In Sheema—-
Sheema district political conflicts between former woman MP Sheema district Rosemary Nyakikongoro and her successor Jacklet Atuhaire that have been paused for a while have resumed.
This follows after Jacklet started fundraising for the completion of a resource center building which was started by her predecessor (Nyakikongoro) which angered the latter.
On 30th and 31st August 2018, Jacklet met chairpersons LC 1, 2, 3 and women councilors at Sheema hall and Bugongi town council respectively and asked each village contribute at least 2 hens and every LC 3 chairman a goat towards the completion of the resource center building at the district.
The building which is at wall plate stage was set up by Sheema women’s development forum (SWODEF), a women’s association that was initiated by Rosemary Nyakikongoro.
During her speech at Sheema hall on 30th August 2018, Jacklet told the audience that they need 300 million shillings to complete the building.
She also set the fundraising day on 28th September this year where the speaker of parliament Rt. Hon. Rabecca Kadaga will be the chief guest.
However, Nyakikongoro on Monday September 3, held a meeting at the district with the SWODEF leaders who initiated the block but wondered how Jacklet started to fundraise for what she didn’t start.
The former legislator also noted that she received many calls complaining on why she asked them goats and chicken
“I was shocked when I received more than twenty phone calls from chairpersons and women councilors why I demand hens from them….I was ashamed,” Nyakikongoro wondered.
She added that Prof Elijah Mushemeza who is the chairperson fundraising committee told her that the building is for the whole district and that they also contributed from the start.
Nyakikongoro thus refuted all rumors that the block is under government and also that she has failed to complete it.
“This block isn’t for the government; we just requested government to give us land.
Those who say that I have failed to finish it are on their stories, even we had brought here timber for roofing but we decided to give them to Moslems who were here suffering,” She noted.
She noted that “today at 6pm I have a meeting with donors from abroad who have given us all money required to finish our block.”
She added that she has already appealed to courts of Law accusing those who want to take people’s property illegally and forcefully.

GOVERNMENT IS LOSING GRIP ON HUMAN RIGHTS PROTECTION —LoP AOL

In Gulu—
The leader of Opposition [LoP] in Parliament Ms Betty Aol Ocan has said the government is losing its grip on human rights protection arguing that the country is heading back to its dark past.
“Uganda is slipping back to the times when human rights abuses in form of torture and killings were high and a common practice. Torture is currently being meted on everyone, legislators are being attacked, the citizens are not being spared,” Ms Aol said.
Speaking to Journalists at her residence in Gulu Town on Monday, Ms Aol said the current spate of torture being executed by elite government soldiers are clear signals things are getting out of hands.
Her remarks follow the recent arrest and alleged torture of four opposition legislators and 29 other opposition activists and their supporters early last month in Arua Municipality a day to the Arua Municipality by-election.
Six people have since been shot dead, scores injured in demonstrations in and around Kampala and other areas as Army took over leadership in quelling major unrest since the August 18 Arua Municipality fracas.
“Ugandans should not look on as they face such unfair treatment from their government, we need to rise up to regain the freedom,” Ms Aol said.
Ms Aol also lashed at the Government Spokesperson Ofwono Opondo for what he says were mockery statements on the health of Bobi Wine and Zaake.
“Kyagulanyi and Zaake are in pain, they were tortured by the soldiers, but Opondo instead says they are faking their illnesses. That’s is wrong, Opondo will one day be faced with such. He is mortal like any other human being,” Ms Aol said.

