spent on Mps allowances and
61,456,764,000shiilings will be spent on Mps salaries.

Each Mp monthly earns basic salary of 2,600,000 shillings,
constituency allowances of 4,054,000shillings, subsistence allowance
of 8,580,000, Town running allowance of 1,062, 500 shillings mileage
allowances of 11,672, 000shillings and gratuity of 30% of total
earning totaling to 4,888,950 shillings.

The Chairperson Kick corruption out of Uganda Rev Fr Gaetano
Batanyenda says that the decision by the legislators is not only
immoral but unjust. He added that Ugandan legislators already earn far
more than any citizen and are as such obliged to pay taxes.

He says that by exempting themselves from paying taxes, legislators
are proving that they do not care about the welfare of the rest of the
country.  He adds that payment of taxes should be a responsibility of
every citizen, specifically those holding positions of leadership.

The Mayor Kabale Municipality, Emmanuel Sentaro Byamugisha says that
the public needs to hold a peaceful demonstration to express their
dismay on the decision by Mps.

The bill has been returned to parliament by the President, for the
second time.  According to Article 91(5) of the Constitution, when the
President returns the Bill twice and it is passed for a third time by
parliament, with the support of at least two thirds of MPs, the
Speaker causes a copy of the Bill to be laid before Parliament and the
Bill shall become law without the assent of the President.


43 RWANDANS ARRESTED IN KABALE BEING TRAFFICKED TO UNKNOWN DESTINATION

IN KABALE—-

Arrested Rwandans at Kabale police station. They were being trafficked to unknown destination.

Police in Kabale district have arrested 43 Rwandan Nationals for
illegal entry into Uganda.
According to Kabale district police commander Dickens Bindeeba these
people were arrested last night at Horizon bus in central division
Kabale municipality.
Bindeeba adds that these people are in a range of 18-25 years and there
were being taken by Deus Besigamazima and one only identified as Maniriho
to work in Tea estate in Mityana district.
Bindeeba adds that  the two people who were trafficking
them will be charged with trafficking human beings and the other 41
have been deported back to their country.
He says that people who intend to come to Uganda should use right
procedures and right routes otherwise they risk being arrested and
prosecuted.
On 26th March 2014, Maniriho was arrested for trafficking 69 Rwanda
Nationals into Uganda and he was taking them to work in Tea estate in
Mityana district.

ACADEMICIANS, CIVIL SOCIETY LEADERS WRITE BOOK 0N 2016 UGANDA’S COMMERCIALIZED ELECTIONS

A number of 22 academicians and civil society leaders have teamed up and written a book titled ‘controlling consent: Uganda’s 2016 election’.

The book clearly states how voters of Uganda in 2016 primary and general elections at all levels would accept money and other material things in exchange for votes. The launch was organized by Western Ankole Civil Society Forum [WASCOF] and Centre for Basic Research.

The contributors of this book include; Sabiti Makara, David Mugambe Mpiima, Moses  Khisa and Sabastiano Rwengabo, Others are Salie Samba Kayunga, J. Oloka- Onyango, Veronica Nakijoba, Prof. Josephine Ahikire, Aramanzan Madanda, Jamil Damulira Mujuzi, Levis Mugumya, Sarah N. Ssali, Richard Ssewakiryanga, Danson S Kahyana, Phiona Muhwezi Mpanga, Andrew Karamagi, Maria Nassali, James Nkuubi, Ben K. Twinomugisha, Elisam Magara and Busingye Kabumba.

The successful publication of this book was made possible by Democratic Governance Facility[DGF] and was launched yesterday Dec. 13, 2016 at Crane Resort hotel Ishaka by professor Josephine Ahikire on behalf of writers and center for basic Research and Bushenyi district chairman Jafari Basajjabalaba together Ankole leaders. .

Professor Ahikire in her chapter wrote that Ugandans have become beggars in their own country for they beg president Museveni as the way a child begs a parent.

Umar Muhanguzi the secretary general for NRM in Bushenyi district, told the meeting that whether voter bribery or not NRM is already preparing to win the 2021 elections using available means.

