MASINDI OFFICIALS DIVERT 200M GRATUITY FUND, IGG OPENS INVESTIGATIONS

The Inspectorate of Government and the police are investigating circumstances under which over UGX 200M meant for gratuity was diverted.
Cosmas Byaruhanga, the chairperson LCV Masindi today told Masindi district council that IGG and the police picked interest in the matter after Masindi district council and the executive failed to get the exact information concerning circumstances surrounding the diversion of the money.
The money was meant to pay gratuity for three district officials who retired from active civil service in 2016. The officials include; Blasto Byabakama the former district production officer, Milton Mugungu the former district community development officer and late Irene Tumusiime the former Kimengo sub county community development officer.
However, Byaruhanga said that the IGG and the police picking up the matter won’t solve the problem noting that as Masindi district executive have tasked the Masindi chief administrative officer, Christopher Okumu, to devise means and ensure the trio is paid before this financial year ends.
Byaruhanga made this statement after the furious councilors had tasked the secretary for finance, Kanaginagi Ateenyi and the CAO to explain the fate of the three officials with an official report.
The councilors were provoked by the leader of government business, Kassimu Kabagonza, who told council that the ministry of finance planning and economic development had released over 139 million shillings for gratuity and pension to be paid this quarter. He had also indicated that the same ministry has sent over 29 million as funds to pay primary teachers wages this quarter 2017/18.
The councilors demanded for an explanation from the secretary finance Kanaginagi Ateenyi, on whether it was part of the money to be paid to the three pensioners but Kanaginagi said that it was not part something which angered the councilors.

At least fifteen people have been arrested in Rukungiri district during the woman member of parliament by election that is ongoing.
Those that were arrested include the FDC’s former contestant for Rwampara Constituency in Mbarara district Vincent Kyamadidi, former Rukungiri LC V Chairperson Athanasius Rutaro,Henery matagari, Mutabazi Paul, polling station returning officer only indentified as Siliver among others.
The deputy spokes person Patrick Onyango confirmed the arrests and said that Kyamadidi and Athanasius Rutaro are now being kept in neighboring district Ntungamo.
Kyamadidi was arrested from Nyarushanje while Rutaro was arrested at Katobo trading centre while heading to Nyakagyeme to monitor polling day proceedings of t he Forum for Democratic Change (FDC) candidate, Betty Muzanira.
Patrick Onyango said that polling station returning officer at Rwakitoha in Nyarushanje Mr. Silver was found crossing the names of the two independent candidates that with draw from the race.
The Rukungiri Woman Member of Parliament seat fell vacant after Court of Appeal nullified Hon Winfred Masiko (NRM)’s election following a petition by Ms Betty Muzanira (FDC).

ZINEDINE ZIDANE QUITS AS REAL MADRID MANAGER FIVE DAYS AFTER THIRD CHAMPIONS LEAGUE CROWN

Zinedine Zidane has announced he is stepping down as Real Madrid coach less than a week after he guided the club to a third consecutive Champions League title.
The 45-year-old Frenchman told a media conference in Madrid, called just 90 minutes in advance, that he has “taken the decision not to continue next year.”
Zidane took over as the club’s coach in January 2016 following the departure of Rafael Benitez.
In the ensuing two-and-a-half years, Zidane won a staggering nine trophies and lost just 16 times in his 149 games in charge.
“It was not an easy decision but this is the right moment for everyone,” he said. “It might seem strange, but it had to be done for the good of everyone, the players, the club, and myself.
“This team must keep winning, and it needs a change after three years, another voice, another method of working.”

Zidane averaged roughly one trophy every 16 games while in charge, including one La Liga title, one Spanish Super Cup, two Club World Cups and two UEFA Super Cups.
Real Madrid President Florentino Perez was sat beside Zidane during the press conference and admitted he was “not prepared for the news.”
“This was a totally unexpected decision, Zidane informed me of his choice yesterday,” Perez said. “I want to thank Zizou for his dedication, passion and affection.
“He is an example for all. I hope this is not a goodbye and I want him to return someday.’
“I wanted him to stay forever and I wanted to convince him to stay. But I know it was his final decision.”

