TWO ACRES OF MARIJUWANA UPROOTED IN RUBANDA DISTRICT

IN RUBANDA—-
Police in Rubanda district have uprooted two acres of marijuana in
Kiyebe parish Ruhija Sub County.
The Rubanda district police Commander Ramadhan Tai says that the
marijuana was uprooted in Kiyebe parish Ruhija sub county Rubanda
district yesterday.
Tai says that they raided different homes in Kiyebe parish and
uprooted marijuana from different gardens hidden in the middle of
different bushes and were being helped by some residents from the same area.
He adds they decided to carry out an operation after registering many
cases of defilement, rape, assault among others raised by some
residents who are law abiding and fed up with marijuana.
He is however calling on growing marijuana to involve in government
programs like operation wealth creation to get crops like potatoes,
onions among others and resist breaking the law

Shock engulfed residents Of Nyakarongo village,karambi S/county yesterday night after a man in his 30s slaughtered two children of his wife and later set ablaze on the house.

The Suspect was only identified as kabunguli a resident of Rwenkuba who developed misunderstanding with his wife Birungi evelyne.

According to thye residents,they revealed that the woman had started having sex outside marriage which has led to the misunderstanding with the man.

Residents Say,eveyline Had Promised To Dismis Kabunguli After Getting Other Care Takers And Later Dumped His Property Out Side.

Eye Witness Told Us That As The Man Was Coming From Work ,he Found The Wife Had Gone To Town With Another Man Ending Up enclosing The Two Children In The House And Slaughtering Both Of Them.

The Deceased Are Davis Kagezi, 8, And One Alvis,3,who Were Found In A Pooll Of Blood By Rescue Time.

By The Time Police Intervened,the Supect Had Escaped Promising To Commit Suicide.

MEDICAL WORKERS ARRESTED

Police in the south western region have arrested several medical workers who were found using wrong methods in offering health services in illegal medical clinics and laboratories.

Life guard condom boxes and monocular microscopes are some of the gadgets found in the clinics being used to store vacutainer bottles containing peoples blood samples and performing micro scopic tests respectively.

Dr. Nahanga Samuel Kajooga the Allied health professiona’s council regional suppervisor says monocular mocroscopes are ineffective and they were prohibited by the ministry of health in performing tests on humans . Speaking to Press Nahanga added that such machines are now limited to carry out simple tests on plants (Byte———

He said this during an operation launched by Allied health professionls’ council to curb out unlicenced and unregisred health workers, Laboratories as well as clinics following public out cry of mushrooming medical clinis in the region hence rendering government health centers become inactive ( Bytes—concerned resident)

Safari Mugyenyi the mayor Sanga town council said blamed government for failure to run its health centers properly a reason he said force people to opt for private clinics and end up getting services from unqualified health workers (Byte ….

Most of the private clinics visited were found using unqualified people to dispense health services to patients besides dsiplying drugs which is contrary to ministry of health regulations.

In 2008 the ministry of Health issued a directive stopping the display of drugs in all clinics and hospitals in order to protect them from getting exposed to heat and light which reduces thier effectiveness.

UPDF TREATS MASINDI RESIDENTS FREELY IN AMRY WEEK

Over 100 people in Masindi municipality have been tested and diagnosed against various disease by the army during the army week ahead of the 31st Tareh sita celebrations.

The patients were tested and diagnosed against malaria, HIV/AIDS, eye defects, cough, flue, and other illnesses.

Those with complicated diseases were given free counseling and referrals services to major hospitals like Masindi main hospital, Hoima referral and Masindi field artillery division health center four.

The army together with police also cleaned the trading centers of Kijuara , Kirasa and Masindi main hospital.

The event which took place at masindi Boma grounds on Saturday was in preparation for the climax of the tarehe sita slated for 6th Monday 2017.

Speaking to the media at Boma grounds, major peter Mugisa the public relations officer Masindi artillery division said that the day is cerebrated to mark the birth of UPDF during the national resistance movement gorilla war that was launched on 6th of February 1981.

He also noted that it is celebrated to recognize the immense support that was given by the local population in terms of food, uniforms, finances and hideout for the gorillas when they would launch attack on the government forces.