Paul Turyamureeba Kahiigi the Bushenyi district FDC party chairman who is currently challenging the election of Bushenyi district chairman Jafari Basajabalaba in the court of appeal told the meeting that Ugandans are losing hope in elections because president Museveni uses a lot of money not from his hard earned money but tax payers money.

He noted that this has resulted into severe problems in the economy because of the tririon Uganda shillings used in 2016, 2011 elections.

Relatedly, Bushenyi district has the highest number of election petitions in the court of appeal due to voter bribery and other forms of election irregularities. These cases are Micheal Mawanda Maranga versus Andrew Martial in Igara East, Odo Tayebwa versus Gordon Arinda Cow-boy  Bushenyi-Ishaka municipality and PaulTuryamureeba Kahiigi versus Jafari Basajabalaba for Bushenyi district LC5 seat.

Bushenyi district has three constituencies. Its only Igara west of Rafeal Magyezi that there was no election petition.

BUSHENYI-ISHAKA IN COURT OF APPEAL AGAIN: ODO TAYEBWA VS ARINDA COWBOY, JUDGMENT SOONEST

A court of appeal election petition for Bushenyi-Ishaka municipality parliamentary seat between Arinda Gordon Cowboy Kakuuma and Odo Tayebwa will be decided upon soonest.

According to our credible source at court of appeal, the healing of the case was concluded on Dec. 07, 2016 in kampala.

The source added that the judges on the panel include justices Catherine Bamugemerire, Richard Butera and Remmy Kasule the lead judge.

Odo Tayebwa was represented by Bonefas Ngaruye Ruhindi while Arinda was represented by Alexander Kibandama.

Bushenyi Ishaka municipality a seven year old municipality has a history where in 2012, Odo Tayebwa defeated Nassar Basajabalaba in a court of appeal election petition and as well the by-election.

Odo Tayebwa lost in the Mbarara high court in the 2016 election petition but did what he did in 2012 and petitioned court of appeal. BUSHENYI CHIEF FINANCE OFFICER FINALLY GETS POLICE BOND, TO APPEAR IN COURT NEXT WEEK

Bushenyi chief finance officer, Abias Asiimwe who has been in police cells both in Bushenyi and Kampala was finally released yesterday evening Dec. 14, 2016 by Bushenyi police CIID officials.

According to one Dr. Elija from statehouse health monitoring unit, CFO Asiimwe got bond but would appear in court next week after their lawyer does all necessary case work and take the file to DPP[Bushenyi district state attorney] sanctioned and he is arraigned in court.

Abias was arrested on Friday 09, 2016 and kept in Kampala’s SIU[special investigations unit] but was later transferred to Bushenyi district on Tuesday Dec. 13, 2016.

Dr. Elija told www.mknewslink.com editor in Bushenyi yesterday that 48 million GAVI funds must be paid back and those who stole it be punished.

CFO Abias Was not in prison alone but with her cashier Ms Cecelia Tweshengerize. She was also arrested on same day Friday and kept at Bushenyi police station until yesterday when she was bonded at the same time with her boss.

State house health monitoring unit formerly headed by ministry of health PS Dr. Diana Atwiine is charged with monitoring all health and other related health services in Uganda.

PM RUGUNDA, JOURNALIST SHAKA SSALI’S FORMER KABALE SCHOOL IN DILAPIDATED STATE

DR. RUHAKANA RUGUNDA AND PRIME MINISTER OF UGANDA IS AN OLD BOY OF KABALE PRIMARY SCHOOL WHERE PUPILS ARE STUDYING INS DILAPIDATED STRUCTURES.

The structures at Kabale primary school in Kabale municipality are
deplorable. The dilapidated structures at the school were built in
1945.
Currently the school has 1117 pupils who study in dilapidated
buildings, which are roofed with asbestos.

Kabale primary school taught many current prominent government officials including the prime minister of Uganda  Dr. Ruhakana Rugunda and prominent voice of America international  journalist Dr. Shaka Ssali among other very prominent Ugandans.

