MORE THAN 500 PEOPLE INFECTED WITH SCABIES IN HOIMA

In Hoima—

More than 500 people have been confirmed to be infected with scabies in Hoima district.

The disease which manifests by severe and relentless itch has hit five hard sub-counties of Kyabigambire, Buseruka, Kitoba, Buraru and Kigorobya affecting both adults and children raising concerns among the residents and health officials.

Some of the affected villages are Rwamutunga in Buseruka sub-county, Bineneza and Nyakabingo villages in Kyabigambire and Buraru sub-counties among others.

According to the locals, since December 2019 they have been struggling to combat the disease in vain.

One of the affected residents is Harriet Oyeki, a resident of Nyakabingo village whose seven months old daughter has been grappling with Scabies for the last five months now.

Hoima District Health Inspector Dr Fredrick Byenume says that health officials in the district are doing all they can to ensure that the disease is contained.

He has advised the affected communities to observe good hygiene to further combat the spread of the disease.

In March this year, scabies devastated four villages of Abangi, Onin, Bisaju and Ogadra in Budongo Sub County in Masindi district.

Scabies is an itchy, highly contagious skin disease which spreads through skin to skin contact.

It is caused by the infestation of a parasitic mite called Sarcoptes scabiei

REVISED ELECTORAL ROAD MAP: BUSHENYI CIVIL SOCIETY, POLITICIANS VOW TO CHALLENGE THE MOVE

Following the release of the revised 2020/2021 elections road map by the electoral commission (EC) in Uganda, public have expressed different reactions on how the forthcoming general elections will be conducted.

The chairman Electoral Commission, Justice Simon Byabakama yesterday noted that unlike previous days, this year’s campaign will be done scientifically following corona virus outbreak in March.

The EC boss banned all mass rallies and said that candidatures vying different posts will campaign through social media, radios, Television and other media platforms in order to observe social distancing and overcrowding which can put to high risk of corona virus spread in the country.

“Mass rallies will not be allowed but campaigns will be conducted mainly through media.”

Apollo Lee Kakonge the executive director western Ankole Civil Society Forum (WASCOF) said that they are ready to challenge the move noting that it largely affects the moral of democracy.

Kakonge thus appealed to the parliament to sit and debate on this revised road map.

He added that electronic campaigns are expensive in nature.

Elly Muhwezi, programs director of Uganda citizen’s alliance said it is worrying for an independent body like electoral commission to come up and organise elections in the country without civic education, voters education and mobilisation.

Elly says that this election according to the revised road map, will only favour the incumbent ahead of the opposition.

He added that many families can’t afford to own television set or radios noting that scientific campaign will curtail the fundamental rights of Ugandans.

MP hopeful for Bushenyi Ishaka Municipality Chris Muganzi expressed dissatisfaction with electoral commission giving them less time for campaigns and verification of papers  .

He notes that media platforms are not enough citing that the whole of western region has one Television and few radio stations which according to him will not provide for all candidates.

Muganzi adds that most of media houses in Uganda are owned by politicians and wonders on how opponents will be given enough space to express themselves.

He thus called for re-revision of the road map in order to have a free and fair election.

LONG AWAITED L. BUYONYI FERRY IN FINAL STAGES

uganda national roads authority (UNRA) official in department of ferries and planning have toured Kabale and Rubanda districts  to access the suggested landing sites around lake Bunyonyi.
During presidential campaigns in 2015, president Museveni pledged to provide a ferry at Lake Bunyonyi in order to ease transport across the lake which had become a death trap for communities across the lake.
In august 2016, five members of the same family drowned in Lake Bunyonyi while traveling in a canoe from a party in Mushebeya, Kamugangunzi Sub County, to their home in Kabirago Ndarura village, Rubaya Sub County.
A 25-year-old woman and her 11-month-old baby in november, 2017 also drowned when the dugout canoe they were sailing in capsized in the middle of lake bunyonyi, as they crossed to attend a burial of their relative.
In March 2019 the government of uganda secured us $18m for the construction of the 8km kabale-lake bunyonyi road and purchase of a ferry that will be transporting people across the lake.
However, the kabale district resident commissioner (RDC), Darius Nandinda told www.mknewslink.com  that officials from Uganda national roads authority are on the ground accessing  all suggested and possible landing sites of the long waited ferry at lake bunyonyi.

Nandinda also re-assured residents living on shores of Lake Bunyonyi that the government is in final stages to provide a ferry for travellers across Africa’s second deepest lake.