Mugisa noted that the day will be celebrated under the theme “cerebrating patriotic partnership that guarantees security for national development,”

Lieutenant Achilles Byaruhanga the health educator field artillery division   Masindi urged the locals to always go to the division health unit to get health services for those who can walk to the barracks.

Joyce Tina from Katama cell central division masindi municipality, who received the free medical service thanked the army and government for the free treatment accorded to them saying that sometimes they do not get the relevant drugs and care in the government health facilities.

BUSHENYI DISTRICT FORESTRY OFFICER FINALLY HANDS OVER OFFICE AMIDIST A STORM

Bushenyi district chief administrative officer Mr. Elias Byamungu was Friday this week forced Perezi kakumu the former district forestry officer to hand over office after a long time of struggles.

Perezi Kakamu clocked 60 years mandatory civil service retirement time in October 2016 but refused to leave office and started negotiating a contract while in office which is against the public service act and standing orders.

He was fortunately offered a contract by district executive committee but the permanent secretary ministry of local government refused his contract.

According to credible sources at the Bushenyi district local governement, Mr. Kakamu tried to maneuver and stay in office but the CAO Byamungu refused. This therefore forced the CAO to preside over his hand over on Friday Jan. 03, 2017 .

Kakamu is well known for bad relations with fellow staff and is not far from controversy. He was interdicted in 1990 but battled with the case and won it and hence he re-instated to office and compensated a lot of money.

Kakamu is a well known wealthy man and one wonders why he clocked 60 years and wanted to stay in office for more time.

ISINGIRO DISTRICT CHAIRMAN AT IT AGAIN, MINISTER ONEK WARNS TO ARREST HIM ON FEB.10, 2017 OVER REFUGEES LAND

A disagreement between security officials and district chairman
Isingiro has erupted over a threat to grab and redistribute part of
Nakivale refugee settlement land to the local people.

JerimayaKamurari the district boss put several announcements on the
radio calling on locals in his area of jurisdiction to join him in an
operation he code-named operation Nakivale Nzima on 10th Feb. 2017 in
order to open up a clear boundary line separating refugee settlement
land and that of the locals in area.

The threat forced the minister for relief, disaster preparedness and
refugees Hillary Onek to write to the chairman on 31st Jan. 2017,
threatening him with arrests should he continue with the planned
operation and direct Rwizi region police commander (RPC) to ensure
that law and order is strictly observed in regard to the matter.

In a security meeting held at Kityaza market, Kashumbasub county in
Isingiro district, the RPC Walugembe Robert reminded the district
chairman that this government is well governed and warned him that
police and army are ready to deal with anyone who attempts to do
anything contrary to the constitution

Major Charles Lwanga the UPDF second division intelligence officer
said the planned operation is in bad faith intended to draw bad blood
between the locals and refugees and assured the chairman any
instrument he intends to use in this operation will not defeat the gun

But Kamurari who said he ready to face any kind of harsh condition
insists that his mission is not about grabbing and redistributing the
land as alleged by security officials but to create a clear boundary
line so as to put conflicts between the locals and the administration
of the refugee settlement land to rest

Kamurari added that he is aware of the UN convention on protection of
refugees and that of UN charter of human rights and cannot declare war
between refugees and nationals.

There about 120.000 refugees settling currently on the over
70 square mile land

Chairman LC5  Kamaurari is not far from controversies in the name of protecting his voters. He opened all the cattle markets in the district after some big shots in the district closed them for over 10 years. he was arrested and released and the markets are all working.

MBARARA POLICE WARN SCHOOL DIRECTORS

As schools officially open today for the first term, Police have warned school administrations and managements on continuing with repairs and renovations of school structures after students have reported back as it may cause school accidents.

The Rwizi region police spokesperson Ibin Ssenkumbi says that schools should do repairs and renovations during holidays but when students report back such activities should stop immediately to avoid accidents like fire break outs, collapsing of the buildings among others which may cost lives and loss of property.

Ssenkumbi says that safety of students should be the key factor in schools therefore school managements should also do thorough checking of students’ property as students have a tendency of bring materials which may result into danger such as electrical water heaters, knives among others.