Teachers who spoke to www.mknewslink.com news website on condition of anonymity claim the
roofs in their class rooms leak. They say the condition has worsened
during the rainy season. Another teacher who never wanted to reveal
her name says the buildings have not had any repair for a very long
time.
The Kabale primary school Head Teacher Godfrey Mwetegye acknowledges
the problem. He says that even the buildings that were built in 1960’s
are also in a sorry state.
Mwetegye adds that they raised the concern to relevant authorities in
vain. He is calling government to at least renovate the dilapidated
building and re-roof them with new iron sheets to reduce on the risk
of asbestos on human beings.

The Kabale Municipality Principle Education Officer Mathias Akeeka
also acknowledges the problem. He however says that municipal council
gets 210 millions shillings for school facilitation grant, which is not
enough to cater for such issues.
Akeeka however says that they will sit as technical planning committee
to see whether the buildings can be renovated

RWENZORI CIVIC SOCIETY TO GOVERNMENT: ITS ONLY DIALOGUE THAT WILL RESOLVE KASESE CONFLICT

Rwenzori five civil society organizations under their umbrera organizations Rwenzori consortium for civic competence [RWECO] have launched a campaign aimed at solving the Rwenzori crisis using nothing but dialogue.

According to the coordinator of RWECO Jimmy Baluku, the appeal for a peacefull resolution by Obusinga Bwa Rwenzururu stand off between government and the affected kingdom.

He added that he has mobilized religious leaders, Elders, cultural and civil society to meet the prime minister of Uganda and tell him that the Rwenzururu cannot be solved by guns but dialogue.

“We have already met the RDC kasese that is on Dec. 06, we shall continue and meet minister of internal affairs and prime minister” Baluku noted

The civil society organizations in the RWECO constium include Ride Africa, Ric-net, Good hope and Kali based in Bwera kasese and their umbrella organization Rweco.

He noted that they have already engaged the local government of Kasese and the Obusuina Bwa Rwenzururu what is remaining is the central government.

Mr. Baluku said this yesterday in an exclusive interview with www.mknewslink.com editor at their regional office in Kasese town. He noted that there is no way how the kasese conflict will be resolved without giving dialogue a chance.

“We are not alone in this struggle other civil society organizations are trying to push for dialogue. These are local CSOs but we also looking at national NGOS like international alert and foundation for human rights initiative.

Mr. Baluku noted that academicians need to go to Rwenzori region and conduct a comprehensive research on the conflict and why it can be ended once and for all.

He gave an example of conflicting tribes in Kasese and Bundibugyo like Bakonjo versus Basongora, Bamba versus Bakonjo and Babwisi versus Bamba all these conflicts cannot be solved by a gun, its dialogue nothing but dialogue.

Omusinga Mumbere, Prime minister Thembo and central government[president Museveni] should sit on a round table and we are not ready to get tired we shall continue until dialogue is given a chance.

Rweco is implementing a project in the Rwenzori region in the four districts on community action to prevent and manage conflict in the sub-region. The districts are Kasese, Bundibugyo, Ntoroko and Kamwenge.

The project started in 2016 and will end in 2018. The project is aimed at preventing and managing conflict in the sub-region. Its funded and Dutch organization called HIVOS.

Mr Baluku was hopeful that by the end of the project 2018, management and dialogue in the conflicts in the region would have been reduced or solved.

The king and prime minister of Rwenururu kingdom were arrested and charges slapped on King  Mumbere of murder, terrorism among others

The prime minister was arrested on Thursday Dec. 15 , 2016 and has neither appeared in court nor where he is being held is known.

Over 100 royal guards were charged in a Jinja court for participating in the killings in Rwenzori kingdom.

Around 90 people were murdered on Sunday Nov. 27, 2016 and other days in king mumbere’s palace in Kasese town and other areas after the arrest of the king on the above date.

KABALE MAN INJECTS HIV BLOOD TO TWO INNOCENT CHILDREN

Police in Kabale District are holding a 22 old man alleged of spreading
HIV/AIDS to two children by injection.

