MASINDI DISTRICT FOOTBALL ASSOCIATION HALTS BUJENJE MP’S TOURNAMENTS

By Yosam Gucwaki

In Masindi

The Association in charge of regulating football activities in Masindi district has halted the tournaments sponsored by the Member of Parliament Bujenje county Rtd. Leut. Patrick Paddy Kasumba over alleged violation of football laws.
According to the letter dated 26th February 2020 authored by Collins Yosiya the Association’s secretary, the MP has never affiliated and subscribed his tournaments to the association for years and yet he uses the Federation of Uganda Football Association’s (FUFA) structures without permission.
The letter indicates that Kasumba uses referees, players and coaches who are registered and trained by FUFA in illegal tournaments which is unaccepted in FUFU laws.
According to the same letter, the MP also disrespects the association by using unsporting language and intimidation. The letter indicates that his tournaments have been stopped with immediate effect until he harmonizes with the district football association.
The same letter was copied to chairperson Regional Football Association, FUFA’s delegates Rogers Byamukama, the RDC Masindi, the sports officer, the area councilors from Bwijanga and Budongo Sub counties among others.
Earlier on in November 2019, Kitara Region Football Association had written to the district associations responsible for regulating football instructing them to take action against the referees participating in unsanctioned tournaments after realizing that there were many unregistered tournaments in the region.
When contacted the tournament’s coordinator, Epaphrasi Wamani, said that he was not aware of anything regarding the ban of their tournament.

KASEKENDE RESPONSIBLE FOR ILLEGAL CLOSURE OF COMMERCIAL BANKS

Disgraced former Bank of Uganda Deputy Governor Louis Kasekende’s tumble from the top echelons of the banking sector to a troubled man was always a matter of when and not if, going by the manner in which he handled affairs at the central bank.
Under the tumultuous reign of Kasekende, the central bank dubiously closed four banks, with all the closures directly linked to the Deputy Governor.
Between 1999-2002 when Kasekende first served as Deputy Governor, Bank of Uganda controversially closed Greenland Bank and The Co-operative Bank, actions that sent the economy into tailspin as the two banks were critical to the sector then.
It is important to note that when Kasekende was first fired from the central bank in 2002, no commercial bank was closed up to 2010 when the bespectacled economist found his way back at the central bank through the back door.
When Kasekende came back as Deputy Governor in 2010, three banks were closed in a period of six years.
In 10 years as Deputy Governor between 2010-2020, Kasekende presided over the closures of National Bank of Commerce (2012), Global Trust Bank (2014) and Crane Bank Ltd (CBL) in 2016.
The closure and sale of Crane Bank to DFCU was the final nail in the coffin for Kasekende as separate audits by Parliament, the Inspectorate of Government and State House squarely laid the blame over the closure of the then largest commercial bank in the country at the feet of Kasekende.
As unanswered questions over the illegal closure of Crane Bank swirled in 2018, a furious President Museveni summoned BoU officials led by Kasekende, to explain why a commercial bank with a clean bill of health like Crane Bank would suddenly-and inexplicably, be in turmoil.
During the meeting at State House Entebbe, an agitated Museveni asked Kasekende to explain how Crane Bank, with a paid-up capital of Shs 210bn, almost ten times the BoU Minimum Capital Bank requirement of Shs 25bn, would be in trouble. Kasekende and his team had no ready answers.
The President also quizzed Kasekende over how Crane Bank, with a portfolio of 500,000 customers, the biggest market share in the banking industry then, would be in dire straits. Again, Kasekende had no response.
To compound Kasekende’s troubles, the President further interrogated him regarding dubious transactions that had been made under his name.
Kasekende was asked regarding a $1m (about Shs3.7b)transfer to his wife- Ms Edith Kasekende’s account by a Chinese firm, Shs1.9b from MMAKS Advocates and $71,000 (Shs262 million) that was wired to Kasekende’s account by Tororo District Local Government. Still, he had no answers.
Multiple sources that attended that meeting-from BoU and Ministry of Finance, told this website that Kasekende was inconsolably distraught and left State House cocksure that his scandal-ridden tenure at the central bank had come to an end.
In a last-ditch attempt to save his position and somehow either secure a contract extension or join the race to replace Emmanuel Mutebile as Governor, Kasekende secured the services of the Catholic Church and some officials in Mengo to help him with the lobbying.
However, senior clerics from the Catholic Church and Mengo failed to secure an appointment with President Museveni on several occasions, leaving Kasekende with no option but to disgracefully bow out of the Central Bank.
With all options of securing a contract extension hitting a dead hit, the tainted Kasekende resigned to his fate and wrote a letter on January 19th, thanking the President for appointing him to the position and bade farewell to the central bank staff.

