In mates in Nyamushekyera government prison have been tasked to ask for leniency even when one is convicted.
The call was made by the chief justice of Uganda Bart Katureebe while opening up a pre- bargaining plenary session at Nyamushekyera government prison in Bushenyi this morning.
Katureebe asked in mates to be quick in accepting offences preffered against them so as they don’t take long on remand which he said has led to influx of in mates in cells amid cheers from in mates.
The chief justice is in Western Uganda region opening up pre- bargaining court session; he will visit Rubirizi, Sheema and end up with Mbarara at the end of this week .
The principal judge Flavian Zeija highlighted to inmates the good in pre- bargaining as it better for one to accept an offence and be given a lighter sentence regardless of crime committed.
The court session of pre-bargaining will take four days and it is presided over at Nyamushekyera prison.

NEW BANANA PLANTATION DISEASE SPOTTED IN BUSHENYI

Farmers in Bushenyi district are in panic after a strange banana disease has attacked their banana plantations.
Our reporters have visited several plantations in Central division and Kakanju Sub County and found the disease has started spreading in different villages.
The affected plantations are in Kabale parish, and Katunga all in Kakanju Sub County and others were in Ryamabengwa ward in Central division, Bushenyi Ishaka Municipality in Bushenyi district.
One of the farmers told our reporter that the strange disease which first looked like Banana Bacteria Wilt has threatened their plantations as it spreads at a high speed.
Amon Natwebembera, the Bushenyi district agriculture officer told our reporter on phone today morning that the same outbreak has been reported in Ishaka Division and Kyamuhunga Subcounty. He said they have already reported the issue to the ministry of Agriculture.
The disease had earlier this year been reported in Mbarara, Sheema, Rwampara, Isingiro Kazo,Rukungiri, Ntungamo, Mitooma, and Ibanda districts among others.
Some observable signs of the new strange banana disease;
•Pathogen infection occurs on the outermost skin or epicarp of the banana fruit.
•On severely infected banana bunches, the dense aggregation of spots completely covers all the bunch changing its color from green to dark brown/red and black
•The affected banana or fruit cracks or splits, creating wounds that attract other fungi and bacteria infections

Some preventive measures according to interviewed agricultural experts are;
•Apply proper sanitation techniques on infected plant residues and bunches.
•In an infected plantation, cut down all banana bunches, chop and bury them underground to reduce on spread.
•Avoid using the banana residues collected from the market and collection centers as manure or mulch to prevent the spread of disease.
•Apply fungicides starting just after flowering in an infected banana plantation.

BESIGYE’S  COURT CASES IN RUKUNGIRI ADJOURNED TO APRIL 6TH

The case in which former FDC party president Col. Dr Kizza Besigye and four others are accused of inciting violence, causing malicious damage and assaulting Police officers in Rukungiri has been adjourned to April 6.2020.
Besigye, the FDC party chief mobilizer, Ingrid Turinawe, together with FDC party President Patrick Amriat appeared before the Rukungiri chief Magistrate Hassan Ntaro for the mention of their cases.
Ntaro the chief magistrate Rukungiri district said the accused reached the court premises late and Attorney general requested for time to gather enough evidence thus the adjournment of cases to April 6.2020.
They are charged with different offences they allegedly committed on 26th. November 2018 when the party had planned to hold memorial prayers for party supporters who died in October 2017 during a rally against the amendment of the presidential age limit.
The charges include damaging of property, inciting violence and assaulting Police officers on duty among others.
Security remained tight in Rukungiri town as Besigye and his co-accused travelled through the town to the court. They were tightly escorted by Police.
Speaking to our reporter after the court session, Dr Besigye said all these are just wastage of their time and resources saying that he is ready for all trials but will keep on struggling till he saves the nation from poor governance.