The suspect has been identified as Bosco Ngusi a resident of Hakabungo
village Katuna town council of Kabale District,

It’s alleged that on 12th of December 2016 at their home, Ngusi suspected
of being affected with HIV/AIDS, injected his blood to the two children
whom he is an uncle using a syringe.

The Kigezi Regional Police Spokesperson Elly Maate has confirmed the
incidence saying that it’s unfortunate for a person to inject blood from
himself to innocent children,.

Maate adds that the suspect is in custody and
police is still investigating to get the truth of the matter and after the
conclusive investigations the suspect will be aligned to court and answer charges accordingly.

BRIG. ELWELU TO BRIG. KASIRYE GWANGA AND OTHER UGANDANS: I WAS ABSOLUTELY RIGHT TO KILL PEOPLE AT KASESE PALACE

UPDF 2nd Div. Commander Brig. Peter Elwelu has vowed to take full
responsibility of the attack on Obusinga bwa Rwenururu Palace. During
the raid several people were killed and King Charles Wesley Mumbere
now incarcerated in Luzira Prison was also arrested.

Brigadier Elwelu told the world that he will forever stand by the
action he took even when he is before his creator in heaven and that
nobody should threaten or intimidate saying it had to be done that
way.

He said the attack on the palace by the armed forces which he
commanded was in accordance with laws of Uganda and that they acted
professionally otherwise he would have finished all people who were at
the palace by the time of the raid but was able to save lives in a
situation where it was not easy .

Elwelu said UPDF knew that they were taking on a force more motivated
to fight them and they went for it and see who takes the day.

Speaking to www.mknewslink.com editor Elwelu blasted Brigadier Kasirye Gwanga, the
presidential advisor on security in Buganda region saying that he
erred in Judgment and could have defied orders and devised other less
forceful tactics to take out wrong elements instead of killing several
palace people.

He said Kasirye Gwanga who was a sergeant in Iddi Amin’s army knows
nothing about national security and has never commanded any battle
adding that the rank of a brigadier he got should be investigated
because it was given to him through trickery after deceiving army
leadership that he wanted to retire but later came back to the force
two days after had been retired claiming that he could not integrate
himself with the civilians.

Commenting on defying orders as said by Brigadier Kasirye Gwanga in
the Press, Elwelu said such behaviors which were the order of the day
in the past regimes can’t apply in UPDF with a quite different
doctrine where soldiers are a disciplined and with due respect to the
leaders adding that Gwnga he can probably teach him how to take the
weed but not issues of national security and advised him to check on
his profession record and see his profile in order understand the type
of a soldier is trying to undermine

Kasiye Gwanga was recently quoted in the press saying that Brig.
Elwelu whom he called an Idiot and a creation of Kimaka, should have
cordoned off the palace and denies the King and his people food supply
and water with a view of forcing them come out instead of blindly
taking orders from someone in Entebbe or Nakasero to shoot and kill
people noting that he is in trouble and will be tried one day for such
criminally reckless conduct because the evidence is simply

BUSHENYI DISTRICT HAS TWO SETS OF DISTRICT SERVICE COMMISSIONS, NON IS WORKING

Bushenyi district local government situated in western Uganda has two sets of district services commissions and non is working since July 2016. This is according to the same district LC5 Chairman Jafari Basajabalaba and CAO Elias Byamungu.

While explaining to the district council what the district is undergoing now Dec. 19, 2016 2:40pm, the CAO Byamungu told council that the district executive committee allowed him to write to the public service commission in Kamapala to allow the district use Buhweju district service commission to do heaps of Bushenyi district work.

Byamungu added that despite endorsement by the DEC, the public service commission rejected it claiming that it had approved a service commission led by Lydia Rwakishaya and names sent by the Willis Bashaasha led district council.

However Jafari Basajabalaba after assuming office in June 2016, he appointed his service commission led by scholastic Ndyagambwaki claiming that the Bashaasha district council that forwarded names of Rwakishaya, Behangana and Ishungisa did not have a quorum

Basajabalaba vehemently rejected Bashaasha – Rwakishaya commission and wrote to the solicitor general and together with his executive met the public service commission but mr. Duncan Bigirwa the then secretary public service commission rejected Basajabalaba and team’s pleas and maintained the Rwakishaya commission as the legitimate one.