COVID 19: ONLY 60 GUESTS INVITED TO GRACE CONSECRATION OF ARCHBISHOP LAMBERT

Only 60 invited guests have been allowed to Grace the consecration of the newly appointed archbishop of Mbarara archdiocese His Grace Lambert Beinomugisha.

According to the letter that was issued by the archdiocese of Mbarara yesterday 16 June 2020 , only 60 distinguished guests have been invited to Grace the consecration of the newly appointed archbishop of Mbarara Bishop Lambert Beinomugisha as one way of maintaining social distance due to COVID-19 pandemic.

Bishop Lambert was appointed by Pope Francis on 24th April 2020 to replace his senior, His Grace Paul Kamuza Bakyenga who is soon clocking 75 years of age.

Bishop Lambert was born on 12th July 1961 in Kashumba Bukanga Isingiro district; he studied in Uganda and Canada where he obtained Canon laws through the University of St. Paul’s Ottawa.

Lambert was ordained priest on 13th July 1991 at Mbarara Cathedral and he exercised his pastoral ministry for several years at Rubindi parish, before he returned to Canada to complete his studies. He later acted as the diocesan chancellor from 2000-2005

On 2nd July 2005 he was appointed the auxiliary Bishop for the archdiocese of Mbarara and titular Bishop of Tacia Montana and he received Episcopal consecration as a Bishop in October 2005.

UCDA VOWS TO DEAL WITH FARMERS TRADING IN IMMATURE COFFEE

96 bags of immature coffee Cherries belongings to traders were yesterday impounded in Bugongi Sheema district by authorities.

The truck which was carrying the coffee to Ntungamo district was impounded and the traders with their coffee brought to Uganda Coffee Development offices in Bushenyi so that they could sort out green cherries from red ones.

Addressing the press, Robert Museveni, the regional coffee extension officer for Bushenyi and Sheema districts strongly warned farmers and traders that whoever is caught trading in immature coffee will be arrested and dealt with as per the laws.

He said that the impounded bags of coffee contained 60% of green cherries which is far beyond the standard of their targets.

Museveni warned farmers and coffee dealers to desist from harvesting immature coffee so as to compete in the world market and regional market in Mombasa.

He noted that the quality of Ugandan coffee at the world market is farfetched from the quality levels needed adding that this has been partly attributed to traders mixing in green cherries to increase the quantity.

 

 

MBARARA REGIONAL REFERRAL HOSPITAL DISCHARGES MORE COVID 19 PATIENTS

Mbarara regional referral has discharged more five COVID patients following full recovery.

The discharged patients include three patients who were transferred from Kasensero in Kyotera district and two from Isingiro district.

Mbarara regional referral hospital director Dr. Celestine Barigye said that the hospital is managing the remaining five COVID 19 patients who are steadily improving.

Dr. Rose Muhindo the head of the isolation unit at Mbarara regional referral hospital said that the patients were given a three-day pycho- socio treatment as they started a new journey of rejoining their communities.

They were also handed certificates of clearance and offered vehicles to transport them back to their respective communities

So far 420 patients have been discharged from hospitals in the whole country from a case load of 732 patients so far registered.

 

 

4 YEARS OLD TODDLER MURDERED, BODY BURIED ON ROAD SIDE

Police in Rwizi region have launched investigation to identify circumstances that could have led to the death of a toddler aged 4 years.

Godwin Muhanguzi, 4 a son to Steven Mwesigye and Dinavence Nuwagaba all residents of Kishebashebe cell, Kiguma parish Burunga sub county was last seen at the road with other children between Burunga and Lwemiyaga – Sembabule chasing tractors which were working on the road

From then a disappearance case was recorded at Burunga police station.

According to the Rwizi region police spokesperson ASP Samson Kasasira, a body of a young child was discovered on 16 June 2020 at around 1800hrs on the same road buried under a heap of soil with only a foot remaining out.

The scene was visited by the CID Kazo district Aine Soco and other police officers as the scene was cordoned off for better handling

 

BUSHENYI DISTRICT PLEDGES TO RECONSTRUCT, IMPROVE COLLAPSED NTUNDO BRIDGE

Bushenyi district has pledged to take over the reconstruction and improvement of Ntundo bridge which collapsed early this month.

The bridge that connects Kahungye-Kiyagara parishes in Nyabubare subcounty collapsed leading to series of demonstration by locals citing shoddy work and embezzlement of funds by the contractors.