BOBI WINE SPEAKS OUT ON HIS TORTURE EXPERIENCE;ARMY RESPONDS

www.mknewslink.com.—–

Uganda People’s Defence Forces (UPDF) has responded to torture allegations by Kyadondo East MP Robert Kyagulanyi aka Bobi Wine after his arrest last month.
In a statement posted on social media platforms last evening, the legislator narrated the horrific abuse he reportedly went through in the hands of security agencies.
Kyagulanyi who is in the U.S for specialised medical care said soldiers using brute force intentionally pulled and squeezed his testicles and bludgeoned him indiscriminately with blunt objects.
He said that he was heartlessly beaten, punched, and kicked with their boots in the eyes, mouth, nose, elbows and knees.
However, the UPDF said last evening that police were already investigating the allegations raised by Kyagulanyi and those found culpable will be punished.
A combined force of army and police violently grabbed Kyagulanyi and 35 others, among them four MPs and two journalists, from or near hotels in Arua Town on August 13 on allegations that they stoned President Museveni’s motorcade.
In yesterday’s statement, Kyagulanyi said prowling soldiers broke into various rooms and savagely assaulted several occupants, among them a woman, to reveal his location. “Up to now, that is one experience that haunts me; that I could hear a woman cry for help, yet I was so vulnerable and helpless. I could not help her,” he stated.
After fruitless searches, the lawmaker said soldiers, who hurled insults and profanities at their subdued victims, struck open the door of the room he hid in. One placed him at gunpoint and he used his hand to shield his head from a vicious iron bar strike by another.
There was pandemonium and agonising wails in the corridors and outside the hotel. Yasin Kawuma, who sat inside the MP’s Tundra vehicle parked outside Pacific Hotel, had already been shot dead.

in kanungu
Kanungu district on Wednesday 5th September hosted the equal opportunities committee of parliament on a mission to
assess the living standards of the Batwa community also known as pygmies, one of the marginalized communities in Uganda.
Kanungu district has up to 841 Batwa with 415 males and 426 femalesorganized in 165 households.
Most of the Batwa have attained no or less education mainly because of limited number of peer examples, lack of awareness on the importance of education, alcoholism and domestic violence.
The team first visited Kisoro and Bundibugyo districts which also host the Batwa community
According to a report presented by the Kanungu chief administrative officer CAO Ntarwete Eliab, in 1991 when Mgahinga and Bwindi forests were gazette, the Batwa who were living in these forests were evicted and have ever since been re-settled in eleven settlements like Byumba,Kalangala, Buhoma, Bikuto, Kanyashande, Karehe, Kebiremu, Kihembe,
Kitahurira, Kitariro and Mukongoro all in Kanungu district.
The most of this land was bought by Kanungu local government, Kinkizi diocese and Bwindi Mgahinga conservation trust (BMCT).
Ntarwete has implored government to address the question of land ownership of the Batwa since they were resettled but it seems they do not have total ownership of the land where they resettled.
He also called for creation of a leadership position for the Batwa especially in areas where they come from for easy advocacy.
Grace Hellen Asamo-the chairperson of the equal opportunities committee also mp for PWDs eastern region appreciated the information given by the CAO saying this will make basis and enrich their
committee report.

In kamwenge
People from kamwenge district have expressed mixed reactions over the 100 billion shillings money that was introduced by government to buy the maize grain, whose price had depreciated to less than 200 shillings.
The residents noted that the idea of government putting 100 billion shillings to solve the maize corn problem would have solved the crisis but still cost are high especially when it comes to transporting the produce to the buyers
When asked on how famers would take their produce to the people with large stores and on whose cost, the head of trade credit facility from bank of Uganda Ms. Rosette Bamwine, said that famers will come to terms with people who own large stores on a gentle man’s agreement on how to share the cost of transport, but rather cautioned them on selling their produce at cheap cost.
The Uganda government put 100 billion shillings to solve the problem of the maize grain depreciated price, but it remains unclear to whom traders with large store will sell the maize and for how long they will keep it.