The Minister of State for Tourism Hon. Godfrey Kiwanda has advised that there is a need for Uganda Wildlife Authority (UWA) to revise revenue sharing funds guidelines to ensure that the money is duly utilized to benefit intended communities.
Hon Kiwanda made these remarks on February 29th 2020 while officiating at the Annual Ishasha Wild Run that took place inside the Ishasha Sector of Queen Elizabeth National Park in Kanungu District where he was the Chief runner.
Minister Kiwanda’s remarks followed complaints from residents of Rushoroza and Kibimbiri Parishes in Kihihi Sub County who are beneficiaries of Revenue Sharing Funds but claimed that the funds were being mismanaged and are not fully benefiting them.
The residents led by Kihihi Sub County LC 3 Chairman Nelson Natukunda had earlier told the Minister that not all the funds allocated to parishes by UWA reach the intended beneficiaries due to procurement guidelines.
Natukunda told the Minister that communities living at the border with Uganda National Parks are still living in abject poverty despite the money they receive.
Minister Kiwanda however said that he will convene a meeting of all District Leaders , MPs whose communities border with national parks and other stakeholders so that they can have a common agreed stand on how to share revenue funds .
“Revenue Sharing Funds have become a sensitive issue and it’s high time all stakeholders come together to share ideas on how best it can be utilized to benefit the intended communities” Hon Kiwanda Suubi said.

Kinkizi West MP Hon James Kaberuka who attended the function alongside Gen Ivan Koreta and the Acting Principal Wildlife Officer in the Ministry of Tourism, Wildlife and Antiquities Mr Candia Leone among many others, said that although UWA has been giving a lot of money to Kanungu District in form of Revenue Sharing Funds, there is nothing to show for it.
“If these funds are well planned for and put to its proper use it will go a long way in transformation of our communities and the benefit will felt now and generations to come” Hon Kaberuka noted.

The Bishop of North Kigezi Diocese Rt. Rev. Benon Magezi has decried high number of children who are not attending school just because their parents or guardians can’t afford the basic requirements.
Bishop Magezi made the remarks while presiding over the newly introduced educational Program, The Turyamuhweza Foundation – YORORA Ministries Education Program whose objective is to ensure that vulnerable and disadvantaged children are supported to remain in school.
Bishop Magezi noted that the research reports commissioned by the church have established that one out of every 5 children in Rukungiri District are not attending classes and this translates to 7000 children altogether which is worrying number.
The Bishop hailed Rujumbura County MP Hon Fred Tumuheirwe Turyamuhweza who has partnered up with YORORA Ministries to support the children in Rukungiri District the move he said will go a long way in making the children useful Ugandans.
“As the Diocese of North Kigezi, we are working hard to revive the glory of the church by ensuring that children go to school and reach at a level where they can get life skills to help them become self reliant in future, so we welcome everyone who comes on board to support us in the education sector” He said.
Bishop Magezi said that he was happy that the main objective of the Turyamuhweza Foundation – YORORA Ministries Education Program is to support basic education and skills development which is a great catalyst for positive change in both local and national Outlook and it will be a good gesture when extended to higher Institutions of learning.
According to the Executive Director of YORORA Ministries Rev Eng Emmanuel Mwesigwa, 125 children in Rujumbura County have been identified through a careful selection to start benefiting from their support.
Rev Mwesigwa explained that their organisation pays school fees for the children and also provides basic needs for the selected children who remain studying in their respective schools.
He also pledged that although the organisation intends to support the children through primary education, the guardian should not relent in supporting them to attain higher standards of education.
Education is in fact the key that unlocks doors through which Uganda can enter into middle income in the first world status.
Counties that have developed have taken education as a serious issue and this has lifted such counties from bagging status to lending status.
If Uganda is to join the ranks of the most developed counties like England, America and others, the government must get our country’s national priorities right Instead of wasting scarce public resources on the regime survival and double education investment

