The managing director for National Water and Sewerage Corporation NWSC Eng Dr. Silver Mugisha has revealed that he will continue giving Ugandans water as president Museveni promised.

The chief guest Dr. Elioda Tumwesigye, the Minister for Science, Technology and Innovations comforted Eng. Silver and asked him to continue serving Ugandans.

Minister Elioda said this is big in economic terms for Uganda; hotel owners, food vendors and even boda boda cyclists.
Minister Elioda concurred with Eng. Silver that the former MD for NWSC Dr. William Muhairwe left office without extending water to his home area.

BOU LOSES UGX 2 TRILLION IN LAST 15 YEARS

The Central Bank has reported up to Shs 2 trillion in losses for the past 15 years, Finance State Minister (Planning), David Bahati said.
In a response to a question for oral answer posed by MP Kenneth Lubogo, Bahati said the Bank of Uganda posted only Shs40 billion in profits in 15 years, which was remitted to the consolidated fund account as required by the Bank of Uganda Act.
MP Lubogo sought to know the “profits or losses BoU has made annually for the last 15 years; when was the last time BoU made profits?”
The Shs40 billion profits were registered in 2007, and since then, the Central Bank has been making losses.
West Budama North MP, Richard Othieno who was holding forte for MP Lubogo, asked a supplementary question.
“Bank of Uganda trades in securities; the minister is talking of making losses; can the minister brief the country the circumstances under which the bank made the losses yet it trades in securities,” said Othieno.
Minister Bahati, however, said the bank made losses and nothing can be done about it. “The bank truly trades in securities but it invests in monetary policies that involves in making losses; these are the facts on the ground; we cannot do anything about it because a loss is a loss,” said Bahati.
Central banks worldwide invest in securities hoping to make profits to offset national revenue needs by beefing up the Consolidated Fund Account, but unpredictability and volatility of the securities market puts central banks at risk of always making losses.
The Central Bank of Kenya toyed with the Eurobond securities, which ended up badly, stirring a scandal that roped in key politicians.
Bank of Uganda’s securities misadventures are undocumented, and the Rules of Procedure governing questions for oral answers restricts further enquiries, making it difficult for MPs to interrogate the matter further.
This revelation comes at the time when BoU is embroiled in many scandals including the printing of extra money, stealing of old notes, failure to account for the Shs478 billion purportedly used during the Crane Bank in receivership and paying of billions to city lawyers as legal fees.

More than 100 goats and 120 herds of cattle have been stolen since the beginning of this year in the sub- counties of Buyanja and Nyakagyeme in Rukungiri district.
40 cows and 65 goats were stolen from Nyakagyeme, where as 67 cows and over 40 goats were stolen from Buyanja sub- county, according to the residents from the two sub- counties.
Residents told www.mknewslink.com that theft has been increased by weak local leaders in that they have failed to co-operate with the police in arresting the wrong doers.
However during a security meeting with local council 1 and 2 chairpersons from the two sub- counties at Buyanja sub- county headquarters, the leaders told the meeting that since the beginning of this year, they have had sleepless nights trying to chase thugs who have turned into hindrances of development in the area.
Amos Byaruhunga, resident of Nyakagyeme sub- County one of the victims told the meeting on 12th day of this month during the night hours the thugs stole his 20 cows from the kraal and he has never had any information on their whereabouts.
Agaba Emmy Rubondo, the LCIII chairperson Buyanja sub- County told www.mknewslink.com that as the sub- County they have tried harder to eliminate this vice out of the sub- County but failed.
Rubondo blamed the local council 1 and 2 chairpersons for the increase of the vice due to the misuse of office stamps and failure by the police to conduct night patrols.
Sp Moses Nanoka, the Rukungiri district police commander told meeting that as the police they have tried to chase the vice but failed due to residents who hide thugs in their homes and refuse to inform the police since most of them are their sons and daughters.
Nanoka now urges the public to always inform and co-operate with the police whenever in patrols and report the wrong doers to the police and be handled.

The minister of Local government Raphael Magyezi has warned politicians from Igara West and the entire country to stop using religions and tribes as means of looking for votes.
He said this today at Kyikamba Mosque in Kyamuhunga town council Bushenyi district during a fundraising drive to construct a 600m mosque.

The Mp for Ruhinda County Dononzio Kahonda contributed over 3.5 m on the fundraising and asked the leaders of Igara West to unite and play clean politics.
Before a fundraising Magyezi attended a meeting at the sub county headquarters and leaders requested him to contest again on NRM ticket for Igara West parliamentary seat.