Speaking at the site the district chairman Jafari Bassajjabalaba assured residents that the district through their engineer are acquiring a 900m/s culverts to be used in the re-construction of the bridge.

He asked the residents to remain calm and united as the district looks for the way to sort their troubles.

TYCOON SUDHIR FORGIVES SACKED SANYU FM STAFF, ASKS THEM TO RE APPLY

Property mogul Sudhir Ruparelia on Thursday pardoned employees of radio Sanyu FM who had all been sacked after they staged a sit-down strike to protest a Management decision to reduce their salaries due to the COVID-19 lock down asked all the sacked staff at Sanyu FM to reapply for their jobs.

Management had on Wednesday, uplifted a decision to sack all staff at Sanyu FM after they had laid off work protesting a 25 per cent salary reduction the company subjected them to.

However, the company’s top managers met the heads of departments and agreed to pardon the sacked staff whom they said “apologised” to management.

A source who attended the meeting but preferred anonymity to speak freely said that the staff begged management to return to work because they were misled by one of their colleagues.

The source said that the top managers during the meeting agreed that all those who had absconded but wanted to return must reapply for their jobs.

RAJIV RUPARELIA SPEAKS OUT ON WHY SANYU FM STAFF WERE FIRED

Kampala mogul Dr. Sudhir Ruparelia’s son Rajiv Ruparelia, who is the Managing Director of Sanyu FM radio station, has spoken out on why management decided to fire all the staff, following a sit-down strike.

The saga started on Monday when the employees of Sanyu FM decided to stage a sit-down strike, protesting a decision by Management of the radio to reduce their salaries, due to the pressure of the COVID-19 pandemic on the radio’s finances.

However, all the staff unanimously rejected the decision, arguing that their salaries couldn’t be reduced because of the poverty created by the COVID-19 lockdown and a way of expressing their dissatisfaction, they decided to lay down their tool.

In a lengthy chat with www.mknewslink.com , Tycoon Rajiv said thus;
“It is regrettable but it was inevitable to fire them all. This suggestion from Management was well thought out, to enable the company go through this period, together with our staff without laying off anybody. There’s no adverts now, no company wants to spend money on ads, and that’s where they mainly generate their salaries from”

“We made a business decision to cost-cut so as to make the business sustainable and protect jobs. We offered to talk and negotiate a solution but they instead chose to lay down their tools. They terminated themselves,” he added.

“When you lay down the tools, you have broken contract and terminated yourself. The company has contracts on advertising and is actually making losses. If you have a contract and you stop doing that which you promised to do in the contract and you are absconding from work, in essence, you have terminated your own contract of employment,” he said.

We’ve also landed on a letter from the radio station’s management asking the staff to meet over the salary’s impasse. Staff, however, refused to meet, choosing to lay down their tools.

As a way of sorting the matter for good, Management announced that all employees who had participated in the strike had been fired and prohibited from accessing the radio station’s premises henceforth.

MBARARA REGIONAL REFERRAL HOSPITAL RECEIVES PERSONAL PROTECTIVE EQUIPMENT WORTH 9.2M

Uganda Medical Association on Thursday donated personal protective equipment worth 9.2 million Ug shs to Mbarara regional referral hospital in a bid to combat the COVID 19 pandemic.

The equipment included 23 boxes of face masks, 13 aprons ,45 face shields, 150 portable hand sanitizers, 10 liters Jerrycans and 2 boxes of gloves and were handed over to the director Mbarara regional referral hospital on Thursday.

While handing over the equipment, the president of Uganda Medical Association Dr. Richard Idro said that they are distributing the Person protective equipment to all the regional referral hospitals country wide to help them in the fight against covid 19 pandemic.

In her remarks, the in charge of covid 19 isolation center at Mbarara regional referral hospital Dr .Rose Muhindo promised to use the equipment diligently

She explained that so far no health worker at Mbarara regional refferal hospital has contracted the deadly Corona virus

The director Mbarara regional referral hospital Dr Celestine Barigye hailed the Uganda Medical Association for helping them in the situation

Relatedly, Rwampara District also received a pick up double cabin and two motorcycles from the ministry of health aimed at easing transportation of health workers in the district

While receiving them Emmy Katera Turyabagyenyi the acting RDC for Rwampara District tasked the district health officer (DHO) that the vehicle and the motorcycles should be put in good use especially in the fight against covid 19

In his remarks, the DHO Rwampara district Dr. Allan Twesigyeomwe pledged to use the vehicles efficiently as it will be supporting the district health teams in responding to the suspected case’s call from the community

 SANYU FM  SIGNS COMEDIAN SALVADO FOR MORNING SHOW

Ugandan awards winner Comedian Patrick Idringi popularly known as Salvado alias ‘Man from Ombokolo’ has been snapped by Sanyu FM and is set to host the station’s Breakfast Show every weekday from 6 to 10 am.