Zidane played for Real Madrid between 2001-2006, winning La Liga and the Champions League.
He was Carlo Ancelotti’s assistant coach for Real Madrid’s 2014 Champions League win and went on to manage Real Madrid Castilla — the club’s B team — later that year, before being appointed as manager of the first team.
“I love this club and the president who gave me the chance to play for this club and manage the club of my dreams,” he said. “But everything changes and that is why I have taken the decision to leave.”
Zidane revealed he had already informed the squad of his decision and had a lengthy conversation with Sergio Ramos, who he described as “a great captain and leader.”
The former World Cup winner said that he is “not going to get involved” with the selection of his successor and, despite admitting he is not “tired” of coaching, is not looking to manage another team immediately.
Tributes began to pour in almost immediately, with club captain Ramos one of the first to pay his thanks to the departing coach.
“As a player and coach you decided to say goodbye at the top,” posted defender Ramos in tribute. “Thank you for two and a half incredible years. Your legacy will never be erased, one of the most successful chapters in the history of our beloved Real Madrid.”
Tottenham boss Mauricio Pochettino has been linked with Real in the past. The Argentine signed a new five- year contract at Spurs last week.
Juventus boss Massimiliano Allegri could also come into the frame, while Arsene Wenger wants to carry on in management after leaving Arsenal after 22 years in charge.
Italian Maurizio Sarri, most recently of Napoli, is also available.

FDC’S MUZANIRA WINS RUKUNGIRI BY ELECTION

The Forum for Democratic Change (FDC) candidate, Hon Betty Bamukwasa Muzanira has been declared a winner for the hotly contested Rukungiri District Woman MPBy-election.
Betty Muzanira got 50,611 votes; beat her biggest rival, NRM’s Winfred Matsiko by 4282 votes.
Bamukwatsa was declared winner by the Electoral Commission’s returning officer Kiyimba Umar at the Rukungiri District Council Hall.
The full results are;
FDC – Bamukwatsa Betty Muzanira =50,611
NRM – Matsiko Winfred = 46,329
Indep – Mbaguta Prisca = 993
PPP – Kukundakwe Fabith = 183

FDC rejected the results from Burora Parish Headquarters in Nyarushanje Sub County claiming that the results read by Electoral Commission returning officer Rukungiri district Mr. Umar Kiyimba were different from what was on the declaration forms the FDC had from the same polling station.

After the Electoral Commission returning officer ruled not to include
the Burora Parish Headquarters to the tarry centre this affected to
leave the promises of the tarry centre.

Both NRM and FDC candidates have been accusing each other of vote
rigging and inciting of violence amongst the voters.

The final results were announced at around 5:00am in the morning of
today and the FDC supporters all over Rukungiri are jubilating.
The Rukungiri Woman MP seat fell vacant after Court of Appeal nullified Ms Masiko’s election following a petition by Ms Muzanira.

BUSHENYI DISTRICT APPROVES 27.5BN BUDGET; EDUCATION, HEALTH TAKE LIONS SHARE

Bushenyi district has approved the budget of 27.5billion shillings for financial year 2018/2019 prioritizing education with 13.32 million shillings.

According to the Secretary for finance Bushenyi district Patrick Mwebesa Kizito, while presenting the budget to the district council yesterday, this year’s budget has increased compared to last financial year of 25 billion shillings.

This year’s budget will also prioritize education followed by health sectors with 3billion shillings, production 2.5 billion shillings which they expect to uplift on Bushenyi residents standards of living.

Jafari Basajabalaba the Bushenyi LC5 chairman noted that the increase in this year’s education budget targets the construction of more schools and other facilities to improve the education standards in the district.