DFCU’S MD KATAMBA IN TROUBLE OVER UGX 500 M DONATED TO BUGANDA KINGDOM

Dfcu bank Uganda Managing Director Mathias Katamba is under scrutiny after it emerged that he forced the bank’s management to controversially donate Shs500 million to Buganda Kingdom, raising questions of conflict of interest and sectarian choices.
This website has reliably learnt that Senior Dfcu Management questioned why Katamba zeroed down on donating Shs500 million to Buganda Kingdom yet the country has many other kingdoms that have not been considered for such grants.
Top management has also queried whether such a donation may not trigger sectarian undertones given the fact that Katamba is a known close associate of senior Buganda Kingdom officials, and that he is particularly close to former deputy Katikiro, Apollo Makubuya.
During one of the many meetings that have been convened over the matter, one of the directors asked Katamba why his predecessor, Juma Kisaame, never had such an initiative with Busoga Kingdom, yet it is less privileged than Mengo.
“Katamba could not definitively explain why he chose Buganda Kingdom to benefit from such a dubious donation. It was certainly not in good faith. Had it been in good faith, then certainly other Kingdoms would also have benefitted, “a Dfcu director, confided to this website.
Kisaame resigned as Dfcu Managing Director in October 2018 as the bank went into a downward spiral amid pressures of taking over the highly-successful Crane Bank.
On assuming the reigns at Dfcu Uganda, one of Katamba’s key assignment was to ensure that Dfcu improves its Minimum Capital Requirement (MCR), a task he has badly failed at.
What triggered more suspicion was that Katamba’s initial proposal was to give Shs500 million disguised as Corporate Social Responsibility(CSR) to Buganda Kingdom and when it was rejected, he returned with an alternative of funding the Kabaka Birthday Run.
Dfcu officials familiar with Katamba’s controversial appointment as Dfcu Managing Director say that he was helped by the Mengo establishment to secure the highly coveted job and that the fictitious donation may be a pay-back package to the central kingdom.
This website also understands that some Dfcu board members, are said to be furious over the questionable donation to Buganda Kingdom and plans to summon Katamba to explain why he has failed on the Key Performance Indicators (KPIs) that were set for him when he was appointed in October 2018 and is now expending energy on transactions that do not bring capital to the bank. They allege that this could easily be understood by other traditional leaders and kingdoms where the bank operates as well.

MAN COMMITTED TO THREE YEARS IN PRISON FOR STEALING VEHICLE NUMBER PLATES IN MBARARA

A 25 year old man in Mbarara has been sentenced to 3 years in prison for stealing number plates.
Alex Gumisiriza a resident of Nyeihanga town council in Rwampara district has today 10th March 2020 been sentenced to three years on charges of stealing number plates.
The magistrate court presided over by His worship Tumuhimbise Gordon heard that on 14th Jan. 2020 Gumisiriza Alex stole two registration number plates UAY 056 X of car that belonged to Kyasiimire Mercy a resident of Nyeihanga town council.
According to the statement recorded from Kyasiimire mercy, she had parked her vehicle outside the perimeter wall of her residence on the night of 14th Jan. 2020 at exactly 09:00pm but she later found out that her vehicle number plates had been taken and the culprits left a documents written on the telephone number she was to call to get her number plates, of which she later called and the said culprit demanded 1.5 millions to get her number plates
Kyasiimire reported her case to Nyeihanga police station which began to call the culprit and eventually tracked down Alex Gumisiriza who was later arrested and imprisoned.
Alex narrated to the police that he had stolen the two number plates and hidden them in the rubbish heap behind Nyeihanga abattoir and later the number plates were recovered.
his worship noted that he had to sentence Alex to three years in prison since the crime he committed is becoming rampant.