Masindi moslems and residents from the three villages of Bokwe, Kasanyi and Kigaragara in Pakanyi Sub county Masindi district are feuding over compensation from Uganda National Roads Authority (UNRA).
Speaking during a meeting organized by UNRA at Kasenyi village, residents explained that they doubt the authenticity of the land title the moselems are possess adding that the residents are the rightful owners of the land.
James Musinguzi a resident of Bokwe said that the moslems’ lease expired long time ago and they are just struggling to extend it now after realizing that UNRA was going to compensate people.
He also revealed that they have stayed on the disputed land for years and years but they have never seen anyone claiming its ownership.
Frank Byamukama argued that since they have failed to get assistance from the relevant offices, they have petitioned the office of the president adding that they are optimistic that they will get justice after its intervention.
Richard Mugabi, the land acquisition officer from UNRA explained that if the land has a genuine title, the owner of the title will take 40% while the Bibanja holders take 60% adding that the money is available but they are waiting for the two parties to agree with each other.
But the residents contended that they should receive 100% compensation since the moselems have never been the rightful owners of the land.
The land in question is 301 hectares located along the 150 Kisanja Para road which is under construction in Pakanyi Sub county Masindi district.
The fight over compensation has currently stalled the project along the stretch where there is a disputed land.
The resident district commissioner Godfrey Nyakahuma who also attended the meeting asked the residents to pave way for the project to proceed as they settle out their matter something which the residents agreed to.
Nyahuma advised the residents to go in court in case they have a dispute but not to go to offices which will end up misleading them. He added that he was going to engage court official to handle the cases arising from compensation expeditiously.
Sheikh Safian Mugisa the district Khad Masindi who also attended the meeting said that they are the rightful owners of the land arguing that they acquired it in 1970s from Masindi district land board arguing that the 40% should go to them.
He also noted that they have been paying ground rent to Masindi district local government something which signifies that they are the true owners.
Mugisa also stated that very many attempts have been made to develop the land but they have been getting a lot of threats from the squatters hence failing to utilize their land.
Kassimu Ssembuga the secretary Masindi district Moslem asked for harmony noting that they have no intentions of chasing anyone but to stay together.

A whistle blower has petitioned Inspectorate of Government over what he calls non-declaration of assert to the IG and falsification of wealth under pseudo names by the former Deputy Governor of Bank of Uganda Louis Kasekende.
In a document received by the Inspectorate titled confidential notes, corruption against former Deputy Governor Louis Kasekende, the whistleblower says in accordance with the Leadership Code Act 2002, all public servants and leaders are required to declare their wealth to the IGG, but Kasekende didn’t declare his wealth.
“He has acquired a lot of money and property in Luzira, Bugolobi, Buloba along Mityana road, and Naguru and evidence is attached to this effect” reads the report.
It continues “Kasekende’s leaked are beyond, he has account in one of the banks in Zambia and this account I will avail the evidence with time.
The whistleblower further alleges that the former number two at the central bank has properties in United Kingdom and Zambia.
“Kasekende and wife own other properties in the United Kingdom which the IGG needs to investigate and these property evidence is attached. Many witnesses are ready to give evidence to that effect as long as they are protected by your office. Kasekende has a woman he uses called Agelah Nasaali, she is based in Zambia she has a company dealing in mining called KASE-NASA Mining Limited, Kasekende has 60 per cent. It has account number 600123445001 in Cavmont Bank Limited (CBL). Evidence will be given to investigator at the right time” Reads the petition.
However, this website has established that an official of the Inspectorate known as Naol Akello who previously handled the earlier probe into same allegations is alleged to have taken a low profile in investigating Mr. Kasekenda after a meeting with one of the city lawyer who arranged and met her in Nairobi.
www.mknewslink.com has also reliably learnt that another lawyer known as Robert has been frequenting the Inspectorate with a view of stopping the investigations.
Kasekende exited Bank of Uganda in January upon expiry of his contract but the appointing authority never extended or renewed which saw him extensively lobby but without any results.
In December 2018, a leaked document showed that Dr. Kasekende transferred 12 plots of land into the names of his driver Moses Musitwa in an effort to dodge the scrutiny of the Inspector General of Government (IGG).
According to the document, Dr. Kasekende transferred the properties to the names of his driver on January 31, 2018.
The document says Kasekende has 35 properties in his names yet he only declared to IGG six properties.
Although the leaked documents show that Kasekende transferred the properties into names his driver Musitwa, there is no evidence to show that the deputy governor sold the plots to the latter.
The plots are located in Busiro on Block 314. They are plots No. 6090, 6091, 6092, 6093, 6094, 6095, 6096, 6097, 6098, 6099, 6100 and 6101. The plots range from 0.0450-0.0590 hectares.