However the speaker Justine Burusadi appealed to councilors to make a follow up of the budget allocations to ensure proper implementation for the benefits of their communities.
She thus appealed to the heads of departments to always implement council resolutions.

FIA INVESTIGATES ILLICIT WEALTH OF JUSTINE BAGYENDA

The Whatsapp network, dubbed, ‘Youth Power Research Uganda (YPRU)’, on 31st May 2018 petitioned Prime Minister Dr Ruhakana Rugunda to order the top executives of the Director of the Financial Intelligence Authority (FIA) to investigate Bagyenda over what they say accumulating illicit wealth.
The network wants FIA to as well investigate Bagyenda and other BOU officials for their role in the collapse and sale of Crane Bank, National Bank of Commerce and Greenland Bank, among other banks.
The Executive FIA, Mr Sydney Asubo, has said that investigations into the alleged illicit wealth of former Director of Supervision at Bank of Uganda (BOU), Justine Baggyenda are still on course, despite yesterday’s petition by a group of youths in Kampala that he has failed to do his job, two months after the whistle-blower complained.
Asubo said that two months are too short for the FIA to come to do a thorough report, further stating that his office has not ignored the investigations as alleged by the group whose members feel he is not competent to do the job.
The FIA is a government agency established by the Parliament of Uganda to monitor, investigate, and prevent money laundering in the country. It is also responsible for the enforcement of Uganda’s anti-money laundering laws and the monitoring of all financial transactions inside the country’s borders.

“We commend you for government achievement as per Hakuna Mchezo Kyankwanzi Resolution. However, would like to report to you that some government agencies like the Financial Intelligency Authority…has not yet lived to the expectations of Ugandans as regards investigating some Bank of Uganda officials who are believed to have accumulated illicit wealth which led to collapse of our banks like Crane Bank which used to employ many youths,” the group’s Head of Publicity, Mathius Ssempala, wrote in a May 30, 2018 letter which was sent and received by the Office of the Prime Minister on the same date. It was letter copied to President Yoweri Museveni.
YPRU, an amalgamation of 100 Whatsapp groups with an estimated 3000 members, says its business is to promote social and economic transformation of the youth through advocacy.
The group claims that Mr Asubo has failed to investigate Ms Bagyenda over Shs19b that was said to be on three different bank banks, even as the matter was reported by the whistle-blower over two months ago. Some of the banks that have Bagyenda’s money, according to the recent leaked documents include GT Bank, Barclays and Diamond Trust Bank.
“Even after two months after petitioning, there is no any single draft report made hence casting fear amongst anti-corruption crusaders to think that Mr Asubo, the Executive Director of FIA is no longer competent for the job,” the letter reads in part.
Meanwhile the group has commended Speaker of Parliament Rebecca Kadaga for advising the Auditor General to go ahead and audit BOU as to how three banks, including Crane Bank, could be hastily closed without considering the impact to jobs of the youths and financial penetration. “Many stakeholders like the youths want culprits punished if there was collusion syndicate to profit,” the letter further reads.
The group says investigations into BOU will increase confidence in investors as well as increase foreign direct investments the country. “We do not want any stone … unturned,” the letter concludes, praying that government will consider the group’s recommendation.