The latest we have obtained is that the funny man will be replacing James Onen aka Fatboy.

This website has reliably learnt that the ‘Man From Ombokolo’ is already praising gods of the land after receiving the good news of his new assignment and thus shared the announcement on his social media platforms with a caption “Godspeed”.

However, this is not the first time Salvado is going to be on the radio airwaves. The true African black skinned giant has previously been a presenter on Capital FM.

But Who Is Salvado?

Patrick Idringi, known as Patrick Salvado (born 14 February 1985), is a Ugandan comedian, actor media personality and master of ceremonies.

In 2009 he participated in a reality comedy competition by Multichoice Africa called Standup Uganda and came in second. In 2011, Salvado was hired on the radio station 91.3 Capital FM doing the Overdrive show.

Salvado resigned from his radio job to concentrate on comedy shows where he performed with fellow comedians Kenneth Kimuli aka Pablo, Alex Muhangi, Daniel Omara, and Anne Kansiime. He also hosted concerts by artists such as Sean Paul, Beenie Man, Konshens, Alaine, Chaka Demus and Pliers, James Ingram, Busy Signal, Sean Kingston, and Shaggy.

Salvado has performed in Nigeria at the Glo Laffta Fest comedy tour. Other notable shows that Salvado has performed in are

POLICE ARREST TWO MEN FOR MURDERING 23 YEAR OLD MAN IN RUKUNGIRI

Police in Rukungiri are holding two suspects for allegedly murdering a 23 year old man.

The deceased is Jordan Nuwahereza a brick maker and resident of Nyamicucu cell Ihunga parish Nyarushanje, Rukungiri district and it’s alleged that he was involved in land wrangles.

The suspects were identified as Kamugisha John alias Harabu himself and Turyabe Boaz.

It’s alleged that the deceased had land wrangles with Turyabe while Kamugisha had previously threatened him accusing him of breaking into his house and stealing his property.

According to the kigezi regional police spokesperson, Elly Matte, on the 12/6/2020, the deceased went missing from home until he was found dead in his house on 18/6/2020  with multiple cuts  all over his body.

Matte adds that the matter was reported to Police and the crime scene was visited.

Postmortem was done and the case was registered at Rukungiri main police station.

POLICE IN RUKUNGIRI RECOVERS GUN, 21 BULLETS HIDDEN IN FARM

Police in Rukungiri District have recovered a rusty gun with 21 bullets which was hidden in bushes in Rwenjero village in Bugangari Sub County.

Elly Maate, the Kigezi Regional Police Spokesman confirmed that the gun with serial number UG-UPDF A451015 was recovered in the farm of a one Fred Turyakirirahi.

The farmer who was cutting elephant grass in his farm found the rusty gun and notified the Police at Bugangari Sub County who reported to Rukungiri DPC that came with his team to pick it.

Maate says that the Police will investigate the origin of the gun since it’s numbered and possibly get who hid it there and for what purpose.

The case of recovery of a Rifle has been registered at Rukungiri Police Station to help in further investigation.

WE SHALL NOT GIVE YOU MORE MONEY; MINISTER KAMYA TELLS OFF CONTRACTORS FOR HOIMA ROAD WORKS

The Minister for Lands, Housing and Urban Development Betty Kamya has said that no additional funding will be allocated to the contractors of road construction works in Hoima for the additional period of seven months that they have extended for works to be complete.

The minister says that she is not impressed by the slow pace of the work and wondered how all that time could be wasted with no serious work being done.

The project under the Albertine Region Sustainable Development Project is being implemented by the Ministry of Lands, Housing and Urban Development with funding from World Bank.

The Ministry contracted Abubaker Technical Services ltd to implement the Construction of eight roads in Hoima district amounting to 118 Kilometers at a tune of 19.7 billion Uganda shillings.

Works commenced on April 12th 2019 and the contract period was supposed to end on April 11th 2020.