He says that schools which will continue with such activities and in any case something happens they school directors and management will be held responsible for the damages.

WHO IS TO BLAME FOR ARUU NORTH COUNTRY BY-ELECTION?

It is not a matter of court nullifying elections and asking the EC to conduct by-elections.  I think we need to get to the bottom of why many elections are being nullified.

 

For this particular election, the investigative arm of government should be able to tell us who is individually culpable or which institution should suffer the pinch of calling another election.

 

If this election is arising because security agents did a bad job at protecting the voting material prior to the re-count that court had ordered, let the sloppy individuals within the security be named and punished. If it is because the candidates did not restrain their supporters, let the country know and let the candidates and the supporters who destroyed the voting material bear the brunt. If it was because the EC faltered in its work, let it feel the pinch as an institution.

 

We can’t keep sweeping electoral malpractices under the carpet of by-elections.  Someone should know that if they do a bad job, they will surely bear the consequences individually.

 

A by-election touches on the taxpayer’s money.  Taxpayers should not be casually bearing the brunt of mistakes committed by other people. Those who directly occasion a by-election should pay for it and / or at least be individually reprimanded.

BUNYORO DISTRICT LEADERS ADVISED TO FORM CONSORTIUM

Leaders from Bunyoro sub region have been advised to form a consortium to enable them have a bargaining ground.

The call was made by the state Minister for local government ,  NamuyanguJennipher today, while officially launching  a three day training  for local government councils  at Kabalega Resort hotel in Masindi town which was organized by USAID and UKAID under Governance, Accountability, Participation and performance programme (GAPP).

Namuyangu, explained that districts from Bunyoro sub region should come out and form a consortium to enable them push for developments like industries which would be benefiting the whole region noting that districts which need to work individually may  lag behind in terms of development because they have no voice.

She added that this has worked in Greater Masaka and in the Northern region saying that many developments have been done due to the Consortium they made.

Commenting on the same matter, the chairperson LCV Masindi Cosmas Byaruhanga, said that the issue of the region consortium is already in the pipeline noting that they have already met with Bunyoro district leaders adding thatthey are planning to meet again to see how they can go about it

Moses Kirya, The speaker Masindi district explained thatthe consortium will be covering the seven districts of Bunyoro sub region adding that this will help to improve the road network in Bunyoro noting that it will be easier for a district to get road equipment from another district.

KING OF ANKOLE SUMMONED BY MBARARA POLICE FOR ALLEGED INSECURITY AT HIS PALACE

Police in Mbarara has summoned the so called “Omugabe” of Ankole kingdom Umar Asiimwe for interrogation on security matters at Itaaba palace in Rwampara County, Mbarara District.

While addressing journalists after the closed door meeting with the “Omugabe” today, the Rwizi Regional CID David Ibanda said Umaru was summoned following intelligence reports about the insecurity at the palace.

Ibanda noted that after the meeting they understood some of the activities carried out at the palace and asked Asiimwe not to conflict with the police rules in whatever he does.

He said since the palace has very many people who visit it, police had to intervene as one way of preventing crimes from taking palace.

Umar Asiimwe Ntare (VI) Rubabambasi who claims to be “omugabe” of Ankole confirms that he had been summoned for security purposes.

He asked police to provide him with security to protect the palace saying there are unidentified people who usually visit it which put his life at risk.

Umaru also asked government to work on the issue of restoring Ankole kingdom with immediate urgency.

KABALE STADIUM TURNED INTO LATRINE

The appalling state of Kabale Municipal stadium in Kabale municipality
has irked sports lovers.  Kabale Municipal stadium is the major sports
facility in Kigezi region.
The facility lacks a perimeter fence, which has prompted residents to
trespass and use it for open defecation. The stadium has also become
home to several criminals and marijuana consumers.
The Director of Sharp football club Owen Tumuhimbise, whenever they
play football in the stadium they compete for space feaces and waste
from surrounding area.  He adds that the stadium has been also
destroyed by people who drive inside there.
The Federation of Football Association-FUFA delegate for Kabale
district Swezen Niwagaba says due to the lack of the perimeter wall
some residents have created some accessibility roads. He adds that
council should tender the stadium for proper management.