PARLIAMENT PASSES A 32 TRILLION BUDGET; INFRASTRUCTURE TAKES LIONS SHARE

Parliament has passed the National Budget for the financial year 2018/2019 of 32 trillion Uganda shillings with the growth in the economy expected to be at 4.6%.
This is an 11.6% (Shs 3,357 bn) increase from the concluding 2017/2018 financial year’s Shs 29Trillion Budget.
In a parliamentary meeting chaired by the deputy Speaker Jacob Oulanya, according to the Chairperson of the Budget committee Amos Lugolobi the public debt is expected to increase by 36 percent.
The long awaited national budget for the next financial year that flags off on the 1st of July 2018 is set to leave majority of Ugandans grappling as new nine tax bills have been passed by parliament in a bid to increase on the country’s tax base.
Reading the budget report to the august House sitting on Thursday, the Committee chairperson Amos Lugolobi informed legislators that the next financial year budget is to cost the country 32 trillion shillings.
Lugolobi however informed parliament that legislators have disagreed on the issue of salary enhancement for the post primary science teachers arguing that it’s against the constitution article 40(d) as it brings about discrimination.
Parliament now has recommended that the 98billion shillings meant for the enhancement of science teachers be sent to others sectors as 18billion of this amount will be used to recruit more 2000 science teachers in the country in order to increase their number.
Parliament has also recommended that Shs 9 billion be used to recruit 1200 English and literature teachers and Shs71 billion be equally allocated to all science and arts teachers.
The other sectors that have received priority are technology, Operation wealth creation, Coffee production, Petroleum authority among others.
However, a minority report on the budget was tabled by five legislators led by Dokolo woman MP Cecilia Ogwal, Robert Centenary, Muwanga Kivumbi and others noting that the budget was not aligned to the national budget frame work paper which is in breach of the law.

FINALLY SHEEMA NRM ELECTIONS FOR MONDAY 4TH JUNE 2018, EIGHT IN THE RACE

The campaigns for the hotly contested NRM primaries have ended today, with the seven candidates holding their final joint at municipal play grounds while minister Elioda who is doing soul campaigns have ended at Karera and Kitojo.
The seven candidates include; Jonas Tumwine, Eng. Raymond Kamujisha, David Kamukama, Mwebesa Joseph, Jonathan Bongonzya, Poly Kataate and Kada Mucunguzi.

Minister Elioda who had agreed to join the joint campaigns, but boycotted them after surviving an angry mob at Kihunda who wanted to attack him but was saved by Police.
Voting for the NRM flag bearer will then be on Monday 4th June 2018, only a day to nominations for general elections which is scheduled for 4th to 5th June 2018.
The NRM will vote for their flag bearer who will face independents; FDC’s Eng. Jumbe Abudouh Kyeyune, independents; Michael Katusiime, Blackman Mwesigye and a journalist Khoi Khoi.
However the Sheema District returning officer Deborah Asiimwe told www.mknewslink.com that nomination date for general elections will not be nominated.

OPINION: CHRISPIN KAHERU ANALYSES THE CONCLUDED RUKUNGIRI WOMAN MP BY ELECTION

The Rukungiri by-election only attests to what political formations can gain if they are united. The opposition seemed united from the very on-set of the by-election; and the NRM was only able to resolve internal divisions just a couple of days to the election date. These had implications on who was bound to take the day.

Secondly, the religious factor was eminent in this election. Candidates exploited religious denomination lines during campaigns.

Thirdly, this election became inevitably aggressive considering that it was handled by the political big wigs from both the NRM and the opposition. Key NRM figures – retired and those in active politics campaigned for the NRM leaning candidates. Notable figures from the opposition political parties were on ground to tenaciously campaign for the FDC candidate, and protect the vote even in the remote villages of Rukungiri.

The Electoral Commission distinguished itself as a professional administrator and arbiter of the election despite the generally tense context in which the election was conducted.

Although there was visible security deployment in most urban areas in Rukungiri, the presence of security personnel in most places was not of an intrusive nature. However, in some places (especially in the rural areas), security involvement in the election almost threatened the credibility of the process.

The competitiveness of the election coupled with the historical context of Rukungiri drew active participation from the local voters. This accounts for the generally high voter turn out – about 57%. For a by-election, this is comparatively a high voter turn out.

This by-election however continued to expose the challenges of elections in Uganda, such as: the soaring cost of several elections, electoral violence, intimidation, vote rigging, voter bribery, misuse of state resources during campaigns, the question of hate speech during elections, among others. These vices reared their ugly head again in this election. Fixing these incessant challenges is fundamental to the restoration of normality and respect for rule of law in Uganda.