KABALE TOUR GUIDE ARRESTED AFTER FORGING UGANDAN NATIONAL ID FOR RWANDAN LADY

A tour guide from Kabale district was on Tuesday 10th March 2020 arrested in Kisoro for allegedly forging a Uganda National Identity Card for a Rwandan lady.
The suspect has been identified as Denis Tumushabe aka chicalito a resident of Bufuka cell Mwendo parish Kitumba Sub County Ndorwa West Kabale district.
It is said that Tumushabe forged the Uganda national identity card for Rwandan lady only identified as Josian who was a bar attendant at Mist bar hotel and lodges in Kabale municipality.
According to Bruno Bitwenda, his personal lawyer, Denis appeared before Kabale main police station at around 12pm when Chieftaincy of military intelligence (CMI) took him without telling him his case.
Bitwenda added that Denis had been receiving several calls from different people threatening him to be arrested that’s why he appeared to Kabale police station for reporting and that’s where he was picked to Kisoro police station where is currently retained with Josian.
He added that he is worried of Denis’ arrest because the people who took him were not having any identification or police warranty.
According to Steven Ainembabazi , Denis’ elder brother,he was informed by Bruno Bitwenda that their brother was arrested by unknown police officers and called him immediately for several times while not picking.
Ainembabazi added that towards 3pm, Denis received him and replied that he was detained at Kisoro police station.

Fagil Mande the former commissioner in the Ministry of Education and consultant has revealed that liberisation in education has caused positive trends.
He said this at Bishop Stuart University yesterday 10th March 2020 where he appeared as the chief debater .
Fagil Mande said that the Ugandan private sector has contributed much in the development of education in the country.
The debate that had a motion “economic liberalisation has squandered education system in uganda” attracted many institutions around Mbarara such as Bishop Stuart university, Ntare school, Mbarara high school, Kashaka girls, Welden school, Kakoba college Mbarara, Allied school Mbarara among others.
Fagil Mande cautioned both the students and parents to work hard to implement the new introduced secondary school curriculum adding that this curriculum aims at imparting skills to students.
The vice chancellor Ms Mauda Kamatenesi thanked all the participants from all the schools and the debate society at BSU for the work done in the university.
The open debate was part of the activities that will take place in Bishop Stuart University week that will have many events including Football competitions, running competitions among others.

HEAVY RAINS DESTROY HOUSES, CROPS IN RUKUNGIRI

More than 40 houses and several crop gardens were yesterday destroyed by Heavy rains in Buhunga sub- county Rukungiri district.
The heavy rains that were characterized by strong winds and hailstorm started pounding the area in the afternoon hours.
The rains destroyed houses and devastated about forty acres of crop gardens.
The affected areas are Omurusheshe, Kyaruyenje, Bwanda and Rugando parishes among others.
Jackline Beinamaryo, a resident of Omurusheshe parish said that the roof of her house was blown off and her entire banana, coffee plantations were seriously destroyed by the heavy downpour.
Samuel Muhumuza, a resident of Bwanda parish said that his kitchen was hit by a tree that was a few meters away.
Muhumuza added that he is worried of how to get school fees and food for his family since the banana and coffee plantations were his major source of income.
Top Kangye, the sub- county chairperson told our reporter that this disaster is a heavy blow to food production in the area since Omurusheshe is the food basket of the sub- County.
Kangye added that a team of sub- county officials led by the community development officer is already on ground documenting the damage and it will be submitted to district disaster department to offer assistance to the affected families.
Charles Andrewson Katebire , the district chairperson said that the affected residents are in need of urgent help.
He said that consultation with relevant offices are underway so that the support to the affected residents is got.

In a bid to live exemplary and keep their dreams intact ,women have been called on to respect ,protect their families and desist from any form of violence in families .
The call was made by Madam Lydia Rwakishaya the chairperson Bushenyi district service commission while officiating as a chief guest at Nyamiko primary school ground where Bushenyi district celebrated women’s day The colorful ceremony which had school children performing and women taking part in bicycle ridding was sponsored by Compassion Uganda in conjunction with Reproduction Health Uganda under their project of prevention plus.
Aggrey Ategeka of compassion Uganda praised women of their role played in society up bringing and stressed the love, care and respect women deserve in our societies.
Madam Lydia Rwakishaya also talked of escalating gender based violence among married couples in Bushenyi which she said has drailed development in the district.
She said cases of gender based violence are at rampage in the district hence calling for its decrease as there cant be sustainability in a family with wrangles.

