PS KEITH MUHAKANIZI ORDERS DEMOLITION OF BURAMBA HC111 IN KABALE OVER POOR STANDARD

By Grant Ahumuza

www.mknewslink.com

In Kabale—

The Permanent Secretary Ministry of Finance Planning and Economic development Keith Muhakanizi on Friday ordered for partial demolition of Buramba HCIII under construction citing use of substandard building materials.

Last month, media reports claimed that the quality of materials being used for the construction works at Buramba HCIII in Rubaya Sub County Kabale district were below the required construction standards.

This forced the ministry of works to constitute a team to undertake technical assessment on the quality of construction works at the facility and provide guidance, an exercise that was done from 9th to 12th June 2020. The team did the site visits together with the Kabale district Political and Technical staff.

In a letter dated 1st July 2020 addressed to the Kabale District Chief Administrative Officer, seen by www.mknewslink.com , Muhakanizi says that during the site visit at Buramba HCIII, non-confirmatory tests were conducted on the materials used in the facility’s construction. He further noted that to further attest the quality of the materials, the team picked the samples and took them to Central Materials Laboratory ministry of Works and Transport in Kampala for confirmatory tests.

However, according to Muhakanizi, the results from the tests of the picked materials indicated that the Ultimate Compression Strengthen (UCS) for the concrete blocks picked from Buramba is too low compared to the required level.

The tests also indicated that the stone aggregate had adquate mechanical properties though were slightly larger than the 20 mm size specified. Additionally, the combined sand samples had adequate silt content (3 percent) which is within acceptable ranges.

In the letter, the ministry recommended that the construction works at Buramba HCIII are halted and all load bearing walls demolished and rebuilt with concrete blocks that meet the minimum specifications.

ACCEPT YOUR MISTAKES, STOP WASTING TAX PAYERS’ MONEY IN COURTS—KATUNTU WARNS BOU

By our reporter

www.mknewslink.com

In Kampala—

Former Chairman of Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) Abdu Katuntu has backed tycoon Sudhir Ruparelia to defeat Bank of Uganda (BoU) in the Supreme Court.

BoU was last week humiliated after the Court of Appeal dismissed a multi-billion case in which the central bank had sued Sudhir Ruparelia and his Meera investments accusing them of siphoning over Shs397 billion from the defunct Crane Bank Limited.

Following the humiliation, BoU said it will appeal to the Supreme Court.
However, MP Katuntu, who led a broad parliamentary inquiry into irregularities and dubious dealings at the central bank, has warned that the central bank should own up to its mess and avoid exposing tax payers to further financial hemorrhage.

“BoU Supervision Department was watching as banks were making mistakes. Therefore, BoU must own mistakes and do better in the future,” Mr Katuntu said, adding that the two parties should not involve President Museveni in their wars.

MP Katuntu explained that the law bars CBL in receivership to sue as it has no address and that BoU has failed to account for about Shs466 billion of the taxpayers’ money allegedly paid to the depositors of CBL as it was closed and later sold to Dfcu bank in 2017 at only Shs200 billion, paid in installments.
MP Katuntu added that BoU closed CBL and other six banks with carelessness and impunity even though the lending institutions had weaknesses in running their businesses.

Commenting on the same, Mr Moses Byaruhanga, the Senior Presidential Advisor on Political Affairs, said the current media wars between BoU and defendants in the affected banks are because of BoU’s weaknesses in the supervision of the industry.
“BoU’s supervision department was watching as banks were making mistakes. Therefore BoU must own mistakes and do better in the future,” Mr Byaruhanga said.

These are part of the twelve new confirmed Covid 19 cases that were announced on Saturday 4th July 2020 by the Ministry of Health.

Although many measures were put in place to stop the spread of COVID19 especially from the Democratic Republic of Congo, these are the first cases to be reported at the Lake shores in the Hoima district.

In March this year the Hoima district security committee suspended all fishing activities on the Lake as one of the measures to stop the spread of Covid 19.

In May the same year, the joint inter-agency task force chaired by Major General Leopold Kyanda the UPDF Chief of staff in charge Land Forces also ordered for the closure of over 100 un-gazetted Landing Sites in Hoima, Buliisa and Kikuube Districts.

Dr. Lawrence Tumusiime, the in charge of the Covid19 treatment Unit says that a surveillance team picked samples after receiving information that some of Kijangi landing site residents in Buseruka Sub county had crossed to DR Congo.