In a letter addressed to the speaker, Rebecca Kadaga, Otto revealed that he will not attend any parliamentary sittings until 2021, as long as Jacob Oulanya is chairing.
The legislator accused Oulanya of selectively choosing members of parliament, giving advantage to legislators subscribed to the ruling National Resistance Movement (NRM) to which he is a member.
Otto referred to proceedings on September 4 and 5 when parliament was discussing a report on Kyadondo East legislator Robert Kyagulanyi Ssentamu alias Bobi Wine, as well as Mityana Municipality MP Francis Butebi Zaake.
Otto claimed that on 4th September 2018, the entire parliamentary Hansards and record of debate is full of Oulanya’s debates, Security Minister Tumwine and Nyabushozi County MP, Col Fred Mwesigye hence a reduction of parliament to a cultural gala.
The legislator also claimed that Oulanya violated rules of procedure on September 5, when he chose Elly Tumwine to debate on the floor yet other legislators were calling for the opportunity to debate.
“I wish to reiterate that your continued stay in that chair is a disgrace to yourself, tax payers, parliament and the country at large,” Otto added.
According to the controversial legislator, the constitution should be amended to allow a non-partisan speaker at the stature of the High Court judge.

MEASLES BREAK OUT IN MASINDI DISTRICT

In masindi—–
The Masindi District Health Officer (DHO) has confirmed the outbreak of measles epidemic in the district.
Addressing the press at his office last evening, Dr John Turyagaruka said the disease broke out about three weeks ago. He added that blood samples taken to the Uganda Virus Research Institute (UVRS), Entebbe tested positive.
Measles was last recorded in the district six years ago.
The new cases of measles have been registered in Nyangahya and Central Divisions, Kijunjubwa in Kimengo Sub-county, Bwijanga and Pakanyi sub- counties.
The physician said the disease which presents itself with fever, vomiting, red eyes and skin rush can be fatal since it has no known cure. However, he said it is immunizable.
The DHO suspects that the disease resurgence could have been a result of parents’ relaxation from taking their children for immunisation since they had taken a long time without experiencing it. However, he advised them to continue taking their children for immunisation against the disease.
Turyagaruka said he had since informed the ministry of health for a possible mass immunisation exercise in the district.

In Kampala—-
Joseph Galikweno, 32, a boda boda rider in Bulenga, Wakiso District, who witnessed the former Buyende District Police Commander, Muhammad Kirumira, shooting said the attackers were not wearing masks and the people around the area allegedly knew one of the assailants.
Galikweno said he witnessed the gruesome murder of the outspoken police officer, first hand.
“As I was riding from Busega (Kampala suburb) towards Bulenga, in a distance of about 100 metres, I heard the first round of gunshots. I did not mind them, I continued to ride forward and at a close range of about 60 metres, the gunshots became intense,” he said.
Galikweno said out of panic, he swerved off the road to the nearby supermarket where he parked and looked in utter shock at the macabre incident. It appears that the gunmen first shot in the air to clear way for the killing.
“It was surprising because unlike the usual killers who come wearing masks, these two rogues were not. The motorcycle they rode on is like those that the police always use. Some people have actually identified the taller man, they say he was a renowned robber in this area before he was taken into the (Police) flying squad department during the reign of former Inspector General of Police, Gen Kale Kayihura,” he said.
“At the time I was coming, Kirumira’s Blue Toyota Corona Reg. No. UAJ 228V was parked near a Mobile Money kiosk. After he and Ms Resty Nalinya had locked the doors, the assailants showed up on a motorcycle, each carrying a gun. They aimed at the driver’s seat, fired a couple of bullets in before shooting the person in the co-driver’s seat,” Galikweno narrates.
He said after the incident, the attackers abandoned their motorcycle and made off while shooting in the air. “This episode took a very short time. Many people remained in shock for over 30 minutes before thinking of pursuing the killers whom they could not catch up with.
Thereafter, people started gathering at the scene but they found Kirumira still struggling for his life. They tried to rush him to hospital but he succumbed to his bullet wounds at Busega roundabout. The woman in the car died on the spot,” he said.
“Among those that gathered at the scene were journalists and security officers who had been informed by that time. One of the journalists I got to know as Shafick Lukenge of CBS FM was seriously beaten and I offered to ride him to the hospital,” he said.
It was later found out that another journalist, Kenneth Kaweesi, of NBS TV was also stoned and his camera destroyed by security officials as they dispersed the rowdy crowds.
“Some people riding their motorcycles were arrested and some detained. We were all sent into fear,” Mr Galikweno said.