The Chairman Central Division Sam Arinaitwe admits the stadium is
appalling. Arinaitwe says that they plan to explore ways of
rehabilitating the facility especially gate to reduce on accessibility
by people and also improving on its security.
The Kabale Municipality Mayor Emmanuel Sentaro Byamugisha says that as
planning authority, they want to renovate the toilet within the
stadium and open it to the public. He adds that they will hand it over
to an investor so that it can generate revenue to council.

NO NRM LEADERSHIP IN RUBANDA DISTRICT, DEPENDS ON KABALE

National Resistance Movement-NRM supporters in Rubanda district are
demanding for independent NRM party leadership from Kabale district.
Rubanda district was curved from Kabale district on 1st July 2016, and
since then the NRM supporters still seek services from their mother
district.
Former aspirant for Woman Member of Parliament in Rubanda district in
NRM primaries Joventa Twinomuhangi says that the urge for independent
leadership is overdue.
Twinomuhangi who is the Ikumba sub county district councilor, adds
that the separation will bring services nearer to party supporters and
also it will create job to people who will work in the office.

The NRM youth Chairman for Bubaare Sub County Elvis Twikirize says
that they are disappointed due to lack of leadership saying that it
has affected the election of district youth council.

The Rubanda district woman Member of Parliament Hon. Prosy Akampurira
Mbabazi says that they are pushing for the election from central
executive committee and she is optimistic that the elections will be
held as soon as possible.

The National Resistance Movement Secretary General Justine Kasule
Lumumba says that they are aware of need and demands for the party
supporters. She however says that the elections will be held when the
party gets funds

CHAOS IN ISINGIRO DISTRICT: SIX ARRESTED

Police today Feb. 08,2017 was forced to use tear gas and fire live bullets to disperse angry residents of kashina A cell, Kashozwa parish in Rugaga Sub county, Isingiro district who were protesting the arrest of their colleagues.

The scuffle started earlier this morning when residents complained to local officials over the refugees’ encroachment on their motherland neighboring Nakivale settlement camp.

Police early this morning at around 9am made arrests of  6 people said to be ring leaders in attacking Nakivale camp and on hearing of  the arrests, residents mobilized themselves blocked the road heading to the camps.

The angry residents went ahead and destroyed all the posts heading to Nakivale saying that they can’t leave a misery life on their own land when refugees are rejoicing.

Police intervened to clear traffic on road but locals started throwing stones to Nakivale police until when the Mbarara police was called to calm down the situation on reaching it started shooting bullets and teargasing locals to create sanity in the area.

Among the arrested include; LC III Chairman Rugaga sub county Matthias Tushabomwe, others are Ndugu Paul, Suwed Mubanza, Joshua Turyamureba, Allen Bihabwa and Benon Turyamureba all resident of Rugaga sub-county.

The Rwizi region police commander Robert Walugembe said that further arrests will be made and the culprits will be taken to court and charged with malicious damage.

He further urged the residents to resist from being miss lead by the chairman LC5 Isingiro district Jeremiah Birungi kamurali over this re-opening of the Nakivale camp demarcations saying the office of the prime minister is handling the matter

The Nakivale refugee camp commandant Johnbosco Ssentamu says they were blocked from accessing their offices, he is now calling up on the relevant authorities to intervene because the situation is worsening.

26,500 PUPILS STRANDED AS UNLICENSED SCHOOLS ARE CLOSED

A total of 26500 pupils in 106 private schools in Rukungiri are stranded following they were closed by district officials.
The District Education officer Mr. Jackson Nturirehi ordered the closure of private schools that are not registered and don’t have license.
“it’s just one day the term has opened please if you dont have a license and you have not registered please do not bother to open tomorrowand refund the parents that have paid school fees” he said.
He revealed this during a meeting with propreitors of private schools in Rukungiri district on Tuesday 7th Feb. at the farmers resoucre center.
He said “am policy implementer and am implementing what my bosses have asked me to do please do not open  and if children come get them on assembly and ask them to go back home”.
The closure of the schools follows a letter from the ministry of education dated january 16th 2017 signed by the permanent secretary Alx Kakooza subjected  Operation of Unlicensed /UNregistered schools. The letter was copied to the Ministers of education and permanent secretary local governemnt ministry.
“therefore the ministry of education and sports requests you and through you, all DEOs/MEOs and district and municipal inspectors that no private school operates in the school calender 2017 with out a valid license or registration certificate issued by the ministry of education and sports” reads the leter in parts.
The District education officer warned to arrest any school official found at any operating school without the requirements as per the letter.
Pleas from the propreitors to have their schools open for a term as the get licenses fell on deaf ears as each was given a copy of the letter .
The Resident district commissioner Rukungiri artin Mugabe when contacted by Daily Monitor said that we are ordering all sub county cheifs to follow up the issue and have school closed.
“these schools with out licenses and are not registered have conned parents and don not pay teachers, because they are not known any where in the education system, their owners are after making money but not educating the child of the nation” he said