Some of these roads include, Kihobya-Kyarubanga-Bukerenge, Kiboirya-Iseisa-Buhamba, Kitoba-Icukira-Kigorobya, Kitoba-Kyabasengya-Kiboijana, Waki-Kiryabutuzi-Mparangasi among others.

However, when the Minister visited some of the roads where works are being implemented, she was surprised to be told by the contractors that work progress was at 20% yet the contract period had expired.

Meanwhile, Engineer Enock Kalema the Project Consultant from BMW Company ltd has attributed the delay to accidents that caused the project to be suspended by World Bank for three months, Lock down restrictions imposed due to Covid 19 pandemic and heavy rains.

He says this has prompted them to extend the project contract period to November 11th this year.

ANGRY RESIDENTS LYNCH MAN FOR MURDERING WOMAN IN MBARARA

Police in Mbarara have launched investigations to identify circumstances that led to the death of two people.

The deceased were identified as Naume Bugaiga, 35, a resident of Kyarwabuganda cell, Kakiika division, Mbarara district and Herbert Kigyondo, 35 of the same area.

It’s alleged that Bugaiga was attacked with an iron bar by Herbert, a renowned drug addict hitting her to death.

Mujuni Abani, 7 a son to the deceased who witnessed the incident raised an alarm which attracted the neighbours to the scene.

The angry mob found the suspect locked himself inside the house before killing him instantly.

Samson Kasasira, the Rwizi police spokesperson, said that the police was tipped off and team of homicide detectives visited the scene and found two bodies lying at the scene

Kasasira said that the motive of the murder has not yet been established as the two bodies were taken to Mbarara regional referral hospital for postmortem

HOIMA, KIKUUBE EVICTION VICTIMS GET RELIEF, GOVERNMENT TO COMPENSATE LANDLORDS

Government through the Uganda Land Fund is to start compensating big landlords that have been threatening to evict sitting tenants from their land in the districts of Hoima and Kikuube.

This was disclosed by Persis Namuganza the state Minister for Lands while meeting district officials from both districts, Bunyoro Kitara Kingdom Officials and other big Landlords at the Hoima District Headquarters.

The Minister who was sent by the President says this process is aimed at solving long standing land wrangles that have existed between landlords and the sitting tenants.

She says that once the landlords are compensated, tenants would be issued with customary land certificates noting that special consideration would be given to tenants who have customarily lived on the land.

According to Namuganza, the exercise will kick off on Wednesday next week with surveying of the said land in question by the Ministry’s Principal Land Surveyor so that they can be able to ascertain the size of land to be compensated.

The Minister says first priority will be given to Bunyoro Kitara Kingdom on its land at Nyamirima Estate in Kyabigambire Sub-County Hoima District and Rwengambi hunting ground in Kabwoya Sub-County Kikuube District and before rolling out to cater for other landlords.

 

Both lands are measuring over 100 square miles.

Ronald Mwesigwa the Bunyoro Kitara Kingdom Chairperson land board welcomed the initiative adding that it is a good thing for the people of Bunyoro to be given land titles on the land they are sitting on.

He said this today during the consecration of the new archbishop of Mbarara arch diocese His Grace Lambert Bainomugisha at the arch diocese headquarters Nyamitanga cathedral today 20th June 2020.

His Grace Lambert was succeeding his grace Paul K Bakyenga who has been at the helm of the diocese for 30 years as a bishop and arch bishop respectively.

Magyezi went ahead to warn all corrupt leaders in the country to either vacate the country or repent the vice. He also warned people of Mbarara as they are preparing for a city status to shun all corrupt actions and leaders.

The minister who was representing the president of Uganda HE Yoweri Museveni at the above function also urged Ugandans to desist from divisionism and segregation.

The president gave the new arch bishop a brand new car and a cash prize of 1o million while the outgoing arch bishop was given 10 million cash prize.

Arch bishop Lambert applauded the outgoing Arch Bishop Bakyenga for mentoring him and leading well the Arch diocese.

Bakyenga said that he will retire from St. Kaggwa Parish and will staying in Fr. Pascal Betunga’s house.

Other diginotories present at the function included ministers Kahinda Otafiire, John Byabagambi and Prof. Tarsis Kabwegyere, MPs; Francis Mwijukye, Tomath Tayebwa; tycoon King Ceaser Mulenga, M.D NWSC Eng. Silver Mugisha head of laity Mbarara Arch Diocese Gilverse Ndyanabo among others.