BUSHENYI HEALTH CENTER BROKE INTO; PROPERTY WORTH 29M STOLEN

Police in Bushenyi are holding a 40 year old man on charges of theft.
It is alleged that on 1st May 2018 Twinomujuni Evans a turn boy in Bugongi town council broke into the laboratory store of kyeizooba health centre iii and run away with laboratory equipment that included a microscope and Pima annaliser a machine used to count CD4 both worth Ug shs 29,000,000.
The Bushenyi greater Regional police commander Eddie Sserungogi confirmed the news saying that on 30th may 2018 the stolen equipment were found with Ashaba Fred a clinic attendant who got them from a friend Nuwagaba Christopher to whom Evans sold them.
The RPC said that Evans on 1st may disguised that he was sick, and was referred to the hospital laboratory where he saw the microscope and pima analyzer which he came back for in that same evening.

BISHOP JOHNSON FINALLY SPEAKS OUT ON ANKOLE WESTERN UNIVERSITY CRISIS

The chancellor Ankole Western University, Bishop Johnson Twinomujuni, has spoken out on the deteriorating situation of the University.
Ankole Western University is faced with a lot of challenges including; confiscation of the University van by URA over failure to pay taxes and the resignation of vice chancellor Mesearch Katusiime who joined politics.
Other challenges include; lack of substantial University council, lectures demanding six months’ salary arrears and some lectures leaving the University for other Institutions among others.
However, Bishop Twinomujuni asked the public to be calm as he is working on the issues saying they should give him time.
The Bishop who noted that a new University Council will be appointed very soon, said this during an exclusive phone interview with www.mknewslink.com today morning.
He also assured the public that the vice Chancellor will also be appointed soon and that he will pay all the taxes and six month arrears for staff.
The University appointed Rev Edidah Mujinya as the acting Vice Chancellor after the resignation of Dr. Mesharch Katusiime.

Rumors surrounding the world player of the year, links him to a move back to Old Trafford.
Christiano Ronaldo said, “In the next few days I will give an answer to the fans that have always been on my side.’’

UPDF OFFICER DIES IN A KAMPALA-GULU ROAD ACCIDENT

A UPDF soldier has been killed in a road accident along Kampala-Gulu highway.
The UPDF Spokesperson Brig Richard Karemire only identified the deceased as Warrant Officer 1 Omona.
He said that the incident occurred when Lt Col Simon Peter Oyo, who was driving a Range Rover brand vehicle, rammed into a stationary lorry just a few kilometers away from Kamdini around 8:00pm on Friday.
“Oyo’s cousin, Warrant officer1 Omona, died instantly,” said Karemire.
“The two were travelling to Gulu,” he added.
The deceased was attached to the Directorate of Education at UPDF Miltary Headquarters in Bombo.
Karemire said that Lt. Col Oyo, who is the Military Assistant to the Minister of State for Defense- General Duties Rtd Col Charles Engola is out of danger.
The rise of accidents on the narrow and poorly lit road calls for stronger road safety measures.
More than 20 people were killed in a bus crash in Kiryandongo last week.

All is not lost according to Makaru the senior presidential adviser on political affairs, Kahindi the Sheema District service commission chairperson and elder, Can.David Kabigumira the District Chairman Sheema are due to decide on the independent candidate who will be able to defeat their so called enemy and the most selfish Ugandan according to them minister Dr. Elioda Tumwesigye.
Voting and tallying of votes in Sheema Municipality NRM parliamentary seat has successfully ended as Dr.Elioda Tumwesigye emerged Winner with 9224votes, followed by Eng.Raymond 4514votes, Mwebesa came third with 2932votes, BFM’s Jonas Tumwine Polling 2604votes, David Kamukama 1569votes, Jonathan Bongonzya 1215votes, Mr.Polly Nkwatsibwe Kataate 1926votes, and finally Cadre Mucunguzi getting 716votes. Elioda is expected to be nominated tomorrow as well as independent candidate Dr. Meshearch Katusiime the former vice chancellor of Ankole Western University but its not yet known whether today’s losers are coming back in the upcoming general elections.
Other independent candidates are Journalist Khoi Khoi ‘munywani Waanyu’ of Vision Radio, and Ambrose Mwesigye Blackman the former deputy RDC Hoima District.
As much as NRM held its primaries today, Independent Electoral Commission started its nomination of candidates today and will conclude tomorrow June 05, 2018, Therefore NRM has only tomorrow 5th June 2018 for its Flag bearers to be nominated at all levels.