REGISTER MARRIAGES TO AVOID DEATH CONSEQUENCES

The Administrator General,  Tumwebaze Ndibarema has called upon all married couples to register their marriages to avoid family disagreements after the death of the head.

While speaking during the stakeholders’ workshop held at Lake view hotel yesterday organized by Uganda Registration Services Bureau (URSB), Tumwebaze said that families are always left in a state of wrangles as family members always force the wife out after the husbands have died.

Tumwebaze said that registering marriages are would help to reduce such family wrangles as the wife will always have the legal powers of the left assets left by the husband even though their marriage was not through church it can be civil.

Tumwebaze says that even acquiring letters of administration when you have the recognized marriage certificate takes a short time and saves time whereby some of the assets would be sold as other family members try to block the wife or children of the deceased from acquiring them.

He now calls upon all the marriage couple to register their marriages where civil marriage, Church Marriage or Concubine marriage to avoid family disputes after the death of the husband.

He adds that according to Uganda Bureau of Statistics in Uganda it is only 20% marriages that are legal which is thought to have increased family disputes in the society.

In his remarks the URSB board Chairperson Ambassador Francis K Butagira said that when marriage is registered it will help the married couple to acquire bank loans easily, Arbitration and other estate administration as the marriage certificate is legal.

RUBANDA DISTRICT ADMINISTRATION AND POLICE FIGHT FOR HOUSE

A row has erupted between Rubanda district leaders and police over
house meant for accommodation.
The house in question is being renovated by Rubanda district local
government and it’s located behind the Rubanda district administration
block.
The Rubanda district Chairman Kenneth Jogo Biryabarema says that when
Rubanda district was curved from Kabale district 1st July 2016, police
officers occupied this house without district acknowledgment.
However he says that they want the police officers to relocate to other
places  of residence or rent in Kabirizi trading centre so that the Chief
administrative officer occupies the house within the next two weeks, which
police is opposing.
Biryabarema adds that the district has documentation that indicates
ownership and he wonders why police is insisting.
He noted that he has already contacted Ministry of Internal affairs
which is in charge of police, asking them to write to Rubanda district
council asking for land so that they can construct police offices and
houses to end such standoff.

The Kigezi region police commander Paul Nkore says that when local
administration police joined central police by act of parliament, it
moved all human resource, houses including those building at Rubanda
district head quarters, which Rubanda district is claiming ownership.
He however says that he has written to legal department of  police in
Kampala, asking them to write to Rubanda district leaders so that the
matter can be solved legally.

BUSHENYI LOCAL GOVERNMENT SUED OVER TWO INACTIVE DISTRCT SERVICE COMMISSIONS.

The chief executive officer of western ankole civil society forum (WACSOF) Apollo lee Kakonge has sued Bushenyi local government for not having active Service commission for the last two years.

The case was registered at mbarara high court by the area Deputy registrar and will be heard on March 7th.2017 at 9:00 am at mbarara high court chambers.

The Politics between Bushenyi NRM chairperson Hassan Bassajabalaba and former Bushenyi district chairman Willis Bashaasha has been dodging actives of Bushenyi district service commission.

Before Willis Bashaasha retired as the district chairman, he appointed a district service commission chaired by Lydia Rwakishaya and the public service commission in kampala accepted the three names of Lydia Rwakishaya, Julius Ishungisha and Behangana Nathan, but when Basajjajbalaba took over office, he rejected Bashaasha’s commissionand appointed the one led by Scholastic Tibenderana. However they were not approved by the public service commission saying that they had earlier approved the Rwakishaya commission.