BUSHENYI DISTRICT COUNCILORS FIRED UP IN THE COUNCIL TODAY OVER TWO INACTIVE DISTRICT SERVICE COMMISSIONS

Basajabalaba told council that the members of the public service commission including its secretary have all retired and had special interests in the Bushenyi district service commission.

He named the current public service commission chaired by retired justice Raphael ochan, and the secretary is one called Musubira. He added that the new commission is not biased therefore it will approve the commission he appointed led by scholastic Ndyagambwaki.

The council concluded the matter by informing the district chairman Basajabalaba to continue pursuing the matter of the district service commission and conclude it soonest.

CAMPAIGN FINANCING LAW: KABALE RESIDENTS AFFIRM IT

Alliance for Election Campaign Finance Monitoring (ACFIM) in
collaboration with Kick Corruption out of Uganda all a Non governmental
organizations are collecting signatures to petition parliament to
enact Election financing law.
Election finance law is aimed at regulating politicians from dishing
out lot of money during campaigns that later affects the country’s
economy.
This was revealed yesterday during a dialogue meeting organized by Kick
Corruption out of Uganda at Kirigime guest house in Kabale
municipality.
The meeting was aimed at generating views from voters
before the petition is presented before parliament.
Some of the aspirants in the recent concluded elections who include
Benson Ainebyoona from Kamwezi sub county, Pius Rwakimari from
Kyanamira Sub County, Evas Mugabi from Northern division among others
said that the law was overdue.
The Technical Associate Alliance for Election Campaign Finance
Monitoring (ACFIM) Eddy Kayinda said that they want the law passed to
have leveled ground ahead of next elections.
He also revealed that in the recent concluded elections, presidential
and parliamentary aspirants spent 2.4 trillion shillings in the
electoral process.

The Kabale district speaker Loy Zikampereza accused government leaders
for spending a lot of money during elections which has led to
increased prices of products.

The three man tribunal headed by Justice David  Matovu assisted by commissioners John Masede and Charles Katarikaawe entered the 5th day in a bid to bring out the truth about the allegations raised by 18 councilors demanding for the censure of Mitooma District Chairman Benon Karyaija.

The tribunal set up by Minister of local government Col. Tom Butiime started its work on Monday 12th Dec 2016 and continued even today hearing witnesses from petitioners who included the former Driver of Benon Karyaija, Bernard Nuwamanya.

Bernard Nuwamanya while still driving the Chairman in a vehicle LG 0243-06  IN 2013/2014 wrote a report to the clerk to council and coped the supervisor of works claiming that his Boss Benon Karyaija removed the vehicle from him and started driving himself most of the times in Mitooma and other surrounding areas.

Nuwamanya told the tribunal that he would only drive the chairman while in Kampala and they would be given two days’ allowance and in the end they would end up spending five days and the allowance would be already consumed and hence too much suffering on his side.

Nuwamanya who amused the tribunal by trying to deny the report he authored was given the report to read it again to the Tribunal lead counsel and stemmed but was later put on pressure to read it and he read it.

He tried to deny the contents of the letter but the chairman of the tribunal had later asked him whether the signature that was there was his and he agreed that it was his. Justice Matove later ruled that the driver Nuwamanya had a problem together with his testimony going by his behavior.

The driver Nuwamanya was finally pushed on the wall and revealed everyting concerning ow C/man used to drive a vehivcle beyond service date and kilomotoraee dates.

Nuwamanya was also asked by the  chairman of the tribunal about the number of drivers Mitooma has and he said they are eight and managed to name seven of them but said he had forgotten one, the judge continued to ask him whether the eighth driver whom he forgot is the one who drives the chairman but the driver said he is not the one.

Nuwamanya was asked whether he knows the current driver of the district chairman, David Orikiriza and whether Orikiriza was a fulltime staff at the district.

Nuwamanya said that Orikiriza whereas he has a  driving permit he is not a substantive staff of the district because the  district service commission never recruited him.