Following the hotly contested Sheema municipality NRM primaries which were won by Minister Elioda Tumwesigye, some of the candidates have conceded defeat.
Jonathan Bongonzya one of the candidates who came fifth in the eight man race with 1215 votes conceded defeat and congratulated the winner Dr. Elioda through a post on social media..
‘’I have lost the battle for NRM Mp flag bearer but not lost the war to actively contribute to the development of our dear Sheema,’’ Bongonzya wrote.
‘’ I thank you all for your support and love. I also take this opportunity to congratulate the winner Hon Elioda and wish him well in his next struggle. My fellow candidates, thank you for the spirited fight, and i urge you that we keep together in the struggle to build and develop Sheema,’’ He added
Bongonzya also noted that there are many ways to contribute towards the development of Sheema apart from being a Member of Parliament.
Dr. Elioda Tumwesigye emerged Winner with 9224 votes, followed by Eng.Raymond 4514 votes, Mwebesa came third with 2932 votes, BFM’s Jonas Tumwine Polling 2604 votes, David Kamukama 1569 votes, Jonathan Bongonzya 1215 votes, Mr.Polly Nkwatsibwe Kataate 1926 votes, and Cadre Mucunguzi polled 716 votes.
The nomination for general election ends today with Elioda as a flag bearer for NRM, independents; Misharch Katusiime, Khoi Khoi and Mwesigye Blackman.

Tarsis Bishanga Rwaburindoore has been declared a winner for the hotly contested Ibanda Municipality NRM Parliamentary primaries beating his rival Deus Rodgers Mulinde with 396 votes.
Rwaburindooore polled 6621 votes making 29.0% followed Deus Mulinde with 6255 votes which is 27.4%
Others results are; Mr. Peter Agaba 4394 (19.2%), Ignitious Igunduura 1439 votes (6.3%), Bernad Mazirwe Kakwene 628 votes (2.7%),John Mugenyi Kasule 168 votes (0.7%), Mwine I Bakamuhara 1449 (6.3%), Arthur Rwomushana Nuwagaba 577 votes (2.5%), Lawrence Nuwagira 217 votes (0.9%),Fred Spanner Sajjakambwe 260 votes (1.1%) and Leticia Tuheebwe Muwesi who scared 567 votes (2.5%). Total votes cast were 22853 (100%).
Rwaburindoore was declared a winner by the Chairperson, NRM Electoral Commission, Dr. Tanga Odoi and he will be the flag bearer in the Parliamentary race.
Meanwhile Apollo Mwine Kibeherere has been elected as a flag bearer for mayoral post with 10,655 votes.
He condemned the acts done by supervisor at Nyamirima area in Nyabuhikye by involving in saga of giving false information and hiding the declaration forms.
The RDC Ibanda Mr. Eliasto Akatuheebwa directed the Police, electoral commission staff and UPDF to take him to police, but he confessed and some forms were discovered hidden in the bag of one Stephen Babu Tumwine.
Three declaration forms are still missing.
However, the Chairperson, NRM Electoral Commission, Dr. Tanga Odoi asked the Ibanda Municipality representative to create a sprit of working together by making a positive environment so that winners can work together with losers.
Dr. Odoi confirmed that the process was free and fair.