The probe committee which was set up by the district chairman and CAO to investigate the town clerk Arthur Nzeyimana ,the chairman LCIII Daniel Banyenzaki and the treasurer David Byaruhanga Kajangu has finally released the report.
According to the acting district chairman Sylvester Tumukurate told www.mknewslink.com that he will have to sit with the CAO Simon Peter Akilenga to discuss the report.
Concerning claims that the Mitooma district internal auditor Israel Atukwase was the supplier of Murram to Kashenshero town council,Sylvester said that the auditor denies the allegations.
However ,www.mknewslink.com has facts that one of the staff of engineering department showed Israel where he would supply the murram to, he supplied it and in addition did a shoddy work .
On 18th Feb.2020 www.mknewslink.com reported of how Israel ran out of the probe meeting leaving other two members after he was pinned that he had supplied murram to the town council though he was a civil servant contrally to government rules.
Public Service Act doesn’t allow a civil servant to do business with government thus if it is done, it is a conflict of interest.

EC GIVES PRESIDENTIAL ASPIRANT GEN.TUMUKUNDE TOUGH CONDITIONS AS HE CONSULTS VOTERS

The Electoral Commission has issued tough conditions to former Security Minister, Lt.Gen.Henry Tumukunde as he carries out his consultative meetings.
Early this month, the former spymaster hit the ground running by declared his presidential bid to unseat President Museveni when he wrote to the election body requesting to have him allowed to consult voters.
However, in response, the Electoral Commission chairperson, Justice Simon Byabakama has acknowledged receipt of Tumukunde’s letter but issued tough conditions to be fulfilled by the retired UPDF officer as he consults voters.
“We wish to point out that consultations ought to be distinguished from campaigns which take the form of distributing materials, campaigns, holding rallies, meetings, canvassing or soliciting for votes envisaged under section 21 and 24 of the Presidential Election Act 2005,” the March 4, 2020 response by Byabakama says.
In the letter, the Electoral Commission chairperson says the former spymaster is required by law to inform the local leaders and police of the venue for his consultations.
In his March 3 letter to the election body, Tumukunde said he would consult various groups of people including security agencies, law enforcement agencies, urban dwellers, women, youths, elderly, civil society and government institutions among other groups of people but warned against interference by anyone.
“I pray that the statutory mandate of the EC shall be respected by other organs of the state and that there will be harmony throughout this important constitutional exercise,” Tumukunde said in his letter.
However, if the developments happening to Robert Kyagulanyi, also known as Bobi Wine are to go by, the former spymaster might find a bumpy road as he faces off with police during his consultations.
On several occasions, the Kyadondo East legislator has had his consultative meetings stopped for “not” meeting the set regulations by police.
The law
Section 3 of the Presidential Elections Act 2005 (1), (2) and (3) states: “An aspirant may consult in preparation for his or her nomination as a presidential candidate within 12 months before nomination date.”
It also stipulates, “While consulting, a presidential aspirant may carry out nationwide consultations, prepare his or her manifesto and other campaign materials, raise funds for his or her campaign through lawful means and convene meetings of national delegates.”
“While consulting, the aspirant shall introduce himself or herself to the commission and notify the relevant local council and the police of the area to which he or she goes,” the law adds.
Henry Tumukunde is a retired senior military officer of the Uganda People’s Defence Forces (UPDF). He was the Minister of National Security in the Cabinet of Uganda. He was appointed to that position on 6 June 2016.[3] On 4 March 2018, he was relieved of his duties in an unexpected cabinet reshuffle.[4]

