The Minister of Security, also Member of Parliament for Rujumbura County maj. Gen. Jim Katugugu Muhwezi, has directed the District Police Commander (DPC) of Rukungiri Police Station to arrest Ninsiima Arthur, the Kikarara Parish Chief in Bwambara Sub- County. This follows serious allegations of extortion and corruption in the implementation of the Parish Development Model (PDM).
The directive was issued on April, 23, 2025 during a Baraza (community meeting) held at Nyabugando in Kikarara Parish, where residents accused Ninsiima of soliciting bribes from individuals seeking to benefit from the PDM initiative.
According to residents Natukunda Isaac and Kyarikunda Evas, beneficiaries were allegedly forced to pay bribes ranging between UGX 50,000 and UGX 200,000 to access funds under the program. They further claimed that, in some cases, individuals who paid the bribes still did not receive the UGX 1 million they were entitled to from the government, prompting them to raise the issue directly with the minister.
Upon hearing the complaints, Minister Muhwezi ordered the police to immediately track down and arrest Ninsiima Arthur who was notably, present at the meeting but reportedly fled the scene as accusations began to mount against him.
Rukungiri District Police Commander (DPC), SSP Apollo Kyangungu, who was also present at the Baraza, confirmed that investigations were underway and pledged to ensure justice for the affected residents.