Sheema Municipality independent electoral commission Nominations entered second day Tuesday June 05, 2018 with many people ready to see who beats who in the most anticipated Municipal Council Elections 2018.
The Independent candidate Dr.Mesharch Katusiime a former vice chancellor of Ankole Western University was nominated today at 12:00pm escorted by his wife.
He told www.mknewslink.com reporters that his participation into this election is mainly aimed at bringing Unity, togetherness, Cooperation and Development that had faded due to greedy selfish leaders adding that NRM had failed to hold fair elections on several occasions due to such disagreements.

Therefore he is the right man adding that he will work hand in hand with fellow citizens notably the mayor for steady development in this area. He promised his supporters to use his 17-year leadership experience to restore the pride of Sheema. Dr.Mesharch pledged to associate with his friends in renovating and developing of Ankole Western University [AWU].
Meanwhile, also independent candidate Mr.George Tumwebaze has also been nominated for Sheema Municipality Mayoral seat, in an interview with him after nominations at 10:32am, He told mknewslink.com that due to contradictions and internal wars in NRM, he decided to come with an independent mind that will see him work with all people.
He claimed that their fast growing district had been thrown into wars by Selfish dictators so it is the right time for him to settle the disputes and work for development. Mr.George adds that NRM had failed to hold fair elections on several occasions due to such disagreements.

BUSHENYI COURT SENDS MAN TO PRISON OVER THEFT

A 28 year old man has today been sentenced to 8 months in prison over theft of property worth ushs90, 000.

court presided over by Bushenyi Grade 1 Magistrate Bbosa heard that on 21st April 2018 Karuhanga Alex a resident of Bunyagiri ward and bodaboda cyclist at Natete state in Ishaka stole a jacket alongside other things from Tumwijukye Christopher his customer.

Karuhanga pleaded guilty to the offence and asked the court to forgive him because he claimed he has children and wife to look after.
The magistrate has sent him to serve 8 months in prison so that he can learn how men with wives and children behave.

MASINDI: FIRE GUTS HOUSE; BABY DIES, PROPERTY DESTROYED

A one and half year-old baby Afuzan Kiwewa has died and property worth millions of shillings destroyed when fire gutted a house along Commercial Street in Masindi Town this afternoon.
According to Aza Segujja, daughter to Haji Ibrahim Segujja the owner of the building, the fire started when mother of the child whose identity was not readily available by press time left boiling water a gas cylinder and went to buy tea leaves at the nearby shop leaving the baby inside.
The gas cylinder burst into flames burning the baby and household items. The baby was rescued from the burning room by a good samaritan after sustaining burns and was rushed to Wanainchi Clinic in Masindi town.
Davis Barungi, one of the tenants and owner of MugonzebwaNakugonza Farm Supplies shop said people responded to the inferno.
The Masindi Fire and Rescue Brigade arrived when the fire had already been put out by a group of people who rushed to rescue lives
The Masindi District Police Commander SP Samuel Odong who also arrived at the scene said police received the information about the inferno through a phone call.
He said the baby was rushed to Kitara Medical Centre for treatment where he later died of severe burns.
Odong advised the public always to give the police right information for the force to act immediately.

Manchester United have agreed a deal to sign Brazil international Fred for £52million.
The midfielder will join from Ukraine side Shakhtar Donetsk where he has spent the last five seasons.
An official statement read: “Manchester United is delighted to announce it has reached agreement with Shakhtar Donetsk for the transfer of Frederico Rodrigues de Paula Santos (Fred).
“A further announcement will be made in due course.”
Fred, who featured in Brazil’s 2-0 win over Croatia at Anfield on Sunday, arrived at Carrington for his medical on Monday morning.

Leicester open talks for Evans
Leicester have opened talks with West Brom stopper Jonny Evans who has given up on a dream switch to Manchester City.
Albion’s Northern Ireland international and club captain is poised to leave the Premier League basement club on a bargain £3million release clause.
Ex-Manchester United trainee Evans, who lives in the North West, had been hoping for a move to champions City.