RUBANDA NRM REGISTRATION FAIL OVER LEADERS’ CORRUPTION, SELFISHNESS

There was drama yesterday in Rubanda district during the training of NRM party registration members as  Sub county chairpersons, and village registrars fought over what they described as selfishness and corruption.
The district received materials to be used in the registration of NRM senior members from the office of the National resistance movement secretariat yesterday morning.
Drama ensued when the LCIII chairperson Bubaare sub county Pius Tumwine and the Rubanda district publicity secretary Sandra Kyomukama exchanged bitter words with Bubaare sub county Village NRM registrars over allowances.
A section of registrars from Bubaare Sub county also accused their area LCIII Chairperson and the district publicity secretary of failing to specify their allowance in appointment letters which was issued to them and they forced Sandra to tell them to serve the party because they belong in it and should love it.
Mean while,in Bufundi, Muko and Ikumba Sub Counties ,the training were neither successful because the NRM party members accused the sub county LCIII chairpersons of being corrupt whereby they employed their supporters and left aside qualified members of the party which forced the training to be postponed until further notice.
Johnbosco Tumwesigye the Ikumba LCIII chairperson refuted the claims saying that the allegations are political and aimed at tarnishing his name.
The NRM Party has zoned the country in 18 sub-regions, and the ongoing registration which started yesterday is expected to last five days.

SCABIES RAVAGE MASINDI DISTRICT

A skin disease known as scabies has devastated the four villages of Abangi, Onin, Bisaju and Ogadra in Budongo Sub County in Masindi district.
According to the Chairperson LCIII Budongo sub county Kenneth Kiiza Nyendwoha, the disease has greatly affected pupils of Kasenene primary school adding that it is spreading at a faster rate since it is a communicable disease.
Nyendwoha added that it is now three weeks since the disease was detected. He also explains that his worry is if it’s not addressed urgently it may stretch to other neighboring villages.
He also noted that as a sub county they have committed Ugx 500,000 to 900,000 to do the treatment and sensitization.
When contacted the acting the District health Officer Masindi district, Patrick Baguma confirmed the disease noting that yesterday he dispatched his surveillance team to go on ground and ascertain its magnitude such that they can come out with measures to address it.
He however added that as a district, they have no money to do the needful saying that by Monday they will have got drugs since the sub county has committed some money.
Baguma added that the disease is caused by poor sanitation and personal hygiene. But Nyenwoha wondered why the disease is breaking out at the time the villages are improving in terms of health.

GEN. TUMUKUNDE ARRESTED AT HIS OFFICE IN KOLOLO

Former security minister Lt. Gen. Henry Tumukunde was Thursday arrested after security operatives raided his offices in Kampala.
According to the General’s aides, a team of operatives attached to Directorate of Criminal Investigations (CID) and Chieftaincy of Military Intelligence (CMI) entered his Kololo office at 7:30pm on Thursday for a search.
Moments after the raid, Gen Tumukunde said through his social media platforms that he had been arrested.
“Comrades, I have been surrounded by army officers at my private office in Kololo. Stay United. Details to follow,” he said before adding that “I have been arrested. This will not stop our resolve” in a separate Facebook post minutes later.
By the time of filing this report, charges against him were still unknown.
His arrest comes just days after Gen Tumukunde declared his intention to run for the Presidency come 2021.

ENG. DR. SILVER MUGISHA PROMISES AMBULANCE VAN TO NYABUBARE HCIII

The Managing Director National Water and Sewerage Corporation Dr.Eng.Silver Mugisha has promised to work with his colleagues in Bamugisha community welfare to provide an ambulance van to Nyabubare health center III.
Eng. Mugisha said this yesterday at the commissioning of water in three areas around Bushenyi district ;Karama primary school in Ruhumuro subcounty ,Nyabubare health center III , and Nyabubare Secondary school in Bushenyi district .

The MD Mugisha revealed that he will continue giving Ugandans water as president Museveni promised and he also promised to bring an ambulance van to Nyabubare health center as part of health services.
Eng. Mugisha noted that through the ministry of water, they have decided to extend water to most of the greater Bushenyi areas showing that in some areas, families have been disturbed by water, moving long distances looking for water sources.

