The 2019/20 Government Annual Performance Review (GAPR) has ranked Kiruhura, Bugiri, Masindi, Katakwi , Ntungamo,Ngora, Sheema and Wakiso districts as the overall best performing local governments in different projects to boost service delivery.
The ministry of Finance has reported that revenue mobilisation performance has persistently remained poor from 2017 assessment (at 47 percent) to 42 Percent in 2018 ,44 percent in 2019 and number of local governments that met their own planned revenue collection targets declined from 88 percent ( local governments meeting their Targets) in 2018 to only 23percent in 2019
The worst were Kyejonjo ,Bukwo ,Apac , Maracha, Abim, Namisindwa, Pakwach, Arua, Kaabon and Kikuube districts.