CORRUPT OFFICIALS INFILTRATE INTERPOL, LABOUR AGENCIES COMPLAIN

Youth unemployment is one of key challenges threatening the future of the country particularly the NRM regime.
83% of Ugandans aged 18- 30 remain unemployed, which has prompted them into engage in numerous illegal activities.
This has spiraled criminality in the country as these youths compel themselves to survive under harsh living conditions.
Government can’t combat this threat due to unlimited resources and funds.
As a result, government through Ministry of Gender licensed 170 labour migration companies in Uganda which are tasked with sourcing laborers, facilitating them and sending them abroad to work, earn a living and in return invest their funds in Uganda and contribute greatly to the growth of the economy and the country as a whole.
Some of the leading genuine agencies into labour migration include Forbes Enterprises, 2Nile Public Relations Agency limited, The Gideon men Ltd Normandy Company Uganda Ltd, JAG Security Group Ltd, Security Link Limited, Ham property Services and Management Ltd, Maghrib Agencies Limited, Saracen U Limited Premier Recruiting Company, among others.
It must be noted that exporting labor is one of the most delicate undertakings a company can indulge in because of the cost the business comes with.
However, many companies have tried to be professional.
A few cases have risen where some agencies engaged in fraud, extortion and theft.
Other companies have been accused of abandoning workers once they board the plane or when they step foot on foreign land for work.
But as a means of solving this setback, Ministry of Gender has revoked licenses of companies which constantly fail to review their internal policies especially in streamlining systems and sorting that impediment.
Further, government has interacted with these companies which are indicted in the practices of avoiding, abandoning or ignoring issues raised by the workers taken abroad.
Ugandan workers are mostly taken to Middle East, UAE and Canada.
Generally, there has been a ray of hope of combating the unemployment by these labor migrating agencies and also earning of foreign exchange.
However ,State House Anti-Corruption Unit led by Lt. Col. Edith Nakalema unearthed an illicit action by officers attached to Interpol who fraudulently obtain money from these agencies promising favors particularly in awarding certificate of good conduct to workers sourced by the labor firms.
Other officers of Interpol fraudulently get money promising travel documents.
Nakalema, revealed this disturbing information to Minister of State for Labor, Hon. Rukutana Mwesigwa, acting Permanent Secretary, Mr Ebitu James, Director Labor, Mr Martin Wandera, Commissioner Employment Services, Mr. Egulu Lawrence and officials from the Ministry of Internal Affairs and security agencies in a meeting held in Kampala.
Also the meeting heard that Interpol delays to give clearance to the labor companies.
“The delay takes over 6 months yet some neighboring countries take only 2 weeks,” an affected source said.
The delay is caused by ill motives of extorting money and bribes by Interpol officials.
Owners of these companies appeal to government to reign in on Interpol or else they lose out business.
Minister of Labor Frank Tumwebaze has in the recent past promised to strengthen internal and external monitoring of Ugandan migrant workers and also strengthen community mobilization against trafficking for labor exploitation.
He added that Government signed bilateral agreements with Uganda labor export destinations, better working conditions are being established for Ugandans.
Some companies are stuck with over 2000 workers whose jobs are readily available abroad but can’t travel because Interpol hasn’t cleared them.
Interpol director AIGP Moses Balimwoyo however, defends his entity for trying hard to streamline systems particularly adapting to the automation method of registering applicants seeking certificates of good conduct.
“We managed to drop the old method of writing down. Because this was abetting forgeries. And cases of forgeries were many then,” Mr Balimwoyo told this website at his office.
He adds that he has procured 8 machines with each being operated by one officer who works on 70-100 applicants.
“That means in a day we register over 700 people which is not a bad number,” he said.
But we reminded the AIGP that some labor companies have thousands of workers who need clearance.
Balimwoyo, one of the longest serving police officers admitted that his directorate has been infiltrated by very corrupt juniors whom he is trying to rid.
“I arrested some of them because they were conniving with other individuals to forge document he said,” Balimwoyo said.

John Ayub a suspect who is alleged to could have robbed Joel Alinaitwe a teenager from Nyangahya cell, central division in Masindi Municipality is said to could have escaped from Masindi police station.
According to Geoffrey Kirungi the father to Joel Alinaitwe, John Ayubu was arrested on Wednesday last week by police from Nyangahya Police post after he allegedly robbed Alinaitwe of his valuables.

Local farmers say technocrats and leaders ignore them every time they approach them for help.
Fred Ndagano, one of the farmers in Kibaare in the new district of Rwampara, last week said eight acres of his banana plantation was wiped out
Kampson Gershom the head teacher for Kicece primary school in Ntungamo district said that the disease destroyed up to four acres of their banana plantation.
Kampson went on to say that this plantation has been the source of food for the teachers and pupils.
However, according to Dr. Halid kirunda the NARO director for Mbarara zonal area, which covers 16 districts in south western Uganda, the disease has spread to 11 districts.
He noted that they have received reports about the disease in Mbarara, Sheema, Rwampara, Isingiro Kazo, Mitooma, and Ibanda districts among others.
Dr. Kirunda said that a right diagnosis is their greatest challenge