He said that stakeholders of areas that have not received water should engage Francis Kateeba the manager so that he can extend the service to their areas.
Eng. Mugisha urged people not to be diverted in politics but to have their own choices by voting people who have intergrity to support their work plans .
He gave a contribution of 1.5 milion shillings at Karama primary school in Ruhumuro to buy a solar , a bull to the students of Nyabubare secondary and Promised to work with Bamugisha community to bring ambulance van to Nyabubare health center III as he did for Kabushaho Health center.
Other dignatories present at the commissioning including chairman Jaffari Bassajabalaba as the chief guest at Ruhumuro Launch ,Manager Francis Kateeba , DISO Bushenyi representing RDC and other technical team from NWSC.

SBC UGANDA LTD SUPPORTS COMMUNITIES AFFECTED BY HOIMA AIRPORT CONSTRUCTION PROJECT

It has been a merry making at Nyamasoga Primary school in greater Buseruka Sub county Hoima district as leaders received donations from SBC Uganda Ltd, an Israel construction company that is constructing the Hoima international airport in Kabaale Sub County.
The team led by Dotan Hameiri, the company’s operations manager handed over a modern pit latrine constructed at Kigaga market, hand pump borehole constructed in Kijjumba LCI, a water tank of 10,000 liters capacity installed at Hoima Central police station.
Among others are dustbins to be installed in Kabale, Rugashari and Buseruka trading centers, hand wash facilities to Hoima Ebola task force.
This has been a second activity on the social corporate responsibility program in the year 2020 according to Amos Murisa the company’s public relations officer.
Dotan Hameiri, the operations manager said that their focus is on health and education and asked both the community and leaders to be part of them, work together to achieve more in implementing the project.
While receiving hand wash facilities, Dr. Joseph Ruyonga, the Hoima district health officer cautioned the public against pandemic diseases of Corona virus and Ebola by following health advice.
Anthony Lukwago, the Hoima chief administrative officer who has been also the chief guest applauded SBC Uganda LTD for outstanding other companies within the district and supporting the community.
Amidst the handover, SBC Uganda raised a challenge of few community members who have on several occasions started fire in the gazetted land for oil and gas that is hindering their works.
Security heads pledged to hold sensitization meetings to find a solution of fire challenges.
SBC Uganda is working on a Shs. 1.3 trillion project and work is expected to end in 2023.

MBUGA a pressure group in Bushenyi and civil society have today staged yet another demonstration accusing the town clerk Bushenyi Ishaka municipality of refusing to interdict the tresurer Beyendeza and Engineer Nuwagaba as directed by Minister Rapheal Magyezi.

Two Bushenyi Ishaka Municipal councilors have also refused to join the rest for tour in which Minister Magyezi assigned them to visit the Municipality and discover its boundaries.
Evalist Mucunguzi councilor for ward II Central division,and Ninyesiga Hebert ward IV have refused to join the rest in the tour of municipality boundaries noting that instead of rushing to go for tour,the town clerk William Makune should first effect interdiction to the treasurer and engineer as directed by Magyezi.
During the Friday’s stakeholders meeting Minister Raphael Magezi assigned the town clerk to write the interdiction letters to the people who were caught in wrong before they do a tour as he also assigned them but the town clerk has since been reluctant.

MBUGA team during today’s peaceful demonstration staged at Municipal headquarter under the theme ACTION NOW, INTERDICT THE CORRUPT argued that they have come to realise that corruption is not only within Procurement and Finance but it is from the political leaders including all the technical team at the municipality.
Apollo Lee Kakonge of civil society forum accused the councilors who have gone with the municipality mayor , town clerk in the touring of the municipalty boundaries of being diverted by ugx 11,000 allowance.
Kakonge noted that they should have first made sure that the town clerk signed interdiction letters for the accused before going for a tour which is less important compared to the former.
Evalist and Hebert vowed that they cant sell their municipality because of eleven thousand shillings (11000) as an allowance from the field of touring the boundaries .