The Rwenzuru prime minister who was arrested last week is being held at Bushenyi police station for now six days under tight security and secretly. This is according to a credible source at Bushenyi police station.

John Thembo Kithumbire was brought to Bushenyi police station on Dec. 15, 2016 secretly by police and since then he is still there.

The Greater Bushenyi police publist Martial Tumusiime kept tight lipped when asked about Bushenyi police station holding prime minister of the troubled kingdom of Rwenzururu.

When this editor tried to reach out to AIGP Kawasa who is the Uganda police spokesperson, his official phone was off since last night up today morning.

The police officers at Bushenyi police station were all warned according to my credible source not to say anything about the arrest and the detention of the prime minister at the station.

The source added one a Mukonjo police constable spoke to PM kithumbire but an order came from Kampala and was arrested and kept in cells for two days and released, warned never to speak to his PM or say anything about him.

On Nov. 27, 2016, The Rwenzururu palace was burnt by the UPDF and on top of that arrested king Charles Mumbere and subsequently charged him murder, terrorism among other capital offences and is being held in government prison in Jinja.

About 200 people lost their lives majority royal guards of the king Mumbere. About 160 appeared in court in Jinja and are still being held there.

POLICE spokesperson and head of human resource at Uganda police AIGP Andrew Felix Kawesa has confirmed to www.mknewslink.com editor in phone interview this evening that its true that the prime minister of Rwenzururu kingdom is being held at Bushenyi police station.

He noted that that its true and he was sure that the prime minister John Thembo Khisumbire is safe at Bushenyi police station and will be produced in courts of law after christmas since courts won’t work during christimas time.

Last Night the 2nd division commander Brig. Peter Elwelu told www.mknewslink.com editor that the UPDF never arrested PM Khisumbire but the arrest was done by police and referred this editor to police operations commander AIGP Asuman Mugyenyi and PRO Adrew Kawesa.

MITOOMA CFO UNDRESSES CHAIRMAN KARYAIJA AT THE 6TH DAY OF TRIBUNAL HEARING

CONTRAVERSAL KARYAIJA DRIVER DAVID ORIKIRIZA TESTIFYING BEFORE THE TRIBUNAL YESTERDAY

The Mitooma district chief finance officer Gad Twesigye yesterday while appearing before the tribunal that is meant to censure or save the district chairman Benon Karyaija over five grounds of abuse office, corruption and embezzlement among others, he told the tribunal that  boss makes claims himself in his hand writing whenever he wants go out of the district

The district chairman Benon Karyaija and other statutory bodies where he falls have a department and a senior accounts assistant purposely to handle revenue and payments of vouchers. This accounts assistant is supposed to requisition the district chairman’s money whenever he is going outside the district or within.

On the other hand CFO Gad Twesigye told the tribunal headed by Justice David Matovu at lake view hotel in Mbarara that on many occasions the district chairman Benon Karyaija makes his own claims and he is either paid by cheque or cash.

Twesigye added that on rare occasions the right person the accountant requisitions money for karyaija but in most times Karyaija does requisition of money himself which is against the standard procedures.

Twesigye will appear again before the tribunal today Dec. 22, 2016 and was asked by the tribunal to come along with him staff salary pay roll, payment vouctures of district chairman and vice since 2010 among other crucial documents.

David Orikiriza the driver petitioners claim that he was never recruited by the district service commission of Mitooma but was just picked by Chairman Karyaija to drive a government vehicle also appeared before the tribunal for the second time

He told the tribunal that for him  he was employed by Mitooma district local government as a volunteer and the former CAO Turyahebwa Hanning gave him a letter to that effect.

MISSING TEACHER FOUND DEAD

A primary school teacher who went missing in Rubanda district has been
found dead in a pond of water.
John Byamugisha a teacher at Ihunga primary school in Muko sub county
Rubanda district went missing on 13th months this year.
His boy was discovered last evening in Bisizi village Kaara parish
Muko Sub County and the body was retrieved by police with assistance
of locals.
The Kigezi region police spokesperson Elly Maate says police are
investigating the death of Byamugisha, because police suspects he was
murdered. He also says that the relatives of Byamugisha refused to
have postmortem.
He is however calling on the public to always accept postmortem since
it’s a legal requirement that helps during court proceedings.