MINISTER KAROORO DONATES 4500 FACE MASKS ,2000 BARS OF SOAP TO BUSHENYI VHTS

The minister of general duties in the office of the prime minister Mary Karooro Okurut has donated 4500 face masks and 2000 bars of soap to Bushenyi village health Teams in the whole of Bushenyi district.

The function took place at Bushenyi health Centre IV today 21st June 2020 and the above items were handed over to the leaders of VHTs.

The function was witnessed by Bushenyi District Officer Dr. Edward Mwesigye and the doctor appealed to VHTs to continue working hard so that they kick Corona virus out of Bushenyi and Uganda at large.

Minister Karooro promised to bring gloves on Friday next week to help health workers and other people who do health related work.

Minister Karooro has donated a lot of maize flour, temperature guns, rice and cooking oil to Bushenyi COVID 19 and she has been doing these in collaboration with tycoon Hassan Bassajabalaba the NRM chairman for Bushenyi district.

Your Excellency, as government is mulling over the fate of educational institutions in this COVID-19 new normal, a group is exerting pressure and petitioning you against the move to consider gradual reopening of schools. In fact, while officiating Heroes’ Day celebrations you talked of receiving pleas from parents requesting you not to open schools until the threat of coronavirus is out, some advising you to declare a dead year. Advocates of a dead year for schools are similar to the advocates of a continuous lockdown of the economy to defeat COVID-19. They seem not to think of trying other measures since no one is sure we will get a vaccine. Mr. President, I am not an expert and so I cannot claim to know what kind of decisions are realistically possible or appropriate. I can only offer suggestions based on what I read and observe.

Your Excellency, I have fairly followed the arguments for those against opening of schools. Their main argument is that the school environment is well suited to spread disease since students are often packed in small classrooms and for boarding schools in dormitories. Physical distancing guidelines are therefore impossible to implement and won’t work for the youngest children. In turn these children will spread it to the rest of the community.

Mr President, in your address to the nation on matters regarding COVID-19 on 18th May, 2020, you directed that schools can be opened but only for finalists. The MOES started planning how the learners can go to school but it seems they hit a dead end with stakeholders making it hard and coming up with what I may call outlandish and even outrageous demands as pre-conditions to reopening schools. This and the unfortunate increase in community infections for COVID-19 could have informed your decision to extend opening of schools by a month.

At the moment the MOES seem not to be making further steps to come up with guidelines for reopening schools. Some analysts have poured cold water on your parental directive that finalists should return to school so they are not interrupted in this critical stage of their educational career. Some people are saying that if schools are to open let all classes be considered instead of gradual opening in a staggering form and probably shifts. They forget COVID-19 demands sacrifices and in any case while other students may read on their own and be promoted to the next class, it is impossible for finalists because they will need to sit for a national exam to acquire a national certificate before they move to the next academic level.

Your Excellency, I have cared to find out those who are making the loudest noise against gradual re-opening of schools. Yes, they may be genuinely concerned about the safety of children but they are not proposing practical measures on how to handle teaching and learning in case a vaccine is not developed. We all know that online teaching and learning benefits a few in Uganda. This group advocating for schools being closed indefinitely comprises of urban elites with formal employment including those employed by government in public primary and secondary schools. They are earning a salary and have facilities at home. Their children are enjoying virtual platforms as they continue homeschooling. Others are teaching their own children at home or hiring private teachers to teach children in their comfort of their homes. A good number of schools in Kampala and other urban areas have continued teaching online and those with TVs are learning. Even if schools close for a year or two, the children of these parents are unlikely to repeat classes. They will progress to the next class. Mr. President these could be the category of parents who call you not to re-open schools. They are the ones threatening not to send their children to schools until the government declares zero Covid-19 cases or till a vaccine is available. This group has nothing to lose with schools staying closed. I can be classified in this group. Over the last 3 months, I have been in charge of my children’s education. I have even been thinking of opting‐out of formal schooling altogether because I have been inspired by the learning and growth of my children in all aspects during this time at home. This COVID-19 crisis, while terrible overall, has revealed to me that children can be educated without being formally being in our normal and expensive schools.

Mr. President, those who are like me in a privileged position to do home schooling or follow virtual classes or benefit from TV lessons and newspaper pull outs are very few probably less than 5% of parents in Uganda. We must think about other parents and children who are not schooling at all the moment schools closed. You are in a very privileged position and we are lucky to have a president who appreciates scientific information and makes use of intelligence information to make decisions for the common good. I am sure you are already doing more consultations and you will make the best decision to help a common man deep in villages with no access to internet, TVs and even radio.