UGANDANS WARNED TO BE VIGILANT OF DEADLY CORONA VIRUS

The Mbarara referral hospital  director Dr. Selestine Barigye has cautioned all the people to be vigilant of the deadly corona virus that was yesterday reported in Kenya.
Dr. Barigye made these remarks while speaking to www.mknewslink.com reporter today in his office at Mbarara referral hospital.
He said that for them as Mbarara referral hospital, they have already put up some measures to prevent the covid19 corona virus.
He said that they have already set isolation centers at the hospital and in the intensive care unit.
Barigye cautioned people to stop hugging, hand shakings, kissing since this virus is an air borne disease and it can be transferred through a person touching his nose and shaking others’ hands.
So far Corona virus has not been suspected in uganda but the country through the ministry of health is on a high alert to curb the virus in case of any emergency
The covoid19 was first reported in China last year 2019 and it has so far spread to 114 countries around the world.

ISINGIRO LEADERS WANT GOV’T TO TEST REFUGEES OF CORONA VIRUS BEFORE RESETTLEMENT TO CAMPS

Authorities in Isingiro district are calling upon the office of the Prime Minister to check all refugees for Coronavirus before they are brought to the camps in the district.
Isingiro district is one of the most hosting refuse communities with two settlement campus of Nakivale and Oruchinga. Isingiro majorly hosts refugees from Rwanda and Burundi among other countries.
Speaking to our reporter on Friday morning ,Donozio Kibanda the district councilor representing Birere Sub-county in Isingiro said that districts which host refuges are on great risk hence should be put on strict surveillance.
His comment comes at time when one case of Corona virus was reported in DRC early this week with a Belgian who had come to the country.
There are atleast 132 cases and two deaths on the African continent with recent one being in Ivory Cost.
Since its outbreak in Wuhan China, Coronavirus has killed thousands of people and has spread to at least 118 countries world wide.
However, there has been no any confirmed case in Uganda though its on a red alert after neighbours DRC and Kenya confirmed Positive cases.

MASINDI COURT CLERK ARRESTED FOR TAKING BRIBE TO PROCESS LETTERS OF ADMINISTRATION

Relatives, widows and the orphans of the fallen soldiers suffer a lot while trying to access letters of administration from Masindi court such that they can get pension and gratuity of their deceased people.
According to the Resident District Commissioner Masindi, Godfrey Nyakahuma, he has received many complaints from people pursuing for the letters of administration who are demanded for bribes by Masindi court officials.
Nyakahuma explained that most bribes are asked by the lower cadres in the judiciary in the name of the presiding magistrates.
He added that it is a culture at Masindi court that the vulnerable people are asked for bribe which is beyond their reach noting that they are forced to sell off their properties to raise the money asked for by the court officials.
He noted that the court officials demand for money between Ugx 300,000 and 400,000 to process the letters of administration.
Nyakahuma also said that the unscrupulous people at Masindi court have now taken the vulnerable as a source of their income.
Last week the RDC’s office arrested one Christopher Kabeiho a court clerk attached to the Grade 1 magistrate who had received Ugx 120,000 from Sarah Kaahwa who was processing the letters of administration.
According to the RDC, Kabeiho was asking for the bribe in the name of the chief magistrate who he claimed was going for leave and yet is a man. The RDC says that Kabeiho asked for the money such that the chief magistrate would speed up the process before he went for the leave.
The RDC said that Kabeiho was given a police bond on Monday this week adding that after investigations are done, he will be produced before the anti-corruption court.
Following this, the RDC’s office introduced free money for whoever is asked for money in a public institution to run to his office and pick it and give it to the officer such that he or she can be trapped.
Kabeiho who was arrested last week was trapped using same money in the RDC’s office since Sarah Kaahwa reported the matter to the same office.
Last year Christine Akuzibwe a nurse attached to Masindi hospital was also arrested in the same way allegedly selling government drugs.