BUSHENYI CFO, CASHIER OFFICIALLY INTERDICTED

BUSHENYI Chief administrative officer, Elias Byamungu on Dec. 20, 2016 officially interdicted Bushenyi district acting chief finance officer Mr. Abias Asiimwe and district cashier Ms Cecelia Tweshengerize.

This was confirmed by the district chairman Bushenyi Jafari Basajabalaba this morning Dec. 23, 2016 at the district headquarters.

The interdiction follows the stealing of 48 million meant for Global Alliance for vaccines [GAVI] meant to activities in Bushenyi district.

Abias Asiimwe was arrested from Kampala by statehouse health monitoring unit lead by Dr. Elijah. Cashier Cecelia was arrested on Dec. 16, 2016 from Bushenyi whereas her boss was put into coolers on Dec. 15 from Kampala.

However, the two were given bond on Dec. 15, 2016 for the police to conclude its work of investigations without tampering with the 48 hour constitutional mandatory time of when a person should spend in police cells

The two were interdicted to pave way of investigations which should not go beyond six months from Dec. 20, 2016. After six months and the district and statehouse who are behind their interdiction will allow the two back to their jobs unconditionally.

The interdicted staff according to standing orders are entitled to half salary but the remaining half which is retained by government is reimbursed back to them when they are cleared.

Sources from CIID Bushenyi police told www.mknewslink.com editor that Abias and his colleague’s’ file is already with state attorney Bushenyi for either sanctioning or sending it back to police.

Bushenyi district is under pressure by donors because in 2014 over 100 million from Global Fund was stolen by a senior accounts assistant Mr. Sebstian Kabigumira and now 48 million from GAVI was stolen. This means that donors are likely to blacklist Bushenyi district.

Kick Corruption out of Uganda-KICK has vowed to join other civil
society activists to petition court over new Income Tax Amendment Act.
The law that has a controversial section barring Members of Parliament
from paying taxes on some of their allowances was assented to by
President Yoweri Museveni on 19th November this year.
KICK announced on 12th December this year, had started collecting
signatures to appeal to President Yoweri Museveni not to assent to
amendments in the Income bill.
According to the approved budget estimates of 2016/2107 financial
year, the projected expenditure on MPs is 239,590,669,000 shillings.
Of this 178,133,905,000 shillings will be spent on Mps allowances and
61,456,764,000shiilings will be spent on Mps salaries. Each Mps
monthly earns basic salary of 2,600,000 shillings, constituency
allowances of 4,054,000shillings, subsistence allowance of 8,580,000,
Town running allowance of 1,062, 500 shillings mileage allowances of
11,672, 000shillings and gratuity of 30% of total earning totaling to
4,888,950 shillings.

Byamugisha says that it’s unfortunate for the president not listen to
the cries of Ugandans.
He says that they will go to court because court has earlier
pronounced that law segregates parliamentarians from others Ugandans
who pay tax and Uganda Revenue authority had also communicated that
the law would cause financial loss to the country.

A 63 YEAR OLD WOMAN RAPED, KILLED IN RUKUNGIRI

IN RUKUNGIRI—-
Police in Rukungiri is hunting for unknown assailants who attacked and
killed Edith Kemigisha 63 a resident of Ndorero cell Kanyinya ward
sounthern division Rukungiri municipality.
According to the officer in charge of criminal investigations and
intelligence Rukungiri police station Justus Twinamatsiko
the old woman was attacked and removed from her home and killed her
after raping her.
The incident occurred on the 24th of December on Friday night.
“she was forced out her house  bushed next to her house where it is
believed they first raped before they killed her” said Twinamatsiko.
The incident happens a day after a Mobile money attendant was murdred
in Buyanja town parish Buyanja town council.
Arthur Nuwadinada 30 was murdered on Thursday night as he retired from
his work place reliable Mobile money center.