Jafari Bassajabalaba claims that the district council that approved Rwakishaya commission did not have column and Karasi Emmanuel the former district speaker challenged the proceedings of the council in courts of law and managed to secure consent judgment.

On the other hand, Willis Bashaasha noted that despite the fact that his district council meeting was challenged in courts of law due to lack of column, the budget that it passed is being used by the current council.

In the petition that Kakonge and is lawyer Julius Turinawe filed on 7th feb. 2017 notes that the district has suffered serious consequences due to lack of district service commission for two years.

He notes that Kyamuhunga town council which commenced operations in July 2016 doesnot have any substantive staff because of lack of a district service commission,

Secondary they are about 200 jobs to be given out by Bushenyi district but cant be given out because of lack of district service commission.

Thirdly, whoever retires, cannot get his terminal benefits, whoever wants confirmation into service cannot get it and whoever wants a promotion cannot get it.

The state minister for Public Service David Karubanga has tasked all civil servants to enhance service delivery in all sectors for the development to be realized in the country.

Minister Karubanga noted that service delivery will lead Uganda into a middle status income by 2020.

He made the remarks yesterday Thursday 09.02.2017 while meeting Ntungamo district civic and political leaders in the District council Hall.

Hon. Karubanga assured all civil servants to write to the responsible ministry to rectify the problem of salary arrears which is affecting service delivery in the district.

In the same meeting, Ntungamo District chairman Denis Singahache appealed to the government to increase the salary of paid workers in order to curb corruption tendencies in the country.

Singahache also asked civil servants to co-operate with politicians for the development of the district.

However, the CAO Ntungamo Samuel Ruhweza Kaija urged ministry to increase funding for the recruitment of new staff.

RESEARCH IS EXTREMLY UNDER FUNDED IN UGANDA–KABALE RESEARCH INSTITUTE DIRECTOR

IN KABALE—-

Scientists and researchers in Rubanda and Kabale district are
demanding for increased funding to research and innovation.
The demand was raised today during the harvesting of confined filed
trail four of genetically modified Irish potatoes at Kacwekanao zonal
agriculture research and development centre in Rubanda district.
According to National Council of Science and Technology the sector’s
vote is still far below the required allocation of 1 percent of the
national budget yet a huge burden of expectation is placed on them.
Currently science and innovations receive about 100 billion Shillings
annually.
The Director Kacwekanao zonal agriculture research and development
institute Alex Barekye says that researchers and innovators need a
financial boost to be able to facilitate the incubation processes of
their innovations and achieve commercial value out of them.
He says that currently there research depends on donor money which is
not sustainable. He adds that this financial year government gave the
institute only 900 milion shillings which are not enough.
The Chairman National Bio-safety committee Dr Charles Mugoya accused
government of not playing its role to allow the usage of genetically
modified organisms as a way to solve food insecurity issues in the
country.
John Karugaba a farmer from Hamurwa Town council Rubanda district said
that as farmers they are willing to adopt genetically modified
potatoes to reduce on late bright. He also lashed at politicians who
are opposing science saying they do not care about farmers.

CDF GEN. MUHOOZI WARNS ON WESTERN UGANDA INSECURE BOARDERS

The newly appointed Chief of Defense Forces (CDF)  General David Muhoozi has said that UPDF will not allow any negative force to use part of Ugandan soil to destabilize the region.

Presiding the hand over exercise of Major General Peter Elwelu at the army 2nd Division headquarters in Mbarara Muhoozi noted that although Uganda cannot tolerate such schemes its very fortunate that it has become a custodian of people who are neither refugees or prisoners of war.

He said this alone is costing the country a lot of resources in terms of feeding such people whose  plight cannot be determined locally (Byte….

He also raised concern of ensuring stability along the Uganda DRC borderline in Rwenzori region since ADF and other negative forces still exist in the area and are potentially dangerous to the security of the country.

Peter Elwelu who was recently promoted to a major general and appointed commander of land forces was handing over to the new 2ndDivision commander Brigadier Paul Lokech.