Recently, I was upcountry and I realized there is hardly social distancing in villages. Even in urban areas, it is the same situation. Children are always together in big groups playing football and other games. It is not only children but adults as well. Children go to public places to fetch water. You will find over 100 children lining up on a borehole or other public water places like protected wells. Schools are closed but may be more vulnerable out of school than in school. It could be even easier to conduct social distancing in an organized environment such as schools than the present circumstances in villages or parents going to work in crowded places in urban centers and come back with a high possibility of infecting their children.

Mr. President, I have realized some countries in Europe are reopening schools even when daily infections in these countries are more than 500 a day. Of course we must keep mindful of the fact that Uganda is fundamentally different from the setting of the developed countries. However, Mr. President, it is important to find out why they are taking such kind of risk. It could be a calculated risk. It seems schools are reopening in countries around the world in response to a substantial body of evidence that children are largely unaffected by Covid-19 and minimally contagious when they get infected. In fact it is said that reopening of schools in 22 European countries has not led to any significant increase in coronavirus infections among children, parents or staff.

Mr. President, you may need to consider scientific reports that stress that from early on in the pandemic there were indications that children, miraculously, weren’t suffering from Covid-19 to anywhere near the extent as adults. A report summary of 72,314 cases by the Chinese Center for Disease Control and Prevention, published in The Journal of the American Medical Association on February 24, noted that just 1 percent of patients were under 10 years old, and another 1 percent were aged 10 to 19. Further, there were zero deaths in the youngest cohort. Certainly children can become quite sick with Covid-19, but considering the untold millions of people exposed to this virus, such outcomes have been extremely rare. As time has passed, the evidence that children are almost universally spared has only gotten stronger. Accordingly in Italy, just about 2 percent of cases have involved children or teenagers. Remarkably, just two out of the country’s roughly over 30,000 recorded deaths from the disease involved people under the age of 19. Data from New York City, the epicenter of the pandemic in the United States, shows seven deaths for those under 18 years of age, out of more than 14,000 in total.

Is it true that the safety of students may not be threatened, on the whole, by Covid-19? Is true that children do not contract this disease at scale; and when they do their symptoms are very likely to be mild or nonexistent? Mr. President your able researchers and advisers in your office, may get you more information.

Kári Stefánsson, in an interview following the publication of an Icelandic study he coauthored in The New England Journal of Medicine had this to say “What is interesting is that even if children do get infected, they are less likely to transmit the disease to others than adults. We have not found a single instance of a child infecting parents.” A report from early April by the British Columbia Center for Disease Control and Ministry of Health stated: “There is no documented evidence of child-to-adult transmission. There are no documented cases of children bringing an infection into the home, from school or otherwise.”

The journal Clinical Infectious Diseases published a case study of a boy with Covid-19 who, despite attending three different schools (elementary, language, and a Montessori) and a ski club, and interacting with 172 classmates and teachers while symptomatic, did not transmit the virus to anyone. Australia’s National Center for Immunization Research and Surveillance published a report with similar results of a study in New South Wales: From March to mid-April, 18 individuals in 15 schools were confirmed as Covid-19 cases. Among the 735 students and 128 staff members who were in close contact with those initial cases, just two children became infected. Even more strikingly, “no teacher or staff member contracted Covid-19 from any of the initial school cases,” the report stated.

Mr. President, it will be good to make a decision that may not impose heavier costs on underprivileged families that are the majority in Uganda. Prolonged stay at home has been linked to escalated rates of child abuse and we stand to lose the gains the NRM government has registered overall. Those in charge of planning may look at results from other countries in deciding what to do. So far these outcomes may be encouraging, but it’s still early. But what is clear is the decision not to reopen schools, may do more harm than good. It may even not make sense in the long run considering the negative effects it has on children.

Your Excellency, there are always worries and questions, but even so we should not push school to one side in this current difficult period, because there will be terrible damage if we lose a generation of children who have been stopped from going to school for several months or even years. The return to school as you had rightly directed should happen progressively to make sure everyone is not going back at the same time. But making a step for at least one class to start is a very important step to get the system going. If a decision is taken, I will share practical measures to respond to the ‘outlandish’ and probably ‘outrageous’ demands from education stakeholders related to re-opening or not reopening of schools.
